Introduction
Effective management of occupational health and safety requires the systematic
identification, assessment and control of risks associated with workplace hazards.
This report aims to provide an overview of Victoria’s compensable work-related
fatalities, injury and disease. To provide an exposure to the demographics in Victoria,
this report starts with a summary table with high level data of employers and
employees.
The WorkSafe Victoria (WorkCover) scheme was introduced in September 1985, and
provides compensation to all employees of registered employers for injuries
sustained in the course of their work.
When a claim is made, details are coded which specify the mechanism of injury, the
nature of affliction, affected body location, agency of injury and age at time of injury.
Criteria
The Statistical Summary contains data about claims lodged between 1st July 2002
and 30 June 2012. The data has been extracted on 31 August 2012 to allow for late
reporting of claims.
To ensure consistency, the data is based on standardised claims reported to
WorkSafe Victoria. These exclude:
• Journey to and from work claims (now the responsibility of the TAC)
• Non-fatal claims with up to 10 days compensation and payments below the medical
and like threshold ($612 in 2011/12).
The effect of the definition is to exclude claims that would not be compensable under
the current legislation, permitting a rational comparison of historical years. All claims
have been adjusted to this basis. Please note that reported claims may vary for
retrospective financial years due to additional information becoming available.
The majority of the tables in the Statistical Summary are based on report year, which
refers to the year that the injury was reported to WorkSafe Victoria. Care should be
taken in the analysis of this data, as claims continue to be reported from injuries
sustained in all years of the Scheme. A table by injury year and report year is also
provided.
Not all injuries relating to Victorian workers are included. In particular, injuries arising
from self-employed workers, self-insurer employers (which comprise approx 10% of
workforce) and employees of the Australian Government (covered by ComCare) are
not included. All registered self-insurers at 30 June 2012 have had all prior claim
details excluded from this report.

The mechanism of injury or disease is intended to identify the action, exposure or event
which was the direct cause of the most serious injury or disease. In July 1998 and April
2002 new classification codes were introduced to determine mechanism of
injury/diseases. Since these changes, the trend in claim numbers has changed. Care
should be taken when comparing claim numbers with the most recent year, as they have
not had the same development time as earlier years.

affliction is intended to identify the type of hurt or harm incurred by the worker. In July 1998,
April 2002 and July 2002 new classification codes were introduced to determine nature of
affliction. Since these changes, the trend in claim numbers has changed.
