I. Arlington’s 2010 Development

Summary

A. Introduction

Development Highlights 2010 provides a comprehensive summary of residential and commercial development activity in Arlington County in 2010. This report is the 70th in a series of Planning Information Reports (PIRs), which are available from the Arlington County Planning Division at www.arlingtonva.us/PRAT.

This report is organized into three sections. The first section describes residential and commercial projects that were approved, under construction, completed or demolished in 2010. Historical data, summary tables and charts are included to supplement the text. The second section includes maps showing the location of these projects. The last section is a comprehensive list of each project approved, under construction, completed or demolished as of December 31, 2010.

B. Summary of 2010 Development Activity Approved

• Relative to 2009, there was an upswing in the amount of retail and “other” space approved in 2010. In that time period, approved retail space increased by 8% and “other” space increased from 0 to about 382,000 sq. ft. • The number of residential units approved in 2010 were

the fewest approved since 2000.

• 2010 was also the first year since 2000 when no office space was approved.

Construction Starts

• The number of 2010 construction starts in office space, retail space, townhomes, and single-family dwellings were above those seen in 2009.

• Conversely, a 2009-2010 downward trend was seen among starts of “other” space and multi-family units. • 60% of 2010 residential construction starts were in

Ongoing Construction

• On a year-over-year basis as of the end of 2010, ongoing construction was down across all commercial, residential, and “other” categories.

Completions

• Between 2009 and 2010, the square feet of office and retail space delivered increased by 134% and 50% respectively.

• Conversely, in that same time period the amount of “other” space and residential units completed declined by 15% and 11% respectively.

Demolitions

• 2010 demolitions exceeded those in 2009 among residential, office space and “other” space demolitions. • Conversely, retail demolitions declined by 51% in the

same period. C. Methodology

The Planning Research and Analysis Team (PRAT) tracks development using data on certificate of occupancy and building and demolition permits, as well as information from County Board minutes and County staff reports. In general, development projects are recorded as under construction when an above-grade building permit has been approved. Projects are considered complete when certificate of occupancy permits have been issued for at least 50 percent of the project’s total density or number of residential units. PRAT staff consults with other county department staff and conducts field visits to verify the accuracy of this development activity data.

This report only contains information on new construction and does not include data on alterations, renovations or changes of use. In addition, data on approved projects include only new density. The approved figures do not include density of renovated buildings that are part of new projects. In some cases, large projects are split into different phases and tracked separately.

2010 development activity data are mapped using Geographic Information System (GIS) software, and maps of the year-end data are included in the report. Development data can also be accessed through an interactive mapping browser hosted by the Arlington County Mapping Center. This application allows the user to view patterns of development activity, view detailed information for individual projects, as well as produce queries and export the information. Development projects in the County built under the site’s current zoning requirements are called by-right (B-R) projects. Within certain zoned districts, developers may apply for a “special exception” that allows for more flexibility in development form, use and density than that permitted by-right. These special exceptions must go through public review and be approved by the County Board. The primary special exception process for large residential and commercial projects is the “site plan” process. Other special exceptions are granted through use permits, including unified residential, unified commercial mixed-use, and form based code development projects.

In 2010, the Arlington County Board approved two site plan and one use permit project with residential and commercial uses. Combined, these projects totaled 198 multi-family units, about 26,000 square feet of retail space and 382,000 square feet of educational or “other” space (see Table 2). The only residential project approved in 2010, 1900 Wilson Blvd., is planned for Rosslyn-Ballston (R-B) corridor, specifically Courthouse. Because 1900 Wilson was the only project approved in 2010, its units represent 100% of all approved residential units in 2010. 2010 was the first time in the last ten years when all of the approved residential units were located within the Metro Corridors (see Table 3).

The three projects approved in 2010 were the least number of approved projects since 2000. The number of approved projects in 2010 compare to an average of 16 projects approved per year from 2000 to 2008 or 4 projects approved in 2009, which had been the year with the least number of approved projects since 2000. 2010 was also the first year in the past eleven years when no office space was approved by the Board. Previously office space approvals had averaged about 1,000,000 square feet from 2000 to 2008 and approximately 11,000 square feet were approved in 2009.

Similarly, 2010 marks the year when the least number of residences, 198 multi-family units, had been approved by the County Board since 2000 (see Figure 1). The 2010 approved units were about 11% of the average number of 1,749 residential units approved from 2000 to 2009.

