General Parameters
The Fox C-6 School District continues the commitment that each student will enter with a promise and leave with a purpose. This re-entry plan was developed collaboratively with the whole student in mind to address the academic, social and emotional needs of all of our students and staff during this unprecedented time of COVID-19.
Our Re-Entry Plan will be in effect when our students and staff return to school in the fall of 2020 after the COVID-19 pandemic has subsided and health authorities have deemed it safe to resume school activities with precautions in place.
The development of this plan is in conjunction with the Missouri Department of Health and Senior Services (DHSS), Centers for Disease Control and Prevention (CDC), and World Health
Organization (WHO) guidelines as well as the American Academy of Pediatrics. Additionally, input was gathered from the Fox C-6 community and all stakeholders including students, families, staff members, and administrators through surveys and meetings. This re-entry plan provides clear and actionable guidance for safe operations through prevention and early detection to
continue to prioritize the safety of all. As recommended by the American Academy of Pediatrics,
our ultimate goal with this plan is to have our students physically in our buildings and to put processes in place to help mitigate the risk associated with COVID-19. Research clearly shows that there is a negative impact on a child’s education and overall well-being when they do not receive in-person education. Therefore, we are strategically and diligently planning a return to school while taking as many precautions as possible to decrease the risk of infection and transmission of COVID-19.
As a district, we will do our best to provide a safe and healthy environment for our students and staff; however, there are inherent risks with participation in group activities during the COVID-19 pandemic. We do believe that the protocols we have set forth in this document will keep the focus on the safety of our students and staff as much as possible.
In order to limit the possible exposure to COVID-19, the district will put in place procedures to screen for COVID-related illness and limit the number of large gatherings. The district will
implement a plan for regular screening for illness, along with procedures for staff members and students, in a case where they become ill. There will also be heightened cleaning and disinfecting of all Fox C-6 facilities.
The plans and procedures outlined in this document may be modified at any time based on additional guidance from local health officials or the CDC.

Learning Options
Our main goal in Fox C-6 is to have our students and staff back safely in the classroom while still offering our parents a choice in selecting the best learning environment for their students.
We have developed two options as shown in the graphic below. The first option is the “all-in” Fox C-6 Flexible Learning option where students could be in the buildings full time, 5 days a week with as many safety protocols in place as possible, or be in the buildings two days a week and virtually 3 days (hybrid), or be fully virtual while maintaining the same courses and teachers as they would in-person. Please note that with this choice, we as a district can move to the hybrid model or full-time distance learning model at any point in the year depending on the COVID-19
transmission and positive cases in the school, district, county, or state. Parents, students, and staff
members need to be ready for these scenarios at any point.
Option One: Fox C-6 Flexible Learning (all-in): Families who select Fox C-6 Flexible Learning option must understand that the level of in-person learning will be determined by the District with input from local health officials.
Fox C-6 Flexible Learning has three levels of student attendance that will be based on the current case count of COVID-19 and determined by Fox C-6 administration with input from the Jefferson
County Health Department. Families who select Fox C-6 Flexible Learning are agreeing to follow
all safety precautions in this re-entry plan and understand that the level of in-person learning taking place will be determined by Fox C-6, not individual families.
● Level A: Fully in-person learning with safety precautions. When attending in Level A,
students will attend school in-person, for their whole schedule with health and safety precautions in place.
● Level B: Hybrid Learning. Students will attend school in person two days a week and
virtually three days a week. Click hereto learn more about the hybrid learning model.
● Level C: 100% virtual learning. Students from one class, one school, or possibly the entire
district will learn virtually with their current teachers and courses. The decision to transition to 100% virtual learning will be based on guidance from local health officials.
Option Two: Fox C-6 Virtual Academy The second option that parents may choose is the “all-out” model where students are opting into the Fox C-6 Virtual Academy. This is full online learning with Fox C-6 teachers and will be structured just like a school day, with the expectation of logging in daily and completing assignments and assessments that mirror the in-person course. Please read more about this in the Purposeful Learning section of this re-entry plan. We will ask parents to
make a one-semester commitment to this option. Click here for more information on the Fox C-6
Virtual Academy.
All families must select one of the two learning options for the 2020-2021 school year for each child. In order to select a learning option, families must log on to the Tyler Parent Portal by 11:59 pm on Sunday, July 26, 2020, to select either option one, Fox C-6 Flexible Learning, or option two, Fox C-6 Virtual Academy for their child(ren). Once logged on to the Parent Portal, families will be prompted to fill out the learning options e-form. A sample of the e-form is below.
Screening Staff
Fox C-6 will implement a health screening for all staff reporting to work. Each morning at 6:00 am all staff members will receive an email with a link to a health certification form. The health
certification form must be submitted by every staff member each day prior to their contracted start time.
