CMU
Range for Historic Performance Data
The format this is requested in contains a
typographical error DD/MM/YYY. This should actually be DD/MM/YYYY
Users should provide the answer in DD/MM/YYYY. The system actually applies the correct validation and does not allow it to be entered in any other format.
Range for Historic Performance Data
When amending a date previously entered in this section some users have experienced issues when using the calendar functionality to select a new date
Enter the Date manually and not by using the calendar functionality. The date format used should be
“DD/MM/YYYY”
Distribution Entry Capacity
The current wording asks users to confirm that one or more Distribution Connection Agreements have been entered into. This wording should refer also to confirm that either one or more Distribution Connection Agreements OR connection offers have been entered into.
Users should tick this box if they have either a Distribution Connection Agreement or a connection offer. Any
connection offer should be uploaded in the functionality provided to upload the connection agreement.
Connection Agreement Outstanding field on CMU Landing page
This field displays a ‘Y’ or ‘N’, but these are not related to whether a Connection Agreement has been
uploaded. This is functionality that should appear only on prequalification results day and should not be visible at this time
Ignore the information presented as it is not accurate. Check whether a Connection Agreement has been uploaded by Viewing the CMU and downloading the agreement.
Relevant Planning Consents
It is not clear what documentary evidence is required to support the Relevant Planning Consents
Rule 3.7.1 requires documentary evidence of Relevant Planning Consents to be provided in the application. The evidence should be a copy of the Relevant Planning Consent as per the list contained in Rule 1.2.
Connection Capacity for Existing
Generating CMUs
The rules appear to specify that generating units using Average Highest Output for calculating connection capacity should calculate the capacity in MWh
Ofgem have issued an FAQ (available here) stating that Connection Capacity calculated in accordance with Rule 3.5.3 should be stated in MW.
Additions/Amendments since the previous issue are in blue text.
Application
STOR Declarations The text descriptions under the two tick box options
are identical.
Users should select the appropriate STOR declaration as provided in the heading.
The correct text for "STOR Subject of Contract but to Withdraw" declaration is:
"
By ticking this box the Applicant is declaring at the
time of making the Application that the CMU to which
the Application relates that either the CMU is
currently the subject of a Relevant STOR Contract but
has submitted or will submit prior to the close of the
Prequalification Window a "withdrawal declaration",
where the "withdrawal declaration" is defined in The
Electricity Capacity Regulations 2014.

Historical Performance Delivered Capacity
The system reflects the 2014 arrangements and asks for figures to be expressed in MW. The rules for 2015 have changed to request this is stated in MWh.
Please provide the answers in MWh to three decimal places.
Date Range for Historic Performance
The system indicates that the date range for Historic Performance data should be specified if it is from a period of time that is not the two years preceding this prequalification period, whereas the Rules require all Existing Generators to specify the 24 month period.
For Generators that have been operational in the last 24 months, please provide the date range 28/6/2013 to 27/6/2015
Date Range for Historic Performance
What date range should be stated for Generating CMU that has not been operational for a full 24 months. i.e. one that has only been commissioned for 6 months?
For Generating CMUs who have been operational for less than 24 months they should specify the date range of the most recent period of operation in which the highest 3 settlement periods occurred. (ie a period that is less than 24 months but which covers the period of operation and hence the 3 highest settlement period)s
CMU name
If a CMU name contains hyphens “-“ e.g. ABCD-1 then when creating an Application the system ignores the hyphen and any following characters when creating an Application ID.
If therefore you have 2 CMUs labelled ABCD-1 and ABCD-2 both will appear as ABCD on the landing page.
Do not use hyphens “-“ in CMU IDs. An underscore “_” may be used as an alternative.
If a hyphen has been used, Users can use other data which is unique on the landing page, such as the Application ID to distinguish the data sets.
Submission of Application
If a user submits an application and then changes the CMU information, the submitted Application will not be automatically updated.
If, once a user has submitted an application, they need to change the CMU information, the user should first withdraw the application and then update the CMU information. Once the CMU is updated, reopen the application and check the correct information is shown. Once complete the application should be resubmitted.
Additions/Amendments since the previous issue are in blue text.
LCE Declarations
More declarations can be selected than a user should be able to select – this only affects a refurbishing generating unit or a refurbishing Interconnector.
Only select the declarations that apply to you.
Applicants should only select one of the following option s LCE - Application made but not Determined *
By ticking this box I declare that at the time of making the Application an application for the CMU to which the Application relates has been made (but has not yet been determined) for a Low Carbon Exclusion in respect of the CMU, and a Withdrawal Confirmation has been submitted (as required by Rule 3.4.7)
LCE - Current Benefit but not Relevant Year *
By ticking this box I declare that at the time of making the Application the CMU to which the Application relates is currently benefitting from a Low Carbon Exclusion(as required by Rule 3.4.7)
LCE - No Current Benefit but not Relevant Year *
By ticking this box I declare that at the time of making the Application the CMU to which the Application relates is neither accredited under, nor the subject of an application for accreditation under, a Low Carbon Exclusion, and will not be benefitting from a Low Carbon Exclusion at the commencement of, or during, the relevant Delivery Year or period of Delivery Years(as required by Rule 3.4.7)
Company Information Companies/ Additional Information/ Interconnector Licence
Under ‘Companies/ Additional Information’ applicants are asked to check yes or no depending on if they have an interconnector licence. The system does not save the answer.
Please leave this blank, only Interconnectors are required to answer this question. We will issue a template for Interconnectors to use and submit to us separately. This template is now available in the document library.
