Background
For the past 22 years, the SIGOB UNDP Regional Project has operated for the purpose of strengthening government management capacities for democratic governance. The SIGOB project has contributed to the strengthening of upper management in Central, subnational and local Latin American and Caribbean Regions governments by working directly on transparency, efficiency and the improvement of the relationship between Government and Society; more specifically the mechanisms used to interact with society and the government’s accountability. In practice, this approach is aligned with the new UNDP Regional Strategies for 2014-2017. The SIGOB methodology is based on implementations of work processes made for diverse areas of institutional management. This demands the constant creation of new management approaches, implementation of work systems and mechanisms created for the fast incorporation of the SIGOB work process in institutions.
SIGOB is based in Asuncion, Paraguay and has teams of experts from all over Latin America that work alongside various regional governments and institutions. SIGOB works with governments that benefit from their technical guidance utilizing a cost-sharing method.
SIGOB has 12 work organization processes that are composed of 32 software used for different areas of management. The software is technically complex due to the large amount of users and the number of years they have been using the software to register, store and communicate information, automate operations and keep a record of the institution’s actions history. The actualizations of the IT tools are permanently influenced by three factors: 1. The institution’s dynamics and demands. 2. The constant advancements in tools for management support made in the IT industry. 3. The conceptual and methodological advancements required by governments in order to improve their decision making mechanisms and exposure to citizens.
The SIGOB work process and support software have been implemented in over 100 institutions, some have been operating for over 15 consecutive years. The SIGOB methodology has been used by thousands of political actors and public employees who are linked to Upper Management in institutions throughout the Latin American and Caribbean regions.
The incumbent is expected to support the project by directly reporting to the SIGOB Regional Project Coordinator. He/She will be in charge of planning, coordinating and supervising the development of the SIGOB software as well as the IT coordination with SIGOB partners. He/She will be in directly in charge of 4 IT consultants and more than 20 experts and partners.
Duties and Responsibilities
Summary of Key Functions:
Conceptualization and coordination of the software of the SIGOB Project. Analysis and development of SIGOB IT Systems.
Implementation of IT System and support to institutions.
Conceptualization and coordination of the software of the SIGOB project:
Define the software development policy along with the SIGOB Regional Project Coordinator. Oversee the implementation of the software development policy.
Define the methodology and development procedures that form the framework in which IT applications will be developed.
Evaluate and analyze new technologies, software and methodologies in order to develop and update SIGOB products.
Permanent evaluation of the current IT SIGOB system in order to recommend options to optimize it.
Supervise the creation and maintenance of didactical and management documentation of It SIGOB Systems.
Present the SIGOB products in IT forums
Organize support and attention provided to institutions on any IT SIGOB tool.
Interact with public officials of upper management in institutions (Presidencies, Governors, Mayors, etc)
Analysis and development of SIGOB IT systems.
Direct and coordinate the SIGOB IT system analysis (define IT requirements, develop flow charts and data models and define the characteristics of the end users interface).
Direct and coordinate the SIGOB IT system design (define and design functionalities, users interface, operative characteristics, etc.)
Coordinate the development of a prototype that allows the communication, discussion and definition of the expected final product. Once the prototype is completed, define, along with the SIGOB Regional Coordinator if the software supports the methodologies and work processes previously defined.
Coordinate IT developments by supervising and participating directly in the development and programming of the SIGOB applications, which are based in various technologies and require an extensive knowledge and experience working with them. These include Delphi, .NET, AJAX, JQuery HTML5, CSS3, y JavaScript, these must be developed to support different databases, specifically Microsoft SQL Server, MySQL. These developments must also support the internalization and location of different languages.
Coordinate and direct IT developments suitable for different institutions in different countries, one of the main characteristics of the SIGOB software.
Schedule tests and define the modifications needed to guarantee the software’s optimum quality. Coordinate and direct IT maintenance of the software in order to assure that the latest technology is applied to the SIGOB products.
System implementation and support to institution SIGOB users.
Coordinate the updates in the IT implementation methodology in response to modifications made to the methods of the System Implementations.
Coordinate the activities in the IT implementation processes.
Coordinate the support provided to the IT departments of current institutions that use the SIGOB IT Software.
Coordinate and develop programs needed in order to migrate and/or integrate IT Systems used in government institutions where SIGOB products are implemented.
Coordinate and prepare reports of the ongoing systems and elaborate recommendations to institutions.
Coordinate and direct software maintenance and offer support to institutions using the SIGOB products.

Experience:
A minimum of seven years of professional local or international experience in IT project analysis, design, programming, coordination and implementation in offices of Upper Governmental Management.
Coordination, analysis, design, programming and implementation of mission-critical management software in upper management in public institutions (for example presidencies)
Implementation of IT systems in upper management in countries in a post-conflict stage. Manager of a team of programmers (5 or more people).
Manager of IT implementation systems for at least 4 years in countries of the Latin American and Caribbean region.
Manager of IT maintenance for at least 5 years in the Latin American and Caribbean region Additional requirements:

Development of software used for the administration of institutional parameters and regional adaptations (Provide: Name of the Institution/s, Name of the Software)