The daily health certification form includes the following questions:
○ Does the staff member have an otherwise unexplained onset of fever, cough, chills, shortness of breath, muscle pain, sore throat, or loss of taste/smell?
○ If the staff member answers “yes” to any of the screening questions, he/she should not report to work.
● Buildings and Departments will implement random temperature checks to reinforce the practice of self-screening.
Screening Students
Fox C-6 will implement a health screening for all students reporting to school. Each morning, every student’s primary parent/guardian (according to the Tyler Student Information System) will receive an email with a link to a health certification form. The form must be submitted each day for every student.
The daily health certification includes a temperature check and the following screening questions:
○ Does the student have an otherwise unexplained onset of fever, cough, chills, shortness of breath, muscle pain, sore throat, or loss of taste/smell? (Note that only a minority of children who have COVID-19 will have a fever.)
○ If the student answers “yes” to any of the screening questions, he/she should not report to school.
● Buildings will implement random temperature checks to reinforce the practice of self-screening.
● If a student displays symptoms of COVID-19 during the school day, the school nurse will provide a clinical assessment to determine if and when the student needs to be sent home.
● If students are going to be sent home based on the school nurse’s assessment, they will need to be picked up within one hour from the time the school nurse contacted home.
Visitors to Buildings
For at least the first quarter of school, Fox C-6 will not allow non-essential visitors into the buildings and facilities. Schools will utilize virtual meeting options to limit visitors whenever possible. When visiting a building, the visitor must remain in the contained area (entrance foyer) identified by the school or wait in their vehicle if necessary to limit the number of visitors in the contained area.
Any essential visitor that is allowed to enter into the building will be required to wear a mask and will be administered a temperature check along with health screening questions.
Accurate records will be kept of the essential visitors who have been inside a building in case an outbreak occurs to assist with contact tracing efforts.
We will also closely monitor which community groups will be allowed to use our facilities if any. This includes Rickman Auditorium, athletic fields, locker rooms, the Fox C-6 Service Center, and gymnasiums.
Social Distancing
The goal of social (physical) distancing is to prevent the spread of COVID-19 between individuals.
Social distancing of at least six feet remains one of the best preventative measures for reducing
the spread of COVID-19. It is recognized that this cannot be accomplished at all times during our
school time, and distancing of at least 3-feet has been shown to reduce infections. Fox C-6 will put
as many precautions in place as possible when social distancing is not feasible. Social distancing
guidance will support a 3-foot radius around each participant, resulting in a 6-foot total distance between 2 people whenever possible.
While children are unlikely to exhibit serious symptoms from COVID-19, social distancing helps prevent the spread to adults—especially those who may be at high risk. Note that all individuals who spend more than 15 minutes within 6-feet of an individual tested positive for COVID-19, will be asked to quarantine.
Fox C-6 will promote social distancing as much as feasible by limiting group interactions and large gatherings including the following possible changes:
● Temporarily suspend school assemblies, field trips, and other large gatherings
● Stagger recess to decrease the number of students on the playground
● Temporarily suspend after school student meetings or activities to minimize intermingling of populations
● Rearrange classroom furniture to maximize space between students
● Consider adding additional locations for lunches
● Keep classrooms of students together for lunchtime, again to avoid intermingling of students as much as feasible
● Dismiss students to the bus by bus numbers or grade levels and by alphabet at the secondary level
● Classroom doors will be kept opened to reduce high touch surfaces when possible during
passing time
● When transitioning between classes, students will travel in the hallways as far to the right
as possible
● Where possible, one-way traffic will be established
● Lockers will not be assigned during the first quarter. Students are expected to carry
supplies throughout the day
Purposeful Learning
In Fox C-6, we will always strive for academic excellence. As we begin a new school year that may look different, but our core beliefs around high-quality teaching and learning will never change.
As we move to the fall, we will offer students and parents choice in their learning approach amidst COVID-19 and the challenges it brings to individuals.
In addition, we have developed virtual learning expectations for students, staff members, and families who participate in the Fox C-6 Virtual Academy. Purposeful lessons will focus on district
power standards and course essential outcomes that have been developed and board approved through our curriculum writing process. This will help provide consistency for our students, teachers, and parents. We have also developed guidelines for purposeful learning in all learning environments, along with virtual meeting schedules to follow for both the Fox C-6 Virtual Academy and the Fox C-6 Flexible Learning programs.
● Click here for more information on the Fox C-6 Virtual Academy.

