Logistics Procedures

1. Transport Plan and Time Limitations

1.1. Official Participants are advised to use the Antalya Airport and Antalya Seaport for the entrance of their goods to Turkey.

1.2. The list of goods and articles related to EXPO 2016 Antalya which are not for personal use and which will be brought to Turkey by an Official Participant, shall be submitted at least 45 days (different periods of time shall apply for plants) prior to their shipment, to complete the necessary procedures and obtain the entrance permission of the Customs Office and Inspection and Quarantine Authority. The documents indicating the goods and articles related to EXPO 2016 Antalya shall be presented at the port of entry.

1.3. The transport plan shall include the name of the transportation company, packing list, departure and arrival date and shipment plan for post EXPO 2016 Antalya.

2. Required Documents on arrival of Materials in Turkey Required Documents for Declarations:

2.2. For sea shipment, The Organizer recommends Official Participants to employ FCL (Full Container Load). LCL (Less than Container Load) is not advised as it usually takes 1-2 weeks to separate goods after their arrival to ports, which may delay the arrangement of the exhibition materials.

2.3. The list of exhibition products and other materials (Annex-1) and the layout plan (Annex-2) must be delivered to the logistics services provider (accredited by the Organizer or which is selected by the Official Participants) at least 20 days in advance of the date of arrival in Antalya at the exhibition area.

2.4. Customs documents shall be submitted to the customs officials by the logistics service provider at least 3 days in advance of the arrival of materials at the Antalya exhibition area.

2.5. The list of exhibition products and other materials (Annex-1) the layout plan (Annex-2) shall be signed by the Commissioner General of Section or authorized representative and submitted to the Organizer to follow customs clearance, tax procedures and monitoring logistics operations.

3. Transportation Loading and Unloading of Materials

3.1. Official Participants are responsible for the transportation, handling and discharging of the goods which will be used during EXPO.

3.2. Official Participants may choose their transportation companies for transporting their goods and exhibition materials to the EXPO 2016 Antalya Customs area. The list of accredited logistics service providers (Annex-6) is provided by the Organizer.

3.3. Official Participants are obliged to appoint a representative in Turkey who will be responsible of fulfilling the procedures for transportation, customs clearance and handling of cargo and shall submit the contact information to the Organizer. Official participants shall also notify the Organizer of their first shipment of goods 60 days prior to arrival.

3.4. The Organizer shall cover transportation costs for the entrance and exit of plants and materials intended for the building of stands of Official Participants from the Turkish national border (customs post, port, and airport) to the EXPO 2016 Antalya site.

4. Place of Delivery for the Materials

4.1. The shipper’s name and consignee’s name should be the same on transportation documents. The title of the Organizer should not be written on the documents as the consignee.

5. Delivery of the Exhibition Items and Unpacking

5.1. After Official Participants or their authorized representatives complete the relevant procedures for customs clea-rance and inspection, exhibition items are delivered to participants’ gardens and/or their storages by the Organizer.

6. Packaging

6.1. Official Participants are responsible for taking all kinds of measures for the safety of exhibition products and other materials against any collision, displacement of packages, or exposure to weather conditions (storm, rain, etc.) during transportation.

6.2. Packaging with Wood

6.2.1. Official Participants are recommended to use wooden packaging if they have the goods to be shipped back after Expo ends. Wooden packages must be disinfected.

6.2.2. The exhibition products and materials shall be packaged in cases or crates suitable for re-use during their re-shipment.

6.2.3. The cargo with wooden packaging material (including wood pallets) is subject to inspection and quarantine procedures according to international inspection and quarantine requirements for cargo with wood packaging material. All kinds of wooden packing materials (pallet, crates, boxes, wedges, etc. with thickness less than 6 mm) must be treated (heat treatment or methyl bromide fumigating) and marked by authorized companies.

6.2.4. Wooden packaging materials shall be labeled with the International Plant Protection Convention (IPPC) mark and ISPM 15 standard.

6.2.5. If wooden packages are not labeled or marked with the special marking prescribed by IPPC, the desig-nated logistics service providers will ship them back to the country of origin.

6.3. Packing for Return Shipment

6.3.1. The exhibition materials which will be shipped back after the end of Expo 2016, will be packed by the logistics service providers of Official Participants or their representatives.

