Rod Alba

Vice President, Mortgage Finance & Senior Regulatory Counsel, American Bankers Association, Washington, DC

Rod Alba joined the American Bankers Association in July of 2008 as vice president, mortgage finance and senior regulatory counsel in the Mortgage Markets, Financial Management, and Public Policy De-partment. He is responsible for oversight on all residential real estate lending laws, regulations, and other legal developments. He is the ABA staff liaison to the Mortgage Markets Committee, responsible for poli-cy formulation on issues affecting real estate finance.

Prior to ABA, he was with the Mortgage Bankers Association, where he served as legislative counsel and senior director of government af-fairs, heading up MBA’s Regulatory Compliance and Legal Issues com-mittees. Before joining the MBA, Alba was senior attorney for RESPA with HUD in the Office of General Counsel, GSE/RESPA Division. In this capacity, he participated in drafting and development of every rule and administrative interpretation under RESPA and Regulation X from 1994 to 2000.

Alba has received numerous recognition awards in his years with MBA and HUD. Prior to that, he was recognized with a Congressional Fel-lowship and served in a legal capacity in various federal administrative agencies. His education includes a Juris Doctor from Syracuse Univer-sity College of Law and a BA degree in economics from the UniverUniver-sity of Maryland. He graduated summa cum laude from the University of Kentucky with a BBA degree in finance. He is also a graduate of the Graduate School of Banking at Colorado.

Michael (Micky) J. Baca

Assistant Deputy Comptroller (ADC) Analyst, Nashville Field Office

Micky Baca assumed the position of ADC analyst in April 2013. In his role as ADC Analyst, Mr. Baca is responsible for assisting ADC Wen-dell Walker in the supervision and oversight of these banks. He is re-sponsible for reviewing the institutions’ supervisory strategies, reports of examination, attending board/bank meetings, providing technical assistance and guidance to bankers/examiners, developing the field of-fice business plan, and coordinating staff resources.

Mr. Baca joined the OCC in 2005 and spent eight years as a field ex-aminer in Nashville. During this time, he worked in a number of com-munity banks, as well as participating in Southern district rotational assignments and complex credit assignments.

Mr. Baca is originally from Texas, but was raised in Macon, Georgia. He obtained a BBA in Finance from the University of Georgia in

Ath-Coralyn Carter

Compliance Examiner, Dallas Region, Federal Deposit Insurance Corporation, Nashville, TN

Coralyn Carter joined the Federal Deposit Insurance Corporation in 2007 as a financial institution specialist in the Corporate Employee Program. She completed her first year in the Cedar Rapids, Iowa, field office and transferred to the Minneapolis, MN, field office to begin her compliance career track. Carter was promoted to a commissioned com-pliance examiner in 2010 and transferred to the Nashville field office in 2011. Throughout her career she has served as the examiner-in-charge of various financial institutions including some complex financial insti-tutions that have resulted in formal and informal enforcement actions and civil money penalties. In addition, Carter has contributed to the development of regional compliance examiner training and served as an instructor on compliance regulatory changes. During the past few months, she has worked as an acting review examiner.

Carter is a graduate of the University of Memphis with a bachelor of business administration degree in accounting and the University of Phoenix with a master of business administration degree.

June Crowell

CPA, CGMA, Member, Crowell & Crowell, PLLC, Franklin, TN

As a founding member of Crowell & Crowell, PLLC, June serves both pub-lic and private financial institutions. She provides external and internal au-dits, regulatory compliance reviews, loan reviews, Bank Secrecy Act (BSA) reviews, and Automated Clearing House (ACH) reviews. June has over 25 years of experience in both public accounting and the financial institutions industry. She has worked for various regional and local accounting firms in the Nashville area. In addition to the financial institutions industry her other public accounting experience includes audits of manufacturing, trade asso-ciations and investment companies and corporate and individual tax return preparation. June graduated from Belmont University in 1990 with a Bach-elor of Business Administration degree with a major in accounting. June is a graduate of the 2008 American Bankers Association National Compliance School. June is a Certified Public Accountant (CPA) and a Chartered Glob-al Management Accountant (CGMA). She attends 40 hours of accounting and financial institution related continuing education annually. She serves on the TBA Compliance Committee, the University of Tennessee (Knox-ville) Accounting and Information Management Advisory Round Table, the TSCPA financial institutions committee, and serves as the treasurer of the Maplewood Office Park Condominium Association. James Dewhirst

