PREFACE

It gives me great pleasure to present the International Agency’s 2011 annual report, which describes and explains the activities and results of the programmes implemented by the Agency. The Agency chose a distinct identity in 2011, and that is why the present annual report has a new look.

The management of European funding is important, but we do not consider it a goal in itself. Our aim in the various programmes that we implement is to forge a link between policymaking and practice in European vocational education, and between forward-looking European policy and a national policy of benefit to us in the Netherlands.

Since 2007, more than 30,000 Dutch participants and 300 Dutch organisations have engaged in peer-learning as a means of exploring new opportunities in Europe, cooperated at inter-national level, carried out real-life experiments, or gained experience abroad.

In addition to activities based on the primary process, there were also a number of highlights in 2011 that we would like to emphasise.

• The Sectors and Skills Seminar: a thematic network action and major milestone that took place in Budapest. It related cooperation in economic sectors to vocational education. • The Youth on the Move Campaign, one of the showpieces of the Europe 2020 Agenda,

which came to The Hague. HRH Prince Constantijn of the Netherlands made the acquaintance of Mobi, the mascot for European mobility, at this event.

• An evaluation of EQAVET, quality assurance in secondary vocational education, in the Netherlands. The main themes for the coming years were identified at the QualityTIME event.

• Expansion of the Europass portfolio.

• Further work on the Quality and Impact Scan, which led to a digital 2.0 version that will carve out a place for international mobility at educational institutions.

• Educational experts and policy officials who came to the Netherlands on a Study Visit or who took part in a Study Visit elsewhere in Europe.

• A well-attended Inspiration and Dissemination Event, organised by the National Agency LLP. • The first network meeting of the National Coordination Point ECVET.

• Successful participation in WorldSkills and the related world conference.

• Unique cooperation with students at the seminar Professionalization of teachers in relation to quality assurance, where more than 80 participants from 22 European countries worked together to produce new project proposals.

• Our explanation of the “Dutch Approach” at the European Employment Forum, i.e. cooperation between government, business and education at national and regional level to ensure effective vocational education.

• Enhancing opportunities for self-management of individual careers, the main theme of the Euroguidance conference Sustainable self-management of life and career competences.

The European Commission has now announced its plans for the future. In June 2011 it adopted its Multiannual Financial Framework 2014-2020 and in November 2011 it launched its proposal for the new EU programme for education, training, youth and sport, Erasmus for All.

IntRoDuCtIon

The International Agency links policy and practice through projects and by coordinating European and national policy agendas. The International Agency acts as a change agent. Its work is based on the European policy agenda and makes use of European networks and expertise. Its independent position, which is prescribed by the European and Dutch governments, and its overall perspective give it powerful tools allowing it to anticipate and to work on innovation.

The International Agency manages an annual sum of ten million euros in European funding on behalf of the Leonardo da Vinci Programme. It participates in policymaking in broad, thematic European networks focusing on New Skills for New Jobs, ECVET, quality assurance, teacher competences, and social inclusion. It focuses on the European dimension and on links between the EU and the Netherlands.

In the Netherlands, the International Agency serves as the National Agency for EQAVET and ECVET and participates in the Europass consortium under DUO’s supervision. Its work involves implementing European instruments in the national context of the Netherlands. The International Agency also serves as the Netherlands’ National Resource Centre for Vocational Guidance. These “Euroguidance centres” have been designated in every EU Member State and form a European network focusing on the professional practices of career guidance counsellors. The International Agency is also involved in policymaking in the European Lifelong Guidance Policy Network.

The International Agency works with a range of different organisations and experts as an independent body with public duties.

The International Agency is active in all the various themes through its European networks. At national level, it participates and makes use of broad platforms, including the Advisory Group of national parties (ministry, inspectorate, education sector, learners, social partners) such as in EQAVET, or broad informal networks such as in vocational guidance. It also uses the power of peer learning within an international context.

In the sections that follow, you will read more about who we are, what we do, and what progress and results we achieved in the past year in various programmes and European networks.

