Eligible countries

™the 28 Member States of the European Union,

™the EFTA/EEA countries: Iceland, Liechtenstein, Norway,

™EU candidate countries: Turkey, the former Yugoslav Republic of Macedonia

¾the Swiss Confederation is not eligible in 2014 Eligibility

Eligible applicants

™Public authorities (Ministry or equivalent) responsible for education, training or youth

™Public or private organisations or institutions active in the fields of education, training or youth (education and training institutions, learning providers, youth associations, etc.)

™Public or private organisations or institutions carrying out activities linked to education, training and/or youth in other socio-economic sectors (recognition centres chambers of commerce, trade organisations, evaluation entities, etc.)

Minimum partnership

4 entities from 3 eligible countries:

™ At least 1 public authority from 3 different eligible countries = 3 public authorities

™ At least 1 public or private entity with expertise in the evaluation of policy impact

¾ Proposals must include at least 1 public authority from a Member State

¾ Public authorities can delegate to be represented by other public or private organisations, or legally established networks or associations of public authorities

Eligible Coordination

™ A public authority

™ A legally established network or association of public authorities

™ A public or private entity delegated by public authorities

Delegation = an endorsement in writing with explicit reference to the proposal being submitted

Natural persons may not apply for a grant

Eligible Activities

™ Activities must start between 1 December 2014 and 1 March 2015

™ Activities shall include as a minimum:

• Development of field trials

• Parallel implementation of the field trials

• Analysis and evaluation

• Awareness-raising, dissemination and exploitation

Relevance:

- European and country-specific policies, work under the Open Method of coordination

- Consistency of tested measures with European and country-specific objectives

- Clear identification of target groups and benefits

- Transnational cooperation

- Relevance of experimentation method to the objectives of the measure and to target groups

- Adequate involvement of relevant public authorities

- Relevance of envisaged outcomes to the objectives of the call

• Minimum threshold of 60 % on the score for the criterion

"Relevance"

• Unsuccessful pre-proposals informed of results + evaluation report

• Pre-proposals with min. threshold of 60% on the criterion Relevance invited to submit a full application package

Professional competencies and qualifications required to complete the proposed proposal

• Financial capacity

Stable and sufficient sources of funding to maintain their activity throughout the period during the project and to participate in its funding

(not applicable to public bodies, or to international organisations)

•Not bankrupt or being wound up

•Not guilty of grave professional misconduct

•In compliance with the obligations relating to the payment of social security contributions or the payment of taxes

•Not a subject of a judgment for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity
