It gives me great pleasure to extend a warm note of greetings to all the successful
candidates of JEE(Main) -2014 and invite all the eligible candidates from 12
North-Eastern States / UTs (Arunachal Pradesh, Assam, Meghalaya Mizoram,
Manipur, Nagaland, Sikkim, Tripura, Dadar & Nagar Haveli, Daman & Diu,
Andaman & Nicobar Islands, Lakshadweep) to participate in the CSAB NEUT-2014 admission
process. This counseling is for different set of seats than those offered through CSAB 2014.
This seat allotment is as per an ongoing scheme of Government of India for reservation of seats in
Engineering/Technology/Architecture/Pharmacy courses conducted at degree level technical
Institutions approved by AICTE for States and UTs which do not have engineering
colleges/polytechnics or have lack of facilities for education in specific field of technical education
and for certain categories including foreign students.
The Ministry has taken a decision of conducting seat allotment on such seats through a Centralized
Seat Allotment Board for North Eastern States and Union Territories (CSAB NEUT-2014). Rules
related to reservation and conversion of seats from one category to other are specified by the
respective states/Union Territories. This form of centralized seat allotment is being done for the first
time on such seats. It is an attempt to ensure maximum possible participation of eligible students
with utmost transparency for the benefit of North Eastern States and Union Territories.
I am writing this to highlight the important changes in the seat allotment procedure that have been
made in this year as compared with that of the previous years, when allotment was being done
separately by the individual states/UTs, separately.
The process of allotment would involve two rounds of seat allotment spread over about a fortnight.
Candidates who are allotted seats would be required to deposit demand draft (DD) of Rs. 2000/- in
favor of ‘CSAB-MNIT Jaipur’ as a refundable security, along with verification of documents, at the
reporting center of his/her respective state/UT. This amount would be refunded to those candidates
who join the allotted college. For others, who don’t join on the allotted seat, this amount would be
forfeited. Entire fee of the college is to be directly deposited by the candidate at the allotted college.
To facilitate counselling process, and clarifications, Reporting cum Help Centers have been set up in
all the 12 participating states/UTs. Candidates are advised to approach the Reporting cum Help
Centers of their respective State/UT.
The list of participating institutes is given on the CSAB NEUT-2014 website. Candidates are
advised to do a due diligence regarding the participating institutes with regard to the courses offered,
fee structure and other relevant facts, before filling choices of institutes and courses during
counseling. They are especially advised to check for restrictions (if any), for example only girls, not
for girls, no PWD candidates etc, that are put by some colleges/Institutes.
All candidates are advised to read the brochure carefully and understand the process clearly before
undertaking registration and choice filling. CSAB NEUT-2014 wishes that candidates make
judicious choices thereby ensuring that the counselling process concludes smoothly and to the best
satisfaction of candidates. Candidates after getting an allotment in any one of the institutes are
requested to take timely decision, so that in case they vacate the seat, the same can be offered to
other eligible candidates.
CSAB NEUT-2014 would bring out important and relevant information from time to time for
smooth implementation of counselling. All such information that is periodically updated would be
available on the CSAB NEUT-2014 website
www.csab.nic.in/neut2014. Candidates should
frequently visit this website, as well as the website of the institute where they are planning to join.
I am sure that the CSAB NEUT-2014 admission process will provide a simple and efficient way of

IMPORTANT POINTS REGARDING SEAT ALLOCATION THROUGH
CSAB NEUT-2014
Central Board of Secondary Education (CBSE) and Central Seat Allocation Board (CSAB) are two
different and independent boards. CBSE conducts JEE (Main) examination and publishes the All
India Rank (AIR). CSAB-2014 uses the AIR(60% JEE Main marks and 40%,Class 12
thor
equivalent marks prepared by CBSE after normalization) published by CBSE for seat
allocation purposes. The same AIR will be used by CSAB-NEUT for admission to
Engineering/Architecture. CSAB-2014 or CSAB NEUT-2014 is not responsible for any error
either in marks or in AIR of JEE (Main) -2014.

INTRODUCTION
Government
of
India
has
an
ongoing
scheme
of
reservation
of
few
seats
in
Engineering/Technology/Architecture/Pharmacy courses conducted at degree level technical Institutions
across the country approved by AICTE, for students belonging to twelve States and UTs (namely
Arunachal Pradesh, Assam, Meghalaya Mizoram, Manipur, Nagaland, Sikkim, Tripura, Dadar & Nagar
Haveli, Daman & Diu, Andaman & Nicobar Islands and Lakshadweep) which do not have engineering
colleges/polytechnics or have lack of facilities for education in specific field of technical education and
for certain categories including foreign students.
