Road safety to Achieve Eternal Development.

• Roads are the Basic medium in the development of

Individuals, Families, Communities and Nation.

The Death toll of Road Accidents Disaster

has increased since 2004

Average no of Accidents 5 Lakhs Major Injured 15 Lakhs

Handicapped 4 Lakhs

Deaths 1.20 Lakhs

Due to four laning of highways, Roads developed only by

8%

But, Vehicle population has increased by

40%

in last 3 years

• Increased Population

• Increased No of Motor Vehicles.

• Major Gap in needs and available Remedial rescues. • Interruption of the people.

• Lack of coordination in Government Agency.

• Dearth of Expert Manpower in Government Agency. • Lack of estimated Funds for Road Safety.

• Lack of Road Safety public Awareness.

To Reduce Road Accident Death Toll

All accident Victims should get Proper Medical Help Immediately Golden Hour very Important period for saving the lives of Injured

There are major flaws in existing Govt. system in reaching emergency help to rescue seriously injured accident victims As per the scope of National & State highways, the Civil

hospitals & P.H.C. centers unable to provide trauma care facilities Experts providing trauma care are not available 24 hours in

If the Road Accident Death toll is to be reduced &

The accident victims should get good emergency medical help To achieve this objective of government then ...

Govt’s Road Accident management service &

Trauma care providing Private Medical Organizations Should work in coordination

Therefore,

A Helpline number should be created to take care of the Dial Helpline Ambulance Services Core Project at State level.

The organization should implement Road safety

development action plan on basis of Nationwide research for root cause of Road accident disaster

For NO ACCIDENTS...

• Surveys of Accident prone zones & Road engineering Submitting report to P.W.D. & Police Dept.

• Society is not getting educated about road safety through routine Education

•Therefore, organization should create the Road safety syllabus, Pictorial Slogans & Variety of Literature material

• Students !.. 'Accept the paternity of Road safety' !!

Free distribution of Road safety books & Quiz competition State level campaign should be organised by the organization. • Drivers Training Programme & Road Safety Campaigns

should be Organized continuously.

The organization should take hard efforts to implement the centrally sponsored project in Maharashtra state for Drivers Training.

• The Medical practitioners / Experts in the state of Maharashtra Highway Police’s network.

• District Civil Hospital & Govt. Road Accidents service

• Ambulance Core Panel should be activated in coordination of the organization.

Dial Helpline Ambulance Service Core Panel should contain

• Medical Institutions of members of panel & their Ambulances

• Ambulances of Civil Hospital and Primary Health Centers.

• The organization should be executing a network for providing Emergency medical help Controlled by DIAL helpline

(Accident Disaster Control Center)

• The Network of Govt.’s Road Accident Services & a huge no. of hospitals should be connected to this Dial Ambulance Service.

- Rural Hospitals and PHC’s - Tahasil / Taluka Offices

- News papers Broadcasting centers - Media Offices - Municipal Corporation & its offices - PWD offices

- Road Development Corporations Offices - Social organizations etc.

Displayed at Administration offices, State & National Highways Public Places.

• The scope of National Highways are limited within state

but state highways has its wide networks throughout each state.

• The State and Central Governments Depts. are law bound to shoulder the responsibility of Road Accidents Services.

• In accordance with the scope of National and State highways,

It will prove helpful to coordinate the modernized medical organizations providing accidental & trauma care with the government’s health centers

• Therefore, Central & State Govt. should create such organizations

as a Public-Private Partnership Project (P.P.P.) Dial Helpline

To saves lives of Accident victims & Reduce Death toll

• Provide life saving support to any accident victim to protect human lives

• Victims should get appropriate medical aid in right time. • Economically unable victims would also be treated

• Therefore, Govt. should fix the code of conduct for the organizations for coordination with Govt. & Private

The Model Project for the safety of Road accident victims should be presented to the Mumbai High Court bench of

Justice Jay Narayan Patel and Justice K.K. Tated

on behalf of Central and State governments With Reference to news published in Daily Maharashtra

The organization should be working & have plan for a Model Project ie.

Govt. Should create such organizations as these projects is really needed for society & govt. as well

The Mumbai High Court has set the responsibility on State govt. for preparing and executing an Action Plan to provide the

Plots should be allotted to the organization on National Highway To conduct the following activities

- Accident Disaster Control Center - Ambulance Brigade Training Center

- Refresher Training Center for Heavy Vehicle Drivers. - Medical Checkup and Health center facility

Under the scheme of the

With these facilities the organization should develop

Helpline Ambulance Service.

Govt. Should forward their orders

• State Govt. Should give recognisation to Helpline A.S.C. Ambulance Service Core Panel medical institutions

providing Trauma Care.

• State Govt. should provide expenses to Medical institutions for providing Emergency life support / First aid to Accident Victims.

• For Accident Victims... Trauma care centers should be

established on Major state highways & National Highways at

every 30 kms. in reserved lands of central Road transport dept. & PWD for amenities development.

• Primary Health Center / Trauma centers should be

established on highways & it's Management responsibility should be given to A.S.C. Ambulance Service Core Panel Institutions.

• Present District level P.H.C.s & Rural health centers Should be modernized & equipped as Trauma center for Accident services under Public Private Partnership projects with
