It defines the roles and structures that help governmental and nongovernmental partners work together. Emergency Support Function (ESF) #11 of the NRF addresses the protection of natural and cultural resources and historic properties. The Tribal Relations Support Annex describes policies and operations for effective coordination of federal incident management activities with those of tribal governments.
