Business Retention Database Software & Licensing
Sealed proposals will be received by the Buckeye Hills-Hocking Valley Regional Development District at the address below until Monday, December 27, 2010, at 4:00 p.m. The Buckeye Hills-Hocking Valley Regional Development District will review the proposals and award the contract by December 30, 2010.
The purpose of the Request for Proposal (RFP) is to purchase a software technology database and licenses to assist Buckeye Hills-HVRDD in the development and execution of a Business Retention Network Program. Implementation of this program is scheduled for, at a minimum, the following Ohio counties: Athens, Hocking, Meigs, Monroe, Morgan, Noble, Perry, Washington (all of Ohio’s Economic Development District 11), Belmont, Jefferson, and Muskingum (located in Ohio’s Economic Development District 10). The BRN will allow Buckeye Hills – HVRDD to partner with local economic development professionals in these counties to retain and encourage expansion of existing businesses.
The sealed proposals will consist of a narrative, work plan, detailed budget and a timeline for delivery and training. The narrative should include the following information:
1. Understanding of the project and the ability to prove experience and success in development of a software database to obtain employer information so as to track and monitor employer retention. Please include three references.
2. A proposed table of contents and a work plan for the software program that will include, at a minimum:
a. Table of contents b. Project overview
c. Program content, specifically: i. Business retention strategies ii. Interview techniques and design
iii. Tracking/service delivery management iv. Competitive intelligence
v. Intranet and database technology vi. Outreach materials
vii. Resource library
viii. Training schedule for complete use of software
1. Specifically two training sessions with Program Manager and BRN Partners to be conducted at Buckeye Hills’ office, in Marietta, Ohio and via web, within the first 45 days of contract period.
ix. License fees and recommendations
xi. Explanation of software and methods of interaction/information sharing with the Ohio Development Department, Division of Workforce and Talent.
3. Budget recommendations for each item listed in #2 above.
4. Identification/background of the firm in charge of the project and the Project Manager, as well as any other personnel assigned to the project, together with the education, training, and experience of these individuals.
All bidders are requested to submit their “Intent to Respond” by offering a voluntary demonstration of their software package to the BRN Partners and Buckeye Hills. This presentation will be held on Monday, December 20, 2010 at the offices of Buckeye Hills, 1400 Pike Street, Marietta, OH. Demonstrations should also be available via GoToMeeting to enable all partners to participate if they cannot physically be present. Bidders are encouraged to contact Charmel Wesel at Buckeye Hills (see information below) to arrange scheduling details before 10:00am on Friday, December 17, 2010. The contract award is not solely based on price; the review process will include a comparison of the specific items requested in the above-mentioned narrative. Sealed proposals are due to the Buckeye Hills office no later than Monday, December 27, 2010, at 4:00pm.
Buckeye Hills-Hocking Valley Regional Development District and the Buckeye Hills Executive Committee reserve the right to reject any and all proposals.

Business Retention Program Technical Assistance
Sealed proposals will be received by the Buckeye Hills-Hocking Valley Regional Development District at the address below until Monday, December 27, 2010, at 4:00 p.m. The Buckeye Hills-Hocking Valley Regional Development District will review the proposals and award the contract by December 30, 2010.
The purpose of the Request for Proposal (RFP) is to secure the services of a consultant experienced in operating a regional Business Retention and Expansion Program. This support person will be asked to provide guidance and information on an as-needed basis to assist in the start-up of a regional Business Retention Network (BRN) program. Implementation of this program is scheduled for, at a minimum, the following Ohio counties: Athens, Hocking, Meigs, Monroe, Morgan, Noble, Perry, Washington (all of Ohio’s Economic Development District 11), Belmont, Jefferson, and Muskingum (located in Ohio’s Economic Development District 10). The BRN will allow Buckeye Hills – HVRDD to partner with local economic development professionals in these counties to retain and encourage expansion of existing businesses.

ii. Assistance with designing forms, contracts with local partners iii. Interview techniques and design

v. Assistance in developing initial proposal/resource packet content vi. Identification of targeting strategies
vii. Training schedule for complete use of BRN program
1. Assist with software developer to offer two training sessions with Program Manager and BRN Partners to be conducted at Buckeye Hills’ office, in Marietta, Ohio and via web, within the first 45 days of contract period.
viii. Ongoing phone/online consultation with Program Manager
3. Budget recommendations for each item listed in #2 above. Projected cost estimate is $16,500.
4. Identification/background of the firm in charge of the project and the Project Manager, as well as any other personnel assigned to the project, together with the education, training, and experience of these individuals.
The contract award is not solely based on price; the review process will include a comparison of the items requested in the above-mentioned narrative. Sealed proposals are due to the Buckeye Hills office no later than Monday, December 27, 2010, at 4:00pm.
