The mission of the ISBA Center for Law & Civic Education is to serve attorneys, educators, students, and the public as a permanent state resource on law and civic education. The Center designs and implements programs that
enhance citizenship, individual understanding of the law, and democratic values. Through a variety of law and civic education programs, the Center helps students develop the necessary skills to participate in a democratic society. With its programs and projects, the Center provides a link between attorneys and the communities they serve. Funds from this grant request will specifically be used to support the ISBA’s Mock Trial Program which serves more than 4,000 students from more than 250 schools around the state.
In a mock trial, students play the roles of attorneys and witnesses as they prepare and present both sides of the hypothetical legal problem. Participants present their arguments before real attorneys and judges, who not only rule on the legal merits of the case but also evaluate and critique student skills. Through mock trial, participants get a hands-on opportunity to examine legal processes and current legal issues. In addition to providing familiarity with the law, mock trials also help students develop important critical thinking skills and aid in the development of fundamental research, preparation, and presentation skills.
Mock trials encourage the involvement of outside resource persons in the classrooms. To help prepare students for this activity, teachers call upon lawyers, judges, law students, and other legal professionals to work with participants on the various aspects of preparing a case and conducting a trial. Many lawyers and judges serve as attorney-coaches and work alongside teachers on a regular basis to provide guidance and expertise.
Since 1983, the Iowa Mock Trial Program has given
thousands of students the opportunity to get a close up look at the judicial process. The Iowa program remains among the largest in the nation, and one of very few to offer the mock trial experience to middle school.
The Mock Trial Program offers a separate competition for students in grades 6-8 and 9-12. The Middle School program takes place each fall, with a special coach’s clinic in September, regional competitions in early November, and the state championship tournament held every year in late November. The High School program features a clinic for coaches and students in January, regional tournaments in early March, and the state championship in late March. The High School Champion represents Iowa at the annual National High School Mock Trial Championship.
The ISBA believes that the Mock Trial Program is exemplary of the organization’s mission and vision. It provides multiple avenues for collegial civic involvement in addition to educating youth and teachers through this hands-on program. Such opportunities give youth and adults greater understanding of the legal process and the profession’s standing within the communities where lawyers live and work can be greatly enhanced.
The Know Your Constitution Program is one of the best and most publicized law-related education projects in Iowa. For thirty years, high school students from across Iowa have competed to learn about the U.S. Constitution through a multiple-choice and essay exam, earning a trip to Des Moines for an awards luncheon and a chance to travel to Washington D.C.
The Know Your Constitution Program is offered to high school students statewide. Each year approximately 900 students from 40-50 schools participate.
This committee’s sole purpose is to conduct the annual Know Your Constitution program that reaches every high school in the state. Each year, the committee prepares and distributes a 50-question, multiple-choice quiz covering the United States Constitution. The quiz is different every year, with the committee drafting new questions and removing questions that may have proved problematic or confusing. The quiz also includes as essay question, which requires students to analyze a set of facts and apply constitutional principles to arrive at a legal solution. Attempts are made to draft a question with a factual scenario to which students can relate, hoping it will help the students be more reflective in their responses. The essay topic is usually selected to relate to a timely legal issue that appears in the local or national news.
The quiz generally is administered by social studies teachers in grades 9-12, with many teachers making the program part of their curriculum on federal or state constitutions. After the quizzes are returned to the ISBA office, the Know Your Constitution committee grades the quizzes and selects up to 100 finalists. The committee selects a finalist from each of Iowa’s 100 House of Representatives districts, when possible.
The student finalists and their teachers are then invited to an awards ceremony and luncheon in Des Moines to honor their accomplishments. At the end of the ceremony and luncheon, the names of five students, and their teachers, are drawn at random for a one-week, all-expense paid trip to Washington, D.C. The trip is organized by Close-Up Foundation, which is America’s largest civic education organization.
During the week in Washington, the students and teachers participate in seminars and workshops, observe the
Supreme Court and Congress in action, meet with legislators, judges and diplomats, and tour the sites and attractions in the city.
The primary goal of the Know Your Constitution program is to promote and aid in the education of high school students about the United States Constitution. The students are required to both understand the provisions of the Constitution and apply them. The program stimulates interest in the law and creates pride in the high school students who participate. It also encourages critical thinking skills concerning a citizen’s constitutional rights. Finally, it is a valuable learning experience and promotes good citizenship and values.
$20,000 - Iowa State Bar Association (Young Lawyers Division Know Your Constitution Committee)
Every year, Children & Families of Iowa domestic violence services assists thousands of people, many of whom are children, through safe shelter, hotline, outreach, and advocacy. During the last fiscal year, they provided civil court advocacy to 669 individuals and criminal court advocacy to 731 individuals. In all, CFI’s domestic violence services directly impacted the lives of 4,948 individuals.
CFI’s clients are often recovering from abusive relationships that go beyond physical and emotional damage. These women require assistance with obtaining restraining orders, resolving custody disputes, filing criminal charges against their assailants, and other legal matters.
The purpose of CFI’s domestic violence advocates is to empower clients through legal education and service referrals, ultimately enabling them to make well-informed decisions. CFI’s domestic violence advocates are not lawyers and do not offer legal advice. Instead, these discussions typically include general information on the legal system and the client’s legal rights. CFI’s domestic violence advocates ensure that clients are well-informed when the time comes to take legal action for
themselves and/or against their offender. CFI’s goal for all domestic violence clients is a return to self-sufficiency and safety. Requested funds would be used to support the compensation of domestic violence advocates specializing in legal advocacy.
