Our framework for Developer Led connects you to the right development partner for your project, providing you with specific development uses, geographical areas, values and specific funding mechanisms. This framework also provides unique Development Management Services to offer service flexibility to the client. It’s free to access, easy to use and fully compliant with all UK and EU procurement law.

1. We deliver:We won’t let you down when it comes to delivering the number of bids your project needs. Whether its 3, 4 or more – we work closely with the developers and consultants to make sure it happens.
2. No project, no fee:We don’t believe in engagement fees. We share the risk in the early stages of the process by only charging fees once your project has been through the procurement process.
3. Your contract, your way:We have included many development agreements within the framework to speed the procurement process up, however if you have your own contract terms you can also use these.

Delivering real social value
Driving real, meaningful social value and social impact is at the heart of what we do at Pagabo. Through our unique Social Value Calculator, we are able to calculate your social, economic and environmental impact and the financial value, in real monetary terms, of that impact. Pagabo adds value through our frameworks by supporting social value at the feasibility, business case development, planning, procurement, delivery and maintenance stages of your investments.As of April 2021, our frameworks enabled £3.54 billion in social value.

Appointing
your developer
Whether it’s a Direct Award or Further Competition (FC), our frameworks make appointing a supplier easier and more effective.
Throughout the process, we help co-ordinate the appointment on your behalf, liaising with you, the contracting authority and the developers.

Client Access Agreement (CAA) – Review, sign and return the CAA (available from pagabo.co.uk) Expression of Interest (EoI) – An EoI is the recommended route for early
engagement with our trusted developers and will indicate: Your chosen procurement route, scope of the project, form of contract, when your procurement will take place,
when the build will commence, estimated project value
Further Competition
A FC will be issued to all interested developers within the relevant Lot, Region and Development use. The client can utilise the contract forms within the framework, or
they can use their own specific terms.
Evaluation – We will provide spreadsheets to assist with
the evaluation of the FC documents from developers and we can manage the moderation process
Quality & Price Checks
We will supply developer documentation, including tendered
quality and price ratios
Business Case
We provide templates and assistance with drafting a business case for your
chosen developer
Form of Contract
You can utilise the contract forms within the framework, however if you have bespoke contract terms or amendments
then you can also utilise these
Stage Two
One developer is taken forward from Stage One as a preferred developer into this Pre-Construction Services Agreement stage. The developer then
progresses the design of the project, formulates a project cost, funding rates
and agrees the contract with you
Single Stage
We can supply documentation to enable you to prepare a robust
tender and help assist the tender formulation if required. FC documents will then be prepared
and submitted by the relevant developers from the Expression of
Interest Stage
Stage One
The Stage One document can include: • Quality questions • A pre-construction programme

Our Developer Led framework makes it easy to procure your project.
The Pagabo Developer Led framework is a unique procurement solution, and the only one of it’s kind in the UK. The framework provides direct award and further competition options for specific development uses across a number of funding mechanisms.
We have developed Heads of Term contracts with specialist legal firm Freeths, ensuring a fast and efficient procurement process which deliver value for money with uncompromised compliance.

Supplier Area Breakdown
A feature of the Developer Led Framework is the developer reserve list.
There are up to three developers appointed per lot, per area and development use,
that can only be used under certain conditions.
Reserve developers can be used to Direct Award a project through the framework;
the developers may also be asked to bid if the client doesn’t achieve their desired
number of bids from the core developers through the Expression of Interest process.
The reserve developers will act as a safety net and will be allowed to bid to ensure
the clients receive competitive tension on their projects.
Reserve suppliers also work to the following rules on our Developer Led framework:
•
If a place on the framework lot becomes available due to a core supplier
going into administration, a reserve will move into their spot.
•
The next available reserve on the list will be temporarily used if a contractor is
rested for a specified period of time.
•
All positions on the reserve list will be used on a ‘one off basis’ by project if
there has not been sufficient take up from developers on a specific project, this
request will be made by the Client Organisation or the Framework Managers.