Consumer Compliance Liaison, Bank Division, Tennessee Department of Financial Institutions, Nashville, TN

In December 2014, Jim joined the Tennessee Department of Finan-cial Institutions (TDFI) as the Consumer Compliance Liaison. In his position, he is responsible for keeping the TDFI up to date on devel-opments in the area of consumer compliance regulations as well as working with federal regulatory agencies and Tennessee banks to help encourage a balanced approached to complying with required regula-tions.

Prior to joining the TDFI, Jim served over 20 years in various capaci-ties, including General Counsel, Compliance Officer, Branch Admin-istrator and BSA Officer for community banks in East Tennessee. Jim began his compliance career in 1982 as a Consumer Affairs Exam-iner for the Federal Reserve Bank of San Francisco.

Jim graduated from the University of Tennessee School of Law in 1981 and is a member of the Tennessee Bar.

Chris Finnegan

Assistant Regional Director, Dallas Region, Federal Deposit Insurance Corporation, Memphis, TN

Chris Finnegan, who has 21 years of regulatory experience, oversees the Consumer Compliance, Fair Lending, and Community Reinvestment Act (CRA) examination functions in six of the Region’s eight states, including Arkansas, Louisiana, Mississippi, Oklahoma, Tennessee, and West Texas, which includes oversight of nearly 500 financial institu-tions ranging from small rural community banks to large multi-billion dollar regional institutions. He has previously served as the Field Su-pervisor for the Nashville / Knoxville and the Oklahoma City / Lub-bock Territories; a Senior Compliance Examiner in the Memphis, Ten-nessee Field Office; and an Examiner in the Baton Rouge, Louisiana Field Office.

He has taught or presented at numerous regional and national con-ferences and schools, including the Graduate School of Banking at Colorado, the Bank Operations Institute at SMU, the ABA National Compliance Conference, and Compliance Schools / Seminars in nu-merous states.

Chris is a native of Laurel, Mississippi, and graduated Magna Cum Laude from the University of Mississippi. He also graduated with hon-ors from the Graduate School of Banking at the University of Virginia, and is a Certified Regulatory Compliance Manager (CRCM).

Greg Gonzales

Commissioner, Tennessee Department of Financial Institutions

Greg Gonzales is the 18th commissioner of the Tennessee Department of Financial Institutions, who began serving in this role in 2005, and was reappointed by Governor Bill Haslam. He has served in the de-partment since 1986. In this position, Gonzales serves as Tennessee’s chief regulatory officer of all state-chartered depository and licensed non-depository financial institutions. Additionally, he has served as assistant commissioner and general counsel for the department. Gonzales is a past Chairman of the Conference of State Bank Super-visors (CSBS), which is the professional organization of state bank-ing commissioners in the United States. Commissioner Gonzales, for a number of years, served as a member of the Board of Directors of the Money Transmitter Regulators Association (MTRA), an organiza-tion of a majority of the states that regulate funds transfer companies. He served on the U.S. Treasury’s Bank Secrecy Act Advisory Group. Commissioner Gonzales currently serves on the Board of Directors of the Tennessee Financial Literacy Commission. Gonzales also currently serves on a national task force studying how new technologies are af-fecting the U.S. payment systems.

