PRESENTATION

The Public Law Institute at Rey Juan Carlos University (PLI) is due to organize the “I Course

for Political Managers”.

The PLI presents the course as a formative and complementary activity for political managers for them to face the challenges of the XXI century and offer them strategies to help them face those new challenges in our societies, economies, organizations and cultures. All of that within the current process of globalization that seems to require, among other things, an overcoming of the national field and all the previous creates political and economical answers, global too. This course is aimed at fostering new aspects that influence our societies nowadays, such as the importance of networking and the personal relationships among social actors that bring about new opportunities in professional careers.

These days there is a need of professional with an overall training that can give them a quick capacity of understanding political, economic, business and social phenomena, and an extraordinary ability to react to them.

It is a PLI initiative that looks for, through the training of elite’ course, strengthen leaders and promote values and good practices so that they can be implemented in their organizations.

The PLI has organized several formative and investigating activities since its foundation, aimed at political, economical, social, professional and academic leaders, through the exchange and fostering of ideas and knowledge in the Public Law field, being the former a nationwide referent concerning investigation and reflection of Public Law.

The course, in the line of the PLI experience as for specialization and post graduate courses, will not have more than 25-30 students.

STUDENT PROFILE

This course is aimed at those currently or potentially dealing with the public network. All the professionals that work in the field of public or private entities management.

The student needs to be graduate or, in exceptional cases, he or she will have a wide and excellent professional career. In any case, they will have to meet several requirements:

- University degree (licenciatura o grado) in any field.

- Foreign university/college degree that allows the student to access to Master studies and that has been recognized in the Spanish nation.

- Exceptionally those students who can prove a professional career.

- Official knowledge of foreign language (English- advanced level). Entrance tests

will be passed to those who cannot prove knowledge of foreign languages.

STRUCTURE

The course has, on the one hand, a theoretical module that will be developed from September to February, with special emphasis on the humanistic and social fields and the relationships among actors. And, on the other hand, it includes a practical module which the student will be able to choose to do: either in the “Libre University of Brussels” (Belgium) or “Yale” (U.S.A.)

In March, the student will have to pass a final test in front of an examining board designated by the management of the course.

ANNOUCEMENT

The process of presentation of candidatures for the Elite course (“I Course for Political

Managers”

)

will be open starting from this communication, presenting some of the most relevant aspects of the formative programme.

DATE AND PLACE OF THE COURSE

The course will be carried out by The Public Law Institute at “Rey Juan Carlos University”, in “Manuel Becerra Building” (Madrid).

SCHEDULE

It will be an intensive course, with the teaching being concentrated on Friday afternoons and Saturday mornings.

LANGUAGES

The course will be taught in English and Spanish. The student will present official certificates of foreign languages knowledge (preferably English). Besides, the course management will establish the necessary tests for those candidates who don’t have official linguistic acknowledgements.

OBJECTIVES

• To provide participants with the fundamentals of democracy and its institutions. • To offer the main tools for the social, economic and political analysis.

• To develop a practical knowledge about public opinion and its investigation. • To establish the basics for the development of political strategies.

• To know the different techniques on political communication.

• To teach the basic knowledge for negotiation and solution of conflicts.

• To provide the acquisition of theoretical and practical knowledge about democratic institutions, values and practices and to encourage a higher commitment by the members of the institutions where students develop their professional activity. • To favour the acquisition of analyzing skills that allow a better understanding of

the social, economic and political issues.

• To strengthen the development of the modern strategies concerning politics and the managing of participants and their organizations, in order to apply them to the political democratic activity and the entities management.

• To promote the exchange of experiences, testimonies and opinions about institutions, practices and values.

• To improve the training level of the present and future economic, social and political leaders, according to the current complexity in the process of decision making and the public or institution agenda.

• To contribute to the renewal of the leading class, fostering collective values such as: respect for the democratic rules, credibility linked to transparence in the way of acting, respect and solidarity.

APPLICATIONS

The applications may be presented by the following procedures:

2. You can hand the application in at PLI in “Campus Vicálvaro”, Rey Juan Carlos University.

Only the chosen candidates will be notified of the results of the selection process.

TEACHING

The teachers and professionals that form the teaching framework of this course are of renowned academic and professional prestige in their careers in the public, private and political fields.

ACADEMIC/EDUCATIONAL PROGRAMME

Each module will last two sessions, which will be concentrated in the same week: Friday afternoon and Saturday morning.

Session 0 Presentation of the programme.

Module 1: Concept of democracy: its principles, its values and its practices. Basic

concepts about the relations between government and people.

Module 2: The political democratic institutions, the supervising organisms, the

authorities. Legitimacy and institutional reforms.

Module 3: Globalization, information society and the new framework of international

relationships.

Module 4: The public institutions: their role, the institutional crisis and the new

supporting structures.

Module 5: Public and Private Ethics. Module 6: New management approaches.

Module 7: Public opinion and published opinion.

Module 8: Values and practices for a democratic culture within institutions. Module 9: Relations between social actors, the role of managers and leaders.

Module 11: Social corporate responsibility in the political actors.

Module 12: Project designing of economic, social and political insertion. Module 13: Political marketing and mass media.

Module 14: Evaluation of the module.

CERTIFICATE

Those students that meet the following requirements will receive the URJC certificate “First course for political managers”:

- Attendance to and participation in all the sessions, conferences, workshops, activities and tutorial classes corresponding to this course.

- Attendance to the 80% of the theoretical lessons.

- Those who pass the practicum phase in the institutions appointed for the 1st edition. The access to the different practicum vacancies will be determined, unless the

institutions introduce any modifications, according to the following standards:
