QUOTE RECOMMENDATION
BACKGROUND:
We request that the MISD Board of Trustees approve the recommendation as made by
the Purchasing Department, in conjunction with the Technology Development
Departments, for awarding the DIR Quote for Extract Transform Load Services to EST
Group. Quote #13-053 was received from the State of Texas Department of Information
Resources (DIR), EST Group. DIR is authorized to provide purchasing services for
local governments, pursuant to Title 8, Subtitle C, Subchapter D, Chapter 271, Local
Government Code, in accordance with the provisions stipulated in Chapter 2054 Texas
Government Code.
CONSIDERATIONS:
Attached are the tabulation of the quote received and a copy of the Statement of Work.
The purpose of this quote is to procure services needed to create an ETL (Extract
Transform Load) system that can be used in conjunction with the Skyward Business
System. This includes ETL system design, assessment, development and deployment
services from the EST Group. This ETL system is necessary to bridge Skyward with
iSphere, the timekeeping device that will be used as part of the overall conversion. The
ETL system will also be beneficial to other software programs throughout the district in
the future.
RECOMMENDATION:
The Purchasing Department, in conjunction with the Technology Development
Departments, recommends that the quote for Extract Transform Load Services be
awarded as shown on the tabulation and that the Superintendent be authorized to
negotiate and sign the Statement of Work.

Executive Summary
EST Group is pleased to submit this proposal of an ETL (Extract Transform Load) development project to Mansfield ISD for consideration. This proposal combines the solution required for your environment and EST Group’s technical expertise for design, assessment, development and deployment.
The objective of this project is to develop an engine that will be used to receive Mansfield ISD iSphere and Skyward data, transform the data, compare the data for any changes and send the data changes on to the receiving system, whether that be Skyward or iShpere.

Statement of Work
This Statement of Work is dated 18October 2012 and entered into between EST GROUP and Mansfield ISD (“Client”).
This SOW must be signed and returned to EST GROUP prior to any work being performed. EST GROUP and Client agree as follows:
Objective
The objective of this project is to develop an engine that will be used to receive Mansfield ISD iSphere and Skyward data, transform the data, compare the data for any changes and send the data changes on to the receiving system, whether that be Skyward or iShpere.
Specifications
Mansfield ISD is looking to accomplish the bi-directional transfer of data between the iSphere application and the Skyward SIS system. The exact data that needs to be transferred between the systems will be more fully defined in the design and discovery phases of the project. Mansfield has indicated the following about the data “Examples of data to flow between the two systems include hours worked, remaining leave, pay rate, job type (in cases where one of several different budget codes could be billed for that work) and password information. Essentially all of the functions of iSphere as they presented it need to work with Skyward.
EST Group is proposing the solution of building an ETL solution to pull the data from one system, make any transformations on it and export the data in a way that it can be consumed by the receiving application. This solution could be extended to other systems in the Mansfield environment and does not apply to just user data types but any data types that Mansfield could envision being passed between disparate systems.
The service layer design below graphically shows how the data exchange will work at a high level. Data will be collected through a range of data collectors, which consist of Delimited Text, JDBC (database) and Web Services. Once the data has been collected from either application the data will then be transformed into the common storage type needed and compared to see if any changes have been made since the last collection. If changes have been made the data elements will be updated in the data warehouse and queued up to be sent to the receiving system on a predetermined interval. Once the interval has been reached the data required will be queued up and sent to the receiving system in the data standard needed for that application database.
This solution is inclusive of the ability to create, modify, remove and disable / enable user accounts as well. The solution will expect that all user data originate in Skyward and flow to the iSphere system. Currently, Mansfield will only pass data between the iSphere and Skyward applications; in the future the solution can be expanded to pass elements between more systems due to the flexibility of the solution design.

Assumptions
Client will make available to EST GROUP the resources necessary to perform the analysis and design efforts as is related to the project. Resources may include access to personnel for interviews, related documents and related computer systems. As these resources are necessary to keep the project on the projected timeline, delays may occur in the event they become unavailable.
Hardware purchases related to recommendations are not included in this project scope of work. On request, EST GROUP will assist the client in finding the best possible vendor.
Client will perform and verify backups of all devices used in completing the tasks outlined in this SOW.
Client will provide access to all devices, facilities and services necessary to complete the tasks in this SOW in a timely manner. Failure to provide timely access will be considered out of scope and billed at the normal rate.
Test cases will be written and approved by the client prior to completion of project. Successful completion of these test cases will constitute project completion.
The SOW is inclusive of transferring data elements between only the iSphere and Skyward applications, any applications or data elements outside this scope may incur a change order.
Data transfer between the systems will be performed at the required interval; a suggestion has been made for 20 minute intervals which will be the subscribed goal for the solution.
Any timeframes agreed upon for delivery of the solution will be wholly dependent on the implementation of the iSphere system in the Mansfield environment and the cooperation of the application vendors to help enable the solution components.
The aide of Mansfield application owners will be required in the solution definitions and the required conversations of the application vendors to enable a successful project completion.
There must be a corresponding unique ID that gets shared between the two systems in order to keep track of the ID’s in both Skyward and iSphere.
All user creations, deletions, enables / disables must come from Skyward and will be sent on to iSphere. Bi-directional changes still apply to data associated with the user including passwords but not the specific events listed above.
The Skyward system will be considered authoritative for all data inconsistencies encountered. If two systems are trying to change a data element at the same time Skyward will always win.
Skyward and iSphere will be expected to present their data in a way that it can be easily consumed or updated, without this capability there will not be a clear cut way to consume or update data from either system.

Quote
Based on the specifications provided to EST GROUP by Mansfield ISD, a project price has been created
exclusively for Client and the initiative contemplated under this SOW. This pricing is valid for a 30-day period.
Any services provided, other than those covered under this SOW, shall be billed at EST GROUP regular hourly rate of $165 (“Education Rate”). Client agrees that EST GROUP shall be able to allocate
resources, as EST GROUP deems appropriate so long as such allocation does not cause production costs to exceed the amount provided herein.
