Development Support Manager
JOB DESCRIPTION
Employed by: Welsh Centre for International Affairs (WCIA) Responsible to: Senior Development Support Manager
Salary: WCIA Band D starting at £27,042 pro-rata (point 23 NJC scale) plus pension contribution
Employment terms: Temporary contract until 31stMarch 2024 (with the possibility of extension)
Base: Hub Cymru Africa is based at the Temple of Peace, Cathays Park Cardiff although most staff are currently working from home. Flexible working arrangements are offered.
Hours: Part time 0.8 FTE (29.6 hours per week).
Annual leave: 28 days pro rata, plus public holidays
Travel: This role may require some travel within Wales and occasionally the UK, including overnight stays. Use of public transport is preferred; when this is not convenient staff may use their own vehicle. The current mileage rate is 45p.
Summary of role:
The Development Support Manager will work as part of the HCA team to lead Hub Cymru Africa’s development support, mentorship and training activities across Wales. They will ensure that individuals and groups within the Wales Africa sector access a programme of training, learning and information sharing linked to Sustainable Development Goals and the Future Generations Act.
A team of three part-time Development Support Managers plus a Senior DSM work throughout Wales. Specific leadership responsibilities are allocated within these roles.
Specific responsibilities for this role will include:
1. Development Support and Mentorship
a. Lead on the provision of development support for individual groups and organisations, ensuring that experiences are shared and resources are made available
b. Lead on the design and advertising of our Advance mentoring programme, including reviewing and evaluating the programme and directly support at least one group per year
c. Work with organisations to trouble-shoot challenges in programme design, implementation, fundraising and other mutually identified areas
d. Develop action plans together with groups, including identifying any training needs or areas for further support
e. Provide links to both internal and external training opportunities, as well as other opportunities relevant to specific groups
f. Support groups to develop monitoring and evaluation plans for their work g. Support groups and individuals in Wales to change their approaches,
attitudes and language towards partnership working.
2. Training and Events Programme
a. Coordinate elements of HCA’s training programme, ensuring that experiences and lessons learned are shared within the wider community b. Deliver tailored training courses that address organisational effectiveness,
implementation and impact and other topics as identified by partners
c. Encourage groups to attend training and events programme which target the broader international development third sector in Wales
d. Ensure events and training are delivered with partners in Africa and minoritised communities in Wales and co-designed where practical.
3. Leveraging funding and fundraising advice
a. Identify sources of funding relevant to members of the Wales Africa community and ensure that information is shared and accessible to groups b. Encourage and support groups to apply for funding, including through UK
funding streams from FCDO, Big Lottery and Comic Relief, as well as private foundations and trusts
c. Where necessary, provide detailed support to groups in the application process including reading draft submissions and providing advice
4. Shared Learning Events
a. Coordinate and lead shared learning events, bringing together groups working on thematic headings to share experiences
b. Work with other members of the HCA team to advertise, manage and host events across Wales that will bring new people into the sector
c. Ensure lessons learnt from events are documented and that combined knowledge is maximised within the Wales Africa community
d. Develop new resources based on lessons learnt as relevant.
5. Gender Equality
a. Lead on planning and delivery of a programme of Shared Learning events and training within our Gender Equality programme
b. Lead on the delivery of two Gender Equality Conferences, one in Wales and one between partners in Africa
c. Lead on the establishment of a women’s advisory group to inform the programme of work
d. Support the Senior DSM to deliver a final report on learning from the programme.
6. Cross-Cutting Responsibilities (shared with all HCA staff)
a. Ensure that all work is planned and delivered as part of the overarching Hub Cymru Africa Strategy
b. Contribute in a fair and proportional way to shared activities, including the Springboard for Learning project, major events, communications and outreach work
c. Ensure a good level of linkage between the work of the partner
organisations: Welsh Centre for International Affairs, Fair Trade Wales, Wales and Africa Health Links Network and Sub-Sahara Advisory Panel
d. Work with the Diaspora and Inclusion Officer to ensure that marginalised groups can access support, training and grants
e. Report on progress to your line manager and, where requested, directly to the Partnership Board or Welsh Government
f. Manage and/or support volunteers as required to deliver your work
g. Ensure that the programme is delivered bilingually and actively increases the involvement of Welsh speakers
h. Contribute all relevant Monitoring, Evaluation and Learning data required within the project
i. Ensure that funds are spent for the programme’s approved purposes and that all transactions are supported with financial paperwork
j. Undertake occasional other duties where delegated by the Head of Partnership.
Person Specification:
Essential
1. Bachelors degree or equivalent qualification
2. Experience of delivering support and training to small community-based organisations and charities OR experience of working or volunteering on international development-related projects
3. Knowledge and understanding of community development initiatives in low-income countries
4. Knowledge and understanding of the voluntary sector in Wales
a. Ability to take a learning approach to continually improve project delivery b. Ability to work cooperatively and productively with team members, openly
exchanging information and supporting colleagues 5. Excellent written and spoken communication skills
6. Good understanding of digital tools for collaboration and meeting a. Good IT skills, especially with Microsoft Office and Google Suite.
Desirable
1. Experience of networking and building contacts with experts and mentors 2. Overseas experience in a low-income country
3. Demonstrated understanding of Gender Equality 4. The ability to communicate in both Welsh and English
a. Experience of organising and hosting events, both physical and virtual b. Experience working with community-based volunteers
c. Creative and critical thinking skills to solve problems, take advantage of opportunities and contribute overall to partnership development.
