ADDENDUM NO. 1

EL DORADO IRRIGATION DISTRICT

ON-CALL PROFESSIONAL SERVICES

JUNE 3. 2016 To; All Potential Proposers

THIS IS AN ADDENDUM TO WHICH SPECIAL ATTENTION SHOULD BE GIVEN IN

ORDER TO PRESERVE THE VALIDITY OF ANY PROPOSAL SUBMITTED

PURSUANT TO THE ABOVE REQUEST FOR PROPOSALS. THE RFP IS REVISED,

MODIFIED. AND CLARIFIED AS FOLLOWS:

Item 1 Questions received and answered by District: Question 1: Is there any budget limitation for this project?

Answer 1: No. In RFP, see Section Vll. INFORMATION TO BE SUBMITTED IN

PROPOSAL, paragraph B. COST OF SERVICES, paragraph 3 "Award of

an on-call contract does not in-and-of-itself entitle the selected firm to any work of the District or payment from the District but instead provides the District with a list on contracted firms from which to solicit proposals if and when the District decides to use the on-call services in performance of a project." Also, please refer to the District's CIP posted on its website at

http://www.eid.orq/home/showdocument?id=5200 for a list of potential projects.

Question 2: Is there any present service provider for similar services (GIS and IT), if yes please share the name along with last year expenditure.

Answer 2: See attached list of current on-call consultant's for 2014-2016. We spent zero in the GIS category in 2015. We spent $23,962.38 in the IT category in 2015.

Question 3: Can you please provide the approximate spending for each job class

covered in last contract (GIS and IT)?

Answer 3: See Answer 2 above for 2015 expenditures. In 2014, we spent zero in the GIS category and $18,560 in the IT category.

Question 4: How many consultants will be selected for each service category?

Question 5: Since the hourly rate table is not in the Section VILA. Content list, is it included in the 10-page limit?

Answer 5: No. The rate sheet is not included in the 10 page limit.

Question 6: Is any language within the Agreement negotible? If so, when is it

appropriate to ask for clarification?

Answer 6: Section VII.A.6 says "Section 6 - Contract and Insurance Requirements All successful proposers will be required to execute a contract in the form shown in Exhibit B attached hereto and to meet the insurance requirements of Appendix C to that Exhibit. Please confirm your firm's willingness and ability to comply with these requirements."

Section II. Proposal Submission, paragraph 9 says "The District's acceptance of proposer's offer shall be limited to the terms herein, including all attachments hereto, unless expressly agreed in writing by the

District's authorized representative. Proposals offering terms other than those shown herein may be declared non-responsive and may not be

considered. By submission of a signed proposal, proposer consents to be bound by all terms and conditions set forth in the pages of this solicitation and all attachments hereto, including without limitation the Professional Services Agreement sample (and insurance requirements attached

thereto) attached to this RFP as Exhibit B."

Question 7: Is "Hazardous materials investigations and remediation" included under the Geotechnical service category or should it be only under the environmental category?

Answer 7: "Hazardous materials investigations and remediation" is included in the Geotechnical Services Category and is not included under the

Environmental - CEQA/NEPA/Biological Studies category.

Item 2 RFP Clarification: Your attention is drawn to Page 6, Section B. Cost of

Services. For simplicity, the District requires your hourly rates to remain

constant over the entire 3-year contract period.

THIS ADDENDUM AND ALL OTHERS ISSUED SHALL BE PART OF THE

PROPOSAL AND QONTRACT DOCUMENTS.
