MAXEY RIFLEMAN GUN CLUB, INC. STANDARD OPERATING PROCEDURES Preamble
The Maxey Rifleman Gun Club, Inc. was founded in 1984 as the Maxey Rifleman's Black Powder Club. The first meeting of the Maxey Rifleman's Black Powder Club was called to order on July 14, 1984 by acting chairman, Larry Jackson who was then elected President. Others elected were: Gary Jack Ingram, Vice President; Nancy Jackson, Secretary; Susan Thompson, Treasurer; and Murray Jackson,
Tournament Chairman. The Gun Club was incorporated in November of 2002 as the Maxey Rifleman Gun Club, Inc. (here in referred to as the Gun Club)
The Gun Club's firing range is located 2 miles from Loop 286 on CR 32500 at FM 79 in Paris, Texas on 34.83 acres of property leased from the City of Paris, Texas. The Gun Club is a Nonprofit Corporation whose basic goals are to promote safe and enjoyable firearms usage for all qualified individuals. Membership is available to any person who is 18 years of age and is not prohibited by law from possessing a
firearm.
The Gun Club is affiliated with the National Rifle Association (NRA), the
International Defensive Pistol Association (IDPA), and the Civilian Marksmanship Program (CMP). Membership in the NRA is not a requirement for membership in the Gun Club, but it is highly recommended.
The Gun Club’s elected Directors in their role as Officers of the Gun Club. and operating in accordance with the By Laws have ascertained a need to protect the Gun Club, its members, and its officials. This need is the enforceable regulation of firearms safety while on club property. Accordingly, the following Standard
Operating Procedures (here in referred to as "SOP") are promulgated as a
requirement for each member to read, understand and agree to as a condition of membership. Enforcement will be by the Gun Clubs Officers and Range Safety Officers.
These SOP comply with the Gun Club’s By Laws. All interpretations of the By-Laws and this SOP are at the discretion of the Officers and Board of Directors (BOD). Should there be a conflict, the SOP must be revised in line with the By Laws. The SOP are posted on the Gun Club’s web site and are subject to change without prior notice

MEMBERSHIP
" Gun Club Membership is available to any person who is at least 18 years of age and is not prohibited by law from possessing a firearm. Membership is a family membership including people living at the home and under the age of 21. It is for the use of the members and their guests only. The spouse, children, and guests of the Gun Club member shall be supervised by the Gun Club member. Members may bring the same guest a maximum of three times per year.

Dues notices will be sent monthly to all members whose memberships will expire in 2 months. The notices will be sent by email, text, or by the US Postal Service where no email or text is available. One reminder will be sent by the US Postal Service in the month a membership expires.
EXPIRED MEMBERSHIP
If a membership has been expired longer than 1 month, that person must apply as a new member.

Range Rules
Individuals using the range shall become familiar with the Firearms Safety Rules and Range Safety Rules and Procedures prior to using the range.
FIREARMS SAFETY RULES
1. ALWAYS keep the gun pointed in a safe direction.
This is the primary rule of gun safety. A safe direction means that the gun is pointed so that even if it were to go off it would not cause injury or damage. The key to this rule is to control where the muzzle or front end of the barrel is pointed at all times. Common sense dictates the safest direction, depending on different circumstances.
2. ALWAYS keep your finger off the trigger until ready to shoot.
When holding a gun, rest your finger on the trigger guard or along the side of the gun. Until you are actually ready to fire, do not touch the trigger.
3. ALWAYS keep the gun unloaded until ready to use.
Whenever you pick up a gun, immediately engage the safety device if possible, and, if the gun has a magazine, remove it before opening the action and looking into the chamber(s) which should be clear of ammunition. If you do not know how to open the action or inspect the chamber(s), leave the gun alone and get help from someone who does.
When using or storing a gun, always follow these rules: 4. Know your target and what is beyond.
Be absolutely sure you have identified your target beyond any doubt. Equally important, be aware of the area beyond your target. This means observing your prospective area of fire before you shoot. Never fire in a direction in which there are people or any other potential for mishap. Think first. Shoot second.
5. Know how to use the gun safely.
Before handling a gun, learn how it operates. Know its basic parts, how to safely open and close the action and remove any ammunition from the gun or magazine. Remember, a gun's mechanical safety device is never foolproof. Nothing can ever replace safe gun handling.
6. Be sure the gun is safe to operate.
Just like other tools, guns need regular maintenance to remain operable. Regular cleaning and proper storage are a part of the gun's general upkeep. If there is any
question concerning a gun's ability to function, a knowledgeable gunsmith should look at it.
7. Use only the correct ammunition for your gun.
Only BBs, pellets, cartridges or shells designed for a particular gun can be fired safely in that gun. Most guns have the ammunition type stamped on the barrel. Ammunition can be identified by information printed on the box and sometimes stamped on the cartridge. Do not shoot the gun unless you know you have the proper ammunition.
8. Wear eye and ear protection as appropriate.
Guns are loud and the noise can cause hearing damage. They can also emit debris and hot gas that could cause eye injury. For these reasons, shooting glasses and hearing protectors should be worn by shooters and spectators.
9. Never use alcohol or over-the-counter, prescription or other drugs before or while shooting.
Alcohol, as well as any other substance likely to impair normal mental or physical bodily functions, must not be used before or while handling or shooting guns. 10. Store guns so they are not accessible to unauthorized persons.
Many factors must be considered when deciding where and how to store guns. A person's particular situation will be a major part of the consideration. However, mechanical locking devices, like the mechanical safeties built into guns, can fail and should not be used as a substitute for safe gun handling and the observance of all gun safety rules.
MAXEY RIFLEMAN GUN CLUB FIRING RANGE RULES
1. All Club Officers and Range Safety Officers must be obeyed.
2. Violations of any of these rules may result in termination of club membership. 3. Keep firearm unloaded until ready to shoot. No loaded firearms behind the firing line stations or left unattended (i.e. parking area, racks or benches).
4. THERE IS TO BE NO FIRING WHEN ANYONE IS DOWN RANGE! Before going down range for any reason, notify all shooters on the firing line by calling a “Cease Fire”. It is mandatory for all shooters to unload their firearms before anyone goes down range and is considered a courtesy not handle them while anyone is down range.
5. No firing from behind the firing line which is the front edge of the concrete on both the rifle and pistol areas of the firing range.
6. No shooting in front of the firing line stations unless authorized by Match or Event Director.
7. No firing Rifles or Shotguns from the Pistol Range unless authorized by Match or Event Director.
8. Shooting 50 Cal BMG firearms is not allowed on the Maxey Rifleman Gun Club Firing Range.
9. Eye and ear protection are mandatory on the range.
10. Place targets on the backers so that any rounds fired will hit the berm. 11. Shoot in your lane only. Do not fire across the range.
12. Using GLASS as targets is prohibited.
13. No tracers, incendiaries or armor-piercing ammunition are allowed. No explosive or pyrotechnic devices are allowed, i.e., Tannerite.
14. Do not use target boards to test shotgun patterns.
15. Please keep the gate closed and locked at all times. This will be a small
inconvenience to everyone but will help keep out all non-members. Also, please do not give out the gate combination to any non-members.
16. All shooters must have a membership card or be accompanied by a club member unless it is a shooting event open to the public.
17. Members are responsible for their guests. All shooters under the age of 18 must be supervised by an adult at all times when they are on the firing line.
18. A member’s dues cover their spouse and dependents only. Any guest may be invited to the range twice. However, the third time they must pay for their own membership.
19. Clean up your trash before you leave, including shotgun shell hulls and trash targets. Deposit all litter in the provided trash containers.
20. Killing of any animals within club boundaries is not permitted.
21. No alcoholic beverages will be allowed before or during any shooting session. 22. Any organization desiring to lease the range must have the club president’s approval 21 days in advance.
23. When you arrive at the range, if your combination does not work, try a vigorous push/pull of the lock which often frees the action. If your combination is plainly wrong, call to get the correct code.

