ERM has a global Social Consulting Services Team comprised of professionals in sociology, psychology, anthropology, social policy, evaluation, economics, communications and conflict resolution who assist in the integration of people into business development planning and management. This team is dedicated to working with clients to assist them in effectively managing the social risks associated with their business operations and to contribute towards the sustainable development of the countries within which they operate. Project Experience
PNG LNG, Exxon. ERM has been engaged by Exxon to
develop the suite of management plans to support the project during construction phases. A series of plans relate to social and health issues management.
Review of Oil and Gas Project EIA standards, PNG, JBIC. ERM was engaged by the Japan Bank for International Co-operation to conduct a review of a proposed project in Papua New Guinea. The review was against JBIC, International Finance Corporation (IFC) and Equator Principle Standards.
Social Baseline Assessment, Confidential Oil and Gas client, Timor Leste ERM was engaged to prepare a social baseline study for Timor Leste, as part of the approvals process for an offshore development.
Social Impact Assessment, Oakajee Port and Rail, WA ERM has been engaged by Oakajee Port and Rail (OPR) to undertake Social Impact Assessments for OPR’s proposed 550 kilometre rail and port landside projects north of Geraldton, Western Australia. The SIA’s will form the part of the environmental approvals documentation for the project. ERM is also supporting stakeholder engagement for the project.
Social Impact Assessments, Rapid Growth Projects, BHP Billiton Iron Ore. ERM was engaged by BHPBIO to develop a framework for the assessment, management and monitoring of the social impacts resulting from the significant expansion of operations. The expansions are occurring in overlapping, concurrent phases, and therefore the SIA framework is accounting for both the separate and cumulative impacts.
Socio-economic risk assessment, Jack Hills Mine, WA, Crosslands development. ERM was engaged by Crosslands Ltd to conduct a social risk assessment for the proposed Stage 2 expansion of the mine in the mid west.
Social and Economic Assessment, Goldfields Agnew Mine. ERM prepared a socio-economic assessment of the Agnew mine in the goldfields region of Western Australia. This project included stakeholder engagement with local and indigenous communities, research, economic modelling and recommendations to the company in keeping with GRI and AA1000 reporting standards.
Browse LNG Development, Woodside Energy Limited 2007– ongoing. As sole contract provider of Environmental Services to Woodside Energy Ltd, ERM (as part of an Alliance) is providing a range of services to the Browse LNG project. ERM is assisting the project team in developing their approaches to stakeholder engagement and social assessment through the design, facilitation and implementation of the stakeholder management and impact assessment frameworks. ERM is now engaged in is carrying out social and economic impact assessments for the project and is involved in developing environmental approvals documentation. ESIA for Technical Ammonium Nitrate (TAN) Plant, Burrup Peninsula, Burrup Nitrates, WA ERM was engaged to prepare an ESIA for the proposed TAN plant on the Burrup Peninsula in northern WA, to State and Commonwealth requirements. ERM’s SCS team prepared the social impact assessment aspects of the project, and provided advice on stakeholder engagement.
Environmental Services for FLNG Development, Shell Development Australia (SDA) ERM are involved in supporting SDA in the development of the Floating LNG (FLNG) Prelude project of the north west coast of Australia. ERM prepared the environmental, social and health impact assessment for the development, as well a high level economic assessment.
Sunrise LNG Development, Woodside Energy – ERM prepared a strategic social risk assessment on the potential locations for the LNG facility and associated services for the Sunrise LNG Development.
Offshore LNG Project, Confidential Client ERM was commissioned to undertake and ESHIA for an LNG development of the north west coast of Australia, for a new operator. The social and health aspects of the project relied on strategic advice on potential project benefits.
SEAT reviews, Dawson Mine, Capcoal operation, Anglo Coal ERM was engaged by Anglo Coal Australia to implement the Social Economic Assessment Tool (SEAT) for a number of operations in Queensland . This included social assessments of the communities, extensive stakeholder engagement, and the development of ongoing plans for the mines’ operations.
Closure Planning Knowledge Base. Social – Pilbara Iron, ERM conducted a review of the Knowledge Base for Socio-economic issues as part of closure planning, to Rio Tinto standards. This review was undertaken in three parts – inland, coastal and Pannawonica operations.
