1. Introduction

About the System

Unified Reporting System provides data entry facility for Budget Execution Documents.

Budget Execution Documents (BEDs) are as follows: 1. BED 1 – Financial Plan

2. BED 2 – Physical Plan

2. Getting Started

Log in

To log in:

a. Launch any internet browser (best viewed in Mozilla Firefox or Google Chrome ) by double-clicking on the shortcut icon on your desktop. b. Type http://urs.dbm.gov.ph in the Address bar, and hit Enter. The Unified

Reporting System login page will be displayed. OR

Double-click the Unified Reporting System application shortcut in the desktop, if available.

Page | 6 c. Enter a valid User ID and Password.

Note: Password is encrypted.

Upon initial log in, the system will redirect the user to change the default password.

d. Click . The Unified Reporting System landing page will be displayed.

Unified Reporting System Landing Page Five Types of Users:

1. Maker – prepares the reports and has access on the changes of quarterly and monthly amounts

2. Reviewer – checks the reports prepared by the maker and has access of the viewing of quarterly and monthly amounts

3. Approver – approves the reports and has access on the viewing of quarterly and monthly amounts

4. Admin – Agency User Management, BMB and Regional Analysts and who has access on the Consolidated Reports

3. Search and Retrieve Records

a. Click and select values on the search criteria.

b. Click for the lists to be displayed (based on the criteria selected).

Note:

To change the current search criteria, click button.

4. View, Edit and Retrieve Details

BED1

As a Maker

Note: Only the Maker can edit or modify the details of the Financial Plan. a. Search and retrieve records and view details (please refer to step 3). b. Edit details

1.) Click the right arrow button to collapse (list down) the sub activities of the parent the PAP.

a. Click Special Purpose Fund (SPF) tab.

b. Click the button.

c. A Pop-up window for the List of SPFs will appear.

d. Select the desired SPF by clicking the box.

As the box is selected, corresponding PAPs are automatically loaded in the Particulars column.

To remove a specific SPF and its corresponding PAPs, uncheck the box beside the SPF.

e. Click button to close the pop-up window.

f. Click the row that will be edited, and then click the button.

g. Input the desired amount, and then click the button.

Note:

 To add SPFs, click the button to make the pop-up window appear. Then

 To remove SPFs, click the button to make the pop-up window appear.

Then, uncheck the box beside the specific SPF.

Notes:

 As a default amount, the system will distribute the total appropriation to four

quarters under the Comprehensive Release columns. Quarterly Amount = Total Appropriation / 4.

 Q1, Q2 and Q3 are whole amount and the decimals (if any) will be added to

last quarter.

 Allowed to Save : Sum of all the Quarters with amount (Comprehensive

Release and/or For Later Release) =< Total Appropriation

 If there are Sub Objects with Sum of all the Quarters less than the Total

Appropriation, the Document won’t be submitted until these differences are reconciled.

 Font of the amounts, the Sub Object Code and the Sub Object Description

will be changed to red if the Sum of all the Quarters is less than the Total Appropriation.

Page | 22  If there are Sub Objects that have lower sub totals than the Total

Appropriation amount, font of the related Expense Class will be changed to red (it should be reconciled first before submitting the document for review).

 Not Allowed to Save: Sum of all the Quarters with amount

(Comprehensive Release and/or For Later Release) > Total Appropriation.

 If the Sum of all the Quarters is greater than the Total Appropriation, the

b. A Pop-up window for the List of SPFs will appear.

c. Select the desired SPF by clicking the box.

As the box is selected, corresponding PAPs are automatically loaded in the Particulars column.

Budget Year: Part B Page KRA (if any)

 PAPs that are tagged as KRA are extracted from Budget Preparation and Management System (BPMS) while Quarterly amount per PAP is

extracted from Part A Quarterly PAP amount. Program Budgeting (if any)

a. Click the row that will be edited and then click the button b. Input the desired amount per quarter.

c. Click the button.

Notes:

Amount is editable per quarter; can be equal to or less than the original Quarterly PAP amount (but not higher).

 Allowed to Save: Quarterly amount =< original Quarterly PAP amount.  Not Allowed to Save: Quarterly amount > original Quarterly PAP amount.

 Status will be changed to FOR REVIEW and the Document will be available to the Reviewer.

As a Reviewer

a. View and review details (same process as to the Maker on how to view details except that details are unable to edit)

b. Click button.

 Status will be changed to FOR APPROVAL and the Document will be available to the Approver.

Note

 NCAA amount + NCA amount should not exceed the Total Monthly

button to remove the inserted row.
