Skills Qualification (HR WSQ)

framework developed through a rigorous process of international research and consultation with HR practitioners, industry associations and economic agencies. It was launched in 2008 by the HR Manpower, Skills and Training Council (MSTC), and was updated in late 2010 to incorporate the latest developments in the HR industry.

HR Professionals now have greater access to modular competency-based training that leads to the attainment of nationally recognised HR certifications and qualifications. This helps to facilitate career enhancement for HR Professionals.

HR Administration Programme for Public Sector Executives (HAPPE)

In partnership with Human Capital Singapore, this programme is introduced to meet the needs of Division 2 and 3 HR officers who want to build capability in core functions.

Objectives

WSQ Administer Performance Review Process

Objectives

By the end of the programme, you would be able to:

Manage performance management administrative requirements

• Check that all tools and resources to support performance reviews are available for employees to access

• Record and retrieve results of performance reviews as required by employees and management

Arrange venue & resources

• Identify resources required to deliver training programmes

WSQ Support Organisational Events

Objectives

By the end of the programme, you would be able to:

Participate in event planning and setup

• Identify costs and resource requirements associated with event, including any special requirements of participants, for review by the event manager

• Develop a detailed action plan, including contingency plans, for review by the event manager

• Participate in set-up of event and equipment as identified in the action plan

Conduct Promotional activities

• Develop a communication and engagement plan to generate publicity and interest in the event using appropriate communication channels

• Conduct communication and engagement activities in accordance with policies and procedures

• Track responses for the event and recommend follow up actions if required

Follow up with post event activities

• Assist in the implementation of event activities • Gather feedback and complete event close-out

activities

• Report on success of events to appropriate supervisors and event managers and complete an event report

WSQ Process Payroll

Objectives

By the end of the programme, you would be able to:

Collate payroll data

• Obtain relevant information to perform payroll calculation

• Check payments and deductions to ensure accuracy and completeness

• Enter information into the payroll system to support processing and calculating activities

Calculate payroll

• Calculate payroll in accordance with organisational policies, procedures and legal requirements addressing any variances in employee pay • Reconcile calculations with payroll allocations to

ensure accuracy

• Produce payroll and related administration reports using appropriate software

• Present reports to supervisor in the requested format

Founder and Principal Consultant for the MINDEF Innovation and

Transformation Office at the Ministry of Defence (MINDEF), creating the

MINDEF Innovation Framework, MINDEF Innovation Pipeline, and Jumpstart,

the change management programme that brought creativity, innovation and

entrepreneurship into the Ministry and the Singapore Armed Forces. He is also

the designer and developer of the MINDEF Innovation Game and Innovation

Began his career in training in 1989 and his specialty and key focus is in the

field of Human Resource Management and Retail Operations. Richard in the

earlier part of his career was a technical officer (CPT) with the Republic of

Singapore Navy. After leaving the Navy, he entered the field of Human Resource

Management for the service and retail sector.

Posses a wealth of experience of several established retail chain stores as

a Human Resource and Training Manager in Singapore and their overseas

operations in Taiwan, Vietnam and Hong Kong. This makes him an excellent

resource on the whole spectrum on the subject of Retail Management

Besides conducting training, he also has experience in designing training and

development programs, focusing on assisting staff in improving their customer

service skills, selling proficiency, and supervisory skills; he also personally

delivered the in-house training programs, such as developing behaviour check

list, job oriented performance appraisal and on-the-job training handbooks and

is able to tie this to specifically assist staff in being more customer-centric and
