● as the Union government made it clear that it would be reneging on the
promise to pay states the compensation promised to them at the time India
changed its taxation systems. Introduced in July 2017, the GST subsumed
nearly all indirect taxes collected by states and the Union. To persuade states
to move to the new regime, the Centre promised to cover the shortfall in their
tax revenues for five years through a new GST compensation cess.
● For 2020-’21, the gap between projected tax revenues and GST collections for all states is stunning: Rs 3 lakh crore. In comparison the GST
compensation cess, meant to bridge this gap, is projected to generate only Rs
65,000 crore. This leaves the states short of Rs 2.35 lakh crore.
● Compensation formula: According to GST Compensation rules, each state has to be compensated for any revenue loss less than the annualised compounded growth rate of 14 per cent from the base year 2015-16 for five years since the GST rollout. The gap between protected revenue and GST revenue has to be considered for calculating the payout. It may be noted that the protected revenue is calculated at 14% growth per annum on the base year figure of 2015-16 of the taxes subsumed in GST as mentioned earlier.
● But since compensation payments are getting delayed due to a sharp revenue short
fall, such payments to states are getting delayed. Releasing the compensation for
2019-20 to states has already put pressure on the Centre, which said that to release
compensation for 2019-20, the balance cess amount during 2017-18 and 2018-19 was
also utilsed. In addition, the central government had transferred Rs 33,412 crore from
the Consolidated Fund of India to the Compensation Fund to make up for the shortfall.
● Banda Singh Bahadur (born Lachman Dev) (27 October 1670 – 9 June
1716, Delhi), was a Sikh warrior and a commander of Khalsa army. At age 15 he left home to become a Hindu ascetic, and was given the name ‘’Madho Das’’. He established a monastery at Nānded, on the bank of the
river Godāvarī, where in September 1708 he was visited by, and became a disciple of, Guru Gobind Singh, who gave him the new name of Banda
Bahadur.
● He came to Khanda in Sonipat and assembled a fighting force and led the struggle against the Mughal Empire. His first major action was the sacking of the Mughal provincial capital, Samana, in November 1709.After establishing his authority and Khalsa rule in Punjab, Banda Singh Bahadur abolished the zamindari system, and granted property rights to the tillers of the land.

United Nations Relief and Works Agency
• It is a United Nations agency established by the General Assembly in 1949.
• It supports the relief and human development of Palestinian refugees across its five fields of operation.
• Its services encompass education, health care, relief and social services, camp infrastructure and improvement, protection and microfinance.
• Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank, including East Jerusalem and the Gaza Strip.
• It is funded almost entirely by voluntary contributions and financial support
Palestine refugees are defined as persons whose normal place of residence was
Palestine during the period 1 June 1946 to 15 May 1948, and who lost both home
and means of livelihood as a result of the 1948 conflict.

● A.P.J Abdul Kalam was born on 15 October 1931 at Dhanushkodi, Rameswaram, Tamil Nadu.
● In 2002, he was elected as 11th President of India and before becoming president he was working with the Indian Space Research Organisation (ISRO) and Defence Research and Development Organisation (DRDO) as an aerospace engineer.
● Kalam, who died in 2015, also earned the sobriquet ‘Missile Man of India’ for his role in the development of India’s missile
programmes.

Dr A P J Abdul Kalam
• Dr. A.P.J. Abdul Kalam was the 11th President of India.
• He was born to Jainulabdeen and Ashiamma on the 15th of October 193 in Rameswaram.
• He was also an Aerospace Scientist and an Indian pioneer in Ballistic Missile and Space Launch Vehicle Technology.
• His love for students and his focus on promoting education was the driving force for the UN to declare his birthday as World Students Day in 2010.
• From 1992 to 1999, Kalam was the Chief Scientific Adviser to the Prime Minister and the Secretary of the DRDO. Kalam was the Chief Project Coordinator during the Pokhran II tests.
During this time, Kalam became India’s best-known scientist.
• He was awarded Padma Bhushan in 1981, Padma Vibhushan in 1990, Bharat Ratna in 1997, and received 7 honorary
doctorates from 40 Universities.
• The missile test site, Wheeler Island was renamed Abdul Kalam island in September 2015.