Social-Emotional Wellbeing
Fox C-6 is dedicated to making sure our students' social-emotional needs are being met at all times and especially during the times of the COVID-19 pandemic. We recognize that COVID-19 may cause additional stress and anxiety on our students and staff. We will be proactive in our approach and have developed a comprehensive plan to address any fear or concerns and will continue to ensure that every student enters with a promise and leaves with a purpose.
Here is additional information related to meeting all of our students’ social-emotional needs.
Athletics and Activities
Fox C-6 understands the vital role that athletics and activities play in our students’ educational journey. We will continue to follow our local health guidance on this and the most recent guidance suggests contact sports may be allowed to start sometime after July 22, 2020. This would include all sports where individuals could come in contact with other individuals (basketball, football, wrestling, cheer, dance, soccer, volleyball).
Additional guidelines by the Missouri State High School Activities Association (MSHSAA) will also be followed when related to how athletics and activities will be offered at the high schools and middle schools. As a district, we understand the importance of athletic competition; however, we
want to also always keep the safety of our students and staff as our priority. There may be guidance from the local, state, or national level that prohibit some events from occurring. Our Athletic Directors will continue to communicate with staff, students, and parents regarding any changes to recommendations. We will continue to use the most current recommendations as we finalize plans.
This summer and into the fall the following phased approach was recommended. However, these dates are fluid, and depending on the number of COVID-19 cases or transmission rates, the particular phases could be extended. The dates below are simply guidelines that are subject to change:

● Each bus will be cleaned and disinfected between morning and afternoon routes
● All students will be required to wear a face covering while on the school bus
● Increased circulation of outdoor air into the vehicle will be practiced to the extent possible
● Alternative transportation providers will follow the guidelines in this plan and ensure that
students are practicing social distancing while utilizing alternative transportation
● Alternative transportation providers have also put into place cleaning and disinfecting
Face Coverings
Based on all the CDC guidelines and health officials, the primary route of transmission for COVID-19 is respiratory. Face coverings are among the most critical ways to help reduce the spread of COVID-19 in a community. Please click here to review the proper procedure for putting on and taking off a face covering.
Fox C-6 will implement the following protocols regarding face coverings:
Staff:
● Require all adults to wear masks or face shields (if recommended by their medical professional) when social distancing is not feasible
● Require all essential visitors in the buildings to wear face coverings
Students:
● All students will be required to wear a face covering while on a school bus.
● Students in grades Pre-K through 3rd grade will be required to wear face coverings as directed

when feasible and avoid mixing of students when feasible. Each classroom keeps a restroom log
● Students at the secondary level will wipe down their desks at the end of their class period
before the new students transition in
Food Service
Fox C-6 has a detailed plan and has created protocols for the food service department. Below are some of the main precautions for the 20-21 school year:
● All food service staff will wear masks and their temperature will be taken when reporting
to work
● Installation of plexiglass for the cashier at each school
● Students in the cafeteria will sit with their classes when feasible
● Change from PIN numbers to cards
● Close all vending machines
● Have students wash their hands prior to eating and prior to engaging in other activities
after eating when feasible.
● Serve individual packaged food and drinks when feasible
● Disposable items will be used when feasible
● Kitchens are cleaned, sanitized, and disinfected several times throughout the day
Hand Washing
Fox C-6 schools will require regular and frequent hand washing of all staff and students
throughout the school day. Handwashing is one of the best ways to protect oneself from illness and the following steps will be encouraged:
1. Wet your hands with clean, running water (warm or cold), turn off the tap using a paper towel, and apply soap
2. Lather your hands by rubbing them together with the soap. Lather the backs of your hands, between your fingers, and under your nails
3. Scrub your hands for at least 20 seconds
4. Rinse your hands well under clean, running water
5. Dry your hands using a clean paper towel or air dry them
Health Protocols
Fox C-6 will adhere to the following guidelines which are subject to change based on the current recommendations from CDC:
In the event a student or staff member displays symptoms of COVID-19 including fever
(temperature ≥ 100°), significant cough and/or noted shortness of breath:
● The individual will be rapidly isolated and sent home, as soon as possible
● Advise parent/staff members to call the Jefferson County DOH to report symptoms and
get advice on the need for testing or with a licensed medical provider
● Must bring a Return to School Medical Clearance from a licensed provider prior to
returning to school
● Contact school custodians to clean and disinfect affected areas
The following protocol will be utilized when assessing return to school for the individual staff
member or student that was sent home by the school nurse for COVID-19 related symptoms:
● Must be fever free a minimum of 72 hours without fever-reducing medication, AND have a
significant improvement in symptoms (cough/shortness of breath), AND bring Medical Clearance to return to school signed by their licensed health care provider
The following protocol will be utilized when assessing return to school for an individual staff
member or student that has a positive COVID-19 test or is diagnosed presumptive COVID-19 by
their health care provider:
● Must be fever free a minimum of 72 hours without fever-reducing medication
● AND have a significant improvement in symptoms (cough/shortness of breath),
● AND be at least 10 days since symptoms first appeared
OR
● have 2 negative COVID-19 tests completed 24 hours apart, AND bring Medical
Clearance to return to school from the Jefferson County Health Department or St. Louis County Health Department.
