With the development of the Province’s mental health and addictions strategy, ZDVD\HDURIGHHSUHÁHFWLRQVWURQJSURJUHVVDQGIUHVKRSSRUWXQLWLHV The Board has continued to provide the agency leadership and governance while anticipating the release of Virgo Planning and Evaluation Consulting report. I was honoured to serve as Chair of the Board of Governors for another year. :HZHOFRPHGVHYHUDOQHZPHPEHUVZKRKDYHH[KLELWHGJUHDWGHGLFDWLRQ thoughtfulness and foresight.
$OWKRXJK$)0KDVEHHQUHSHDWHGO\DFNQRZOHGJHGIRUSURYLGLQJH[FHOOHQWFOLHQW centred clinical services, the agency is aware of the need to improve processes for accessing those clinical services and reduce wait times. AFM’s ongoing Residential Service Review is part of the effort to improve the accessibility, HIÀFLHQF\DQGHIIHFWLYHQHVVRIRXUVHUYLFHV

The release of the Virgo Planning and Evaluation Consulting report will serve as a catalyst to accelerate our efforts to improve mental health and addiction services for all Manitobans particularly in the areas of improving access, coordination, accountability and sustainability.
Participating in the strategy’s development increased awareness and insight into the strengths and challenges of Manitoba’s mental health and addiction systems. It also provided important venues to discuss gaps and potential alternatives. There are multiple new opportunities for AFM and the broader system to improve collaboration through greater accountability and integration between mental health and addictions services, as well as the primary health care, social, education and justice sectors. As part of this endeavour, AFM is providing education and training to multiple sectors on how to provide services to individuals using methamphetamine. This effort includes improving website access to the best evidence material, and HQVXULQJIURQWOLQHVWDIIKDYHDFFHVVWRHDV\WRXVHPDWHULDOV$)0DOVRFRQWLQXHVWRH[SDQGLWV2SLRLG5HSODFHPHQW 7KHUDS\SURJUDPPLQJWKURXJKRXW0DQLWRED7KLVZRUNLQYROYHVGHYHORSLQJRQJRLQJSDUWQHUVKLSVZLWK5HJLRQDO+HDOWK Authorities and providing training to physicians, which strengthens Manitoba’s capacity to provide addiction medicine. 6HQLRUOHDGHUVKDYHDOVREHHQZRUNLQJWRJHWKHUWRHYDOXDWHHYLGHQFHEDVHGPRGHOVIURPRWKHUMXULVGLFWLRQVWKDWFDQ EHWWHUUHVSRQGWRFOLHQWVZLWKDGGLFWLRQVSUHVHQWLQJWRHPHUJHQF\VHWWLQJVSURYLGLQJWKHULJKWFDUHDWWKHULJKWWLPH It is important not to lose sight of the large impact alcohol has on our society. Non-medical Withdrawal Management Program (Thompson)
7KLVSUHWUHDWPHQWVHUYLFHSUHSDUHVFOLHQWVIRUHQWU\LQWR addiction treatment. The program is for people whose goal is recovery from addiction and who do not require medical support for withdrawal.

Manitoba Opioid Support & Treatment (MOST)
AFM offers opioid replacement therapy through locations in Winnipeg and Brandon for adults who are opioid dependent. 7KLVORQJWHUPSURJUDPVXSSRUWVLQGLYLGXDOVWRUHGXFHWKHLU use of opioids and improve their physical and mental health and overall quality of life.
INTENSIVE TREATMENT
FOR ADULTS
Residential Treatment
$VKRUWWHUPGD\VUHVLGHQWLDOWUHDWPHQWSURJUDPLV DYDLODEOHWKURXJKÀYH$)0IDFLOLWLHV%UDQGRQ6WH5RVH du Lac, Thompson and Winnipeg). The program provides clients with assistance and opportunities to address their alcohol, drug and/or gambling problems in a safe, highly VWUXFWXUHGHQYLURQPHQW:RPHQRQO\PHQRQO\DQGFRHG treatment services are available. The residential treatment programs include individual and group counselling, GLVFXVVLRQJURXSVHGXFDWLRQDOSUHVHQWDWLRQVDXGLRYLVXDO materials and opportunities to develop connections with H[WHUQDOVXSSRUWV
The men’s residential treatment program in Winnipeg includes the Community Pathways program. This VHUYLFHSURYLGHVRQJRLQJUHVLGHQWLDOSURJUDPPLQJIRU individuals who need additional support beyond primary treatment.
Day Treatment
The Day Treatment Program follows the same program structure and components as the residential program ZLWKRXWVWD\LQJLQUHVLGHQFH-XVWOLNHWKHUHVLGHQWLDO program, the Day Program is 21 or 28 days in length and is DYDLODEOHDVDZRPHQRQO\PHQRQO\RUFRHGGHSHQGLQJ on location.

AFM’s Impaired Driver Program aims to reduce impaired driving and address problematic alcohol and drug use. Counsellors use a respectful and nonjudgmental approach. The goals of the program are to:

In addition to a drug and alcohol assessment, the program provides education and counselling sessions, referral to substance abuse treatment programs as well as other community resources.
Winnipeg Drug Treatment Court
This is a special court for individuals who commit crimes to support their addiction to drugs. A primary component RIWKHSURJUDPLVVXEVWDQFHDEXVHWUHDWPHQW$)0ZRUNV in partnership with the provincial and federal judicial systems, community agencies and other addiction agencies to provide this service.

Parents and caregivers concerned about their child’s use of alcohol, drugs and/or gambling can attend information sessions aimed at helping them support their child while helping to establish a more manageable living environment. This program is designed for youth living with FASD who are involved with the justice system and have problematic substance use. This program supports youth to increase their quality of life and meet their goals. Healthy Child Manitoba and Manitoba Youth Corrections are partners in this project that is funded through the federal Youth Justice Fund.
