BUILDING SCHEDULE OF RATES General Notes

1. This Building Schedule of Rates (BSR) become operative from 01.01.2008 and shall be valid until further notice. The rates given herein are the maximum rates adoptable in preparation of Bill of Quantities of the estimates for Building Construction, Additions and Improvements and Repair (Maintenance) works. In case where the Resources are available at lesser rates depending on area and locality, such rates are to be used.

2. The rates include an overhead and profit component, but do not include VAT. Provisions should be made separately in the estimate for the payment of VAT and should also allow Contingencies (up to a maximum of 10% of the BOQ total). Provision for price escalation should be separately allowed in the estimate.

3. In preparation of Bill of Quantities, the item description shall conform to that relevant item as appearing in this Building Schedule of Rates, so as to avoid any ambiguity.

4. Recommended cement brand names for concreting, brick masonary and rubble masonary are “Holcim”, “Mahaweli Marine”, “Mitsui”, “Ambuja”, “UltraTech Ceylinco Cement” or any other brand conforming to SLS 107-2002 and approved by the Divisional Engineer based on a laboratory test report.

5. The rates indicated herein are valid only for the material conforming to the relevant standards as indicated in the covering letter and also as per under Item (8) and the workmanship and finished quality of work should conform to be following ICTAD specification document series.

(c) Specification for Water Supply & Sewerage and Storm Water Drainage Work (SCA/3/2).

(d) Specification for Electrical and Mechanical Work associated with Building and Civil Engineering (SCA/8).

6. For concrete work, instructions issued by the Circular No. 2/98 and 3/98 of the Engineering Organization are to be adhered to. Before making full payment for concreting work, Divisional Engineer should get at least 3 sample cubes tested for 28 days strength at an approved testing laboratory.

7. The rates for formwork will be applicable only for the relevant form material.

8. Material specifications are as follows : (i) Concrete constituent materials :

(a) Cement – SLS 107: 2002 (b) Aggregate – BS 812/BS 882

(c) Steel Reinforcement – SLS 375/1996

Concrete mixers should be used for all reinforced concreting exceeding 1 (one) Cube. Poker vibrators should be used to compact the concrete

(ii) Ready-mix concrete shall conform to SLS 114 (iii)Hollow Blocks shall conform to SLS 855 (iv) Structural steel shall conform to BS 4360

(v) Aluminium extrusions shall conform to BS 1474 and BS 1615 and extruted from AA 6063

(vi) Structural steel should be of or 43 to conform to BS 7668: 1994 (vii) List of approved electrical fittings are as follows.

9. The approved rates for the following trade items listed in the following table are meant for single storeyed (Ground floor only) buildings.

Hence, allowances to be made in the rates for lift in respect of work on upper floors. The percentages indicated in the Table below should be added to obtain the rates applicable to the upper floors.

10. Following conversion factors should apply for the rates when it is necessary to convert from the Imperial Units to Metric.

14. Method of Measurement shall be done in accordance with SLS 573:1999 (Revised) edition.

15. Incorporation of a preliminary bill for works costing over Rs. 500,000/= is mandatory. Please refer Annexure for sample preliminary bill items. The values

indicated are only for guidance and you are advised to insert only the relevant items and cost based on contract period and amount of contract.

16. The trade names, brand names along with catalogue numbers have been used purely to describe certain items in order to fully describe the expected quality, appearance, finish and performance characteristics of the relevant fitting. However, mere

appearance of the brand name does not mean to restrict to that particular brand and any other brand having similar characteristics are acceptable provided prior approval is obtained for use of such brands.

17. Following item descriptions shall be used to describe the water proofing in side toilets, and measurements to be taken accordingly.

(a). Water proofing inside shower areas and toilets :

Application of water proofing agent “Barralastic” or an approved equivalent brand to the entire toilet floor and up to 1.50 m (5’-0”) height on to the masonry wall the function between the wall and concrete floor shall be treated with a non-wooyen reinforced fiber mesh entire work shall be done in conformity to the

manufacturer’s specifications. This item is payable only upon the submission of a written guarantee jointly by the Contractor and the water proofing material supplier.

(b). Certificate for Water Proofing:

Contractor shall submit a written certificate to the effect that all the material used and workmanship was in conformity to the water proofing material manufacturer’s

requirements and has been installed as per the manufacturer’s specifications. ©. Warranty for Water Proofing:

Contractor shall submit a 10 year written warranty jointly with the water proofing manufacturer/Supplier to the effect that “The treated surface has a 10 year warranty against dampness/and/or moisture penetration due to defective workmanship and/or defective material and that in the event of a failure, the material equipment and labour necessary for the rectification work will be provided free of charge.

18. Guide for Preparing a Preliminary Estimate for proposal identification. 1. Visit the site and make a note on the field book :

(i) Ownership of the land and availability of survey plan and contour survey plan (ii) Soil types up to 6’-0” depth.

