G

reek cinema has been making its presence felt on the world scene in the last few years,

while gaining international acknowledgment. With a view to assisting fi lmmakers to achieve

their targets, the Greek fi lm Centre (G.F.C.) has been actively engaged in all important

Euro-pean initiatives supporting audiovisual professionals either by the Council of Europe

(Eurim-ages) or the European Commission (MEDIA programme). It is imperative that Greek fi lm

pro-fessionals be given the opportunity to take advantage of any available funding opportunity

from European or other sources, whether this refers to the support of fi lm production, the

digitization of screens or the wider circulation of fi lms.

Therefore, in response to many requests from professionals, MEDIA Desks Hellas has

pro-ceeded with the publication of a concise manual on the fi lm sector in Greece. This initiative

aims to facilitate interaction between European and Greek fi lmmakers and invite

participa-tion in European Union programmes, such as MEDIA, within the framework of the

coopera-tion between the European Commission and the Greek Film Centre. We hope that by off ering

more visibility to the Greek fi lm sector, the work of fi lmmakers will become easier, as they are

already facing a lot of challenges.

T

he fi lm guide starts with a presentation of the majority of fi lm production companies

oper-ating in Greece listed in alphabetical order. The production companies were given the chance

to describe their activities and the advantages that they could off er to potential partners.

The current list contains 147 production companies, which could fulfi ll at least one eligibility

criterion for applying for development support in the MEDIA programme. Although many

production companies would not be currently eligible for applying to the MEDIA programme

as other criteria may not be met, a choice was made to include as many production

compa-nies as possible. One of the reasons is that MEDIA Desk Hellas has received a lot of requests

to compile such a list from fi lmmakers, both from Greece and abroad, who would now have

the chance to contact a production company and share their idea for a project. The next

sec-tion is composed of a list of fi lms which were completed in 2011 and are listed for statistical

purposes. The fi lm listing is followed by some fi gures about the distribution of fi lms in Greece.

After that one can fi nd a catalogue with fi lms and documentaries supported by the Greek

Film Centre, with a description and the technical details of available copies prepared by the

Hellas Film department of the Greek Film Centre for the purposes of this Guide. A detailed

presentation of Greek fi lm distribution companies and TV channels is also available.

T

he compilation of a detailed list of most cinemas and screens in Greece could be easily

de-scribed as the most interesting part of this guide. When this research began, it soon became

obvious why a similar listing had not been published about Greek cinemas to date, although

anyone would argue in favor of it. The diversity of movie theaters in Greece was enormous

and obtaining, selecting and processing the data was a challenging task. To cut a long story

short, were it not for the kind cooperation of all those involved in the operation of the

cin-emas in Greece, the gathering of any information would have been impossible. In the end,

a total of 297 cinemas and 493 screens were listed, with at least one way of contacting the

person responsible in each listing, such as a telephone number, an email or an address. This

edition ends with a list of fi lm festivals taking place in Greece, along with their usual dates

and venue, as well as a short presentation of fi lm related university departments and private

schools.

A

fter launching an online public consultation, the Greek Ministry of Culture and Tourism

introduced a new cinema law in 2010 (Law 3905/Government Gazzette. 219.23.12.2010),

re-placing the former one dating back to 1986. The adoption of a new law on cinema in Greece

could be seen as a sign of a new cultural policy in the fi lm sector, aiming to channel all funds

allocated to fi lm production and assist synergies between fi lm professionals and the private

sector such as companies, TV broadcasters, subscription channels and the

telecommunica-tions industry. The implementation of the cinema law is the next more challenging step for all

those involved in fi lmmaking.

According to the new cinema law, the Greek Film Centre, a public benefi t non profi t legal

entity established under private law, remains the principal national organization providing

support for fi lm production in Greece. The Greek Film Centre, supervised by the Hellenic

Min-istry of Culture and Tourism, aims at the protection, support and development of fi lm

produc-tion in Greece, as well as the showcasing, disseminaproduc-tion and promoproduc-tion of Greek

cinemato-graphic art both domestically and abroad. While retaining its administrative and fi nancial

independence, the members of the Greek Film Centre Board of Directors are appointed by

ministerial decision while the Greek Film Centre General Director is appointed by a decision

of the Minister of Culture and Tourism, following a proposal by the Greek Film Centre Board

of Directors.

The majority of the funding of the Greek Film Centre is used to fi nance the production,

pro-motion and distribution of feature fi lms, documentaries and short fi lms, focusing mainly on

the support of new Greek directors and fi lm professionals. In 2011, twenty feature fi lms and

documentaries were produced and promoted with the support the Greek Film Centre. The

activities of the Greek Film Centre extend beyond the support of these fi lms in which it

par-ticipates as co-producer. The international department of the Greek Film Centre, Hellas Film,

assists all Greek fi lms that seek worldwide recognition, by taking part in international fi lm

fes-tivals or fi lm markets. In addition, the Greek Film Centre participates in all leading European

programmes and promotes European fi lms worldwide, while it is present at all major festivals

and fi lm markets making Greek fi lms available for festival screenings all over the world.

One of the most interesting parts of the new cinema law is the establishment of a National

Film Commission, designed to operate as a separate department in the Greek Film Centre.

(6)

The aims of the Hellenic Film Commission include the promotion of Greece internationally

as a place suitable for audiovisual productions of every kind and the support of international

audiovisual productions shot in Greece, while the Film Commission will act as intermediary in

providing information and services. This comes after the operation of the Hellenic Film

Com-mission as a pilot project in the context of the Greek Film Centre activities since 2007.

Dur-ing these years, the Hellenic Film Commission aided a host of foreign productions to shoot

in locations all over Greece and started a long-term campaign to engage Greek audiovisual

institutions and local communities in off ering incentives and services to foreign fi lm

produc-tions shooting in Greece. The new cinema law also stipulates that a regional fi lm commission

is going to operate in Thessaloniki, aiming to exploit the wide audience and professional

out-reach of the Thessaloniki International Film Festival.

Ideally, the spirit of the new cinema law could be combined with the approval of a tax

shelter system, established to encourage investment in Greek audiovisual works by private

companies and boost audiovisual production in Greece. According to the new legislation,

taxable persons in Greece (for example VAT-registered individuals or businesses) will be able

to benefi t from a tax deduction amounting to 40% of the sum invested in audiovisual works,

provided that their business activities are not part of the audiovisual industry. If taxable

per-sons employed or directly linked to the audiovisual industry wish to invest a sum in fi lm

pro-duction, the percentage of the tax deduction is limited to 20%. The procedure will take place

through the Greek Film Centre, which would provide the mechanism that would ensure the

optimal implementation of the new law.

According to the new cinema law, it is no longer required to obtain a general permit to

shoot in Greece and a fi lm producer will only have to contact the local authorities for

permis-sion, depending on the location that shooting takes place. In addition, the Greek state

under-took another initiative in 2011 to streamline the procedures for the issuance of fi lm permits

for Greek archaeological sites. One of the most important decisions is the reduction of fi lming

costs in archaeological sites, from four thousand Euros to one thousand six hundred Euros

per day in most archaelogical sites. If, however, the shooting is not intended for commercial

use (not for a feature fi lm), and is done for scientifi c, educational and other relevant uses, the

cost is signifi cantly lower. Accordingly, the new legislation also covers issues of internet use

for any audiovisual work illustrating Greek archaeological sites. In addition, the cost of using

audiovisual material from Greek archaeological sites will depend on the total budget of the

fi lm, while the cost could be lowered if the proposed audiovisual work promotes Greece as

a tourist location. The next target that the Greek Ministry of Culture and Tourism has set is to

ensure that the time needed to process applications for fi lm permits is reasonable, so that

professionals could receive a permit as soon as possible.

STV S.A. was founded in 1979 by Soulis Athanasiou, who acts as President and C.E.O. The main activity of STV S.A. is motion picture and TV production, docu-mentaries, CD/DVD ROM production and authoring.

Based on a wealth of worldwide production experi-ence –with the trust of major international feature, documentary and commercials organizations– Tasios Productions has off ered a bi-cultural bridge which is assured and consistent for over twenty years.

Telemachus Filmsintv is a private production com-pany, founded in 1994, that could provide production services for feature fi lms and TV series.

In Telekinisi, every big idea fi nds its way to the air, through an integrated production procedure: from the creation of the script, to the making of the fi lm and to the distribution of the copies. So far, Telekinisi has produced many television series and fi lms. Studio Alfa, built in 1957, is located twenty kilometers north of the center of Athens. It can cater to all the production needs with our range of facilities while stages, back lots, production offi ces, locations and post production facilities can all be hired individually.

Today, Studio Ata focuses all its energies in producing combining vast technical expertise into the develop-ment and realization of television programs, as well as providing state of the art editing facilities and stu-dio lot rentals.

Originally established in Santorini, studioCrocus pro-duces eye-catching, eff ective audiovisual projects, providing a platform for specializing in the develop-ment of appealing, accessible fi lms for cinema, televi-sion and websites.

Both major production houses and producers with personal companies are listed together in this Guide, since a more detailed classifi cation would need much more space and re-sources. As each production company is accompanied by a small description, anyone in-terested could fi nd out more by checking the details or by visiting the company’s website. This list is by no means complete. Therefore, MEDIA Desk Hellas would welcome the future inclusion of any company in Greece whose main activity is the production of audiovisual works.