CommunICAtIon

The International Agency communicates about the activities and progress of the various programmes through a variety of different channels. This year, we launched the new website

www.internationalagency.nl that brings together all the programmes managed by the National Agency. Clicking on Actual in the menu (English version of the website) takes you to a calendar of events, news items and publications related to the various programmes. The links in this portal provide easy access to these programmes. The website also has an RSS feed service so that you automatically receive the latest updates.

newsletters

The International Agency publishes newsletters for the Leonardo da Vinci, NCP EQAVET, NCP ECVET and Euroguidance programmes. You can subscribe to these newsletters via the portal and on the relevant website. This year we started publishing digital newsletters. That means that you can easily post a link to interesting articles on your social media site simply by clicking on the relevant icon. All newsletters are archived on the website of the relevant programme.

Social media

We also report on new developments, activities, results and deadlines on Twitter. The International Agency also has its own Facebook page. Facebook fan pages have been created for the Leonardo da Vinci and Euroguidance programmes. We regularly post articles on these pages.

Video recordings of events carried out under the various programmes are uploaded on International Agency’s own YouTube channel. If you subscribe to the channel, you will be notified automatically whenever a new video is uploaded.

The Leonardo da Vinci Programme funds

• international projects for secondary vocational education (both initial training and refresher training, continuing professional development, and retraining);

• the development of instructional materials and methods intended to improve the quality and attractiveness of vocational education across Europe.

Educational institutions, companies, centres of expertise in vocational education, the business community, the authorities, other vocational education bodies and sector-specific organisations can submit an application for funding under the Leonardo da Vinci Programme. Individuals, on the other hand, cannot submit applications directly.

The Leonardo da Vinci Programme offers different types of funding in different project categories. You will read more about this in the sections below.

Each year, the European Commission issues a Call for Proposals indicating the application deadlines for the various project types within the EU’s Lifelong Learning Programme. The Call is announced in various journals and on the European Commission’s website.

3.1 tRAnSnAtIonAL mobILIty

The Leonardo da Vinci Programme makes funding available to organisations so that they can give people the opportunity to improve their competences, knowledge and skills by spending a period of training abroad. The focus is on the learning process of the individual who goes on exchange. It is up to the organisation to apply for project funding and to coordinate the preparations and the actual exchange. Funding is not awarded to individuals, in other words.

Owing to an increase in the number of large-scale mobility projects, a rise in the budgets submitted, and the growing number of new organisations submitting project proposals, the demand for funding exceeded the budget for mobility by more than EUR 6 million. The overall budget was increased by EUR 290,000 (3%). The available funding for the 2011 Call for Proposals for Mobility was EUR 6,584,000, excluding Preparatory Visits (EUR 50,000).

For many years now, the NA LLP Leonardo da Vinci has made quality and quantity its priorities in implementing the Mobility action line. It works to balance these two priorities both in policymaking and in advising applicants.

From the 2010 Call for Proposals onward, the European Commission has made it a rule that one-off funding may be awarded to learners and teachers/staff for each project type under the Leonardo da Vinci Programme. This allows as many learners and teachers as possible to use Leonardo da Vinci funding to support their studies or work.

Project types of transnational mobility:

IVT: mobility for vocational students;

PLM: mobility for workers, job seekers and recent graduates;

VETPro: mobility for teachers, trainers, coaches or consultants, authorities and institutions responsible for training;

Preparatory visit (PV): mobility for participants to participate in a contact seminar, organized by a NA LLP, or potential partners with a European visit to discuss the possibility for an application. 2010 2011

Social inclusion

In addition to the customary Initial Vocational Training (IVT) proposal, this year it was also possible to submit an extra IVT proposal under the Social Inclusion theme. For several years now, we have noted that this target group generally makes no use of Leonardo da Vinci funding. Educational organisations find it difficult to organise trainee places for this target group. In addition, it is often necessary to convince candidates from this group that a period of training abroad may be valuable to them in their studies and their careers. This also requires educational organisations to invest more time and effort.

Four proposals were submitted under the Social Inclusion theme. The maximum budget is €24,999.

Mobility tool

The Leopass was replaced this year by the Mobility Tool. This is a web platform for record-keeping and management of inter-national mobility projects, with a direct connection to LLP-link. The first Mobility Contracts were entered into the Mobility Tool in mid-November 2011. Several information meetings were organised in December 2011 to explain how the Tool works.

Large-scale IVT proposals

A distinction is made between large-scale IVT proposals (≥ EUR 24,999) and small-scale IVT proposals (≤ EUR 25,000). Large-scale proposals are projects involving the institution’s internationalisation policy and submitted by a partnership or by multiple sectors within a single institution. Large-scale proposals are evaluated on the quality criteria communicated to potential applicants in the Handboek Mobiliteit (a Dutch-language guide for applicants), the website, at information meetings and in consultations.

The National Agency has observed that both the quality and the quantity of the proposals submitted under the 2011 Call have improved again this year. The aim of the National Agency LLP Leonardo da Vinci is specifically to award projects that satisfy (or more than satisfy) the quality criteria and to ensure an even distribution among organisations in the Netherlands. That distribution is already satisfactory, with participation by a total of 35 Regional Education Centres (ROCs), a large number of Agricultural Education Centres (AOCs) (through consortiums), and a number of other organisations such as trade schools, expertise centres and small and medium-sized enterprises.

Small-scale IVT proposals

Small-scale and repeat proposals are evaluated on the quality of the organisation providing the international traineeships. These are organisations that have few if any partners to work with in starting up their internationalisation policy, or that have decided not to pursue such a policy, but that do have a number of learners interested in a placement abroad. A small-scale proposal is sometimes the stepping stone to internationalisation, and may lead to a large-scale proposal in a year or two.

The Leonardo da Vinci Programme makes grants available for students in secondary vocational education who wish to gain experience in an international traineeship with a business or institution in one of the 33 participating European countries.

A total of 36 large-scale IVT proposals were submitted. Of these, 35 were awarded funding. Of the 36 large-scale IVT proposals, five concerned an application for a Mobility Certificate and nine had set a maximum budget of EUR 100,000, including a number of intermediary organisations. A total of ten small-scale IVT proposals were submitted. Of these, nine were awarded funding.

IVT Mobility Award 2011

All participants who spent time abroad in the 2010-2011 year of study thanks to Dutch Leonardo da Vinci funding were eligible to take part in this competition. Their report had to focus on their personal experience during their period of study or work placement abroad.

A jury selected the eight best reports. The Mobility Award was presented during the 2011 Call kick-off meeting on 13 October 2011. The Mobility Award was won by Linde Keulen (Europrof); second place went to Suzanne van Gils (Helicon Opleidingen – De Groene Campus Helmond) and third prize to Anouk Besems (ROC Rivor).

These eight outstanding reports will be published in a single volume in early 2012.

CERtIFICAtE FoR mobILIty - CFm

This year was the third time that applications for Mobility Certificates were accepted. Applications were accepted only when combined with a large-scale IVT proposal or a VETPro proposal. Submission of an additional PLM proposal was considered an advantage. The certificate awarded is linked to the IVT proposal.

Some educational institutions still find it difficult to send their teachers/instructors on an international work placement or exchange. This is in part because it is hard for the institution to find a replacement to cover their teaching duties. It is also difficult for the teacher/instructor to go abroad when they have obligations at home.

Like last year, we have noted to our regret that a number of large educational institutions have undergone reorganisations owing to financial difficulties. This has led to cuts in staff and forced school managers to rein in their internationalisation plans. Almost all the proposals involve a link between VETPro and IVT (teacher and learner mobility), in keeping with the preference of the National Agency LLP Leonardo da Vinci.

National priorities

This year, the National Agency LLP Leonardo da Vinci decided to define priorities for VETPro projects. The aim was to draw the attention of educational organisations and teachers to two particular topics. These priorities are also related to the themes covered by the EU’s thematic monitoring groups. The idea is that by setting these priorities, teachers can boost the quality of their teaching and the impact of VETPro exchanges.

This year, for the first time, VETPro participants were able to take part in a competition for the best report on their exchange. The winners were Miranda van Bergen and Lotte Verkoelen of De Groene Campus Helicon Opleidingen. They received the VETPro Mobility Award during the kick-off meeting on 13 October 2011.

We intend to compile and publish the reports submitted for the competition. We will use this publication as a guide to good practice and expect that it will inspire other participants to share their stories as well. We believe that the VETPro Award and publication will encourage many participants to compete for the award next year.

Implementation programme

As regards mobility of persons for the purpose of vocational training and of professionals in vocational education and training, the emphasis is on

• the quality management of the mobility, including pedagogical, linguistic and cultural preparation and arrangements for the stay abroad;

• the principles set out in the European Quality Charter for Mobility;

• the development and implementation of ECVET elements (description of learning outcomes, assessment and recognition of learning outcomes), as well as guidance and sustainability in order to optimise the impact of the mobility experience;

• preparatory actions for mobility that give apprentices a specific visibility in the programme;

• the important role of competent intermediary bodies in achieving quality and involving small and medium-sized enterprises.

These actions cover mobility for learning/training purposes in the following target groups:

1 trainees in initial vocational training:

• apprentices and trainees in initial vocational education based on alternate learning/ working or work-related training in enterprises;

• trainees in school-based initial vocational training.

2 people in the labour market in continuing vocational training;

3 the mobility of professionals in vocational education and training.

The policy pursued by the National Agency LLP Leonardo da Vinci is aligned with the Euro-pean quality principles listed below:

• measures covering the linguistic and cultural preparation of the participants;

• a clear description of the objectives, content and duration of the placement;

• an explanation of the learning set-up and of the arrangements made for guidance and counselling;

• validation of competences acquired during the period abroad;

• use of the Mobility Europass;

• insight into the quality of dissemination and valorisation and the methods used to achieve these ends.

In addition, the National Agency LLP Leonardo da Vinci has for many years made a distinc-tion between small-scale and large-scale projects:

Small-scale projects (a maximum of 324,999 in funding)

This applies to projects with a limited number of participants that receive a small amount in funding. The proposal is not an outcome of the school’s internationalisation policy (at least not yet), but – at least for the time being – consists of a project involving one or more individu-als or a department. The emphasis in this case is on the practical aspects of the placement, as this provides a firm basis for success. The most important aim is to set up international placements. The project must therefore satisfy a number of basic quality requirements.

Large-scale projects (a minimum of 325,000 in funding)

This policy has proved successful in recent years. A large number of educational organisations are currently responsible for or involved in implementing one or more projects. They are doing so either in partnership with other educational organisations or in collaboration with the various education sectors within their organisation, with international policymaking (in the area of mobility) playing a key role. Most of the projects approved (beneficiaries and their partners) are capable of guiding and managing projects on this scale. Domestic policy keys into the EU’s Lifelong Learning Programme.

The following factors are important in the selection:

• continuity across application rounds;

• dissemination and valorisation;

• programme impact;

• rooting internationalisation in policy.

Large-scale proposals must, at the very least, meet the basic quality requirements described above. In addition, the project should include a number of other topics. The ideal project profile would cover all topics. Quality and Impact Scan 2020

In 2011, the National Agency LLP Leonardo da Vinci began to develop a new digital instrument, the KIS 2020, to follow up its earlier Quality and Impact Scan handbook. The handbook refers to a number of topics related to the quality and impact of inter-national mobility. The instrument charts the stage of development and progress of the applicant organisation or partnership. It scans the current state of affairs within the organisation and compares that state of affairs to the expectations and aims of its application. The KIS 2020 is a digital instrument aimed at boosting and supporting internationalisation in secondary vocational education. It can provide institutions with guidelines:

• during self-evaluation processes and in charting the current state of affairs with respect to internationalisation;

• for increasing staff participation, for example teaching teams, school management, quality assurance staff and, naturally, learners, in order to generate a greater sense of ownership and support;

• for defining a realistic and phased approach to progress within the institution’s specific context.

In addition to the survey scan and context scan, a workbook containing simple exercises and tips will also be published.

3.2 tRAnSFER oF InnoVAtIon - toI

Each project should focus on one of the European priorities identified in the Call for Proposals. These priorities are based on a particular interpretation of the EU policy for Vocational Education and Training (VET). The main focus is on the attractiveness of vocational education, quality assurance, and transparency. Applicants must select one priority. In addition, they must address one or more national priorities. The European and national priorities are complementary.

This year, for the first time, the selection focused on ensuring an even distribution of projects across the various strategic priorities. Alongside the quality criterion (quantifiable as a score), we also considered an even distribution of projects across the six strategic priorities (quantifiable by the number of points awarded on the “relevance” assessment criterion).

The purpose of ToI projects is to boost the quality and attractiveness of secondary vocational education and other vocational learning opportunities in Europe.