Preparation of Social and Economic Impact Assessment Guidelines for Gorgon Development– Department of Mineral and Petroleum Resources, Western Australia – ERM was involved in preparing Guidelines for SEA on a large natural gas project off the north west coast of Australia. The WA Government was developing a new process for assessing the social and economic impacts of large infrastructure developments with ERM providing advice and a peer review of the SEA.
Gorgon Project Social and Economic Impact Assessment 2004. ERM was commissioned by Chevron to conduct a Social and Economic Impact Assessment of the Gorgon Project, off the North West Shelf of Australia. The assessment included the identification of stakeholders, compilation of a baseline, stakeholder engagement and the assessment of the positive and negative impacts of the Gorgon Project along with approaches for mitigation.
Gorgon Project Social Impact Management Plan 2005 and updated 2008. Subsequent to the impact assessment, ERM was commissioned by Chevron to develop a social impact management plan (SIMP) to respond to the findings of the impact assessment. This process involved extensive stakeholder engagement both within the Project, and in the Pilbara region to develop detailed actions, identify potential regional partners to implement mitigation and enhancement strategies, and develop appropriate monitoring mechanisms.
Gorgon Project – Social Impact Management Operational Plan 2006 and updating in 2009. This project was commissioned by the Kellogg Joint Venture (KJV), the downstream contractor for the Gorgon Project to develop a social impact management operational plan (SIMOP) for the construction phase of the Project. This process involved working closely with the operator and external stakeholders in the Pilbara region to ensure that Project standards and expectations are met and strategies to mitigate and enhance the social and economic impacts associated with the construction phase are developed and implemented. Social and Economic Impact Assessment, Extension of West Pit Mine, Hunter Valley of NSW, Coal and Allied 2006. ERM prepared the EIS for this large project, which involved complex planning and mine integration issues. ERM reviewed the social and economic assessment taking into account the local and regional issues.
Social Impact Assessment Chinguetti Project, Mauritania, 2006. ERM was retained to identify the economic and social impacts presented by Woodside’s first project as operator outside of Australia and the first oil or gas project offshore from the Islamic Republic of Mauritania in West Africa. Relevant issues to navigate included trafficking of economic migrants, illegal artisinal fishing, the effects on the consultation programme of a military coup, and the human rights record of the Government.
Dendrobium Coal Socio-Economic Impact Assessment, Australia, (Olsen Environmental Consulting). ERM was commissioned to prepare a socio-economic impact assessment for the proposed BHP Dendrobium Coal Mine in the Illawarra region of New South Wales. ERM undertook the demographic analysis, was responsible for the development of a community and regional profile and assessed the impacts of the proposal on the local economy, community, tourism and recreation.
Development of Social Assessment Methodology, Anglo-American, 2001-2003. ERM was commissioned by Anglo American to develop a socio-economic assessment methodology and associated tools to assist sites in the identification and management of their social and economic impacts, including planning for closure. A key focus of this methodology and tools was building capacity among staff that were not necessarily trained in impact assessment or associated disciplines. As such, the tools were designed to be easy to understand and easy to use, whilst at the same time meeting the objectives of the assessment process. The development of these tools also involved piloting the methodology and tools with three operations in Brazil, Australia and South Africa. ERM Australia implemented the Social Economic Assessment Tool for a number of operations in Queensland.
Community and Environmental Risk Assessment, BHPB Mondulkiri Project, Cambodia 2007. ERM conducted the risk assessment at the pre-exploration phase of mining activities in a remote province in Cambodia. ERM conducted local (provincial and capital city) stakeholder engagement with government officials, NGOs and indigenous groups. Following on from this work, ERM developed a Community Consultation Plan and assisted with the training of local staff and implementation of the Plan.
Copperbelt Project (NSR Environmental), Zambia ERM worked as part of a team to review the environmental, social and economic impacts of the privatisation of copper mines in Zambia for the World Bank. ERM Australia led the social assessment component. This project involved in country visits to the mining areas and significant research on the impacts of similar projects.
ESHIA for Oil and Gas Project, South East Asia, Confidential Client. ERM was engaged to undertake an Environmental, Social and Health Impact Assessment for a proposed upgrade to an existing facility. The project included in country visits, stakeholder analysis and strategic assessment.
Socio-Economic Assessment, Fortescue Metals Group Ltd. ERM was retained by Fortescue Metals Group Ltd to advice on social impacts of a proposed iron ore mine, rail and port infrastructure project in the Pilbara, Australia. During early feasibility studies in 2004, ERM scoped a social impact assessment study of mine development in East Pilbara, port infrastructure proposed at Port Hedland and a new common-user rail infrastructure to link the two.
NSW Coal Mine (Confidential Client). ERM was engaged to undertake a Social Impact Assessment and Community Consultation Plan as part of an Environmental Assessment. Both projects considered issues from the excavation stage to mine closure. ERM provided advice on community engagement strategies and initiatives such as establishment of a community trust fund to support training and longer term social investment.
Westland Ilmenite Closure and Decommissioning (Rio Tinto Technical Services). ERM was engaged to prepare a Closure and Decommissioning Plan for the Westland Ilmenite site in Punakikai, in the South Island of New Zealand. As part of the closure and decommissioning process, ERM was required to identify and implement a detailed consultation strategy to inform community and regulatory stakeholders of the closure project, and to receive feedback to assist in identifying a preferred future use for the land.
Social Impact Assessment of Twelve Mile and Prungle Mineral Sands Projects, far Western NSW, MBT. ERM co-ordinated the social impact assessments of these two projects in a remote part of western NSW. The impact analysis included assessing cumulative impacts of a changing community moving from less focus on agricultural production to an increasing reliance on mining and tourism
Statement of Environmental Effects for trial mining at CML7, Broken Hill, Consolidated Broken Hill (CBH). ERM prepared the SEE for Trial Mining on Consolidated Mining Lease 7, in the centre of Broken Hill. ERM undertook the socio economic analysis of the project which involved demographic analysis, stakeholder consultation and an assessment of the impacts of a new mining operation.
China: Social Impact Assessment Jinfeng Gold Mine Project (Sino Gold). ERM managed the social impact assessment for a proposed gold mine in south- western China on behalf of Sino Gold. This involved project scoping, development of work plans, and consultation with key stakeholders including local villagers, village heads and government representatives.
Australia: Social Impact Scoping Study for Murrin Murrin Nickel Cobalt Project (Anaconda Nickel Ltd). This scoping report for a Social Impact Study (SIS) was prepared for Anaconda Nickel Limited (ANL) as part of the company’s efforts to meet the requirements of a supplementary Proponent Commitment, imposed as part Proponent Commitment, imposed as part of the environmental approvals for the Murrin Murrin Nickel-Cobalt Project (Stage 1).
HIA for Blacktip Development, Eni, Australia ERM was engaged to conduct and HSIA for the Blacktip development in the Northern Territory of Australia. The gas processing plant is located near the indigenous settlement of Wadeye, a remote community some 300km from Darwin. The assessment focused on the transition from construction to operations and the long term impacts of the development.
HIA of the Kashagan Full Field Development, Kazakhstan, Agip KCO, 2005-2007. Agip KCO is leading the development of the Kashagan Full Field Development project, project partners also include KazMunayGas, ExxonMobil, Shell, Total, ConocoPhillips and INPEX North Caspian Sea. ERM were awarded the contract for completing a full Health Impact Assessment (HIA).
Revision of Anglo American’s Socio-Economic Assessment Toolbox (SEAT), 2005-2006. ERM worked with Anglo to produce the original SEAT Toolbox, and after two years practical experience, the toolbox was revised to enhance usability and add additional guidance on a range of socio-economic management topics including a community health tool.
ESHIA, Ghana, Bui Dam development project, 2006. The Government of Ghana are proposing the development of the Bui Dam. ERM was awarded the contract for completing a full Environmental, Social and Health Impact Assessment (ESHIA). As aprt of this ERM worked with local partners in developing the health impact assessment component of the ESHIA. ESHIA of the Angola LNG Project, Angola LNG, 2006 - 2007. ChevronTexaco and Sonangol are leading the development of the Angola LNG project. The project partners also include BP, Exxon Mobil and Total. The Project is an integrated gas utilization project, taking gas from offshore production facilities to an LNG plant at Kwanda Base, in north-western Angola. Following on from site selection work conducted in 2002-2004, ERM was awarded the contract for completing a full Environmental, Social and Health Impact Assessment (ESHIA).
Browse LNG Development, Woodside Energy Limited 2007– ongoing ERM is providing ongoing strategic advice in the development and implementation of the stakeholder engagement strategy for the Browse development.
Offshore LNG Project, Confidential Client ERM was commissioned to undertake and ESHIA for an LNG development of the north west coast of Australia, for a new operator. ERM provided strategic advice on external stakeholder engagement concerning the approvals pathways, potential project benefits and issues management.
Stakeholder Engagement on Workforce Planning Issues, WA Mining Company, 2007. ERM was engaged to profile stakeholder engagement issues for workforce planning for a large integrated iron ore project in the Pilbara.
Eastern Terminal Project Site Selection process, Western Power ERM undertook the site selection process for a controversial switching station in WA. This included the design and implementation of a detailed stakeholder engagement program.
Stakeholder Engagement, Inpex 2007– ERM was engaged by Inpex Icthys Project to prepare a stakeholder engagement strategy and plan for a proposed large offshore LNG facility in WA. This project subsequently moved to Darwin.
Resource Recovery Facility site selection, South East Metropolitan Regional Organisation of Councils (SEMRC), ERM designed and implemented a complex stakeholder engagement strategy for the site selection process for a major waste facility. This project included large public forums, focus groups, a large scale survey and presentations to key internal stakeholders.
Northbridge Link Stakeholder Engagement, East Perth Redevelopment Authority (EPRA). ERM developed and implemented a stakeholder engagement strategy for the redevelopment of the Northbridge area in Perth. Independent 3rd party auditing of WAGP RAP, West African Gas Pipeline Company, 2007. ERM was commissioned by WAGPCo to conduct an independent 3rd party audit of the RAPs in Nigeria, Benin, Togo and Ghana. The audit focussed on reviewing and documenting the implementation of compensation measures, disbursements of compensation and other
entitlements, implementation of community development projects and monitoring performed to date.
Kazakhstan, Karachaganak Petroleum Organisation (Chevron, BG), February 2003 – 2006. KPO commissioned ERM to conduct a series of post resettlement audits 6, 18 and 36 months after resettlement. The objective of these audits was to identify key areas for improvement in the ongoing implementation of the resettlement. Each assessment involved meetings and interviews with local authorities and services involved in the resettlement and the resettled community.
Strategic Advice, Confidential client: ERM was
commissioned to provide strategic advice to a client on the regulatory and strategic implications of placing their mine into care and maintenance. ERM undertook a review of the client’s obligations under the relevant legislation and licenses, and advised on the implications of possible courses of action.
Sustainability Implementation, BHP Billiton Iron Ore ERM is involved in operationalising a new reporting system for sustainability for BHPB Iron Ore. This includes developing datasets to meet KPI reporting frameworks, and linking this to existing management systems.
Community Relations and Indigenous Affairs Management System Development, Woodside Energy Limited. ERM is working with Woodside to develop Corporate policies, guidelines and standards to cover all areas of community relations and indigenous affairs. This includes reviewing current international best practice, existing policies and procedures in order to develop Woodside’s framework. This will be followed by implementation and training of the new framework. Indigenous Benefits Package development, Straits Salt ERM was engaged to develop an indigenous benefits package for this new project in northern WA. This project involves the review of best practices in the implementation of benefits packages, consultation with local indigenous groups and the framework for
monitoring and evaluation of outcomes.
Assurance of OzMinerals Sustainability Report, 2009, OzMinerals – ERM undertook the assurance of the 2009 Sustainability Report to the new AA1000 standards. This included site visits to Century mine in Qld, and the Sepon mine in Laos, which included a focus on the assessment of social aspects of the project.