In order to have maximum possible participation of eligible students with utmost transparency, the
Ministry has taken a decision of conducting seat allotment on such seats through a Centralized Seat
Allotment Board for North Eastern States and Union Territories (CSAB NEUT-2014).
CSAB NEUT-2014 will make allotment of seats to candidates on the basis of their All India Rank
(AIR) in JEE (Main)-2014 to the first year of Engineering/Technology, Architecture. Allotment for
pharmacy will be on the basis of percentage of marks obtained in class twelfth. The allotment of seats
in first year of Engineering/Technology, Architecture shall be made only on the basis of rank obtained
in JEE-Main 2014 exam. It is important to note that these seats are other than those offered
through CSAB-2014, which is for NITs, IIITs, some Central/State Government Funded
Technical Institutes and Self-Financed Technical Institutes.
Important features of the admission procedure, admission schedule, list of Reporting/Help Centers, list
of Participating Institutes with total number of seats, seat distribution in the Institutes etc., are given in
this information brochure. Candidates are advised to read information brochure carefully and visit
www.csab.nic.in/neut2014
regularly for updates and for details regarding the entire online admission
process as no postal communication will be used.
In case of any dispute arising out of the seat allocation process at any stage up to the final allocation
of institute and/or branch, the decision of Chairman, CSAB NEUT-2014 shall be final and binding.
The jurisdiction for legal disputes, if any, will be limited to the courts at Jaipur only.
For smooth functioning of admission procedure resulting into maximum number of candidates getting
admission to the course and institute of their choice and minimizing the number of vacant seats, it is
advised that the candidates should carefully follow the admission procedure given in information
brochure. The procedure offers enough flexibility at every round of allotment and candidates are
urged to cooperate by not prolonging their final decision on admission after seat allotment. This will
facilitate in catering to the needs of larger number of candidates seeking admission through CSAB
NEUT-2014.
2.
SALIENTFEATURES
This section provides only a broad overview of the stages involved in the counseling and admission
process. The entire admission process will consist of two rounds. For more details, please read the
subsequent sections.
2.1
Pre-allotment steps
All eligible candidates will register, fill their choices, save them ONLINE on
www.csab.nic.in/neut2014
All candidates must verify their personal information during online registration.
During this period, the candidates are free to change, reorder, delete and add to their
choices of branches/institutes as per their preference. Set of saved choices will be available
for next session.
Once locked, candidates will not be able to unlock or change their choices.
If a candidate fails to explicitly lock his/her choices by the stipulated time, his/her last
saved choices will be automatically locked after this deadline. Candidates are therefore
strongly advised to lock their choices themselves.
Candidates must take printout of their locked choices. This printout, which will
consist of the terms and conditions as agreed by the candidates, has to be signed and
submitted at the time of reporting at Reporting Centre.
A registered candidate, who did not fill any choice and/or fail to save them in the first
round, will not be considered for seat allotment and admission in second round.
If the information submitted by any candidate is found to be fraudulent, incorrect or untrue,
the seat allotted (if any) is liable to be cancelled. Moreover, such candidates will no longer
be considered eligible for admission and will also be liable for legal action.
2.2
Seat Allotment and reporting to Reporting Center for Round 1 & 2.
The first round of seat allotment will be displayed on
www.csab.nic.in/neut2014
.
Individual allotment letters will not be sent to the candidates.
Seats will be allotted to the candidates in order of their choice they have filled during online
choice filling, their merit as per All India Rank and availability of seats in their respective
categories/Institutes/Branch.
All the candidates who get an allotment, will report in person at their respective reporting
center of the State/UT within the specified period, along with refundable security deposit of
Rs 2000/ (through Demand Draft drawn in favor of CSAB-MNIT Jaipur)- and all relevant
documents including caste/category certificate if applicable, failing which their seat
allotment shall stand cancelled. Also, they will not be considered for second round of seat
allotment.
Candidates should produce all the relevant certificates in original for verification, signed
printout of locked choices and provisional allotment letter printed from the web site, at the
Reporting Center. In case a candidate has filled an online choice for some reserved
category, but is unable to produce the category certificate, his seat of this round will
be cancelled. Such candidates shall be considered against vacant seats of General
category (if any), in the second round of allotment.
Candidates shall, at this point of reporting at the reporting center, indicate their willingness
to be considered for all of their higher preference choices (across the institutes) during
further round (second round) of seat allotment (Option I) OR choose to remain within the
institute allotted to them in the first round and consideration of higher choices within the
institute (Option II), OR choose to remain with the institute and branch allotted to them
(Option III).
Option I and Option II candidates will have to forfeit their claim on seats allotted to them
in first round, if they are allotted other seats against their higher preference choices during
second round. In such cases, allotment of first round shall automatically stand cancelled.
A provisional admission letter will be issued to the candidates at the Reporting Center after
the verification certificates/credentials are found in order.
The second round of allotment will be displayed at the www.csab.nic.in/neut2014
Candidates should note the following important points governing the admission process of
CSAB-2014:
During verification of documents at the time of reporting, if any discrepancy is detected in
original documents, including category, sub-category, state of eligibility, name and gender
etc., then their allotted seat may be cancelled and they may not be considered for any
further round of allotment. For example if any candidate has entered SC as his category and
he is unable to produce required documents for verification at the reporting center, his
allotment along with registration shall stand cancelled. He would not have any right for
being considered under any other category.
Candidates should themselves ensure that the personal information provided by them is
genuine and authentic.
Candidates are strongly advised to check through the respective institutes or enquire from
the respective Director (TE/E) Office, about any restriction to any branch or institute as a
whole.
There are additional eligibility checks such as, category, gender etc. as applicable at
the admitting institution. The candidates are advised to visit the website of the
respective institution to ensure that they fulfill all the eligibility criteria as stipulated
by the admitting institution.
For example, Seats for Mining are not for female and PWD candidates. Even if
these seats are visible in the choice matrix, female and PWD candidates should
not fill them as their choice. Additionally, some colleges are exclusively Girl’s
College. In case these seats are filled by male candidates and allotment to them
is made on those seats, CSAB NEUT-2014 shall not be responsible in any
manner for any consequences including denial of admission by the college
despite issuance of allotment letter.
Indian Institute of Engineering Science and Technology, Sibpur (IIEST) offers five
years program
B.Arch. program is of five year duration.
For Pharmacy seats, allotment is to be done on the basis of aggregate percentage of class
XII. Candidate must have passed class XII with Physics and Chemistry as compulsory
subjects along with one of the following subjects: Mathematics, Biology, Biotechnology,
and Computer.
Candidates should not disclose / share their password with anybody. They must understand
that they are solely responsible for safe guarding their passwords. Neither CSAB NEUT
-2014 nor NIC is responsible for any misuse of their passwords.
Candidates should be aware of the fee structure of the institutes where they are interested to
take admission. The fee structure of different participating institute may be different. For
details about the infrastructure, hostel facility, fees, placement record etc., candidates are
advised to contact the respective institute or to visit their website. CSAB NEUT 2014 is
confined only to allotment of the seats in the participating institute and will not be
responsible for any claim made by any particular institute.
2.3 Reporting at Allotted Institute / Reporting Center.
Candidates, who reported in first round and opted for Option III, should go to their allotted
institute for admission during scheduled time
.
Candidates with Option I/Option II from first round, should wait for the result of second
round after verification of documents. In case of any change in the allotment status
consequent upon the result of the second round, he will be again required to go to the
reporting center of respective State/UT with his previous allotment letter for obtaining
revised allotment letter. Please note that as a result of second round of allotment, if the
allotment status of the candidate gets upgraded/revised, the first allotment letter
stands automatically invalidated.
Allotment to candidates who have been offered seats but do not report at the Reporting Center
within the scheduled period shall stand cancelled.
Classes will start as per the schedules of respective institutes.
3.
ALLOTMENT PROCEDURE
The allotment procedure broadly involves following stages:
Online registration
Online choice filling, saving and locking
Seat Allotment
Personal reporting to a Reporting Center with documents and Demand Draft for security deposit
to be drawn in favor of ‘CSAB-MNIT Jaipur’.
Personal reporting to the allotted institutes for final admission.
3.1 Online Registration
At this stage, candidates declared ‘eligible’ on the basis of JEE (Main) All India Ranks (AIR)
are required to register Online through website (www.csab.nic.in/neut2014 )from places
convenient to them, for admission to Engineering/Architecture.
For admission to Pharmacy, candidates are required to register by clicking on a separate
link available on website

First time Log In:
Eligible candidates should log-in using Roll Number of JEE(Main) and Password created during
JEE(Main) registration for admission to Engineering/Architecture, and through separate link
available on website
www.csab.nic.in/neut2014
for Pharmacy. If the candidate furnishes this
information successfully, then system will prompt to change the password. During change of the
Password, candidate is also required to submit a Security Question and its Answer. Candidates
are advised to record/remember his/her password for all future logins.