Transfer of Innovation refers to the implementation of existing innovative solutions to problems in other countries, sectors or among other target groups. These projects deal with a variety of issues but they are all aimed towards European and/or national priorities. The emphasis is on IMPORTING know-how.

Transfer of Innovation will only have true impact if the content of the projects is in line with national developments and needs. In the Netherlands, there is a precondition that ToI projects must contribute to the Dutch vocational education system. Projects focusing only on exporting Dutch ideas to countries abroad will not be approved.

Implementation programme

The European Commission defined its priorities for Transfer of Innovation (ToI) projects in its 2011 Call for Proposals.

The Lisbon Strategy was the long-term strategy that was to have made the European Union the strongest economy in the world by 2010. The aims of the Lisbon strategy have not been achieved. The successor to the Lisbon Strategy is the Europe 2020 Strategy, which was launched in early 2010 by José Manuel Durão Barroso, President of the European Commission. Europe 2020 builds on the Lisbon Strategy in that it is also a long-term strategy intended to give the European Union a strong and sustainable economy with more and better jobs.

Five education benchmarks for 2020

In 2009, EU Education Ministers agreed on five education and training benchmarks to be attained by 2020:

1 the share of early leavers from education and training should be less than 10% (at the current rate of 14.4% this would mean at least 1.7 million fewer school drop-outs);

2 the share of 30-34 year olds with tertiary educational attainment should be at least 40% (at the current rate of 32.3% this would mean an additional 2.6 million graduates);

3 at least 95% of children between the age of four and the age for starting compulsory primary education should participate in early childhood education (now 92.3%, achieving the target would mean 250,000 more children in education);

4 the share of 15-year-olds with insufficient abilities in reading, mathematics and science should be less than 15% (from around 20% for all three now. Achieving the target would mean 250,000 fewer low achievers);

5 an average of at least 15% of adults (age group 25-64) should participate in lifelong learning (current share is 9.3%. Achieving the target would mean 15 million more adults in education and training).

VET Europe Policy overview

A common vocational education policy has always been one of the aims of European cooperation. This year, the International Agency brought out an updated publication listing historic milestones, policy results achieved so far, and a review of recent developments.

European and national priorities

The LLP serves as an incubator and experimental plot for innovative solutions in imple-menting the EU’s education policy. However, Transfer of Innovation only has genuine impact if the projects key into the national context, trends and requirements. National trends are linked to the European priorities. Each EU priority is considered from the Dutch perspective, with the need for additions or more precision being assessed.

Project applicants are invited to use their proposals to help address the European and national priorities. A proposal must be relevant to the European priorities. There is no obligation to take one of the Dutch priorities into account, but proposals that do so will be awarded extra – national – points in the assessment. Below is a list of the European and national priorities for the 2011 Call for Proposals.

The use of ICT and e-learning methods, vocationally oriented language learning (VOLL) and content integrated language learning (CILL) is encouraged for all multilateral Leonardo projects. To ensure transferability of priorities in the EU, they have been expressed in English.

1 Encouragement of cooperation between VEt and the world of work (European and national priority)

Innovating continuous education by implementing concrete and innovative ways for training in the workplace for employees, preferably linking this with Human Resource Development and/or skills forecasting mechanisms and/or measurement of return on investment of learning in the workplace.

Or, innovating initial education by further integrating working life into VET by implementing innovative models for work-based learning. Projects shall actively involve labour market

parties and teachers/trainers.

Projects shall strategically involve both sectoral organisations and several (initial or continuous) VET providers and pay ample attention to sustainability of results to create measurable impact.

2 Support to initial and continuous training of VEt teachers, trainers, tutors and VEt institution managers (European and national priority)

Implementing further professionalization of teachers in initial vocational education & training (relating to EQAVET indicator 2) by:

• creating awareness towards ownership of professionalization in relation to quality of education;

• structural development of HR systems regarding professionalization.

3 Promotion of the acquisition of key competences in VEt (European and national priority)

Projects addressing the national policy agenda for basic skills and the inclusion of disad-vantaged groups.

