The Economic Promotion of the canton of Vaud is here to help the business community in any pro-ject to set up, develop or establish an enterprise. Globally, the Economic Promotion aims to:

provide initial information for people looking to set up their own business,

facilitate the establishment of foreign enter- prises in the canton,

provide information on processes involving the public administration,

guide enterprises searching for sites and premises,

direct towards public and private financing and advisory organisations,

make available financial assistance for starting up, establishing and developing enterprises, promote the image of the canton in the business community in Switzerland and abroad.

It brings together the following three major players:

The Office for Economic Affairs (SPECo) The Vaud Foreign Direct Investment Agency (DEV)

The regional economic development associations

These players rely on a network of partners of-fering services in various fields including: raising financing, technology transfer, innovation, sites and premises, advice and coaching, export, in-ternationalisation and industrial promotion. Those are presented in chapters 2 to 6 of this brochure.

1.1 OfficE fOr EcONOmic AffAirS (SpEco)

The Office for Economic Affairs (SPECo) has been tasked with providing support to start-ups and SMEs in the canton of Vaud, focusing on those operating in industry, production-related services and leading-edge technologies.

SPECo actively supports the initiators of private and public projects with its involvement and the financial incentives and advice it provides. SPECo also acts as a first point of contact for business people looking for help in their dealings with the cantonal administration. Finally, SPECo directs entrepreneurs with specific interests towards organisations capable of meeting their needs (ad-vice, financing, technical support, and so on).

1.2 VAud fOrEigN dirEct iNVEStmENt AgENcy (dEV)

DEV is the Foreign Direct Investment Agency tasked by the Department of Economy of the State of Vaud with supporting foreign enterprises become established in the canton.

The services provided by the DEV are highly di-verse, covering everything from finding facilities and sites to obtaining work permits, answering tax questions, connecting businesses and finding business partners.

DEV is the Vaud arm of the GREATER GENEVA BERNE area (GGBa), the agency tasked with canvassing and acquiring companies in western Switzerland (Berne, Fribourg, Vaud, Geneva, Neuchâtel and Valais).

dEVELOpmENt ASSOciAtiONS The regional economic development associations are local platforms helping companies settle and thrive in the region. Their members are private players and the municipalities that provide most of their financing.

These local structures provide information servi- ces, guidance, advice and support in the fields of economic promotion and the creation and develop-ment of enterprises. Their role is to assist business people in their dealings with the cantonal and muni- cipal authorities as well as to direct entrepreneurs

with specific interests towards organisations capable of meeting their needs.

The activities of the regional economic develop-ment associations are coordinated by the Vaud Economic Development Coordination Agency (CODEV).

Working in conjunction with the main partners pro-moting the economy and tourism in the canton of Vaud, the Office for Economic Affairs (SPECo) has set up an internet portal that presents the canton, its principal assets (education, technology, busi-ness, lifestyle, health, sport) and services intended for enterprises in the process of creation, develop-ment or establishdevelop-ment as well as institutions and individuals wishing to establish themselves in the canton.

1.5 SmE & StArt-up BrEAkfAStS SME and start-up breakfasts are organised by the Office for Economic Affairs (SPECo) in conjunc-tion

EcONOmic prOmOtiON (SpEcO) The Office for Economic Affairs (SPECo) provides direct financial incentives for specific business projects. This financial assistance is intended to support the creation and establishment of enter-prises as well as the development of Vaud-based SMEs and start-ups looking to innovate, expand international operations. The maximum cumulative

amount of financial incentives is Sfr 100,000 for a period of 5 years. Companies which are active in the fields of R&D and/or industrial production can normally benefit from these financial incen-tives. 2.5 LOAN guArANtEES

The Office for Economic Affairs (SPECo) and the Loan Guarantees Cooperative (Cautionnement romand) can provide financial guarantees for any enterprise.

Any project involving business start-up, development, revival or succession (financing for ma-chinery, plant, equipment, stock, working capital, etc).

The guarantee relates to a loan granted by a bank. The applicant must demon-

strate managerial capacity. Submission of a business

plan and account statements.

The loan guarantee can be for an amount of up to Sfr 500,000. It can cover up to 100% of the bank loan. It is granted for a period of no

more than 10 years, depen- ding on the project.

Industrial projects requiring in-vestment associated with the development of a new product, infrastructure or production fa-cilities, and helping to create or preserve jobs.

The guarantee relates to an investment loan granted by

an establishment subject to the “Loi fédérale sur les

banques et caisses d’épargne”. The funds themselves cover

a fair portion of the project (at least 1/3).

Submission of a business plan and account statements.

The amount of the loan guar- antee can be up to 50% of the loans granted, but no

more than one third of the total cost of the investments. The loan guarantee can be granted for a maximum

period of 10 years.

It can normally amount to between Sfr 500,000 and

Sfr 5,000,000.

For a number of years, the canton of Vaud has actively pursued a policy of developing strate-gic sites. There are 49 such locations situated throughout the region, dedicated to commercial activities and accommodation. Some of these sites provide premises that are furnished, ap-proved, and quick and easy for companies to occupy.