Classify soil as - Sand - Clay

- Sandy clay (if a sand content is more than 50%).

- Clayey sand

- Peat.

(iii)Depth of water table under normal weather condition. (iv) Disposal of rain water

- is the site to be filled ?

- is the main drain available in the road ?

(v) Necessity of leveling/filling the ground, retaining walls, boundary wall, fence, gate and culvert (either Hume pipe or concrete slabs over masonary/concrete drain).

(vi) Pipe water with pump + Overhead tank Well water with pump + overhead tank.

In case of a new well to dig; get a location yield and water quality check from the Water Supply & Drainage Board of from Water Resources Board.

2. Desk Study and Preparation of an Itemized Estimate (without a B.O.Q.) The covering letter should read as ……….. The tentative cost estimate for the proposed work is Rs. ………… The break-up of item costs are as given below. The detailed estimate will be forwarded upon the approval of plans and after preparing a detailed B.O.Q.. In the mean time, please obtain the local authority approval for the construction

3. Preparation of a Detailed BOQ

Upon the receipt of an allocation this is how to proceed.

(a) Submit the Survey Plan (should be a scaled plan without reduction during copying), confirm the ownership of the land, and functional requirements of the building to the Architect through Director (Buildings) or Director (Engineering). (b) Arrange a site inspection with the Architect, Chief Engineer (Designs), Chief

Engineer (W.S. & S).

(c) Get the Architectural Sketch Plan approved from the Head of Institution concerned.

(d) Send a copy of the approved Architectural Sketch Plan to the Architect (with or without modifications) to prepare the Council Drawings.

(e) Inform the Client to get the local authority approval based on Council drawings.

(f) In the mean time, following drawings shall be obtained before proceeding with the preparation of the detailed BOQ.

- Detailed Architectural Drawing including floor plans, elevations, sections, door/window schedule, finishing schedule, staircase and railing details, ceiling details.

- Structural Drawings including foundation details, columns, floor beams/slabs/stairs, roof frame work (if necessary, ceiling frame work), retaining walls etc.

- Water supply, waste water, sewerage, plumbing layout drawings including drain pipe positions, cleaning eyes, floor gullies, manholes, septic tanks and soakage pits.

- Electrical layout plan including wiring diagram, fitting locations, mains, D.B.s locations etc.

- External storm water (rainwater) disposal drawing.

19. Only upon the receipt of the above detailed drawings shall the BOQ be prepared.

Rate to be Comprehensive

The rates for each item of measured work, must be comprehensive and must include for complying with the details on the drawings, description in the bills of quantities, relevant specifications, cover all the obligation under the contract and all matters and things necessary for the proper construction, completion and maintenance of the works.

In the preparation of the BOQ, following act as a guideline.

1. BOQ item descriptions shall be as per BSR item description wherever possible.

2. Preamble notes shall be used with the BOQ.

3. Follow the standard method of measurement SLS 573:1999 (revised edition) to extract the quantities from the drawings.

4. A preliminaries bill is mandatory for all works costing over Rs. 500,000/=. 5. In case of type plans, ensure the ground conditions meet with the

prescribed soil bearing pressure appearing on the structural plan. 6. In the respective BOQ trade items, indicate the following .

“Contractor shall submit the following samples for approval when requested to do so.

(a) Brass hinges, casement stays, door locks, door closers (b) Sample aluminium sections along with a test report (c) Mix design report for the ready mix concrete

(d) Samples of bib taps, gate valves, sanitary fittings fixtures (e) Ceramic tile samples

(f) Electrical fittings

(g) Timber samples for door/window frames

(h) Specific guarantees from the manufacturer/authorized agent for sanitary fittings, door locks, ceiling fans, electrical accessories of MCB, MCCB, RCCB, water proofing material

(i) Water pressure test report for the plumbing system

(j) Electrical system test from a Chartered Electrical Engineer

(k) Slump test and concrete cube test is mandatory for all concrete work. (l) In case of earth compaction, the field density of the fill shall be

measured with the sand cone method or any other appropriate method.

20.A Preliminary Bill (for Works between (0.5m–1.0m), (1m–5m),(5m–10m), (10m–25m)

20.B Preliminary Bill (for works costing over Rs. 25 Million)

Divisional Engineer to decide on the necessity of each and every item for the work concerned. The total preliminary cost is in the range of 3-4% of the building construction cost.

20.B.1. Allow lump sum for providing performance bond, insurance/bank guarantees – payment to be done either for the actual amount or for the quoted sum which ever

is less.

20.B.2. Allow lump sum for insurance against the following: (a) Work at site and property

(b) Accident and injury to workmen (c) Third party

(d) Material (e) Theft

(f) Riot and civil commotions (g) Flooding.

20.B.3 Provision of a sum to construct, furnish and maintain site office for the Consultant’s staff the requirements are :