Commissioner Gonzales was born in Cookeville, Tennessee and grad-uated Cum Laude in Cursu Honorum with a bachelor’s degree from Tennessee Technological University in 1980. Gonzales served as a re-search assistant in 1980 to Sir Patrick Cormack, a Conservative Party member of the British Parliament. He earned a law degree from the University of Tennessee in 1984.

Commissioner Gonzales is an avid baseball fan and has rooted for the Chicago Cubs since the 1960s, which has taught him great life lessons in perseverance.

Amy Greene

CRCM, CAMS, CCBCO, Supervisor, KraftCPAs PLLC, Nashville, TN

Amy is a supervisor with the KraftCPAs banking industry team. Amy has 13 years of banking experience, including 10 years working ex-clusively in the compliance area as a compliance officer and compli-ance training officer. Amy holds the credentials of certified regulatory compliance manager (CRCM), certified community bank compli-ance officer (CCBCO) and a certified anti-money laundering special-ist (CAMS). Greene earned a B.S. in Business Adminspecial-istration from Freed-Hardeman University.

Calvin Hagins

NBE, CRCM, CRP, AMLP, CPE, Deputy Assistant Director for Originations, Supervision, Enforcement, Fair Lending (SEFL), Office of Supervision Policy (OSP), Consumer Financial Protection Agency, Washington, DC

Calvin, a recognized industry expert, comes to the Bureau with over 25 years of experience in federal supervision of fair lending compli-ance, compliance management systems and programs, risk manage-ment practices and processes, Community Reinvestmanage-ment Act (CRA) and general consumer protection issues.

Calvin’s principal responsibility at the CFPB is to manage the National Program for mortgage, student and automobile origination matters for depository and non-depository financial services companies. He also leads the Office of Supervision Policy’s effort to implement the Dodd-Frank Title XIV mortgage rule changes and the Know Before You Know Owe initiative (Truth in Lending Act/Real Estate Settlement Procedures Act Integrated Disclosure) rule change.

Calvin, while at the Office of the Comptroller of the Currency, rose through the ranks as an examiner in the Atlanta, GA and Tampa, FL offices from 1987 to 2003, earning his commission as a National Bank Examiner, and taking on roles of increasing responsibility, including Assistant Deputy Comptroller in Atlanta. In 2003, Calvin was selected as the Senior Advisor to the Deputy Comptroller in Washington, DC, and in 2005 became the Director for Compliance Policy for the OCC for almost six years.

He has coauthored numerous articles on compliance matters, provid-ed technical content for numerous trade publications, given Congres-sional testimony on fair lending supervision, spoken extensively at national trade associations, on nationally syndicated and local radio programs, and at various state and regional compliance conferences. Calvin earned a BS in Finance from the University of South Florida and holds the Certified Regulatory Compliance Manager, Certified Risk Professional, Anti-Money Laundering Professional and Consum-er Protection ExaminConsum-er designations.

Paige Harris

Assistant Vice President, Supervision and Regulation Division, Federal Reserve Bank of Atlanta, Atlanta, GA

Paige Harris is an assistant vice president in the Federal Reserve Bank of Atlanta’s supervision and regulation (S&R) division. In this role, she leads the daily operations of the division’s consumer compliance and complaints function. Prior to assuming her current responsibilities, Harris was director of examinations in S&R’s consumer affairs area. She began her career with the Bank in 1984 as an associate examiner

ficer at SouthTrust Bank and as a regional regulatory risk manager at Synovus Financial. Harris also worked as an independent consultant for several local community banks. In 2010, she returned to the At-lanta Fed to manage a team supervising the Sixth District’s large, com-plex banks and bank holding companies. Harris has been involved in a number of System-level initiatives. She is an alternate on the System Consumer Compliance Management Group and has served in several cross-functional exams and work groups. A native of North Carolina, she holds a bachelor of business administration degree in accounting from Appalachian State University and a master of business adminis-tration degree in risk management and insurance from Georgia State University. Paige also earned a Certified Regulatory Compliance Man-ager designation from the American Bankers Association.