Subsequent login:
Candidates shall be able to login directly with their JEE(Main) Roll No and the chosen
Password.
Forget Password: Candidates can reset their password in following ways:
Reset password using Security Question & Answer by the candidate, chosen during JEE(Main)
Registration process.
Note:
The candidates qualified in the JEE (Main)-2014 should not wait for the paper copy of
the score card by post from CBSE. They are advised to take the printout of the score card
from JEE (Main)-2014 website and do the needful.
Arrangement of Help Centers has been made at all the Reporting Centers for guiding the
candidates. Candidates may seek guidance at these Centers during working hours (normally
9.00 AM to 4.00 PM).
Candidates are advised to record/remember their password for all future logins and not to
disclose or share their password with anybody. Neither CSAB NEUT-2014 nor NIC is
responsible for violation or misuse of the password of a candidate. Candidates can change
their password after login, if desired at any point of time.
Candidates will be permitted to proceed with the registration process, only if the data
entered by them match the data as available with the JEE (Main)-2014 database of CBSE.
For pharmacy candidates, the information submitted during online registration should
match with the scanned document attached. In case of any discrepancy the registration is
liable to be cancelled.
Candidates may take a printout (hard copy) of the registration form containing the above
personal data. It is solely the responsibility of the candidates to verify that their personal
data, including category, subcategory, state of eligibility, gender etc. are consistent with
documentary evidence. CSAB NEUT-2014/NIC is not responsible for any omissions on the
part of the candidate and its consequences thereafter.
If the personal data submitted / entered by a candidate is found to be incorrect at the
time of verification of certificates either during reporting or at any later stage, the
allotment of seat/provisional admission is liable to be cancelled.
Once these personal data are verified and submitted, candidates will not be allowed to
change the personal data under any circumstances.
3.2
Online Choice Filling, Saving and Locking.
At this stage, all the registered candidates are required to fill their choices of branches and
institutes in order of their preference. The detailed procedure is as follows:
The procedure for filling choices and seeking pertinent information is guided through
the pop-ups are enabled on your internet browser.
As per the eligibility of the candidate, available seat information relating to institutes,
disciplines
(Engineering/Technology
and
Architecture/Planning),
branches
(e.g.,
Electronics Engineering, Computer Science, etc.) will be displayed.
Candidates can, and should, fill in as many number of choices in the order of their
preference from the list of available seats.
Candidates are permitted, if they so desire, to change or re-order their choices, delete or
edit earlier choices and add new choices any number of times until they lock their
final choices. Choices should be positively locked before the scheduled date.
Chices once locked cannot be edited/altered.
3.2.1 Choice Filling Process for Candidates Eligible for both Engineering and Architecture
Streams.
There will be combined choice filling for Engineering and Architecture. A candidate who is
eligible for both Engineering and Architecture streams will be allocated only one seat (the
higher choice) from his choice list based on his/her merit. Therefore, such candidates are
advised to carefully fill their choices during choice filling. A candidate may get a seat of
higher preference of choices in the second of allocation .However, for Pharmacy,
separate choice filling is to be done
Candidates eligible for seat allocation in both streams (Engineering and Architecture) have
to register once, and also pay the security deposit once if seat is allocated. They have to fill
up a single choice list in order of preference covering both Engineering and Architecture
streams. Similarly, for Pharmacy candidates, they have to register once and pay the
security deposit if seat is allocated. They must lock their choices before the scheduled
date and time. If candidates fail to explicitly lock their choices
,
their last saved choices will
be automatically locked after this deadline. Candidates are therefore strongly advised to
lock their choices themselves.
JEE (Main) AIR in Paper-I and Paper-II shall be considered for seat allocation in
Engineering and Architecture/Planning respectively. Allocation of seat will be done strictly
on the basis of merit in order of preference of choices filled in by the candidates and
availability of seats.
Candidates are encouraged to fill choices for as many seats as possible including seat of
other categories, to cover possibility of conversion of vacant seat (if any) from one category
to other, as per the rule of the respective State/UT.
3.2.2 Choice Filling Process for Candidates Eligible for Pharmacy
Candidates will be required to register separately through the link provided on the website
of CSAB NEUT 2014 for pharmacy seats.
Candidates will be required to enter marks obtained in class XII and upload scanned copy
of mark sheet for verification
In case of any non-matching of marks with the scanned copy, the registration of
Allotment shall be done on the basis of percentage of total marks in class XII.
3.2.3 Locking of the Choices.
Candidates MUST lock their choices only after they have finalized them but, before the
scheduled date and time. The locking of choices involves a few steps after the LOCK
button is clicked. This includes entering the password, confirming the locking, etc.
Candidate should follow all the steps carefully to complete the locking procedure.
After the choices are locked, candidates will not be able to change their choices any further.
A printable version of the choices along with the terms and conditions agreed by the
candidate at the time of registration will be displayed once the choices are locked.
Candidates must take a printout (hard copy) of the locked choices,(which also contains
terms and conditions) sign it and produce it at the time of reporting to the Reporting
Center.
If a candidate fails to explicitly lock his/her choices before scheduled date and time, his/her
last saved choices will be automatically locked after the deadline. Candidates are therefore
strongly advised to lock their choices themselves and secure a printout of these locked
choices. Registered candidates who do not fill any choices or fail to save them even once
will not be considered for admission and seat allotment. Candidates can login again after
locking the choices; the locked choices will be displayed but cannot now be modified or
altered.
Note: ‘SAVING’ a choice is NOT the same as 'LOCKING' a choice. A choice that is
only saved but not locked, can be retrieved later on and modified. The modified choice
has to be saved again and the previously filled choices will be lost once the new choices
are saved. But a choice that is locked cannot be modified again.
3.3 Online Seat Allotment
During this step, the choices submitted by the candidates will be processed centrally and
seats will be allotted in the order of merit as per JEE(Main) AIR and on the basis of the
locked choices. The allotment result will be available on the CSAB NEUT-2014 website:
www.csab.nic.in/neut2014.
Individual allotment letters will not be sent to the
candidate’s.Candidates should take a printout of the allotment details from CSAB
NEUT-2014 website. Candidates who are allotted seats will have to personally report to any one of
the Reporting Centers convenient to them with Demand Draft of security deposit drawn in
Favor of ‘CSAB-MNIT Jaipur’ and original documents for verification.
3.3.1 Allotment Policy
As per the allotment policy seat allotment will be done in two rounds. In the first round, the seats
will be allotted to the candidates and the result containing the institute and the branch allotted will
be available on the website. In the second round, seats will be allotted against the available
vacancies at the end of first round and the results will be available on the web site. In the second
round, no fresh choice filling will be permitted; registered candidates will not be allowed to alter or
resubmit their choice. Therefore, all candidates are advised to fill in their choices in the first round
itself.
Allotment of seat will be based on a candidate’s AIR and his/her choices of branch/institute. A
candidate belonging to a reserved category will be first considered for Open seats in terms of AIR
and eligibility. If s/he does not get a seat under Open category, then s/he will be considered for the
seats reserved for the category s/he belongs.
3.3.2 Role of CSAB NEUT-2014
CSAB NEUT-2014 is coordinating the seat allocation on behalf of Ministry of Human Resource
Development following the reservation of seats as per the policy of the respective state/UT, at the
Institutes specified by the MHRD.
Rules related to reservation and conversion of seats from one category to other are provided
to CSAB NEUT 2014 by representatives of respective states/Union Territories. Presentation
of rules and procedure for respective state/UT as provided in this brochure, is also as per
their concurrence/approval.
3.3.3 Role of Directorate of Technical Education of respective state/UT:
- Specifying break up of seats as per the allotment by MHRD to various Institutes and
branches.
- Providing rules of respective state/UT for allotment of seats to MNIT through MHRD.
- Clarifying interpretation of rules for allotment of seats
- To act as Reporting Centre for students who are allotted seats
- As reporting center, to notify documents required under each category/sub-category for
verification of documents after allotment of seats and before issuance of final allotment
letter.
- To verify personal details, academic details and belongingness of each student to his/her
category through original documents, after allotment of seat on specified days for reporting.
- To update verification status of candidates and endorse print out of ‘Final allotment Letter’.
Based upon the allotment of seats by CSAB NEUT-2014, provisional admission letter is to be
issued by the reporting centers after verifying the eligibility and original documents of the
candidate.
3.3.4 Cancellation due to non-fulfillment of Essential Requirements
If a candidate fails to satisfy the minimum educational qualifications and special eligibility
conditions as mentioned in Section 6 and section 11 (State wise Business Rules). Their
allotment shall automatically stand cancelled. Such candidates will not be considered for
seat allotment in subsequent round, if any.
If a candidate is allotted a seat in reserved category but fails to produce appropriate
category certificate(s), his/her seat allotment will be cancelled. He/she will only be
considered as General category candidate for remaining vacant seat (if any) in second
round.
It will be the sole responsibility of the candidate to verify his/her minimum eligibility and /
or special eligibility for a particular course/ programme / institute. CSAB NEUT -2014 or
NIC will not be responsible for any cancellation of seat due to non-fulfillment of minimum
eligibility and / or special eligibility conditions.
The process of allotment would involve two rounds of seat allotment. Candidates who are allotted
seats would be required to deposit demand draft (DD) of Rs. 2000/- drawn in favor of ‘CSAB-MNIT
Jaipur’as refundable security deposit along with verification of documents at the Reporting Center of
his/her respective state/UT. This amount would be refunded to those candidates who join the allotted
college. For others, who don’t join on the allotted seat, this amount would be forfeited. Entire fee of
the college is to be directly deposited by the candidate at the allotted college.
3.5
Reporting to Reporting Center (RC) for Provisional Admission
Candidates who get a seat allotment for the first time in 1

ndround should report to any
Reporting Center within the stipulated period for those rounds for taking the provisional admission.
Generally, the reporting time at all Reporting Centers is
9.00 AM
to
5.00 PM.
The reporting
procedure for provisional admission is as follows:
3.5.1 Document Verification
Candidates shall carry the following documents at the time of reporting to the Reporting Center:
1. Printout of locked choices and terms and conditions taken from the CSAB website and duly
signed by the candidate.
2. Printout of Provisional Allotment Letter.
3. Original documents for verification
i. Photo ID proof as per Govt. India norms.
ii. Admit Card of JEE(Main)-2014.
iii. Score Card of JEE(Main)-2014 issued by CBSE (downloaded score card is acceptable).
iv. Class X (High School) Board Certificate as proof of date of birth.
v. Certificate and Marks sheet of qualifying examination. (see Section 3 for the list of
qualifying exams).
vi. Demand Draft of Rs 2000/- drawn in favor of ‘CSAB-MNIT Jaipur’.
vii. Certificate of category/subcategory/caste/sub-caste as applicable, issued by the
competent authority.
Non-Creamy Layer OBC Certificate issued prior to 1st April 2014 shall not be accepted in any case.
viii.Certificate for Persons with Disabilities (PwD), if applicable (Annexure – I). The
certificate should be issued from a duly constituted Medical Board. The certificate
should stand valid up to September 15, 2014.
ix. Proof of place of examination center of the final examination from the National Open
School for candidates having Senior Secondary Certificate; this is required for
determining the 'State of eligibility'.
4. One set of self-attested copies of all the documents listed above. The originals will be returned
after verification and self-attested copies will be retained by the Reporting Center.
5. One passport size photograph identical to the one pasted on the JEE(Main)2014 application
form.
Note: If the original certificates are not in Hindi/English, duly certified Hindi/English version
translation of such certificates will be required at the time of reporting at Reporting
Centre/Allotted Institute.
3.5.1.1 Verification of Credentials
If the personal data viz. category, subcategory, state of eligibility and gender submitted by the
candidates during registration is found to be wrong at the time of verification of the original
certificates at Reporting Centers, the allotment of their seats is liable to be cancelled.
Candidates applying under Persons with Disabilities (PwD) category should read Section 7.1of
this brochure carefully.
3.5.2 Consequences of Not Reporting to the Reporting Center
Seats allotted to candidates who do not report PERSONALLY within the stipulated period to
the Reporting Center will be cancelled and such candidates will not be considered for seat
allotment in 2
ndround.
3.5.3 Exercising Options Pertaining to Higher Preference Choices
Candidates will be required to exercise one of the following Options when they report to the
Reporting Center during 1
stround of reporting:
Option-I, if they wish to be considered in the next round for all of their higher preference
choices (i.e. even across institutes).
Option-II, if they wish to be considered in the next round for their higher preference
choices only within the institute allotted to them.
Option-III, if they are satisfied with the currently allotted seat; therefore their higher
preference choices will not be considered in the subsequent round(s).
3.5.4 Issue of Provisional Admission Letter
Whenever a candidate gets a seat allotment for the first time in any of the rounds,
provisional admission letter will be issued at the Reporting Center (RC) after completion of
reporting formalities. This provisional admission letter shall indicate the personal details of
the candidate, details of the institute and branch to which the candidate has been
provisionally admitted, details of security fee deposited, and the Option (I or II or III)
exercised by the candidate for subsequent round of allotment.
The candidate shall check all the entries in this provisional admission letter, sign it and
preserve it for further reference.
All candidates, who have obtained provisional admission letter from the Reporting Center,
shall check on the CSAB NEUT -2014 website
www.csab.nic.in/neut2014
for the
status/up-gradation of their allotted seat after each round of allotment. They should take a printout of
the letter indicating new allotment as available on the website. Such candidates are required
to come to the Reporting Centre again. At the time of reporting to the Allotted institute for
admission, candidates shall carry both, the original provisional letter issued by the
Reporting Center and a printout of the latest allotment letter from the CSAB NEUT-2014
website.
3.6
Reporting to the Allotted Institute
Candidates who reported in first round and opted for Option III, should go to their allotted
institute for admission during scheduled time
.
Candidates with Option I/Option II from first round, should wait for the result of second round. In
case of any change in the allotment status consequent upon the result of the second round, he
should approach the reporting center of respective State/UT for obtaining revised allotment letter.
Only, after obtaining the revised allotment letter candidate should report at the allotted institute.
Please note that as a result of second round of allotment, if the allotment status of the
candidate gets upgraded/revised, the first allotment letter stands automatically invalidated.
3.6.1 Consequences of Not Reporting to the Allotted Institute
The allotment of seats to candidates who do not report within the stipulated period to the allotted
institute will be cancelled and these candidates will not be considered for seat allotment in second
round.
3.6.2 Choice of Branches and Allotted Institute
The candidate, at the time of reporting at the Reporting Center after the first round, needs to
fill one of the Option I, Option II or Option III as mentioned earlier.
If a candidate gets, at any moment of time, a seat that has a higher preference in his/her list
of choices of branches, the candidate will automatically forfeit his/her claim on the seat
previously allotted in Round-1.
4.
ALLOTMENT ROUNDS
4.1
First Round of Allotment.
Branch and institute choices saved and locked by the candidates as scheduled will be processed
centrally and the results will be available on the website separate link available on website
www.csab.nic.in/neut2014

No individual allotment letters will be sent
to candidates who get a seat allotment.
Candidates who get a seat allotment shall personally report to any one of the Reporting
Centers listed in section 10 for taking provisional admission during the scheduled period.
The allotment of seats to candidates who do not report within the stipulated period to the
Reporting Center will be cancelled and these candidates will not be considered for seat
allotment in second round.
Seats thus falling vacant (hereinafter called 'vacant seats') will be considered for allotment
in the second rounds of allotment, which involves sliding of allotted seats to higher choices
(if opted by the candidate) and allotting seats to other candidates on the seats becoming
vacant due to sliding.
A candidate needs to report in person to any of the Reporting Centers (No proxy will be
permitted under any circumstances) within the specified time. The reporting procedure at
the Reporting Center is given in Section 3.5
Second round of seat allotment will be made against vacant seats available after the first
round of allotment and reporting.
4.2.1 Cancellation of Seat Allotment due to Non-Reporting
Candidates who, having a seat allotment (in Round 1 or 2), do not report to the
Reporting Center in stipulated time period will lose the seats allotted to them and will
not be considered allotment. Hence, they will be out of CSAB NEUT-2014
allotment/admission process.

For a candidate, who takes provisional admission by reporting at a Reporting Center but
does not join the allotted institute, security deposit fee of Rs 2000/- will get forfeited
automatically.
6.
ELIGIBILITY REQUIREMENT
6.1
Academic Qualifications
The academic qualifications as prescribed in Information Bulletin and Application Form of
JEE (Main)-2014 are applicable for this allocation, extracts of which are reproduced below.
Only those candidates who have passed their Class 12th Exam or any other qualifying
examination in 2012 or 2013; or those who are appearing in their Class 12th Exam or any
other qualifying examination in 2014 are eligible to appear in JEE (Main) - 2014.
Candidates who passed Class 12th/Qualifying examination in 2011 or before as well as
those who will appear in such examination in 2015 or later are not eligible to appear in JEE
(Main)-2014. Candidates who appeared in class 12th/other Qualifying Examinations in
2011, did not pass in 2011, but passed in 2012 are also not eligible to appearing JEE (Main)
2014. The number of attempts which a candidate can avail at JEE (Main) shall be limited to
03 (three).
Candidates must have taken at least five subjects in class 12th/qualifying examination in
order to be eligible for writing JEE (Main)-2014. The candidates who have taken four
subjects are not permitted to write JEE (Main) 2014 and if such candidates appear in JEE
(Main) 2014 by furnishing wrong information, their rank/result will not be declared.
Over and above the qualifications mentioned above, only for B.ARCH Course the candidate
must have minimum 50% aggregate marks in Class 12
th/ Other Qualifying Examination to
satisfy Council of Architecture norms.
6.2
Date of Birth
Only those candidates whose date of birth falls on or after October 01, 1989 are eligible. However,
in the case of Scheduled Caste (SC), Scheduled Tribe (ST) and Persons with Disabilities (PWD)
candidates, upper age limit is relaxed by 5 years, i.e. SC, ST and PwD candidates who are born on
or after October 01, 1984 are eligible. Date of birth as recorded in the Secondary Education
Board/University certificate will only be considered.
The final examination of the 10+2 system, conducted by any recognized central/ state Board, such as
Central Board of Secondary Education, New Delhi; Council for the Indian School Certificate
Examinations, New Delhi; etc.
i.Intermediate or two-year Pre-University examination conducted by a recognized Board/ University.
ii.Final examination of the two-year course of the Joint Services Wing of the National Defense
Academy.
iii.Senior Secondary School Examination conducted by the National Institute of Open Schooling with
a minimum of five subjects.
iv.Any Public School/ Board/ University examination in India or in any foreign country recognized as
equivalent to the 10+2 system by the Association of Indian Universities (AIU).
6.4 State of Domicile
Different states/UTs have different set of rules for defining their domicile conditions. Candidates are
advised to go through the section of ‘Business Rules’ for these conditions. They are strongly advised
to check the conditions of their domicile state/UT. In case of lack of information or confusion, they
should contact the Directorate of Technical/Higher Education of their state/UT (which is also
Reporting cum help Centre for CSAB NEUT-2014) for clarification as needed.
CSAB NEUT-2014 has no role in defining the conditions of domicile for any participating state/UT.
7
RESERVATION OF SEATS
As per rules of the home state/UT, candidates belonging to various categories will be allotted seats
reserved for them. These criteria and conversion rules for various states/UTs are available in
section 11 (State wise Business Rules)
7.1 Persons with Disability (PwD)
For candidates coming under persons with disability(PwD) category, a minimum of 40%
disability is required subject to the condition that the candidate is capable of carrying out
activities related to theory and practical work as applicable to B.E. /B. Tech. /B. Arch.
Courses.
The certificate not issued by a medical board or invalid / expired on the date of reporting
shall not be accepted in any case. The certificate should remain valid till September 15,
2014.
Candidates belonging to Persons with Disability category (PwD) shall bring the Persons
with Disability (PwD) Certificate in the proforma given in Annexure-II. This Performa
shall be signed by three members of Medical Authority duly constituted by the State
or Central Government under Persons with Disability (PwD)Act. One of the doctors
in the Medical Authority shall be a specialist in the particular field pertaining to the
disability. The name, degree, and specialization of all the doctors, date of issue shall be
clearly visible in the certificate.
The Medical Authority at Reporting Center or Allocated Institute will assess the Persons
with Disabilities (PwD) certificate. Medical Authority at Reporting Center/Participating
institute will submit its recommendations regarding the admissibility of the certificate.
Candidates with disability are advised to take an informed decision about the branch/discipline
they would like to go for, in an institute. Before taking such a decision they are strongly advised to
refer to list of identified posts published by the Ministry of Social Justice & Empowerment,
Government of India vide No: 16-70/2004-DD III Dt. 18-1-2007.

8. DETAILED ADMISSION SCHEDULE
The abbreviations used herein under are as follows:

CSAB NEUT: Central Seat Allocation Board for Supernumerary Seats for North Eastern States

The following Options can be exercised by the candidates after the first and second round of
allotments:
Option-I: Candidates who wish to be considered in the next round for all of their higher
preference choices (i.e. across institutes).
Option-II: Candidates who wish to be considered in the next round for their higher
preference choices only within the Institute allotted to them.
Option-III: Candidates who wish to freeze the seat allotted to them. (In such cases
candidates will not be considered in subsequent rounds for change of seats, except during
internal sliding).

Fees is to be paid at the respective institute where candidate is allotted admission. Candidates
should check the fee structure of the institute for the details.
CSAB reserves the right to conduct further admission rounds or drop the rounds, as per the
situation. If required, additional rounds may be conducted based on admissions done in the
earlier rounds. These additional rounds, if conducted, shall subject to appropriate rules, to be
announced later.