Range Operations Use:
" The Maxey Rifleman Gun Club Firing Range is designed to provide authorized personnel access to a facility where they can conduct live firing in order to become proficient with legal, privately owned firearms.
" The Range has a measured distance of 200 yards. There are Firing Points at 25 yards, 100 yards, and 200 yards and benches at 100 yards, and 200 yards.
" There are Latrine Facilities available but no water.
" Members are responsible to maintain the premises and properly dispose of trash generated at the Range.
" On club grounds, members are required to show their membership cards, if requested by a Gun Club Officer or Range Safety Officer.
Gate Combination:
" Do not give the Gate combination to anyone.
" Other than a scheduled Match, when you enter the Range, you must lock the Main Gate behind you, and the combination lock numbers must be scrambled. That way if someone comes, they will have to be a member to get in.
" Last one out locks the gate. Guests:
" Members are allowed to bring guests to the Range with them, but the guest must leave with them.
" Guests must abide by all the rules.
" All persons under 18 years of age are to be under the supervision of an adult. " No Member is authorized to permit non Members to use the Range, when the Member is not present.
Restrictions:
" Range availability is at the discretion of the Gun Club Officers. " Shooting at the Range can only be conducted during daylight hours. " There will be no firing of 50 caliber BMG at any time.
" No firing Rifles or Shotguns on the Pistol Range unless authorized by Match or Event Director.
" No one is permitted to fire fully automatic guns (Class 3) except law enforcement. " No tracers, incendiaries or armor-piercing ammunition are allowed.
" No explosive or pyrotechnic devices are allowed. " Do not leave live rounds at the Range.
" Do not use facilities or trees for targets or back stops.
" Vehicles prohibited on the firing range except for handicapped people to change targets.
Range Control:
" It is every Member’s responsibility to ensure that shooting is conducted safely. " All members and guests must obey all instructions given by Gun Club Officers, Match/Event Directors, or identified, certified Range Safety Officer when shooting on any range.
" If you are a Member of the Gun Club, you have access to the Range anytime. The exceptions to this will be times scheduled by the Gun Club Officers for events.
" There will be times when you may be at the range by yourself or with other Gun Club Members doing casual shooting that is not supervised.
" In the absence of any of the above, the first Gun Club Member on the range assumes the duties of Safety Officer.
" The clearing of the downrange is done visually where possible, but must be cleared around all obstacles.
" All members and guests must agree that the firing line is active “HOT”, and that downrange is clear, before handling any firearms,
" Do not depend on other people's implied agreementall shooters must verbally agree the firing line is inactive (“COLD”), all firearms will have their magazines removed, actions open, bolts removed or open, slides locked back, cylinders open, flint hammers down and firearm unloaded and on the bench or racked before anyone goes downrange. NO EXCEPTIONS.
" Some shooters may not notice that you want to go down range or may not hear you--remember they are wearing hearing protection.
" Please be courteous and work with the others so that all Members and Guests can get the greatest use of the Range.
Range Safety Officer (RSO):
Individuals appointed by the Board to supervise shooting activities as prescribed by the SOP.
Safety:
" Every person at the Range is responsible for his own safety and the safety of all others.
" Anytime, anyone witnesses an unsafe situation, he is to immediately call "Cease Fire".
" All people present at the time are to immediately stop shooting, clear all ammunition from all firearms and ground their firearms leaving their magazines removed, actions open, bolts open or removed, slides locked back, cylinders open, flint hammers down and firearm unloaded and on the bench or racked before going downrange..
" Firearms cannot be handled again until everyone is behind the Firing Line. " Shooting may resume only after the unsafe situation has been corrected. Unsafe Acts:
" If you are at the Range, and you observe an unsafe act being performed by
anyone on the Range, please tell that person that they must follow this SOP (Range Safety Rules).
" If they continue, do not cause a confrontation.
" Try to get the person's name and vehicle license number and report the

Matches:
" Anytime there is a Match, there must be a Range Safety Officer (here in referred to as the RSO) on the Firing Line at all times.
" The RSO will govern the handling, loading and firing of all guns on the Firing Line. " Non Members must sign a Release from Liability before being allowed to
participate in any Match.
" Members not involved in the Match are not permitted to shoot without the RSOs permission.
" A First Aid Kit and a Cell Phone must be available at all matches. Match Briefing:
" Before the start of every Match, a Safety Briefing will be read by the RSO to all participants on the Firing Line.
Targets:
" Plan aheadbring targets and a means, i.e. stapler, tacks, or tape to attach the targets to a backer board.
" If you place items on the Range or berm, these items must be removed or cleaned up before leavingthis includes but is not limited to Items such as used targets, beverage containers, etc.
" You set it up, you clean it up. Firing Points:
" All rounds fired at the Range must be fired from an Approved Shooting Area and directed at an Approved Impact Area.
" No shooting is permitted from any other location on the property. " No shooting is permitted diagonally across the Range.
" Should there be the slightest doubt as to what is permissible and what is not, contact a Club Officer before firing.
Use of Club Facilities for Training Classes.
" Gun Club Members who are Firearms Instructors and who are approved by the Gun Club Board of Directors may conduct the Firing Range portion of their classes at the Gun Club Firing Range on a non interference basis, provided they have Liability Insurance naming the Maxey Rifleman Gun Club, Inc., its officers, its members, and the City of Paris Texas, as additional insured in the amount of $1,000,000/$2,000,000.
" All students must also sign a release from liability which holds harmless the Maxey Rifleman Gun Club, Inc. and the City of Paris Texas in addition to the
Instructor.
" The Individual providing the services will maintain control of and supervise all of the students while they are on Club property.
SAFETY PLAN
Immediate Injury Response
" Call an immediate cease-fire on the range where injury occurred. Ensure that all firearms are unloaded and clear with all actions open.
" CALL 911 IMMEDIATLY
" Provide immediate first aid with in your capabilities to injured person.
" Absent of any Range officers or Directors any member can take charge and will coordinate the securing of the scene and the injured person.
" Information to provide EMS

" If able, assign a person to meet EMS and or Sheriff at the front gate and escort them to the scene.