6.3.2. Without the confirmation by the Organizer and approval by the customs, the Official Participants shall not carry or transport any exhibits out of the area before, during and after the EXPO 2016 Antalya.

7. Shipping Marks

Official Participants or their logistics service providers shall label each piece of shipment at least on two sides of the package with standard shipping marks. The format is given below:

For each package that weighs more than 1000 kg, its “Top,” “Front,” “Back,” “Fragile,” “Vertical,” and “Lifting Point”

shall be indicated outside the package in accordance with international warning signs. The packages are required to stand upright.

8. Insurance

Official Participants are recommended to have their exhibition materials insured against transportation risks.

9. Logistics Center and Storages

Logistics Center and storages are located in the south west of EXPO 2016 Antalya area.

9.1. The Organizer shall allocate dry storages (20m2) within the EXPO Site for Official Participants. For storage, The

Storage Application Form (Annex-3) shall be filled.

9.2. Maximum two (2) personnel who are assigned by Official Participants and who are notified to the Organizer will be allowed enter the storage area.

9.3. Logistics activities are categorized in 4 steps:

9.3.1. Pro-EXPO

9.3.2. Inside the EXPO Site

9.3.3. Outside the EXPO 2016 Site

9.3.4. Post-EXPO

9.3.1. Pro-EXPO

The construction of Outdoor Gardens may start on October 1, 2015 at the earliest, and shall be completed by March 15, 2016 at the latest. Official Participants and Non- Official Participants shall carry out their construction works

between 08.00 am and 6.00 pm.

Installation Date and Time for Long Term Indoor Gardens

The installation of Indoor Gardens may start on December 15, 2015 at the earliest, and shall be completed by March 15, 2016 at the latest. Official Participants and Non- Official Participants shall carry out their construction works

between 08.00 am and 6.00 pm.

Installation Date and Time Short Term Periods for Indoor Gardens

The installation of Indoor Gardens will start after signing the Participation Contract and the approval of the participa-tion, and seven (7) days prior to starting date of the each period. The installation will be completed six (6) days. The Indoor Gardens will be ready one (1) the day prior to starting date of the each period.

Official Participants and Non- Official Participants shall carry out their construction works between 08.00 am and 6.00 pm.

9.3.2. Inside the EXPO 2016 Site

23 Nisan – 30 Ekim 2016 tarihleri boyunca Resmi Katılımcılar, Organizatörü üç (3) gün önce bilgilendirmek koşulu ile taşınmasını talep edecekleri malzemeler, her gün 08:00 – 02:00 saatleri arasında kendilerine tahsis edilen depo alanından bahçelerine, bahçelerinden depo alanına Organizatör tarafından ücretsiz olarak yapılacaktır.

9.3.3. Outside the EXPO Site

Between April 23 and October 30, 2016, Official Participants shall submit their transport requests to the Organizer three (3) days prior. The transportation from the warehouses within the EXPO Site to the gardens will be performed by the Organizer free of charge between 08.00 am to 02.00 pm.

9.3.4. Post-EXPO

Official Participants who wish to dismantle their outdoor gardens, will carry out dismantling works starting on No-vember 1, 2016 at the earliest and complete by November 30, 2016 at the latest. The exhibition areas shall return as they are received to Organizer. Dismantling will be carried out between 08.00 am and 6.00 pm.

Dismantling Date and Time for Long-Term Indoor Gardens

Indoor gardens will be dismantled after the Expo ends. Dismantling will start on November 1, 2016 at the earliest, and will be completed on November 30, 2016 at the latest. Dismantling will be carried out between 08.00 am and

6.00 pm.

Short-Term Periods for Indoor Gardens

1 st Period April 23 - May 23, 2016 2 nd Period May 24 - June 24, 2016 3 rd Period June 25 - July 25, 2016 4 th Period July 26 - August 26, 2016

5 th Period August 27 - September 27, 2016

6 th Period September 28 - October 30, 2016

9.4. If Official Participants shall require cold storage and refrigerator vehicle, they shall hire them from their logistics service providers at their own cost.

10.Return Shipment of Goods

Customs procedures of return shipment of goods shall be done by logistics service providers of Official Participants after EXPO 2016 Antalya ends.

