BECIL:-Broadcast Engineering Consultants India Limited (BECIL) an ISO 9001:2015 certified, a Mini Ratna public sector enterprise of Government of India under Ministry of Information & Broadcasting, was established on 24th March, 1995 for providing consultancy services of International Standards for Broadcasting in transmission and production technology including turnkey solutions in the specialized fields of Terrestrial & Satellite Broadcasting, Cable and various IT related fields, including acoustics & Audio-Video systems & CCTV.

BECIL is the professional platform which caters to all aspects of projects related to TV, Radio, Communication and CCTV from concept to completion and from regulatory to realization.

2.

EOI Notice :-

2.1 Broadcast Engineering Consultants India Limited (BECIL) invites Expression of Interest (EOI) from Original Equipment Manufacturers and System Integrators of repute, resourceful and registered/licensed firms/agencies having proven experience and ability in the areas for empanelment with BECIL for providing/supply of

EQUIPMENT AND / OR COMPLETE SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF RADIO AND TELEVISION PROJECTS INCLUDING INTEGRATION through e-tendering only.

2.2 The bidders are advised to submit the bids online as well as submit a hardcopy to address as per clause. 2.3 The EOI must be submitted at the below given name and address:

2.4 The EOI must be submitted in English or Hindi language only with a Font size of 12. All the documents including the supporting documents/enclosures etc. must be fully legible. Supporting documents if in a language other than English must be accompanied by a certified English translated document. The English version shall prevail in matters of interpretation.EOI Documents which are not legible shall be rejected.

2.5 Each bidder shall submit only ONEEOI either by herself/himself or as a partner in a joint venture or as a member of consortium. If a bidder or any of the partners in a joint venture or any one of the members of consortium participate in more than one EOI, the EOIs are liable to be rejected. The representative of OEM will require a specific authorization to submit the EOI.

2.6 The bidder shall bear all costs associated with the preparation and submission of EOI and BECIL will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the EOI process.

2.7 In case the bidder has any doubt about the meaning of anything contained in the EOI document, she/he shall seek clarification within 7 days of issue of EOI. Except for any written clarification by Shri Ravindra Jagtap,

General Manager (Projects), BECIL, no written or oral communication, presentation or explanation by any other employee of BECIL shall be taken to bind or fetter BECIL under the contract.

2.8 Bidders shall have to submit an amount of Rs. 10,000/- (Rupees Ten Thousand Only) in the form of Demand Draft drawn on any scheduled bank at Noida in favour of " Broadcast Engineering Consultants India Limited”

Payable at Noida along with the EOI towards the cost of EOI Document and no other mode of payment is acceptable. EOI Document is also available at BECIL Office: C-56/A17, Sector-62, Noida-201307.Thecost of EOI

document is non-refundable .EOI Document once sold will not be taken back. The EOI document fee is non-refundable DD must be sent in advance to the concerned officer before scheduled opening of EOI.

2.9 The Management of BECIL reserves the right to amend or withdraw any of the terms and conditions mentioned in the EOI Document or reject any or all the bids without giving any notice or assigning any reason. The decision of the Chairman and Managing Director, Broadcast Engineering Consultants India Limited in this regard shall be final and binding on all.

2.10 BECIL does not guarantee any business. However, all shortlisted agencies will have to sign a non-disclosure agreement and MOU with BECIL before empanelment.

2.11 In case of entering into any contract, separate agreement shall have to be signed by the empanelled agency. All payments in the business shall be back to back basis only. EMD as applicable shall be payable by the agency entering into agreement as per the terms of the contract. This is over and above the registration fee.

2.12 BECIL will share the bill of material with all the empanelled agencies for the requirements wherever arises and the agency quoting the best prices shall be entered into contract for the business. However, BECIL may at its own discretion choose to award work to any empanelled agency at the best quoted price. BECIL may also negotiate with Bidders of its choice for assigning any work/supply at its discretion.

2.13 Bidder who have already submitted their EOI bid need not submit again. In case of any clarification, BECIL will approach them.

3.0 Submission of EOI

3.1 EOI, complete in all respects, must be submitted online mode on or before the due date and time i.e.31.12.2020 at 02:00 PM IST).

3.2 BECIL may, at its own discretion, extend the date for submission of EOI. In such a case all rights and obligations of BECIL and the Bidders shall be applicable to the extended time frame.

