Amendment 002 to the solicitation is raised to answer the following questions and to replace the Annex “A” and Annex “C” in order to incorporate changes raised by the questions.

To answer the following questions:

(1)The bid package does not specifically reference powered or gravity conveyor. In previous projects for DND, it has been gravity conveyor with personnel pushing loads through the system. Can you please clarify if gravity or powered conveyor is preferred?

Answer: The roller system will need to be GRAVITY type.

(2)The bid packages states min/ max widths and lengths for the conveyor required for the project. In order to determine the correct width of conveyor that should be supplied for the system, are you able to supply pictures or drawings of the pallets / containers that are being handled on this conveyor?

Answer: Currently there are multiple types of platforms that are planned for use of this system, pictures are not available for release ATT. The stated widths are the requirement for the roller system.

(3) SYSTEM TO BE POWERED OR NON POWERED?

Answer: There will be no requirement for power, so NON Powered.

(4) SPECS CALL OUT 20,000 LBS CAPACITY. WHAT WEIGHT PER SQUARE FOOT SHOULD SYSTEM BE DESIGNED FOR?

Answer: The maximum sized load works out to be NMT 220lbs SF.

(5) We would like to know what will be on the conveyor, the dimensions of it, and what the bottom of it looks like (a drawing or photo would be ideal).

Answer: Load that will be on the conveyor system will be supported by up to 1 Inch thick plywood sheets, they are flat and the dynamic load is above the base and has no impact to the bottom of the platform.

(6) Could we get the following information?

(a) Length, Width, Height of ball transfer table. The Min / Max width and height is defined as Min 10ft x 10ft, max 12ft x 12ft. Is there a defined required height?

Answer: The height should not be above 1 foot , if building a base is required for elevation to working level to match the roller system the integral agency’s (engineers) will be handling that.

(b) Minimum & Maximum size of items to be conveyed?

Answer: Foot prints -Min 24x24 inches, Max 96x96 inches. Just to be clear there will be times when more than one medium load will be on the ball table at once.

(c) How will the items be conveyed on to the ball transfer table?

Answer: Items will be moved onto the table from the roller conveyor, by hand, forklift, or overhead lifting device.

To replace the Annex “A” and Annex “C” in order to incorporate the information raised in the questions:

ANNEX "A" REQUIREMENT

ROLLER SYSTEM 1. SCOPE

1.1. Purpose. To obtain a roller system to transport platform aerial delivery loads across a hanger work space to a loading area.

2. BACKGROUND

2.1. DND will be moving from a maintenance bay to a 1,000 sp. Ft. hanger to aid in handling current demand and growing capability. In the past, we have moved loads through the build phase via pallet jack. The roller system will enable the seamless move of a load from one station to another in a more time effective manner. The roller system will also allow for multiple concurrent builds, thereby maximizing the use of floor space like an assembly line and moved to the next station without the use of a pallet jack.

3. TERMINOLOGY

3.1. Aerial Delivery Loads. Military specific equipment rigged on a platform to be air dropped via parachute system. Weight can range from 200lbs (light), 2,200 lbs. (medium) to 20,000 lbs. (heavy).

4. REQUIREMENTS

4.1. The contractor(s) will provide the number and configuration of equipment detailed in the deliverables section below:

4.1.1. Gravity Type, Width - Min 72 inches Max 96 inches;

4.1.2. Total Length- sections linked together totaling min 80 feet, maximum 90 feet, (not including transfer table);

4.1.3. Supports to elevate system off the ground – Minimum height 6 inches, Maximum 18 inches;

4.1.4. Omni-directional transfer table - min 10 feet by 10 feet, max 12 X 12 with a maximum height of 12 inches, which supports up to 20,000 lbs; 4.2 Constraints. System must be able to support up to 20,000 lbs working loads,

have a capacity of 220lbs per square foot, and roller must have exposed tops to allow for oversized pallets to be moved without hindrance.

4.3 The Contractor is responsible for ensuring that the Work fully complies with the requirements of the Contract and, in particular, the Contractor is responsible for ensuring that the Work fully furnish and correspond to the Requirement in Annex A

5. DELIVERY REQUIREMENTS

5.1. Linear sections as per 4.1.1;

5.2 Qty 1 Omni-directional transfer table as per 4.1.4;

5.3 Supports to elevate system once assembled; minimum height 6 inches, maximum height 18 inches off the ground;

5.4 Assembly diagrams and instructions; and

5.5 Qty 2 Times all the hardware required to assemble and elevate the roller system. 5.6 Complete system delivery no later than 1 March 2021.

ANNEX "C"

Mandatory Technical Evaluation Criteria

The Bidder must demonstrate that their proposed equipment meets or exceeds the following Mandatory Technical Evaluation Criteria (MTC) For each specification listed, the bidder must include a reference to supporting technical documents included with their bid, such as literature, brochures and/or specifications for their proposed equipment, where it is clearly demonstrated that their proposed equipment meets the specification. If any of the equipment specification is missing from the supporting technical

documentation, then the Bidder must provide a narrative to demonstrate how the equipment meets that particular specification.

In order to facilitate the evaluation of the bid, Canada requests that Bidders address and present topics in the order of the evaluation criteria under the same headings.

In the “Reference to Substantiation in the technical Bid” column, the bidder should state the page number and other information that would assist the evaluation team in locating the bidder’s response to each of the MT in their proposal.