4 ECVEt for transparency and recognition of learning outcomes and qualifications (European and national priority)

Focus will be on projects grounding ECVET in practice to find out; what is needed in the collaboration between competent bodies. in the aim is to make existing technical solutions work, serving the end-user in mobility, day-to-day VET practice and/or non-formal learning. Experiments in which ECVET partnerships transfer and implement practical tools and/or innovative approaches for enhancing mutual trust among all relevant stakeholders; like Memoranda of Understanding and/or Communities of Practice.

5 Improving quality assurance systems in VEt (European and national priority)

Projects supporting the implementation of EQAVET with the focus on stimulating a culture of quality assurance including management & leadership, use of the quality cycle by teacher and trainers teams, implementing QA tools, examination, focus on early school leavers. Projects that work on implementing the EQAVET indicative descriptors on VET provider level.

6 Development and transfer of mobility strategies in VEt (European priority)

The importance and positive impact of learning mobility has been underlined on several occasions and it has become a major strategic priority in the strategic framework ET 2020. Especially in VET, mobility participation is comparatively low and needs particular support strategies by relevant actors on all levels. Mobility in VET consists, for an important part, in training placements in enterprises, i.e. is oriented towards practical experiences and has a close link to the business sector. In the case of apprentices, businesses are involved also on the sending side. To ensure quality placements, to support partner finding and encourage participation of SME, sustainable cooperation structures have to be established between competent organisations. Many tools, concepts and approaches have been developed in the previous years which can be adapted and transferred to other environments.

7 Consortium (Dutch priority)

Projects in their consortium five or more countries have are given priority in the Netherlands. The formal European requirement is a minimum of three countries.

Impact assessment

One important task of the NA LLP Leonardo da Vinci 2007-2013 is impact assessment. In recent years, we noticed a shift in the way of thinking. Previously, the following issues were most important:

• how to be eligible for subsidies?

• how to be eligible for repeat subsidies?

• keeping proper financial accounts (or the money would have to be returned). After that, they would look at results. What happened during international traineeships? How good is the product of a project? Next was dissemination: telling the rest of the world about your results. But even this is not enough. Now we also want to know:

• who is doing something with the results?

• how will it be implemented?

• how will it be disseminated?

• how will it be valued?

It would be a pity if all we did is conclude that international work experiences are special, without looking for ways to implement these experiences into one’s career, curriculum, or

the school organisation. It would be sad to waste such a beautiful product instead of using it where solutions are needed.

The Dutch NA LLP Leonardo da Vinci has developed measures for the several programme segments to promote the project at special events, at central and at local level. We issue publications that describe Good Practices while paying attention to the impact and anchoring of internationalisation in vocational education. We are developing a communication strategy to demonstrate what Europe means in the field of vocational education.

Are experiences from their stay abroad useful to participants? What do the participants do with these experiences, and what does the school or business where they completed their traineeship do with new experiences acquired by participants?

Development of Innovation projects establish entirely new solutions to meet the need or solve a problem of several countries.

These projects are aimed at boosting the quality and appeal of secondary vocational education and other vocational learning opportunities in Europe. They are implemented by the Executive Agency in Brussels under the auspices of the European Commission.

3.4 PARtnERShIPS - PS

The European Commission introduced a new strategic priority for Leonardo da Vinci Partnerships this year. The priority states that partnership projects must focus on the cooperation between vocational education and training and the world of work and involve partners from both sides.

This year a total of EUR 900,000 was available for Partnerships. The budget requested by the Dutch coordinating bodies was EUR 313,000. The amount requested by Dutch partners participating in foreign projects is EUR 1,860,000, resulting in a total of EUR 2,173,000.

Proposed and approved projects

This year, the National Agency LLP Leonardo da Vinci received 132 applications. In 2010, that was 124 and in 2009, 142. After a sharp rise in 2009, the number of applications now appears to be stabilising. There are 17 Dutch coordinating bodies for the 132 proposals. Including the Dutch partners in these proposals, we have therefore received a total of 35 proposals with a Dutch coordinating body. The number of proposals with Dutch coordinating bodies was once again smaller than last year, declining from 20 to 17. In total, 51 organisations

submitted proposals in the 2011 Call for projects that were ultimately approved. The table below lists the projects.

The guiding principle in Partnerships is the fact that participants work together on a common product or result. The partnership process itself is an important part of the project. With regard to impact, the main focus lies with anchoring the cooperation process in participating organisations and with the influence on the learning process and work of those participating in mobility or about to participate.
