1. PURPOSE
To describe procedures used by the City Fort Contracting to identify the training needs of its employees with respect to the System’s environmental management system (EMS), the organization’s legal and other applicable environmental requirements, the City Fort Contracting’ significant environmental impacts and competency in tasks which can cause significant environmental impacts. These procedures also describe the process by which System will ensure that System personnel at each relevant position and function receive the appropriate training and have the necessary awareness regarding the foregoing matters.
2. SCOPE
These procedures apply to all environmental-related activities of the company.
3. TERMS/DEFINITIONS 3.1. Training
A structured process for communicating knowledge and developing skills. Training may include seminars, continuing education courses, specialized instruction courses, and periodic classes or workshops, whether internal System programs or provided by others.
3.2. Relevant function and level
Each System department, team, employee, and/or business area which can influence significant environmental impacts, conformance with the environmental policy, or other environmental attributes of the organization.
3.3. HSE Team
The HSE team, which has responsibility for assisting in the
implementation and operation of the HSE program.

3.4. Management Team General Manager, the Executive Planning Council, their delegates and other management personnel as deemed appropriate.
4. APPLICABLE DOCUMENTS
4.1 ISO 14001:2004, 4.4.2 – Training, Awareness and Competence
5 RESPONSIBILITIES
5.1. The IMS Representative (MR), with assistance from the HSE Team, shall work to identify training needs of plant personnel consistent with this procedure.
5.2. The HSE Team members, as appropriate, shall implement the environmental training and/or awareness necessary to:
5.2.1. Provide appropriate training to all personnel whose work may create a significant impact upon the environment;
5.2.2. Make employees at each relevant function and level aware of:
5.2.2.1. The importance of conformance with System’s Environmental Policy Statement and environmental management system (EMS) procedures and with the requirements of the HSE;
5.2.2.2. The identified significant environmental impacts, actual or potential, of each employee’s work activities and the environmental benefits of improved personal performance;
5.2.2.3. Their roles and responsibilities in achieving conformance with the Environmental Policy Statement and HSE procedures and with the requirements of the HSE, including emergency preparedness and response requirements; and
5.2.2.4. The potential consequences of departure from specified operating
procedures.

5.2.3. Ensure that personnel performing the tasks which can cause significant environmental impacts shall be competent on the basis of appropriate education, training and/or experience.
5.3. Department Supervisors are responsible for informing their employee(s) of any training they may need to achieve professional growth and to meet the responsibilities of their job function. This advice should be given as the need is observed or foreseen and should be reviewed in the performance review process.
5.4. Additional information regarding the responsibilities of System personnel with respect to identifying and providing environmental training and awareness is provided in the Environmental Management Structure and Responsibility.
6. PROCEDURE
6.1. Identify and address environmental training needs.
6.1.1. The HSE Team and Department Managers, shall prepare an initial environmental training needs assessment to identify legal and other requirements which specify environmental training requirements, as well as to assess training needs relating to personnel whose work may create a significant impact on the environment. This initial assessment shall be periodically reviewed and updated, as necessary, to ensure that all applicable environmental training needs are identified. As deemed appropriate, identified training needs will be reviewed with the Management Team.
6.1.2. The process for identifying training needs should include the following steps:
6.1.2.1. The MR should work with Department Managers to identify activities at System with associated significant environmental impacts that have been identified by the System in its Inventory of Environmental Aspects and Significant Impacts. As part of this step, training needs should be evaluated for the activities and/or equipment which generate significant impacts and for which operator work instructions have been prepared pursuant to Operational Control Procedure.
6.1.2.2. The HODs should identify environmentally related training
requirements specified under applicable state and/or local

requirements. The Department Managers with assistance from the MR, should also identify training that may be appropriate to minimize or control the impact of each process.
6.1.2.3. Identify training needs for each employee and/or employee job function.
6.1.2.4. Develop and deliver appropriate training to ensure that personnel whose work may create a significant impact upon the environment have received appropriate training. This training may be provided through in house or external trainers who have demonstrated competency in the topic(s) being addressed.
6.1.2.5. Annually review the effectiveness of environmental training.
6.2. Develop and implement environmental awareness and competency training. The HSE Team and Department Managers shall work together to establish and maintain environmental awareness and competency training programs for System personnel.
6.2.1. Environmental awareness training will address the following key topics.
6.2.1.1. The importance of conformance with the Environmental Policy Statement and procedures and with the requirements of the EMS;
6.2.1.2. The significant environmental impacts, actual or potential, of each employee’s work activities and the environmental benefits of improved personal performance;
6.2.1.3. Each employee’s role and responsibilities under the Environmental Policy Statement and the requirements of the EMS, including emergency preparedness and response requirements; and
6.2.1.4. The potential consequences of failing to conform to specified operating procedures, including operator work instructions that address the organizations identified significant environmental aspects.
6.2.2. Environmental competency training shall be provided, and/or the on-
the-job competency of System employees shall be reviewed, to
ensure that System personnel performing tasks that can cause
significant environmental impacts are competent to perform such

tasks based on appropriate education, training and/or experience.
Department Managers, with assistance as necessary from the MR and the Human Resources Department, shall review the competency of personnel performing tasks which can cause significant environmental impacts in the following manner:
6.2.2.1. Appropriate training will be provided by the HSE Department and/or Department Managers to ensure the competency of all personnel who perform tasks that can cause a significant environmental impact. In addition, supplemental competency training may be provided to employees as needed through appropriate corrective action responses.
6.3. Budget for Training.
The Management Team, with input from the HSE Manager (EM), the EMR and Department Managers, must approve training-related expenditures and ensure that such expenditures are included in the annual budget.
6.4. Identify Open Training Needs.
The HSE Team will produce annual reports through the Environmental Assessment process, identifying any required training not yet completed to assist the Department Managers in review environmental training needs.
6.5. Train individual employees as planned.
The HSE Team and Department Managers shall periodically review the current training status of each employee, and ensure that any required training is scheduled and satisfactorily completed.
Department Managers should evaluate each employee’s performance to judge the effectiveness of training by completing the performance evaluation form at least one per year.
6.6. Employee training records.
The records for each employee documenting that appropriate
environmental awareness and competency training has been received
by City Fort Contracting employees are maintained within the work
management process. Such records shall be maintained in accordance