Inpex Icthys Development, Development of Industry Participation Plan (IPP) – ERM was engaged by Inpex to support the development of the IPP to meet NT and Federal Government requirements for major developments. This project involved policy reviews, stakeholder engagement planning and review of options.
Newmont Global Assurance Program – ERM social consulting services Perth took part in the global assurance project for Newmont limited, which involved three site visits to Newmont activities throughout the world. ERM Perth visited the Batu Hijau Copper mine in Sumbawa, Indonesia and undertook a thorough assessment of the mines social management systems and community development program in combination with community based stakeholder engagement. Resettlement Training, – ERM has developed a training on resettlement for clients which has been delivered in a range of locations globally.
Verification and Assurance, Newcrest (2007) – following on from the Cadia Valley site assessment ERM conducted the 2007 verification and assurance process, based on a further review of head-office systems and a site visit of Telfer gold mine in the northern Pilbara of Western Australia
Site Managed Assessments (SMA) – Community Relations, Rio Tinto Coal Australia and Rio Tinto Iron Ore. ERM has been involved as the external representative to two SMA processes. The was to provide an external perspective, and advice on different operation’s alignment with corporate standards, as well as preparing reports highlighting business risks, and strategies for implementation.
Rio Tinto Global Assurance Program 2002-06 – ERM conducted the annual external assurance exercise to provide Rio Tinto’s senior management team and external audiences with an independent view on how well its 'non-financial business principles' are implemented across the business. ERM interviewed external stakeholders (investors, NGOs, etc) and senior management (including the chairman and chief executive) as well as key personnel in business units and operations around the world.
Rio Tinto Iron Ore Sustainability Report Verification (2007) ERM undertook the verification of the 2006 Rio Tinto Iron Ore Sustainable Development report. This included verification of data, and interviews with corporate and site personnel. ERM also provided a management report, and recommendations on how they company could further develop the reporting and SD process.
Sunrise LNG Development, Woodside Energy 2007 – ERM prepared a strategic social risk assessment on the potential locations for the LNG facility and associated services for the Sunrise LNG Development. This included assessments of a Timor Leste, Darwin or FLNG option.
Assurance of Vodafone New Zealand Corporate Responsibility Report 2007 ERM undertook the for Assurance of this report against AA1000 protocols. The process involved data analysis and internal and external stakeholder interviews.
Stakeholder Engagement and Social Impact Assessment Training, Chevron IndoAsia Business Unit,- Chevron's Corporate Policy, Government and Public Affairs Team engaged ERM to co-facilitate a series of internal trainings for Chevron, across a number of locations in the world. This included the training in Sumatra for Chevron's PGPA teams from across Indonesia.
Training – Social Impact Assessment and Stakeholder Engagement, JOGMEC, Japan ERM was engaged to provide ESHIA training to the Japanese Oil, Gas and Mineral Exports Corporation of Japan. This included
stakeholder and social aspects of developments.
Verification and Assurance Exercise, Newcrest (2006) ERM verified Newcrest’s Cadia Valley Operations for selected environmental and community data. The project has included consultation at the mining site to understand data collection processes as well as a review of the systems in place at Newcrest’s head office. As part of the project ERM advised Newcrest on the actions required to position the company for full external verification of its non-financial data
Benchmarking Social Investment Program (Confidential Client). ERM was engaged by a global oil and gas company to undertake research into the range, type and structure of social investment programs of large companies operating in Australia. This research is being used to inform the development of a social investment and community engagement strategy. NSW Minerals Council Community Engagement Handbook. ERM was commissioned by the NSW Minerals Council to develop a practical, ‘how-to’ handbook on community engagement for use in the mining and metals industries. The Handbook provides advice on identifying stakeholders and issues, selecting appropriate community engagement techniques, evaluating and reporting on engagement activities. The Handbook also contains good practice case studies from the mining and related industries.
Confidential Client – Mining Company: Strategic Advice on Social and indigenous framework within Australia.. ERM was commissioned by a South American mining company looking to invest in Queensland. The company was seeking to understand the regulatory framework, current practices, and issues pertaining to indigenous communities as well as gain an understanding of the social risks pertaining to regional stakeholders.
Review of Environmental and Social Project Risks, Confidential Client – PNG. ERM was engaged to undertake a risk assessment for a proposed new project in PNG. ERM was responsible for the social risk assessment that also included stakeholder and
reputation risks.
Review of Oil and Gas Project EIA standards, PNG, JBIC. ERM was engaged by the Japan Bank for International Co-operation to conduct a review of a proposed project in Papua New Guinea. The review was against JBIC, International Finance Corporation (IFC) and Equator Principle Standards.
Indonesia: Tangguh LNG Development, Social Issues Review, BP. ERM undertook a desk-based review to pull together all previous work on social issues into one document. This ‘skeleton social impact assessment’ therefore presented all available information and illustrated the gaps to meet a world class SIA. The team also recommended actions to fill these gaps.
Confidential Client - Energy Company, Stakeholder Analysis A major oil and gas company engaged ERM to undertake a stakeholder analysis and profile for one of its largest projects in Indonesia. This involved extensive interviews and surveys with stakeholders including business and community leaders, local residents and non-government groups. Strategies were then developed to assist the client in managing these complex stakeholder issues.
‘What Others Say’, BP Australia 2001. This stakeholder perceptions review involved the identification of relevant stakeholders and interviews with them to learn their perceptions about BP in performing against its business policies. The stakeholders included influential NGO’s, government, customers and staff.
Projects with ConocoPhillips, Indonesia
Stakeholder Mapping, South Sumatra. ERM conducted a stakeholder mapping exercise through two regencies, Banyuasin and Musi Banyuasin. The study involved canvassing stakeholder perceptions and concerns, including local government, community, media and NGO stakeholders.
Community Development Program Evaluation, South Sumatra. ERM evaluated COPI’s CD program in South Sumatra. The project involved interviews with COPI managers in Jakarta to establish company objectives and
expectations of the CD program. Following this, a review of CD activities in the field was made to assess the CD program against the management objectives and expectations.
Social Assessment and Management Plan, Jambi. ERM conducted a rapid assessment of social conditions around COPI’s new South Jambi operation. This led into a Social Management Plan (SMP) for South Jambi. The SMP included a detailed plan for stakeholder engagement, and recommendations for community development.
Environmental and Social Risk Assessment, Crude Oil Barging Operation, South Sumatra. ERM performed the risk assessment of the crude oil barging operation from Ramba to Plaju. The assessment included consideration of both environmental and social risks. International: Preparation of a Sourcebook Update on Public. Environmental and social due diligence for the Lenders Group for the Tangguh project. ERM has been appointed by the Lenders Group to BP Berau to undertake an environmental and social due-diligence of the Tangguh LNG project in West Papua, Indonesia, which primarily affects the indigenous population. ERM was required to review relevant national and
international policies and guidelines and appraise the compliance of the ESIA (locally called AMDAL) document that was approved by the Indonesian Government. In doing so ERM will advice the Lenders groups on risks and way forward. The project looks at the laws pertaining to land acquisition of the land belonging to indigenous communities, national and international guidelines that need to be followed. As a part of the due diligence, ERM also reviewed the Indigenous People’s Development Plan and undertook a gap analysis of the IPDP vis a vis requirements of the ADB and the WB OD 4.20.
MMSD: Finding the Way Forward: a report on voluntary initiatives for sustainable development in the mining sector. ERM produced a follow up report to the Mining, Minerals and Sustainable Development (MMSD) program, in partnership with the International Institute for Environment and Development (IIED). One of the conclusions of Breaking New Ground, the final report of MMSD, was that the mining sector should further investigate the possibility of launching a global voluntary initiative to enhance its performance on social, environmental and economic issues. WBCSD: Toward a Sustainable Cement Industry: Sub-study 2 - Developing a Communications Strategy for External Stakeholders, WBCSD. ERM Social Strategies developed a communications strategy around Sustainable Development for the Cement Industry. ERM managed the production of a communications guidebook and assisted in piloting the framework, methodology and tools outlines in the prototype communications strategy. The communications strategy will be used by the cement industries in future external stakeholder engagements.