3.3 As the EOI can be submitted only up to the defined date and time, there can’t be any late bids. BECIL will not be responsible for any delay in obtaining the terms and conditions of the tender.

3.4 At any time prior to the last date for receipt of EOI, BECIL may for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the EOI Document by an amendment. The amendment will be notified on BECIL’s website http://www.becil.com and should be taken into consideration by the prospective bidders while preparing their EOI.

3.5 In order to give prospective bidders reasonable time to take the amendment into account in preparing their EOI, BECIL may at its discretion, extend the last date for the submission of EOI. No EOI may be modified subsequent to the last date for receipt of EOI.

3.6 The bidders will bear all costs associated with the preparation and submission of their bids. BECIL will, in no case, be responsible or liable for those costs, regardless of the outcome of the tendering process.

3.7 The EOI shall be ignored, if complete information is not given there-in, or if the particulars and data (if any) asked for are not filled in properly.

3.8 Bidder can submit any document it feels is connected to the broadcasting for empanelment and get itself empanelled even for niche/sole available products also.

4.0 Opening of EOI

a. BECIL shall convey about opening of EOI on website only. EOI opening session on receiving the application.

b. Bidders who wish to attend opening of EOI may visit BECIL for the same.

5.0 Broad Scope of Work

The scope of work envisaged for the potential projects is broadly categorized as given below:

Installation and Commissioning of Transmitters and allied equipment.

i)

Tower structure and foundation design

ii)

Tower Manufacturing /Fabrication and supply

iii)

Tower foundation casting

iv)

Erection of Tower.

3)

RF Equipment:

i)

Supply of RF feeder cables/rigid lines and accessories

ii)

Supply of Combiners/patch panels

iii)

Supply of antenna

iv)

Antenna /Combiner / patch panel Installation

v)

Cable tray Fabrication/ Installations/hauling of feeder cable(s)

4)

Earth Station & DSNG:

i)

Radio equipment for earth station, links and DSNG supply

The firms which does not have experience to apply in any of the above category, can apply in

the others categories in the field of Radio & TV Broadcasting, provided they have to mention

their line of business & they are willing to get empanelled in BECIL.

6.0 Qualification / Eligibility Criteria for the Bidders

Following are the Qualification / Eligibility Criteria to participate in the EOI (Bidder is required to fulfil all the condition of Qualification/ Eligibility Criteria and in case any of condition is not met, EOI will be rejected)

6.0.1 If bidder is a Company:

(i) Should be registered under Indian Companies Act or similar Act of their respective country (Copy of registration to be submitted).

(ii) Must be in existence for the last 5 (five) years (copy of registration to be submitted).

(iii) Must submit a solvency certificate from the favour of BECIL specific only from the bank for INR 10 lakh (Ten Lakhs).

(iv) Must have relevant experience in the field category/subcategory in which it is interested to get empanelled for at least 3 years (Three Years) (must submit PO/WO as a proof as well as other documents to substantiate their claim of work undertaken in the required category/subcategory).

(v) Must have Submit Undertaking as per the ANNEXURE-III

(vi) Must have a turnover certificate of INR 1 Crore (One Crore) in each of the last three financial years (financial statements and statutory auditors certificate must be submitted).

(vii) Must have a GST registration (copy to be submitted).

(viii) Must have a local representative registered as per the existing provision of government of India.(In case of foreign bidders)

(ix) Must have a positive net-worth (copy of certificate from the statutory auditor). (x) Must have latest ISO certificate.

Page 7 of 15 6.0.2 If bidder is a Proprietorship firm/agency etc.:

(i) Must submit documents of registration of the firm/agency.

(ii) Must be in existence for the last 5 (five) years (copy of proof to be submitted). (iii) Must submit a solvency certificate from the bank/statutory auditor for INR 1 lakh (One

Lakh).

(iv) Must have relevant experience in the field category/subcategory in which it is interested to get empanelled for at least 3 years (must submit PO/WO as a proof as well as other documents to substantiate their claim of work undertaken in the required category/subcategory).

(v) Must have Submit Undertaking as per the ANNEXURE-III

(vi) Must have a turnover certificate of INR 10 lakhs (Ten Lakhs) in each of the last three financial years (statutory auditor certificate to be submitted along with financial statements).

(vii) Must have a GST registration (copy to be submitted).

(viii) Must have a positive net-worth (copy of certificate from the statutory auditor).

(ix) Must have latest ISO certificate.

6.0.3 For start-up & MSME registered companies relaxation in eligibility etc. as per government guideline/notification are be considered.

NOTE: BIDDER HAVING ISO CERTIFICATION VALID FOR THE YEAR SHALL GET WEIGHTAGE AMONG OTHERS WHICH DOING BUSINESS.

6.0.4 Bidder must comply with the code of integrity as specified in the tender document (Self declaration on letter head).

6.0.5 Undertaking (on Non Judicial stamp paper of Rs.100/- (One Hundred), duly Notarized) that the Bidder has neither been boycotted nor blacklisted by any of its clients and there is no litigation pending against it with any of the clients in the past three years as per format enclosed.

6.0.6 The Bidder must provide a list of clients/customers with contact details such as postal address, Landline phone no. & cell phone no. and e-mail id where services has been provided in the last THREE years in the format given at ANNEXURE-I. Undertaking as per the ANNEXURE-II must Also be submitted along with the EOI.

6.0.7 The Bidder should provide proof of registration for: a) Company Registration Certificate

b) TIN/VAT No./GST No.

c) Registration under Contract Labour (Regulation & Abolition) Act, 1970

6.0.8 Start-up companies which are duly registered with Ministry of Commerce are encouraged to apply for empanelment. Relaxation shall be provided as applicable by the government of India. MSME/GEM registered agencies may also apply and benefits as per the government of India guidelines shall be applicable to them.

6.0.9 In case any of the document furnished or undertaking given by the Bidders turns out to be false, the EOI document shell be rejected and all fee etc. shell remain confiscated by BECIL. Suitable action as per the rules/lows of company and low of the country shell be involved against the

Bidder.

7.0

GENERAL TERMS AND CONDITIONS:-

7.1 On written communication from BECIL for having qualified for empanelment for company, the successful bidder will have to deposit a non-refundable fee for an amount of Rs.1,00,000/- (Rupees One Lakh only)in the form of Demand Draft ONLY within 15 (Fifteen) days of such communication, failing which the offer will be treated as withdrawn. On receipt of the fee, BECIL will issue a formal letter of empanelment.

7.2 The validity of empanelment initially will be for a period of 2(Two) years and thereafter depending upon the performance will be extendable for 1 (one) more year but up to a maximum of 3 (three) years at the sole discretion of BECIL. No fee will be charged for the extended period of one year.

7.3 The agencies will be called for submitting their response to the RFPs and the selected agency will have to sign the contract/agreement with BECIL pertaining to the particular tender before award of PO.

8.0

Supplier code of conduct and business ethics

BECIL is committed to its ‘values & beliefs’ and business practices to ensure that companies and suppliers, who supply goods, materials or services, will also comply with these principles.

a. Bribery and corruption:

Suppliers are strictly prohibited from directly or indirectly (through intermediates or subcontractors) offering any bribe or undue gratification in any form to any person or entity and / or indulging in any corrupt practice in order to obtain or retain a business or contract.

b. Integrity, indemnity & limitation:

Suppliers shall maintain high degree of integrity during the course of its dealings with business/contractual relationship with BECIL. If it is discovered at any stage that any business/ contract was secured by playing fraud or misrepresentation or suspension of material facts, such contract shall be voidable at the sole option of the competent authority of BECIL. For avoidance of doubts, no rights shall accrue to the supplier in relation to such business/contract and BECIL or any entity thereof shall not have or incur any obligation in respect thereof. The supplier shall

Indemnify BECIL in respect of any loss or damage suffered by BECIL on account of such fraud, misrepresentation or suspension of material facts.

c. Reporting Misconduct:

Suppliers are required to report any misconduct/violations/improper demands from BECIL employees to the Chief Vigilance Officer/Director (O&M)/CMD. All communication in this regard should be directed only to above as per below mentioned email ids;

Instruction to Bidders

E-Procurement is the complete process of e-Tendering from publishing of tenders online,

inviting online bids, evaluation and award of contract using the system. You may keep a watch

of the tenders floated under

These will invite for online Bids. Bidder Enrolment can be done using

The instructions given below are meant to assist the bidders in registering on the e-tender

GUIDELINES FOR REGISTRATION:

1.

Bidders are required to enrol on the e-Procurement Portal with clicking on the link

“Online

Bidder Enrolment

” on the e-tender Portal by paying the Registration fee of

Rs.2000/-+Applicable GST.

2.

As part of the enrolment process, the bidders will be required to choose a unique

username and assign a password for their accounts.

3.

Bidders are advised to register their valid email address and mobile numbers as part of the

registration process. These would be used for any communication with the bidders.

4.

Upon enrolment, the bidders will be required to register their valid Digital Signature

Certificate

(Only Class III Certificates with signing + encryption key usage)

issued by any

Certifying Authority recognized by CCA India (e.g. Sify / TCS / nCode / eMudhra etc.), with

their profile. Or bidders can contact our help desk for getting the DSC.

5.

Only valid DSC should be registered by a bidder. Please note that the bidders are

responsible to ensure that they do not lend their DSC’s to others which may lead to

misuse.

6.

Bidder then logs in to the site through the secured log-in by entering their user ID

/password and the password of the DSC / e-Token.

7. The scanned copies of all original documents should be uploaded in pdf format on portal

SEARCHING FOR TENDER DOCUMENTS:

1.

There are various search options built in the e-tender Portal, to facilitate bidders to search

active tenders by several parameters.

2.

Once the bidders have selected the tenders they are interested in, you can pay the form

fee and processing fee (NOT REFUNDABLE) by net-banking / Debit / Credit card then you

may download the required documents / tender schedules, Bid documents etc. Once you

pay both fee tenders will be moved to the respective ‘requested’ Tab. This would enable

the e- tender Portal to intimate the bidders through e-mail in case there is any

corrigendum issued to the tender document.

PREPARATION OF BIDS

1.

Bidder should take into account any corrigendum published on the tender document

before submitting their bids.

2.

Please go through the tender advertisement and the tender document carefully to

understand the documents required to be submitted as part of the bid.

3.

Bidder, in advance, should get ready the bid documents to be submitted as indicated in the

tender document / schedule and generally, they can be in PDF formats. Bid Original

documents may be scanned with 100 dpi with Colour option which helps in reducing size

of the scanned document.

4.

To avoid the time and effort required in uploading the same set of standard documents

which are required to be submitted as a part of every bid, a provision of uploading such

standard documents (e.g. PAN card copy, GST, Annual reports, auditor certificates etc.)

has been provided to the bidders. Bidders can use “My Documents” available to them to

upload such documents.

These documents may be directly submitted from the “My Documents” area while

submitting a bid, and need not be uploaded again and again. This will lead to a reduction

in the time required for bid submission process.

SUBMISSION OF BIDS

1.

Bidder should log into the website well in advance for the submission of the bid so that it

gets uploaded well in time i.e. on or before the bid submission time. Bidder will be

responsible for any delay due to other issues.

2.

The bidder has to digitally sign and upload the required bid documents one by one as

indicated in the tender document as a token of acceptance of the terms and conditions laid

down by Railtel.

3.

Bidder has to select the payment option as “e-payment” to pay the tender fee / EMD as

applicable and enter details of the instrument.

4.

In case of BG bidder should prepare the BG as per the instructions specified in the tender

document. The BG in original should be posted/couriered/given in person to the

concerned official before the Online Opening of Financial Bid. In case of non-receipt of BG

amount in original by the said time, the uploaded bid will be summarily rejected.

5.

Bidders are requested to note that they should necessarily submit their financial bids in

the format provided and no other format is acceptable. If the price bid has been given as a

standard BOQ format with the tender document, then the same is to be downloaded and

to be filled by all the bidders. Bidders are required to download the BOQ file, open it and

complete the white Colored (unprotected) cells with their respective financial quotes and

other details (such as name of the bidder). No other cells should be changed. Once the

details have been completed, the bidder should save it and submit it online, without

changing the filename. If the BOQ file is found to be modified by the bidder, the bid will be

rejected.

6.

The server time (which is displayed on the bidders’ dashboard) will be considered as the

standard time for referencing the deadlines for submission of the bids by the bidders,

opening of bids etc. The bidders should follow this time during bid submission.

7.

The uploaded tender documents become readable only after the tender opening by the

authorized bid openers.

8.

Upon the successful and timely submission of bid click “Complete” (i.e. after Clicking

“Submit” in the portal), the portal will give a successful Tender submission

acknowledgement & a bid summary will be displayed with the unique id and date & time of

submission of the bid with all other relevant details.

9.

The tender summary has to be printed and kept as an acknowledgement of the submission

of the tender. This acknowledgement may be used as an entry pass for any bid opening

meetings.
