Note for the participants
The Meeting of Experts on Labour Inspection and the Role of Private Compliance Initiatives is scheduled to be held at the International Labour Office, in Geneva, from 10 to 12 December
2013
.The purpose of this Note is to assist participants in the Meeting to familiarize themselves with the organization and procedures of the Meeting to enable them to take an effective part, from the outset, in its work.
Purpose of the Meeting
The purpose of the meeting is to deepen the knowledge of the ILO, its member States and Employers’ and Workers’ organizations on labour inspection and the role of private compliance initiatives and to consider good practices and possible policy responses at the national, regional and international level. The eventual outcome of the meeting will be presented to the ILO Governing Body in March 2014 to assist in providing guidance to the International Labour Office on any necessary follow-up measures.
A background paper Labour inspection and private compliance initiatives: Trends and issues (MEPCI/2013) prepared by the Office in English, French and Spanish will be distributed electronically to participants prior to the meeting. The document will give an overview of the practices, trends and developments in the area of private compliance initiatives and their relationship with labour inspection. Print copies will be available at the ILO in Geneva.
Composition of the Meeting
The Meeting will be composed of 24 experts - eight nominated by the Employers’ group of the Governing Body; eight nominated by the Workers’ group of the Governing Body; and eight nominated by selected Governments.
The Meeting will also be open to interested government observers.
In addition, representatives of certain intergovernmental organizations have been invited to attend the Meeting as observers.
Officers of the Meeting
For the Meeting, the Officers shall consist of an independent Chairperson, and three Vice-Chairpersons elected from among the experts in each of the three groups. The Chairperson shall direct the discussion. The Officers shall approve the timetable and points for discussion of the Meeting.
Advisers and substitutes
Experts may be accompanied by advisers.
An expert may, by notice in writing addressed to the Chairperson, appoint one of his/her advisers to act as his/her substitute. The notice shall specify the sitting or sittings at which the substitute will act for the expert. In that case, substitutes may take part in the discussion under the same conditions as experts.
Right to take part in the work of the Meeting
Participating Government observers may participate in the proceedings.
The Chairperson may, in agreement with the Vice-Chairpersons, permit representatives of international non-governmental organizations with which the International Labour Organization has established consultative relationships and representatives of other international non-governmental organizations which have been invited by the Governing Body to the Meeting to make statements for the information of the Meeting on matters included in the agenda.
Documents
In order to enable participants to fully participate in the work of the Meeting, the following documents will be issued in English, French and Spanish:
(a) background paper, to be distributed in November prior to the Meeting (MEPCI/2013);
(b) note for participants (MEPCI/2013/1);
(c) draft timetable and points for discussion (MEPCI/2013/2); (d) list of participants (MEPCI/2013/3);
(e) list of secretariat (MEPCI/2013/4);
(f) chairperson’s summary on the last day of the meeting (MEPCI/2013/5); and (g) in the weeks following the meeting, the Office will send all participants a draft
report of the meeting for comments (MEPCI/2013/6).
Miscellaneous information
Meeting rooms
The plenary sittings will be held in Room IX on level R2, where seats are reserved in three separate sections for Government, Employers’ and Workers’ representatives.
Arrangements have also been made for the Government, Employers and Workers representatives to hold separate consultation meetings in the course of the Meeting.
The respective meeting rooms are as follows: Government group Room IX (on level R2) Employers’ group Room III (on level R3) Workers’ group Room XI (on level R2)
All of the statements are made from where the speakers’ sit. The meeting rooms are
equipped with simultaneous interpretation equipment, by means of which
statements can be heard in the original or in one of the interpreted languages
(English, French or Spanish). It is essential that speakers speak clearly and slowly
into the microphone to permit simultaneous interpretation of their remarks.
Transport to the ILO building
Participants coming by private car are asked to use car park P1. Please do not park in front of the main entrance.
Public transport services link the railway station (Cornavin) (lines F and 8) and the airport (line 28) to the ILO building. The stop for the ILO is marked “BIT” and is located on Avenue Appia. From 07:00 to 19:00, the “8” bus runs every six to eight minutes and every 15 to 20 minutes there-after; from 07:00 to 20:00 the “28” bus runs every 20–30 minutes and less frequently thereafter; the “F” bus runs every 15-20 minutes during rush hour and hourly after 20:00. Bus tickets valid for several journeys are on sale at the newsagent inside the ILO building on the R2 level (south).
Arrival at the ILO building
Participants arriving by car should follow the signs to the visitors’ parking P1 and from there, the signs to the R2 North security desk. Participants arriving by taxi should request the taxi to drop them off at the R3 North entrance of the ILO and proceed down one level to the R2 North security desk. Participants arriving by bus should follow the signs from the bus stop to the security desk situated on R2 North.
At the security desk (R2 North), participants will be welcomed by a staff member of the Secretariat, who will provide them with a visitor’s badge. This unmarked visitors’ badge contains a microchip and allows you to access and exit the building throughout the duration of the Meeting.
Upon their departure, participants are kindly requested to drop their unmarked visitors’ badges in a designated badge return box placed after the gates, so they can be reused. Once having entered, participants are asked to direct themselves to the Meeting registration desk on level R2 on the South side of the building.
Coat racks are placed at various points in the building, including near the meeting rooms. The coat racks are not guarded and participants leave their property at their own risk.
Registration
Participants will find registration forms at the Registration and Information Desk immediately outside the plenary meeting room (Room IX) on level R2. Every participant, whether expert, adviser, or observer, is requested to duly complete a registration form, in block capitals, and hand it in at the Registration and Information Desk between 08:30 and
Each participant will be issued a badge bearing his/her name. Participants are requested to wear their badge whenever they are in the ILO building.
Secretariat offices
The secretariat of the Meeting will be located in Room X on R2, next to the plenary meeting room.
Travel agency
A branch of Carlson Wagonlit Travel is located on the R2 level (south). It is open from 09:00 to 17:00, Monday to Friday. In order to avoid any problems with their return journey, participants who have not yet confirmed their reservations should contact the travel agency without delay.
Financial matters
Delegates, who are entitled to receive reimbursement of travel and payment of subsistence allowances by the ILO, will be given instructions about these payments at the Registration Desk.
Bank
A branch of the UBS is located at the north end of the building (R3 level), together with cash dispensers that accept Euro cards. Other cash dispensers (ATMs) are located on the R2 level near the newsagent. The bank is open from 09:00 to 12.30, Monday to Friday for cash withdrawals and currency exchange.
Postal and telephone services
There is a post office on the R2 level at the north end of the building near the restaurant. It is open from 10:00 to 11:30 and from 12:30 p.m. to 16:30, Monday to Friday. There are public telephone booths and letter boxes outside both the post office and the newsagent on the R2 level.
Long-distance or international calls can be made from the telephone booths near the post office. Local calls can be made from any telephone in the ILO building, including the meeting rooms, by first dialling “0” to get an outside line.
Restaurants and bar
A restaurant, a self-service cafeteria and a snack bar are located on the R2 level at the north end of the building. There is a Delegates’ Bar (R3 South) that is open while meetings are in progress.
Smoking
The ILO is a smoke-free environment. For this reason, smoking is not permitted indoors. Participants can, however, smoke outdoors on the balcony next to the Delegates’ Bar on R3 South and outdoors on the terrace located on R1 North.