Blair Rugh

Director of Compliance, TriNovus, a Temenos Company, Birmingham, AL

Rugh is one of the preeminent experts on United States banking laws and regulations. He has authored compliance manuals recognized by the banking industry as the definitive treatise on banking law and reg-ulation. Rugh has extensive experience as a speaker and has written numerous articles published in banking journals. With more than 20 years’ experience in commercial and investment banking, Rugh’s back-ground includes a BS degree in chemical engineering from the Univer-sity of Kansas as well as a juris doctor degree from Southern Methodist University Law School.

Aaron Rykowski

CRCM, Vice President, Consumer Practices Compliance Servicing, Fifth Third Bank, Cincinnati, OH

Rykowski is an experienced compliance professional with 13 years of diverse banking background at community banks, regional bank, and as a Federal examiner with the FDIC. As a former Chief Compliance Officer and Federal Regulator, he has experience with for the full range of compliance program management functions, including lending, de-posit, HMDA, CRA, fair lending, BSA, compliance audit, operations, information security, disaster recovery, ALLL, and default servicing. Rykowski is a Certified Regulatory Compliance Manager and a com-missioned Bank Compliance Examiner.

Danny Santivasci

CRCM, Senior Consumer Affairs Bank Examiner, Federal Reserve Bank of Atlanta, Atlanta, GA

Danny Santivasci joined the Federal Reserve Bank of Atlanta as a Con-sumer Affairs Bank Examiner in 2011. He was promoted to Senior Examiner in April 2013 and currently specializes in CRA examina-tions for large, complex instituexamina-tions. Prior to joining the Federal Re-serve, Danny managed various areas of consumer compliance as Vice President of Community Development at a large bank in Miami, FL. Danny also has several years of experience overseeing community de-velopment projects at the municipal level. He is a Certified Regulatory Compliance Manager (CRCM) and holds an MBA in Finance from Nova Southeastern University and a Master of Science in Communi-ty Development and Political Science from Illinois State UniversiCommuni-ty. Danny’s work in community development began as a Peace Corps Vol-unteer in Guinea, West Africa.

Jeff Tate

Exam Specialist, Federal Deposit Insurance Corporation, Nashville, TN

Jeff Tate is a Fair Lending Examination Specialist in the Dallas Region-al Office of the FederRegion-al Deposit Insurance Corporation. Mr. Tate is a graduate of the University of Tennessee at Chattanooga with a de-gree in Accounting. He started with FDIC in 1987 as a risk manage-ment field examiner in the Tulsa, Oklahoma Field Office, transferred to the Nashville, Tennessee Field Office in 1996 and was selected for his current position in 2004. Over the years, Mr. Tate has served on several occasions as the Acting Senior Fair Lending Specialist in the Washington headquarters with the responsibilities of managing and ex-ecuting the goals and objectives of FDIC’s Corporate Policy Commit-tee; preparing congressional testimony on the effectiveness of FDIC’s enforcement of fair lending statutes; consulting with the Department of Justice on various fair lending cases; and serving as a point of con-tact for communication with other regulatory agencies to establish a collective approach to address emerging fair lending issues. He has served as an instructor at the FDIC training center since 2000. As a Fair Lending Examination Specialist, Jeff oversees the Dallas regional fair lending program; participates directly in large and/or complex fair lending examinations; and conducts fair lending consumer complaint investigations. Jeff and his wife Barbara reside in Nashville, Tennessee.

