Accroche marketing: ducation lies at the heart of any person's personal societal and professional making. However, while educators may have the necessary subject skills to teach, their lack of understanding of Deaf culture and the importance attached to sign language skills will lead to a Deaf person being critically deprived of a good quality education. The SIGNALL III project responds to the need for training for those working with Deaf people regarding signed language users, Deaf culture, and best practices in delivering education to those working with deaf and hard of hearing students.
Résumé: Deaf people continue encounter barriers to education, employment and access to the provision of goods and services. It is necessary to understand Deaf culture and equip those working with deaf people with necessary education,training and qualifications so that they are better skilled in bridging (at least) a communication gap as well as being able to better under Deaf people’s needs. The education sector is targeted as evidence shows poor educational access, lack of societal integration, stigmatization of sign language (SL) users which has led to low levels of literacy, under employment and low levels of educational opportunities. SIGNALL III builds on the concept and audiences of both former projects SIGNALL I and SIGNALL II that have made a very significant impact reaching audiences in Europe, Australia and the USA. Because of the success of the concept of the SIGNALL and its brand, the multiple transfers are proposed. What is proposed? - SIGNALL III proposes to transfer a current University course - Working with the Deaf community is offered as part of accredited courses at the Centre for Deaf Studies, Trinity College Dublin, that will carry 10 ECTS points and deliver it on-line using MOODLE. The course is currently available only to students of Deaf Studies and interpreter training programmes at CDS. It will be customised for educators and will also be available as a stand alone course as well for those registered as full time students across the EU. Multiple transfers are proposed: The concept is transferred to new geographical areas; this course that is already accredited and tested with enrolled student is transferred to 4 new countries, in 4 languages including 5 sign languages and the traditional way it is be delivered will now be offered as a blended-learning online course making it fully accessible. The course is particularly aimed at people working with the Deaf community and also targets teachers and educators or Deaf people.
The consortium is comprised of world renowned organisations supported by European experts. The promoter has extensive experience in consulting, training and education and supporting the Deaf community. The Centre for Deaf Studies is the lead academic partner with content expertise and TCD is the accrediting body. The University of Sussex and the Finnish Association of the Deaf leading experts in Deaf advocacy, training and education. Hogeschool Lessius is based in Antwerp is a subject matter expert in Deaf studies and sign languages. The Turkish National Federation of the Deaf is a new and the only non-EU partner who will filter SIGNALL III at education and employment policy level in Turkey.

Multilingual/signed website; (3) DVD footage on Deaf education; (4) Digital book on EU Deaf Education, (5) Practical guidelines for educators, schools and colleges working with deaf learners, (6) Outreach seminars and information leaflets.
Description: From all of the research papers and reviews, arguments clearly illustrate a shortfall in education policy and training as well as barriers to entry in employment. It is however, not realistic to suggest that all teachers and employers will have SL and that this will bridge any so-called communication gaps. The problem is not that

simplistic and the solution is not that straightforward. The project consortium recognises the importance of delivering a course that is easily accessible, of interest to each of the partner countries, and beyond; that is updateable and that can accessed by Deaf and hearing people, teachers/educators and employers. The project draws on the experience of the international Deaf community and professionals to ensure the transparency of the course content and its delivery. SIGNALL III is being developed with the Copenhagen declaration, Maastricht
Communiqué and the Helsinki Communiqué’s central objectives in mind. SIGNALL III is being proposed as it recognises the needs of a potential learner, bearing in mind access to
education, the way in which learning takes and obstacles that act as a deterrent to learn. It is for this reason attention is given to the sectors that currently work with the Deaf community including the education sector that is required to provide one of the most fundamental human rights provision for equal access to education. The course is mapped so that is delivered at Level 7, 8 and 9 on the National Framework of Qualifications. The course will offer practical guidelines and ways to improve Deaf education. It will draw on the experiences of former Deaf students and report on their difficulties and obstacles and the course will present solutions for primary and secondary teachers, education policy makers, and employers, access Offices of third level colleges and University and college lecturers as well as visiting teacher and special needs assistants.
