Introduction and Welcome
Welcome to this year’s programme of continuous professional development opportunities for the children’s social care workforce.
Stockton Borough Council is currently facing unprecedented financial challenges similar to many other publicly funded organisations. However, in developing this programme, the authority has continued to recognise the importance of investing in the training and development of its employees. This enables the ongoing development of skills and knowledge of workers to facilitate the provision of high quality and effective services to children, young people and their families. There continues to be significant development within children’s social care, particularly in the field of social work. The Assessed and Supported Year in Employment for newly qualified social workers has been introduced and is being fully supported by both workforce development and operational staff. Work continues to embed the Professional Capabilities Framework (PCF), and the new Knowledge and Skills Statement for Child and Family Social Work, into the training and development activities provided. Throughout the year training opportunities will be developed to meet emerging needs, ensuring that these are responsive to the needs of all levels of workers. This programme sits alongside the authority’s multi-agency safeguarding programme and together they demonstrate Stockton Borough Council’s commitment to providing high quality training
opportunities.

Administration Processes
The application form should be used to apply for all courses and a copy can be found on page 55 of this brochure. Alternatively an electronic version of the application form can be downloaded from www.stockton.gov.uk/cpd

What will you receive?
All correspondence in relation to training requests will be sent to you by email. You will receive an email confirming your place on the requested training and a reminder two weeks prior to the date of the training, which will include venue, dates and times.
Please ensure that you note the content of these emails as they will provide all the information you require for the training requested.
If you have submitted an application form and have not received an email confirming your place within one week, please contact the Administration Team on (01642) 528362/527698. Please do not attend a course unless you have received confirmation of your place as it may not be possible to accommodate you.
What is expected from the learner?
For accredited courses, all applicants are required to sign an ‘undertaking’. The purpose of this is to confirm learner’s commitment to the required study in order to achieve the qualification. It also forms a formal agreement to refund the cost of the training if unsatisfactory progress is made or if the learner chooses to discontinue the course.
Course Fees
All courses contained within this brochure are free to Stockton Borough Council staff and contracted providers.
Non Attendance and Cancellation Policy
Late cancellations and non attendance will result in a fee being charged, if the required five working days notice before the course date is not provided to the Workforce Development Team. Please refer to the cancellation and non attendance policy on page 11 of this brochure for full details.
All courses provided by the Workforce Development Team are partly subsidised and these charges are reinvested into additional learning provision.
Non Attendance and Cancellation Policy
Please note that all courses provided by the Workforce Development Team are partly subsidised and these charges are reinvested into additional learning provision.
Charges for non attendance and late cancellations are detailed below. Cancellation more than 5 working days before the course date:
• All cancellations must be made in writing (preferably via email to
[email protected]) by the delegate or their line manager. • No telephone cancellations will be accepted
Cancellation 5 working days or less before the course date:
• Written notification must be received by the Workforce Development Team from the delegate or their line manager
• Where written notification is not received 5 working days before the course start date or where there is insufficient reason for non-attendance, a charge of £50 will be made
• If you are unable to attend the course on the day, due to unforeseen circumstances (such as illness) then written notification from your line manager must be sent to the Workforce Development Team [email protected] and consideration will be given to a waiver of the charges if this is deemed appropriate. Please note this is at the discretion of the Workforce Development Team
Charges will be made where there is a non attendance due to: • Other work pressures
• Annual leave bookings • Course booked in error
• Applicant forgot or went to wrong location Charges are unlikely to be made where: • There is a personal or family emergency • Compassionate leave has been given
• Staff have called in sick using absence reporting policies and procedures • Having justified work pressures e.g. court attendance/inspections
Substitute delegates are acceptable providing you notify the Workforce Development Team in advance.
Any delegate who wishes to transfer to a later course date but who sends written notification of 5 working days or less before the course start date will be charged £50 cancellation fee for the cancelled course.
It is the responsibility of all staff to ensure they have signed the attendee list at the beginning of each training course day. Any staff who have not signed in will be considered a non-attendee and will be charged accordingly.

Changes for Social Work: Learning, Training and
Development
The Professional Capabilities Framework (PCF) has been introduced and is managed by the College of Social Work. The PCF contains 9 domains to map our development against as workers. These are:

Different level descriptors are available whether you are a student, ASYE, social worker, experienced social worker or manager.
We are all now registered with the Health Care Professions Council and have the following CPD requirements:
• Maintain a continuous, up-to-date and accurate record of their CPD activities
• Demonstrate that their CPD activities are a mixture of learning activities relevant to current or future practice
• Seek to ensure that their CPD has contributed to the quality of their practice and service delivery • Seek to ensure that their CPD benefits the service user, and
• Upon request, present a written profile (which must be their own work and supported by evidence) explaining how they have met the standards for CPD
Whenever a profession renews its registration, they randomly audit (check) the CPD of 2.5 % of professionals. Those registrants who are chosen for audit must submit a CPD profile to show how their CPD meets the standards.
The HCPC site suggests profile templates, which include personal statements as well as recording of the activity undertaken. More detailed information on this can be obtained from the HCPC www.hcp-uk.org/aboutregistration/aspirantgroups/socialworkers
Whenever a professional renews their registration, they could be randomly selected for a CPD audit. We have had several staff who were lucky enough to be selected to show how their CPD has met the standards.

Training Provider Workforce Development Team Course Information
This course provides information about what should be done if the participant is ever worried about a child and feels that the child or the family could do with some support or services. Participants will be provided with information about how to tell that a child has been abused and also the risks from families, strangers and trusted adults. The course will consider both real and digital world risks to children. The participant will be provided with the information necessary for to undertake responsibilities under the Children Act 2004. This course is offered in line with the requirements of Working Together, 2010
Course Aim(s)
To inform you about the various types of abuse and neglect experienced by children and young people and to explain what you must do if you suspect that a child is being abused
Learning Objectives
• Highlight practitioner’s roles and responsibilities in relation to child protection, with reference to current legislation and Working Together 2013
• Explain Stockton’s continuum of needs and services and consider where certain issues sit within the continuum
• Identify the various forms of abuse and neglect, with particular reference to Working together 2013

Training Provider Workforce Development Team Synopsis
Building on the messages from research this course explores how practitioners can be more effective in completing the life story work process with a child or young person, paying particular attention to how this should be recorded, with and for the child. It will provide opportunities to plan and design all the elements of the life story process: direct work with child, report writing, exploring role of family and connections, and making meaning from losses and change. The range of possible referral interventions available in Stockton for children and young people struggling with aspects of living through these monumental changes will also be explored