$5,000 - Children & Families of Iowa
Iowa Legal Aid will launch on-site legal clinics for low-income families at elementary schools in Des Moines, Davenport, and Waterloo. They will provide families with legal representation to stabilize income, housing, and safety and will refer them to partners for non-legal services. Iowa Legal Aid will recruit volunteer
attorneys from companies and law firms that can takes cases from the schools and increase the capacity to help more families. Each clinic will provide legal representation to 60 low-income families annually with 40 families referred to partners for non-legal services. Children from families living in poverty face special challenges in school. Problems associated with poverty such as housing instability, food and income insecurity and domestic violence are known to adversely impact educational outcomes. Iowa Legal Aid has developed an innovative solution to these problems.
The project expands on the existing, successful community schools’ model. While school staff work closely with children, Iowa Legal Aid will focus on providing necessary legal and social services to parents and caregivers.
The cornerstone of the project will be a free, on-site legal clinic in an elementary school. The legal clinic will have regular hours. Families can “walk-in” during clinic hours or make an appointment to meet with clinic staff.
The combined legal and non-legal services offered by the school legal clinics will create family
stability for children that results in educational success. Funds will be used to help cover the salaries and benefits of the attorneys and the costs associated with operating a legal clinic in a school.
Support is needed to help Kids First expand and provide interactive educational workshops for all school-age children of divorcing parents. These workshops help kids cope with the trauma associated with divorce. The class gives kids an opportunity to have misperceptions clarified in an age-appropriate way by professionals who are knowledgeable about divorce. Children learn what to expect from the legal process and are equipped with problem-solving tools to adjust to family changes. For example, children have come to workshops with the misunderstanding that they must attend court and choose which parent they want to live with. Kids First has held these workshops in Linn and Johnson Counties since 2008 and recently began offering them in Polk County. Our goal is to one day have workshops available to every child of divorce in Iowa.
Although divorce is one of the most traumatic events in a child’s life, most children experiencing divorce do not have access to resources to help them through it. One study found that 28% of children ages 11-13 did not tell anyone their parents were getting divorced. Divorce is an Adverse Childhood Experience (ACE), so children of divorce are more at-risk than children of married homes to suffer from emotional/behavioral problems, fail in school, and abuse substances.
Because attendance has been court-mandated for all divorces filed in Linn and Johnson Counties, this project will serve all of the 400 children (ages 6-16) whose parents divorce this year in the Corridor. Children are grouped by grade level (with 8-10 kids per class), with separate curricula for K to 2nd grade, 3rd to 5th grade, middle school, and high school. Classes are 2 hours long. One Kids First staff person leads each class with a trained adult volunteer. Over 40 workshops will be offered throughout the year in Linn and Johnson Counties.
The annual cost for the Cedar Rapids office to provide divorce workshops for 400 + children is $30,400. This breaks down to a cost per child of $76. Staff time is required to register children, print/gather the materials, train volunteers, answer parents’ questions, send reminder emails, prepare and clean up the classroom, hold workshops, survey parents/children to monitor program quality, and file certificates of completion with the court. Included in the project cost are workshop supplies as well as a full-color activity book for every child to take home to spark discussion with parents.

$2,500 - ArtForce Iowa
ArtForce Iowa was founded in 2012 by a group of concerned citizens. ArtForce Iowa is a 501c3 non-profit with the mission to transform youth in need through art. They seek to offer the most at-risk youth in the community, a supportive environment, by using art as a catalyst for communication, expression, self-esteem, hope and future success.
The purpose of this request is to ask for support for Creative Pathways’
workshops delivered on-site at Polk County Juvenile Detention Center. Creative Pathways is ArtForce Iowa’s flagship program that has served over 1,000 court-involved youth in central Iowa and is beginning its 8th year. Workshops in detention occur “on the unit” in the areas where youth sleep. Each unit has a maximum of 12 young people. Funds for this grant will be specifically designated for art supplies.
Each workshop is presented to all youth as voluntary and self-directed. ArtForce Iowa staff strive to bring a variety of art-making tools, techniques, and materials to engage youth whether they identify as “artists” or not. Creative Pathways began these workshops in August of 2019 and has served 92 young people and 6 staff members at the Polk County Juvenile Detention Center.
Creative Pathways programming seeks to mitigate the stigmatizing effects of court involvement by creating a safe and nonjudgmental space for these struggling adolescents to express themselves and form positive relationships with supportive adults. Unlike most other services provided to youth in need, Creative Pathways programming does not end when court-involvement ends. Informal mentoring continues for as long as the young person chooses. Goals for all Creative Pathways youth artists are immediate safety, increased resilience, and civic re-engagement.

The Iowa State Bar Foundation was established in 1944 to support the efforts of The Iowa State Bar Association to advance jurisprudence and the administration of justice through education and research. The Iowa State Bar Association has always been a voluntary organization. That system has worked well and
has fostered a genuine spirit of volunteerism within the profession. The Bar Foundation provides another opportunity to support worthwhile law-related projects that enhance the profession and the practice of law in
the state and serve the public through education of the legal system.
In its initiatives, the Foundation strives to be a catalyst, convener and collaborator for change that furthers its mission for the benefit of Iowans.
