The County of Sonoma General Services Department is seeking an experienced management professional to fill one full-time vacancy as Assistant Fleet Manager in

the Fleet Operations Division.

Under the direction of the Fleet Manager, the Assistant Fleet Manager coordinates, plans, organizes, supervises and manages programs for the acquisition, utilization, maintenance, repair, replacement, and specification writing of the vehicles and equipment in the County’s fleet and outside contracted groups; and performs other duties as required. The Assistant Fleet Manager is in a position of trust and confidence to manage all aspects of the County's light vehicle and heavy equipment maintenance and repair programs, including policies and

procedures and long-range planning, and fleet development. The incumbent is responsible for operations and vehicle and equipment maintenance activities for multiple maintenance facilities and field service and repair operations. The incumbent exercises considerable judgment in planning and directing the operations and maintenance of mechanics/technicians and facilities in accordance to County departmental requirements.

The ideal candidate will be a creative thinker, with a demonstrated collaborative approach to working with customers and staff. Additionally, the individual selected will possess the following skills, experience, abilities, or competencies:

z A combination of academic coursework in automotive or equipment maintenance, public

administration, engineering, business administration, and related courses.

z Ability to develop, implement, and manage new initiatives.

z Excellent supervisory and management skills with at least two years of supervisory

experience in automotive and/or equipment maintenance.

z Experience in budget preparation and management.

z Knowledge of public safety preventative maintenance as well as computerized

maintenance systems.

z Knowledge of emissions and vehicle & equipment safety inspection regulatory compliance. z Knowledge of alternative fuels.

z Ability to create, interpret and edit vehicle specifications. z Excellent oral and written communication skills.

sustainability, emissions reductions, efficiency & renewable energy, emergency management, transportation efficiency innovations, and as a leading organization in the industry championing clean air for all residents of Sonoma County.

The Fleet Operations Division is responsible for the asset management of a fleet of vehicles and equipment composed of approximately 1,200 units through multiple maintenance facilities and field service and repair operations. The Division also manages a fuel station, car wash,

regulatory compliance, a vehicle replacement program of approximately 800 vehicles, and a rental fleet of over 100 vehicles.

Education: Any combination of education and training which would provide an opportunity to

acquire the knowledge and abilities listed. Normally, academic course work in automotive or equipment maintenance, engineering, public administration, business administration, and related courses would provide such opportunity.

Experience: Experience which would provide an opportunity to acquire the knowledge and

abilities listed. Normally, two years of supervisory experience in automotive and/or equipment maintenance, including experience with computerized maintenance systems, would provide such an opportunity.

License: Possession of a valid driver's license at the appropriate level including necessary

special endorsements, as required by the State of California to perform the essential job functions of the position.

KNOWLEDGE, SKILLS, AND ABILITIES

Extensive knowledge of: the principles, practices and problems of public safety preventative

maintenance, scheduling, accounting and computerized inventory/maintenance systems and of current trends and developments in the field of light and/or heavy equipment.

Considerable knowledge of: the principles, practices, terminology, certification programs,

tariffs, record keeping requirements and management of systems and general maintenance; light vehicle and/or heavy equipment engineering practices; laws and regulations relating to the operations and maintenance of fleet maintenance facility.

Considerable knowledge of and ability to: observe and maintain proper safety precautions

and procedures.

Working knowledge of: computers and computerized billing procedures; principles of modern

management.

Knowledge of: principles of supervision, staff development and training; modern office

methods and procedures.

Ability to: conduct technical studies and prepare comprehensive written reports; evaluate and

meet departmental needs, including preventative maintenance, standardization and inventory control; plan and supervise the work of subordinate staff; develop and maintain effective working relationships with County managers, officials, employees and staff of other agencies; maintain technical records and to prepare clear and concise reports and recommendations; understand, interpret, keep appropriate documentation and apply federal, state and local legislated regulations; speak clearly and effectively communicate orally and in writing and present recommendations to the Board of Supervisors and other groups; perform data collection, interpretation and evaluation pertaining to programs and/or facility; analyze situations accurately and adopt effective courses of action; develop long-range plans and programs which are in conformance with County projects and policies.

The selection procedure will consist of the following examination(s):

1. An Application & Supplemental Questionnaire Appraisal Examination (pass/not pass) will be conducted to evaluate each applicant's combination of educational coursework, training, experience, knowledge, and abilities, which relate to this position to ensure satisfaction of the minimum qualification for this position.

2. If a significant number of qualified applications are received, an Oral Interview

Examination (weight 100%) will be conducted. Only the most suitably qualified applicants

from the Application & Supplemental Questionnaire Appraisal will be invited to an Oral Interview Examination. Candidate’s related knowledge, skills, and abilities will be evaluated in the Oral Interview Examination. APPLICANTS MUST PASS THE ORAL INTERVIEW EXAMINATION WITH A SCORE OF 70% OR HIGHER, AS ESTABLISHED BY THE PASS POINT, TO BE PLACED ON THE EMPLOYMENT LIST.