Clinton Vaughn

vArea Manager, Community Affairs, Federal Deposit Insurance Corpo-ration, Division of Depositor and Consumer Protection (DCP), Dallas Region–Memphis Area Office

Clinton Vaughn, Jr. is the Federal Deposit Insurance Corporation’s (FDIC) Area Manager Community Affairs Memphis Area Office. His territory consists of the states of Tennessee, Arkansas, Louisiana, and Mississippi. Mr. Vaughn began his career with FDIC in June of 1990 and received his Commissioned Financial Institution Examiner status in 1995. He has over 20 years experience in Regulatory Banking that includes Compliance, Risk Management Examinations, CRA Evaluations, Community Devel-opment, Economic DevelDevel-opment, financial education and Fair Lending. He has served as the Area Manager since December 2000, promoting collaboration among bankers, community organizations, small busi-nesses, churches, and local government leaders to identify local credit needs and to develop strategies to meet those needs. Mr. Vaughn’s community involvement includes service as an Ordained Deacon, nu-merous non-profit boards, Boys and Girls Club Board, scouting (boys and girls), Civil Rights Museum (Founder status), life member of Omega Psi Phi Fraternity, Incorporated and other voluntarism. As Area Manager, he and his staff provide technical assistance to banks, non-profits, examiners, and other stakeholders in identifying commu-nity and economic development initiatives, including projects that promote affordable housing, small and micro-enterprise business de-velopment, fair lending, job creation and financial services.

Prior to joining the FDIC, Mr. Vaughn has 5 years management ex-perience in retail lending with one of the top 50 in size multi-state banks in the United States. He has 5 years experience in financial op-erations with the largest railroad network in the United States serving over 32,000 miles of track.

Mr. Vaughn received a Bachelors Degree from Mississippi State Uni-versity with majors in Finance and Transportation, and a minor in Accounting with further studies in Accounting at Christian Brothers University Memphis, Tennessee and the University of Memphis, Mem-phis, Tennessee.

Mr. Vaughn is a recipient of the FDIC Chairman’s Excellence Award and Employee of the Year for the Memphis Region. The Tri-State De-fender 2009 50 Men Of Excellence Award. Selected as the Interna-tional and NaInterna-tional Citizen Of the Year by Omega Psi Phi Fraternity at its National /International convention in Raleigh, NC July 2010. He has received several Special Act Awards, Mission Achievement Awards and Performance Awards during his tenure at the FDIC.

Mr. Vaughn is married to Lashell McCullough Vaughn. They are the proud parents of two children, Victoria and Clinton III.

Rachel Webster

CRCM, Consumer Affairs Bank Examiner, Federal Reserve Bank of Atlanta, Atlanta, GA

Rachel Webster joined the Federal Reserve Bank of Atlanta as a Con-sumer Affairs Bank Examiner in 2000. At the Reserve Bank she has worked in several examination roles including with community banks and as the dedicated Consumer Compliance contact for two large complex banking organizations. She currently leads a team of Exam-iners specializing in CRA and Fair Lending examinations. Prior to joining the Federal Reserve, Rachel worked in various roles with a large national bank for 17 years. She is a Certified Regulatory Compliance Manager (CRCM) and holds business degrees from the University of Southern Maine and Georgia State University.

Philip Welch

Senior Compliance Examiner, Dallas Region, Federal Deposit Insurance Corporation, Nashville, TN

Philip G. Welch has served as an examiner with the FDIC and Federal Reserve Bank. He has conducted compliance and CRA examinations of large, complex, denovo, and problem institutions. He serves as the Fair Lending Subject Matter Expert for the Knoxville/Nashville ter-ritory field offices. Mr. Welch has previously served as a BSA Officer, Compliance Officer and/or CRA Officer at two community banks. He was previously a compliance consultant for a nationwide and a re-gional compliance consulting company. Philip holds a BS in Business Administration and an MBA from Georgia College and State Univer-sity, Milledgeville, GA.

Drew Young

CRCM, Senior Auditor, KraftCPAs PLLC, Nashville, TN

Drew, a regulatory compliance senior auditor with KraftCPAs, works exclusively with our financial institutions clients. Prior to joining Kraft, Drew was a financial institution specialist, providing risk based regulatory compliance review, consultation, audit and training services for financial institutions of various asset sizes located throughout the southeastern United States. Young earned his B.A. in Interdisciplinary Studies from Valdosta State University.
