SUBJECT : Notification of vacancy.

1. The following position will become vacant on 01 February 2011 in the NATO AIRBORNE EARLY WARNING & CONTROL (NAEW&C) PROGRAMME OFFICE, Programme Manager’s Office, at NAMSA, in Capellen, G. D. Luxembourg:

Post LW-66 - Distributed Computer Facility Manager - Grade A-3.

2. The above mentioned addressees are requested to nominate qualified candidates within the period of THREE months in accordance with the terms of Directive N° 512. Consequently, the application forms should reach NAMSA by 11 November 2010, after which date arrangements will be made for the convening of a Selection Committee. The interviews will be held on 06 December 2010.

3. Candidates should fill the standard NAMSA application form as well as the post requirements form and forward them preferably by e-mail to the following address:

RESPONSIBILITIES : The incumbent is in charge of the integration of logistics and Information Technology (IT). More precisely, the incumbent is responsible to the Programme Manager for performing the following functions:

General Responsibilities:

- Assisting in the implementation and execution of in-house logistic processes in line with the Systems, Applications and Products (SAP) business concept.

- Managing all SAP business changes and improvements to processes, Management

Information System (MIS) reports and transactions within the Material Management Center (MMC) and ensuring the internal and external coordination of these changes.

- Acting as the Programme Office’s focal point for the Programme Integrated Logistics System (PILS) and SAP interface design; liaising with NAEW&C Force Command, NATO E-3A Component, prime contractor and NAMSA IT management staff to ensure compatibility of the interface.

- Providing support on Logistic Support Analysis (LSA) data processing activities as part of the PILS project and coordinating requirements with NAEW&C Force Command, NATO E-3A Component, and prime contractor.

- Supervising the operation of office automation, data processing, data communications and equipment falling within the responsibility of the Programme Office in accordance with approved NAMSA Information Systems Master Plan (NISMP) guidelines and procedures. - Defining and documenting the overall IT system (including current and projected hardware/

software configuration, capacity requirements and design objectives) which is needed to meet the approved requirements.

- Performing hardware and software Configuration Management (CM) functions which are delegated to the Programme Office and developing Programme Office’s annual update to NISMP.

- Developing peculiar system solutions, conversion procedures and computer operating instructions; and outlining the supporting manual procedures for end-users’ developed

systems, including establishing criteria and designing appropriate methods for regular back-up of databases.

- Monitoring plans by measuring results achieved against prescribed objectives; taking

corrective actions as required; liaising with other IT management staff to ensure compatibility of new projects; accepting and controlling work performed by analysts and programmers external to the Programme Office.

- Controlling the design, configuration and installation of end-users’ data-bases; coordinating the installation of end-users’ systems and specifying test requirements and performing final acceptance tests.

- Performing initial feasibility studies for new requirements, estimating time and resources for each project and preparing the Programme Office’s plan for implementation of approved requirements.

- Preparing and coordinating IT training schedules within the Programme and preserving records on users and access authorities and monitoring performance of training.

- Supporting the deployability of NATO resources as required.

- Communicating with NAEW&C Force Command, E-3A Component and NATO AEW&C Programme Management Agency (NAPMA) which operate exclusively in one NATO language, per Multinational Memorandum of Understanding (MOU), on the NATO E-3A Cooperative Programme.

- Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.

- In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of NAMSA.

Specific Responsibilities:

- Acting as the focal point for financial reporting issues between the Finance Division (FF) and Information Systems Division (AO) and managing the external reporting process to Force Command (FC) and NAPMA.

- Consolidating programme inputs for the annual Organization & Establishment (O&E) and for the annual administrative budget preparation.

- Acting as the alternate of the Quality Focal Point (QFP) for the Programme.

QUALIFICATIONS REQUIRED: General Qualifications:

- University degree (preferably in computer science or information management) or equivalent education.

- Thorough experience in computer application development and knowledge of telecommunications applications and distributed data processing.

- Experience in Enterprise Resource Planning (ERP) systems and SAP. - Knowledge of PILS would be an asset.

- Good knowledge of one of the two official NATO languages and working knowledge of the other.

- A "NATO SECRET" security clearance.

- Good knowledge of the basic Integrated Logistic Support (ILS) functions and Continuous Acquisition and Life-Cycle Support (CALS) standards.