Customs Procedures

11. Customs Inspection

11.1. Organizer will establish a customs area at the EXPO 2016 Antalya site. Official Participants shall go through formalities for customs declaration, inspection and quarantine for imports within a specified period of time which will be determined by the Turkish Customs, the inspection and quarantine authorities, and the Organizer.

12. Taxes and Charges

12.1. Official Participants shall fulfill all obligations associated with the payment of the relevant fees and taxes incur-red in connection with transportation, customs clearance, inspection and quarantine, storage and handling of cargo.

13. Entry and Exit of Goods to Expo Site

13.1. The entry of goods into Customs Inspection and Quarantine Area in the site and exit of goods from site will be carried out in accordance with the Organizer’s directives regarding the schedule and the special routes to be used.

13.2. The exit of goods from the site is subject to a written approval of the Turkish Customs and Inspection and Qua-rantine authorities, and an exit permit issued by the Organizer.

14. Handling Services

14.1. For exhibition materials that are heavy and oversized or that require special loading and positioning, the repre-sentative appointed by the Official Participant shall be present at the EXPO Site beforehand and provide a detailed layout diagram.

14.2. For goods to be delivered to Turkish custom territory, the relevant provisions of the Paris Convention of Novem-ber 22, 1928 relating to International Exhibitions and the relevant provisions of Customs Annex of the Paris Conven-tion shall be implemented.

Goods to benefit from temporary admission are as follows:

14.2.1. The exhibition materials, supplies and equipment imported by Official Participants during EXPO 2016 Antalya shall be treated as goods imported on a temporary basis. Those to be re-exported after the end of EXPO 2016 Antal-ya shall be exempted from customs duty and import VAT. Those to be retained for use or sale are subject to customs, inspection and quarantine procedures, applicable customs duty and import VAT according to regulations.

14.2.2. Exhibition materials, supplies and equipment mentioned in paragraph 1 include: • Goods and items for display or demonstration during EXPO 2016 Antalya;

• Goods and items required for demonstrating the exhibited machines or instruments;

• Construction and decoration materials, machinery and equipment which Official Participants need for ins-talling temporary exhibition stands, their maintenance and dismantling;

• Furniture, decorations, office supplies, consumables to be used by Official Participants for the performance of their duties;

• Films, presentations, video cassettes, sound cassettes, user manuals, advertisement materials, CDs, and exhibition devices to be used for the presentation and promotion of the exhibitions.

• Imported performance supplies, transportation means and special vehicles required for the presentation of EXPO-related cultural events organized by Official Participants.

Quarantine Procedures

15. Goods Prohibited from Entry

The following goods are prohibited to be imported imported to Turkey: • All kinds of narcotic substances,

• Silk-worm sperm,

• Prohibited Plants and Plant Products according to the Country of Origin (Table 1),

• Gaming equipment and machines (roulette, tilt, table football, and similar automatic or semi-automatic gaming equipment and machines used by the hands or feet and which require chance and fortune or skills),

• Counterfeit-origin goods and envelopes (counterfeit-origin goods and all kinds of empty envelopes, tapes, label stamps, and similar goods to be used on goods of Turkish origin and to indicate them to be of another country of origin or to give such an impression, written or printed with a foreign language and invoices for foreign compa-nies not resident in Turkey and of a nature capable of showing documents which may be issued in Turkey as if they were issued in other countries, whether signed or not signed)

• Ozone depleting substances,

• Chemicals part of the annex of the Chemical Weapons Convention, • Bulk alcoholic beverages,

The list of plants, plant products, and growing environments which are banned from entry is given in Plant Quaranti-ne Regulation Annex III. However, in the part on Special Conditions of Annex IV of the same Regulation, importation of plants with vegetative soil and growing medium turf is permitted to be subject to plant health controls.

16. General Conditions and Instructions 16.1. Labour and Equipment Service Rates

For additional labour, equipment and its personnel, Official Participants shall fill and submit the “Employment Lease Form” (Annex-4), “Employment and Equipment Lease Form” ( Annex- 5) to the Organizer at least three (3) days prior of transportation of the goods. The costs of these extra services will be covered by Official Participants.