● Each individual that is quarantined will receive a letter from the health department stating they have been released
● Siblings and family members of a person with a positive diagnosis should also
self-quarantine at home for 14 days after the last day of exposure.
● Consult with the Director of Health Services for any positive COVID-19 diagnoses to
determine if any mitigation strategies are warranted, such as school closure (the current CDC recommendation is to dismiss students and most staff for 1-2 days and consult with the Department of Health for advice). The temporary school closure will allow for
thorough deep cleaning and contact tracing
Fox C-6 will assist Jefferson County Health Department with contact tracing. Please note that according to the Department of Health and Senior Services, a person is considered in close contact with a case of COVID-19 if they are within 6 feet of the case for more than 15 minutes. Close contact requires a quarantine of 14 days.
Because the guidelines above may change, please refer to this page for the most current CDC
guidelines.
Technology
Fox C-6 is a bring your own device (BYOD) district. In the Fox Focus, the District’s Comprehensive
School Improvement Plan, the Fox community directed the District to “develop a plan for
universal daily access to technology”. The District is continuously working to increase the number of Chromebooks available to students at school. However, to help the District get closer to a ratio of one computer per student, students are encouraged to bring their own Chromebook or
technology device for learning purposes.
The District is recommending Chromebooks because they are affordable devices with all-day batteries that will allow students to access all of their teacher-assigned resources, digital content, etc. the same way they would if they were using a school-owned device.
While the Fox C-6 environment is specifically designed to support all devices brought in from outside the district, it is not a requirement. For students who do not have access to a personal device, Fox will continue to offer Chromebooks while at school with the following protocols:
● Students will be required to wash hands or utilize district-provided hand sanitizer before
the use of any district device
● Students will be required to wear a mask while using a shared district device.
● All students will be assigned the same numbered device daily. This device will be assigned
by the educator and kept for recordkeeping
● Only one student will be allowed to use a device at a time
● All devices will be cleaned at the end of every day by staff member
Closure Considerations
Fox C-6 will follow the following closure considerations in the event a student or staff members tests positive:
● Seating charts on buses and classrooms will be in effect to help aid in the event that
contact tracing is needed. If an individual tests positive, we will identify who the individual was in contact with, within a 6-foot space, for at least 15 minutes. If specific contacts cannot be identified, we will quarantine everyone who was in the same room, bus, or other areas. Schools will be required to keep room/bus logs to assist with contact tracing. By having seating charts, and bus seating charts the number of students required to be quarantined can be minimized without having to close down an entire building and transition everyone in that particular school to Fox C-6 Distance Learning
● In the event a person diagnosed with COVID-19 is determined to have been in a building
and poses a risk to the staff or students, a school may close for 1-2 days for cleaning and disinfection of that building or exposed area if unable to clean during the nighttime closing
● It is recommended that an individual building or the entire school district close for 10 days
○ Over 5% of the current students in a building or the district test positive for COVID-19
○ Over 4% of the current student body in a building or district test positive for
COVID-19 over two days in a row
○ Over 3% of the current body in a building or the district test positive for COVID-19
for over three days in a row.
● In the event of a school closure, students who were attending school in-person will
participate in virtual learning with their current teachers and courses for the duration of the school closure. All athletics and other afterschool activities will be canceled for the same period of time
Please note that the percentages or recommendations may change pending recommendations from the CDC, Jefferson County Health Department, and the Missouri Department of Elementary and Secondary Education (DESE), and as better scientific data becomes available.
Parent/Guardian Support
Fox C-6 School District recognizes that we cannot do this alone and need to work together as a true Fox C-6 family to ensure the safety and well-being of our students.
Here are a few ways parents/guardians can help:
● Understand that this plan is fluid and may be adjusted to meet the requirements of city or
state health officials. We ask for your patience and understanding with our teaching staff and us as a district as we work through the first semester
● Screen your children at home daily before sending them to school and please keep them at
home if they show any signs/symptoms of COVID-19
● Keep students from large gatherings outside of school especially if proper protocols are
not being followed such as face coverings and social distancing
● Communicate with us your plans by July 26th on what option works best for you and your
family
● Continue to remember the fluidity of this pandemic and understand that we may have to
shut down a grade level, specific classes, sports/activities, school or district if the COVID-19 cases increase or there is an outbreak
