Restriction of Entry to PETRONAS’ Premises for PETRONAS Employees, Contractors & Visitors Who Are Not Fully Vaccinated from
October 1, 2021 Until Further Notice
Part A: Applicability of Restriction
NT CONTROL ORDER (TEMCO) DAYS PRIOR TO DECLARAION DATE 1. The Restriction applies to whom?
It applies to all PETRONAS premises in Malaysia as described below, including project sites, Right of Way (ROW) and metering stations:
b) Any land, building or part of the building c) Any vehicle, vessel, or aircraft
d) Any onshore or offshore installation, floating or otherwise; and e) Any tent or movable structure
2. Is PETRONAS making it mandatory for the employees to be fully vaccinated?
The vaccination remained voluntary on the part of the employees. The Restriction is premised upon PETRONAS’ duty to provide a safe working environment in so far as practicable under Occupational Safety & Health Act 1994 (OSHA) to all its personnel, contractors and visitors entering the premises.
3. Does this Restriction apply only to permanent employees of PETRONAS?
This Restriction applies to all PETRONAS permanent employees, contract employees (both CDH and MSC) across all PETRONAS operations in Malaysia.
4. Do visitors need to be fully vaccinated as well to enter PETRONAS premises and facilities?
Yes. This includes enforcement agencies and officers as well. The host must communicate the restriction at the point of arranging for a meeting/engagement and disseminate the applicable SOPs prior to enable needful arrangements prior to entering PETRONAS’ premises. This is to ensure the health, safety and protection of all PETRONAS employees and others within its premises and facilities.
5. Does this Restriction apply to all PETRONAS events that are held at non-PETRONAS external premises, e.g. Convention Center and Hotels?
Yes. The Restriction need to be communicated to all the potential attendees upon issuance of the invite. The Restriction also applies to the personnel of the external premise and third-party service providers. Proof of vaccination will be asked upon registration.
6. Who will verify the proof of vaccination?
For PETRONAS’ premise it will be verified by PETRONAS Group Security. For PETRONAS event organized outside PETRONAS’ premise, the same will be verified by the organizing secretariat or the personnel of the external premise or third-party service providers.
All employees, contractors and visitors are required to provide proof of vaccination, including the COVID-19 digital vaccination certification (e.g., via the MySejahtera app for Malaysia) prior to entry into PETRONAS’ premises
7. When will this restriction be enforced?
Effective 1st October 2021.
Part B: Vaccination Type
8. Is there any specific list of approved vaccines?
Any vaccines approved by the National Pharmaceutical Regulatory Agency (NPRA), any vaccines as recommended by World Health Organization (WHO) and any vaccines as approved by the respective countries.
9. Will I still be allowed to enter PETRONAS premises if the vaccine taken overseas is not listed under the WHO approved list or respective countries, will I be allowed to enter the PETRONAS premises?
It will be subject to the approval from the travelling country and permission to enter Malaysia as provided by the relevant enforcement agencies. It will also be managed on case-to-case basis by PETRONAS.
Part C: Fully Vaccinated Person 10. What fully vaccinated means?
A fully vaccinated person means a person who had received the completed dose of vaccination and had passed the required period for the immune system to mount its full response depending on the type of vaccines received as imposed from time to time by either the Ministry of Health (MOH) Malaysia; or by the World Health Organization (WHO) or other internationally recognised authority for international travellers coming into Malaysia.
Example of the required period is as below:
• Fourteen (14) days after the second dose in a 2-dose series, such as the Pfizer, Astrazeneca or Sinovac vaccines.

11. After I received my vaccination, do I need to wait for an optimum immune response and protection duration prior to entering PETRONAS’ premises and facilities?
Yes. You need to pass the days for the immunisation to mount its full response as required which could vary based on the type of vaccines you received as imposed from time to time by either the Ministry of Health (MOH) Malaysia; or by the World Health Organization (WHO) or other internationally recognised authority.

12. I have only received my first dose of vaccine; will I be allowed entry to PETRONAS premises?
No.
13. What happens if I am not yet fully vaccinated on the effective date of this requirement?
You can contact your respective HR team at HCU/OPU/BU to assist you on this matter.
14. I have yet to receive my vaccination appointment even though I have registered through the MySejahtera app. Will I be assisted on this matter?
You can contact your respective HR team at HCU/OPU/BU to assist you on this matter.
Part D: Stipulations Covering Third Parties within PETRONAS Premises 15. Who encompasses third parties?
Contractors and/or external service providers engaged by PETRONAS or it Group of Companies.
16. Does the Restriction apply to third parties?
Yes, if they are entering into PETRONAS’ premises.
17. In what situation will third parties who are not fully vaccinated be allowed entry into PETRONAS’ premises and facilities?
In situations where such third parties are from the authority or law enforcement agency entering PETRONAS’ premise to carry out their official duties on ad-hoc basis e.g., spot check (PETRONAS is not informed on their arrival before-hand) and during emergency.
The host must communicate the restriction at the point of arranging for a planned meeting/engagement and disseminate the applicable SOPs prior to enable needful arrangements prior to entering PETRONAS’ premises.
Part E: Exceptions to the Restrictions
18. Are there any exceptions to the Restriction?
Yes. The Restriction is not applicable to PETRONAS premises where it is not practicable for PETRONAS to impose the Restriction as follows:
1. Premises rented out to 3rd parties
2. PETRONAS’ Retail Stations/Service Stations (PSS)
3. Port and terminals where it involves 3rd party vessels and crew members which include the oil and gas terminals, regasification terminals and other PETRONAS’
ports for import and export of hydrocarbon products such as but not limited to Sabah Oil & Gas Terminal, Sabah Gas Terminal and Terengganu Gas Terminal;
Kertih Port and Urea Export Terminal; Regasification Terminal Sg Udang and Regasification Terminal Pengerang
4. Other PETRONAS linked premises such as, but not limited to, the following:
a. Airport e.g. Kertih Airport
b. Hotels, e.g. Mandarin Oriental Hotel, Traders Hotel and Impiana Hotel c. Suria KLCC
d. Petrosains
e. PETRONAS Twin Towers visit for general public f. Galeri PETRONAS
g. PETRONAS Gift Shop h. Twin Towers Fitness Centre i. Petronita Crēche
j. Dewan Filharmonik PETRONAS; and k. KL Convention Centre
19. Does this restriction apply to visitors of PETROSAINS, PETRONAS Galeri, DFP and SkyBridge?
No. However they must fulfill the set SOPs that have been notified prior to the entry or purchasing of the ticket.
Part F: Proof of Vaccination
20. Will my proof of vaccination be accepted for entry into PETRONAS premises and facilities if it’s not from MySejahtera apps?
PETRONAS Group Security personnel will be checking the proof, including the validity of the certificate upon entrance to PETRONAS premises and facilities.
Part G: Enforcement and Management of Unvaccinated Employees
22. If I have obtained consent by health professionals to not be vaccinated, will I be restricted to enter PETRONAS premises and facilities?
This matter will be attended on case-by-case basis. In principle the Restriction is to uphold and ensure maximum protection and safety of PETRONAS employees, including others.

23. How do I get myself vaccinated?