Relative to 2009, an upward trend was seen in the approvals of retail and “other” space (see Figure 1). Retail space approved increased by about 8% from approximate 24,000 square feet in 2009 to 26,000 square feet in 2010. Likewise, “other” space approved, in this instance educational space, increased from 0 square feet in 2009 to about 382,000 square feet in 2010.

5 E. Projects Under Construction

In 2010 there was an uptick in construction starts for office space, retail space, townhomes and single-family homes— including those that were part of planned developments— compared to 2009. Construction starts of office and retail space increased by 122% and 50% respectively. Similarly, townhouses and single-family residential construction starts combined increased by about 157%, from 58 units in 2009 to 149 in 2010 (see Figure 2).

Office space construction in 2010 was positively impacted by the start of construction of the South Tower in Founder’s Square and the Virginia Tech building at the former Peck and Staples sites (see Table 4 and Map 1). Retail construction benefitted from the construction start of Penrose Square in Columbia Pike, the retail “outparcel” component of Founder’s Square, and ground-floor retail at the Virginia Tech building. Compared to 2009, a 2010 downward trend in construction starts occurred among multi-family dwellings (see Figure 2) and “other” space. Multi-family construction starts declined by 288 units (or -40%), from 713 units in 2009 to 425 in 2010. Construction starts in “other” space decreased by about 280,000 square feet (or -94%). This large percentage loss is explained by large size difference of the “other” space projects that started construction in 2009, the 296,000 square foot George Mason expansion, versus 2010, the 18,000 square foot Fire Station #3.

Including projects that began construction prior to 2010, there was an approximate total of 589,000 square feet of office space; 156,000 square feet of retail space; 262,000 square feet of “other” space; 137 townhouse or single-family homes, including those that were part of planned developments; and 447 multi-family units at various stages of construction at the end of 2010.

7 Ongoing construction at the end of 2010 was down across all

commercial, residential, and “other” categories. 2010’s end-of-year construction performance relative to 2009 included: a decline of 789 multi-family units (or a -64% change), a reduction of 165 townhouse or single-family homes (or a -55% change), a decline of about 7,000 square feet of office space (or a -1% change), a drop of approximately 7,000 square feet of retail space (or a -4% change), and a fall of about 35,000 square feet of “other” space (or a -12% change). At the close of 2010, ongoing commercial construction— office and retail space combined—was predominantly located in the Rosslyn-Ballston (R-B) Corridor (see Figure 3). About 84% of all ongoing office and retail space construction was located in the R-B corridor at the sites of the Founder’s Square and the Virginia Tech buildings in Ballston and Clarendon Center North in Clarendon. The area with the second largest share of commercial construction was Columbia Pike at 13%. The Pike’s commercial activity is concentrated at Penrose Square. Other areas of the County will also welcome new commercial developments, but their construction shares were 1% or less.

Unlike commercial construction, at the conclusion of 2010 ongoing construction in multifamily units were predominantly located outside of the corridors (see Figure 3). Close to 80% of end-of-year ongoing construction of these types were located outside of the R-B and Jefferson-Davis (J-D) corridors. The majority of this non-corridor ongoing construction occurred in Columbia Pike, representing a 67% overall share, resulting from the building of 299 multi-family units at the Penrose Square development. The only multi-family units still undergoing construction in a corridor area at the end of 2010 were in Ballston with a share of 20%. This share stems from the building of 90 multi-family units at the Jordan, a component of the larger commercial and residential project at the former Peck and Staples sites.

Hotel rooms had no net change since the same hotel structure, Marriott Renaissance Hotel & Residence Inn in Crystal City, continued under construction in 2009 and 2010.

When considering all 2010 residential construction starts by building type—highrise and midrise, 5 or more stories; garden, up to 4 stories; townhouse and duplex; and single-family, including those that are part of a small-scale development project—it is noteworthy that units in highrise and midrise buildings constitute the majority of construction, with close to a 60% share (see Table 5 and Figure 2). This follows the previous decade’s long trend where highrise and midrise buildings ranked first and represented anywhere from between 40% to 92% of any year’s share of residential construction starts. Two notable deviations from the previous decade’s long trend is that the single-family share of construction starts ranks second at 22%—it usually ranked third and had been in the single-digits—and the share of units in garden-style building ranks third at 16%—it usually ranked second. A recent trend evident since 2008 is that the number of residential construction starts has declined year-over-year in the past two year-over-years. From 2008 to 2009, residential construction starts declined by 1,311 units (or -63%). From 2009 to 2010 residential starts fell by 197 units (or -26%), see Table 5. The amount of residential construction that began in 2010, 574 units, is comparable to that of 1980-1982 with 410 to 581 unit starts and 1990-1992 with 577 to 607 unit starts.

9 F. Completed Projects

Projects that completed construction in 2010 included the following: four large-scale mixed use projects (including three with a family component), five exclusively multi-family buildings, one strip-retail building and one dormitory building. These completed projects added about 492,000 square feet of office space, 129,000 square feet of retail space, 1,373 multi-family units, and about 53,000 square feet of “other” or dormitory space to the commercial and multi-family inventory of the county (see Table 6).

2010 additions to the housing stock also included three small-scale residential developments with seven single-family homes and 24 townhomes. 112 single family homes with no planned development or site plan affiliation were also added.

The majority of completed commercial development—office and retail space combined—in 2010 was situated in Crystal City, accounting for 71% of commercial space delivered. This resulted from the completion of National Gateway 1 and 2, with about 439,000 square feet of commercial space, in the Potomac Yard section of Crystal City (see Figure 5). Clarendon was the location of the second-largest share of commercial space added in 2010, with a 26% share. This share is attributed to the completion of the Lyon Place building that added 161,000 square feet of commercial space to Clarendon. Pentagon City, East Falls Church, and Lee Highway were also recipients of new commercial development, but each of their commercial construction shares represented up to 1% of total commercial space added in 2010.

11 Relative to commercial completions, the share of finished

multi-family projects in 2010 was more evenly divided among seven areas of the county: Pentagon City accounted for a 22% share of multifamily units delivered, Clarendon for 19%, an area in proximity to Nauck for 16%, East Falls Church for 15%, Crystal City for 13%, and Nauck itself for 12%. For a map showing this spatial distribution see Map 1 on page 13. Among areas with multi-family completions, the only percentage anomaly was Virginia Square with a project that only contributed a 3% share to the multi-family housing stock in 2010.

Among completions of townhouse projects and single-family homes, including those that were part of planned developments, the majority were located outside of either the corridors or other major planning areas Development in these areas constituted about 69% of the new townhouse and single-family housing stock in 2010. Ballston was the location of the second largest share of this type of finished product with a 17% share, representing 24 units. Other metro station areas or planning areas were also recipients of new townhouse and single-family residences, but each of these locations had a 1% or lesser share of new the inventory. There was an uptick in commercial completions at the end of 2010 in comparison to 2009 (see Figure 4). Office completions increased by 134%, from about 210,000 square feet in 2009 to 491,000 square feet in 2010. Likewise, retail completions increased by 50%, from 86,000 square feet in 2009 to 129,000 square feet in 2010.

Compared to 2009, a contrary trend occurred in the number of residential completions—including multi-family, single-family, and townhouse units—and the amount of “other” space delivered in 2010 (see Figure 5). Residential completions declined by a modest 11%, from 1,720 units in 2009 to 1,533 units in 2010. Similarly, the delivery of “other” space contracted a modest 15%, from 62,000 square feet in 2009 to 53,000 square feet in 2010. There were no structures with hotel rooms finished in 2010, whereas there were 318 hotel rooms added in 2009.

Each year, residential units and commercial space are demolished to make way for new development. In 2010, three small office structures with about 8,400 square feet of office space were demolished for the development of the 1776 Wilson Boulevard project (Site Plan #409). Two different strip-retail shops with an approximate combined 40,000 square feet of space were also demolished. One of these strip-retail buildings was torn down to make way for a future retail and multi-family unit development (Site Plan #406).

Additionally, 30,000 square feet of “other” or library space and 230 single-family and multi-family units were demolished. Some of those razed multi-family units are to accommodate a future Buckingham Village residential project (Site Plan #405). For a complete list of residential, commercial, and “other” space demolitions see Table 7. The spatial distribution of these projects are displayed on Maps 1 through 3.

Compared to the end of 2009, demolitions in 2010 were up among office and “other” space and among residential units, multi- and single-family combined. Office and “other” space demolitions totaled about 8,000 and 30,000 square feet respectively in 2010, whereas no such demolitions occurred in 2009. Residential unit demolitions in 2010 were up by 13 units or 6% compared to 2009.
