Principles of Public Contracting
This foundational course is designed to teach the basics of public contracting. The emphasis is on understanding the underlying phi-losophy, principles, and rationale for the rules and processes that govern Oregon public contracting. This is the required core course for the Oregon Procurement Basic Certification (OPBC).
Procurement Ethics
Ethics are the foundation of public contracting. You’ll learn what to do if you have conflict of interest and how to respond to common situations that may be ethics violations.
Request for Proposals: Foundational Guidelines
In this one-day foundational class we will guide you through an RFP template designed for agency use. You will learn to create stronger RFPs that will lead to contracts that are easier to manage with less risk. Topics include: Intermediate-level RFPs vs. Formal; advantages of a multi-step process, and examples of language for different portions of the RFP.
Writing a Statement of Work
The Scope of Work is the heart of a solicitation. Write it too specific and you run the risk of excluding good proposers. Too vague, and the proposals you receive will be all over the map. In this class we’ll use a template to evaluate actual scopes of work. These practice exercises will help you determine likely weak points, questions to ask, and how to improve the scope of work. You’ll also learn to as-sess what kind of scope of work you’re dealing with: Prescriptive, collaborative, or solution-seeking, or combination.
