JEFFRIES JOURNAL First District Supervisor Kevin Jeffries
“Wall-Time” is a polite way to describe a serious problem for local ambulance providers (AMR and local fire departments). You call 911 with a medical emergency. You or a loved one is then transported by paramedics to an area hospital emergency room. Unfortunately, for numerous hospitals (but not all) in
Riverside County, the emergency rooms can be extremely busy or understaffed (or both), causing significant delays (hours) for the patient to be admitted. Many of you are saying - so what’s new? The difference is that the paramedics/firefighters who transported the patient CANNOT leave for other emergencies until the patient is admitted by the hospital, thereby tying up the medics/firefighters and the ambulance. When this starts happening at numerous hospitals across the region – the lockdown of the medic ambulances can cause very significant impacts at other pending 911 calls. In January, the Board of Supervisors will be taking this matter up and looking for solutions.
Encroaching? It never fails! You are in a hurry (work, school, Dr appt, etc.) and the road ahead has been narrowed down to one lane and the traffic is at a dead stop. Did you know that (with just a few exceptions) any construction work within a public road right-of-way requires an encroachment permit be issued from the local city or the county (for non-city owned roads), or if the work is being done on a state highway, a permit from Caltrans? For County owned roads, the County generally requires contractors to NOT close lanes during peak commuter hours (excepting emergency repairs of course). So, if you see a questionable lane closure during peak commuter hours, you might want to make a call to your local city hall or the County and suggest they check into it, as some contractors are better behaved than others.

SUPERVISOR’S NEW DISTRICT LINES
From “The Jeffries Journal”“Although the supervisorial district boundary changes are considered adjusted once a plan proposal has been approved and the necessary implementing ordinance has been adopted, they do not go into effect immediately. California Elections Code section 21506 states in pertinent part: “The term of office of any supervisor who has been elected and whose term of office has not expired shall not be affected by any change in the boundaries of the district from which the supervisor was elected.
… The boundary adjustments to District 1 and District 3 will not take effect until the election that is held in 2024 (for elected supervisor taking office in January 2025), and District 2, 4 and 5 will not take effect until the election that is held in 2022 (for elected supervisor taking office in January 2023). As a result, during the elections held in 2022 and 2024, voters will vote according to the new adjusted boundary lines.”

RECAP OF DECEMBER INSTALLATION MEETING At the December Meeting, the HSJCR nominated, elected and installed Officers and Board Members for 2022.
Senator Mike Morrell did the honors of installing the officers and board members. He also gave a very inciteful presentation. Those unable to attend the meeting not only missed an excellent meal but an outstanding speaker.
Senator Morell alluded to the fact that there is a possibility that he will be a candidate for U.S.
Congress with the new Congressional lines are drawn.
CaGOP
The California Republican Party Spring Convention is scheduled for April 22-24 in Anaheim. Details are not yet available.

however, each person who is a delegate may have several Associate Members. If you are interested in becoming an Associate Member, please contact Charlene.
The CaGOP will also be putting on Candidate Workshop for anyone considering running for elective office.

HEMET SAN JACINTO CONGRESS OF REPUBLICANS—January 2022 PAGE 4 REPUBLICAN NATIONAL CONVENTION
The Republican National Committee is researching sites for the 2024 National Convention. In contention are Milwaukee, WI; Nashville, TN; Pittsburgh, PA; and Salt Lake City, UT.
Other than in 2020, Republicans and Democrats have held their respective convention in expected battleground states since 2004. Pennsylvania and Wisconsin rate as potential swing states, bolstering the candidacy of Pittsburgh and Milwaukee.
Tennessee and Utah are in solid red states, though Nashville and Salt Lake City remain strong possibilities to host.
Salt Lake City next month will host the Republican National Committee’s annual winter meeting at which officials are expected to discuss such things as the 2024 primary calendar, primary and general election debates, and the convention search.

UNION CASH FUNDS “SUPER IRS”
(Newsmax. December 2021. Page 40)
The reason the Biden administration pushed so hard for a “new and improved” IRS, critics say, is Democratic campaign cash. According to Grover Norquist of Americans for Tax Reform, the immediate beneficiary of both the proposed $80 billion increase in the IRS budget and hiring of 87,000 new employees is the National Treasury Employees Union. Now boasting 70,000 dues- paying members, the NTEU would more than double its membership from a “super IRS,” and that would mean more cash for its political action committee. An estimated 97 percent of NTEU’s PAC funds go to Democrats.
BIDEN’S GOOD TIMES OVER
(Newsmax. December 2021, Page 29. Pat Buchanan)
“When sorrows come,” said Shakespear’s King Claudius,
“they come not single spies, but in battalions.” As the kind found out. And so it seems with President Joe Biden, who must be asking himself the question Merle Haggard asked, “Are the good times really over for good?”
Consider the critical issue with voters today: Prices of food and fuel are rising. Container ships are backed up in ports. Many of the trucks to carry the goods to consumers site idle for lack of drivers.
The administration seems unable to solve the crisis at the southern border. Knifings, shootings, and killings are surging in Democrat-controlled cities.
Half the nation now disapproves of his presidency Are the good times really over for good for Biden? Starting to look that way.

NONSENSE
It’s a ten-minute walk from my house to the pub. Weirdly, it’s a two-hour walk from the pub to my house.
