The Computer Network Administrator (NA) is responsible for installation, configuration, operation, and maintenance of systems hardware and software and related infrastructure. Participate in technical research and development to enable continuing innovation within the infrastructure. Ensure that system hardware, operating systems, software systems, and related procedures adhere to organizational values of the Norwin School District Vision. Provides direction to Computer Network Technicians and participates in the installation, modification, maintenance and repair of the district’s local and wide area networks. Supervise the daily operations of the local and wide area networks, act as security officer, establish and maintain effective working relationships with office and district employees in the completion of department functions and procedures.

1. Responsible for installing, maintaining and upgrading servers. Ensuring network servers are backed up and server data is secure from

unauthorized access.

2. Directs the work of Network Technicians in installing, modifying, servicing, trouble shooting, and repairing local and wide area networks and the devices attached to the local and wide area networks.

3. Provides necessary orientation and training to network technicians, technical interns and temporary department employees.

4. Works with the Manager of Information Services to develop and implement summer projects.

5. Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verify completion of scheduled jobs such as backups.

6. IP Telephony/Voice Main/Unified Messaging - Performs adds, moves and changes, communicates with telephone service provider, replaces faulty equipment, maintains relationship with Active Directory and install and configure powered switches.

7. Analyze LAN/WAN, network service and support requests; define requirements, identify alternatives/costs and determine scope of work; coordinate service installation and implementation as assigned/approved by the Manager of Information Services.

8. Install, configure and maintain district network switches, routers, and other fiber optic equipment. Recommend replacement and/or upgrades.

9. Perform regular security monitoring to identify possible intrusions. 10. Act as Tier 3 support for issues that cannot be resolved at the Tier 1

(helpdesk) or Tier 2 (computer network technician) levels. 11. Ensure that only licensed legal software is installed on all district

computers as approved and directed by the Manager of Information Services.

12. Create, delete and modify Groups and User accounts via Active Directory. 13. Maintain records including problem documentation, action taken, solution

and similar tracking data.

14. Analyze potential problems and take corrective action as approved of the Manager of Information Services.

15. Conduct training on the use of various hardware, software, network and telephony.

16. Research and evaluate new technologies as assigned and/or approved by the Manager of Information Services.

17. Configure and monitor network antivirus software and hardware.

18. Configure and monitor Web filtering utilizing the guidelines of FERPA and CIPA. Request for access to blocked websites reviewed and if

appropriate approved by either the Assistant Superintendent of Secondary Education or the Assistant Superintendent of Elementary Education

19. Install, configure, and maintain district eMail solutions including Microsoft Exchange, gMail, and Spam and Archiving appliances.

20. Mobile Device Management including centralized enforcement of security policies, deployment of software, and apps. Performs remote, live

troubleshooting on iOS managed devices.

22. Assists Manager of Information Technology Services with Camera

Surveillance systems including programming, software support, and user access for all schools, including digital and analog Network Video

Recorders.

23. Create student network accounts and synchronize with Google Apps for Education.

24. eAcademy (opensys, moodle), supporting Brian O’Neil and IU7 staff. 25. Video Conferencing support for Polycom equipment and staff usage. 26. Holds responsibility for the efficient and optimal configuration of the

networked Copiers and Print Management software.

27. All Performance Responsibilities of the Computer Network Technician. 28. Perform other duties as assigned by the Manager of Information Services.

PROFESSIONAL QUALIFICATIONS

 A Bachelor degree in Computer Science or Management Information Systems or a combination of education, industry certification(s) and a minimum of 3 years’ experience that provides the required knowledge and abilities; a MCSA certification is preferred. Experience must include network server installation/maintenance, microcomputer

IP telephony.

 Expertise with Microsoft Server, Microsoft operating systems, Ethernet-based networking, experience installing PC hardware and software, knowledge of Microsoft Office and various productivity applications, and active networking components.

 Ability to diagnose and communicate status of problems incurred in daily operation of the department.

 Ability to express technical concepts clearly and concisely in written and oral communications.

 Must be able to successfully complete all Performance Responsibilities.

Manager of Information Technology Services

Physical Demands:

Frequent travel to School District offices, buildings, classroom and grounds.

Frequent traversing throughout various buildings. Often sitting for extended periods.

Standing for periods of time.

Moderate lifting from 15-30 pounds.

Some moving of various items - up to 30 pounds. Manual dexterity to use office equipment.

Repetitive operation of computer keyboard.

Sensory Abilities:

Ability to communicate effectively in all aspects of the job.

Work Environment:

Generally, office setting year round.

Temperament:

Ability to work as a leader, coordinator and a member of a team. Must be courteous and able to effectively manage job

responsibilities.

Must be cooperative, congenial, service oriented, and promote these qualities.

Ability to work in an environment with frequent interruptions.

Driver’s License:

Must have a valid PA driver’s license and automobile.

Clearances:

Must have valid Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check) and FBI (Federal Bureau of Investigation) Criminal History Check. Must also complete and submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of 2011. Must also accrue all training hours and content mandated by Pennsylvania Act 126 of 2012, Child Abuse Recognition and Reporting.

EVALUATION

Performance will be evaluated annually by the Manager of Information Technology Services in accordance with the provisions of the School Board policy on evaluation of support services personnel.
