REQUEST FOR PROPOSAL:

PRT 2015-04 - LIVE STREAMING WEBCAMS

The Township of Algonquin Highlands is accepting proposal / quotation for the supply, installation and support of outdoor live streaming webcams for two sites, below.

The purpose of the webcams is to generate interest and awareness of the two sites by allowing the general public to access a current, live streaming view of events, activities and scenery at the respective sites.

The sites include:

1. Stanhope Airport, 1168 Stanhope/Haliburton Airport Road, Algonquin Highlands, ON 2. Dorset Scenic Tower, 1191 Tower Road off Hwy 35, Dorset, ON

A general site description and photos are attached in Schedule 1. Scope of Work:

1. Supply and install cameras that are capable of supporting high definition live streaming video images.

2. Cameras must be housed in weatherproof enclosures capable of year-round operation in the Haliburton climate. When considering the housing, it should be recognized that it may not be simple to frequently clean exterior lenses, etc.

3. The camera located at the Dorset Tower is to be a robotic camera capable of being moved remotely by a Township administrator. The mounting location should take into account reasonable access for maintenance while considering security from vandals

4. The camera located at the Stanhope Airport is not needed to be robotic. The mounting is on the roof of a single-storey, year-round building (see attached photo).

5. Camera installation must include all hardware, cabling, camera software, connections, etc, and be turned over to the Township in fully operating / online status.

6. Bidders shall advise the Township on the capacity / capability of existing internet service at each of the two sites as it relates to both standard live streaming / hi-def live streaming, including bandwidth required to support this. Bidders shall advise the Township if an alternate ISP or method is required to enable hi-def live streaming. Current Internet Suppliers at each of this sites are currently:

a. Dorset Scenic Tower: Highlands Internet Service; http://www.kawagama.ca/ b. Stanhope Airport: Bell Internet.

7. It is proposed that the Township’s current website / hosting providers will provide hosting

services.

8. Despite Item 7, bidders who also provide this service may provide a quote for hosting services, provided it is identified as a separate item and attached to the quotation page.

9. Cameras must utilize open source codex at H.264 standard and be capable of being viewed on any browser.

10. Establish a public-facing IP address for the camera.

11. Complete installation work and follow up with hosting providers to ensure that the cameras are fully functional and are supplying high definition video streaming on the Township’s website www.algonquinhighlands.ca

12. To monitor use, a counter identifying the number of current/momentary feeds and an overall total of hits is requested.

13. The successful supplier must be willing to coordinate with others in this matter including the Township of Algonquin Highlands’ website developer / host, Haliburton County IT department, Township staff, and internet service providers for each of the two sites.

14. Quotations must clearly identify and itemize all immediate costs including, but not limited to, equipment, installation, setup, and any other immediate costs as would befit a turnkey quotation.

15. In addition, Cost Breakdown must clearly identify and itemize all ongoing costs including, but not limited to, support, maintenance and any other ongoing cost.

16. The supplier must clearly state his product warranties and identify procedures to make repairs in the event of breakdown.

We the undersigned have examined the specifications and the locations of the work described herein and are fully informed as to the nature of the work and the conditions relating to its performance and understand that the quantities are lump sum determined by bidder.

The undersigned hereby proposes to furnish all labour, equipment and materials necessary to do the work as specified herein.

The undersigned agrees that this Quotation shall remain open for acceptance and the prices shall remain firm and unchanged, not withstanding any error in calculation, for a period of thirty (30) days, from the date of closing this Quotation, and the Township may at any time within the said period accept the said Quotation whether any other Quotation has been previously accepted or not. Initial acceptance of the Quotation shall be by telephone. Notification of Final Acceptance shall be given upon completion of the Form of Agreement between the Contractor and The Township of Algonquin Highlands.

1. BASIS FOR REJECTION OF QUOTATION

Quotations may be rejected for any one of the following reasons: a) Quotes received after the closing date.

b) Quotes received on other than quotation form supplied. c) Quotes not completed in ink or not typewritten.

d) Quotes not properly signed.

2. ACCEPTANCE OF QUOTATION

The Township reserves the right not to accept the lowest or any quotation.

Quotations must clearly break down costs, including equipment, installation and associated and support costs.

3. HEALTH AND SAFETY

All contractors who are working on a project for the Township of Algonquin Highlands shall, prior to the commencement of any site work, provide proof of liability insurance, kept in full force and effect for

the duration of the contract/project, and hold harmless and/or name the Township of Algonquin

Highlands an additional insured; provide a WSIB Clearance Certificate; and sign and return the Contractor Acknowledgement Statement.

4. STARTUP AND COMPLETION DATE

The successful bidder shall commence the work described herein on or about the date noted by the contractor. If this completion date cannot be met, the Township may at the discretion of its Parks, Recreation and Trails Manager in consultation with the CAO, cancel this contract.

5. LOCATION(S)

Bidders may request a site meeting with Township staff to clarify any questions regarding the project. 6. PAYMENT

Payment in full for this quotation will be made in one lump sum within 30 days of completion of work; or upon request, in two payments, the first upon completion of 50% of the work, and a final payment upon 100% completion. This recognizes that timing for installation at the two sites may differ, and that coordination of work to avoid disruption of services must be considered.

7. CONTRACTOR'S DISCHARGE OF LIABILITIES

The Bidder shall discharge and cause each Subcontractor to discharge all liabilities incurred, for labour, materials or services, used or reasonably required for use in the performance of this contract on the date upon which each becomes due. At the request of the Township, the Bidder shall furnish the Township with evidence satisfactory to it that his liabilities and those of the Subcontractors, as aforesaid, have been discharged and this shall include a certificate or certificates from the Workers' Compensation Board that they have complied with the requirements of the Workers' Compensation Board and are in good standing on the books of the Board.

No payment to which the Bidder is otherwise entitled under this contract shall be at the discretion of the Township, be due and payable to him so long as he or any Subcontractors are in default under this section, and upon such default occurring, the Township may, in respect of claims submitted by creditors having a contractual relationship with the Bidder, after notice in writing to the Bidder and his surety, withhold payment on the whole or any part of such liability of the Bidder. Interest will not be paid on any such funds withheld.

Schedule 1: Location Descriptions

Stanhope Airport:

Stanhope Airport is a municipal airport facility with a 1,000 square foot single-storey terminal

building. The proposed installation location is the eaves of a small cupola on the roof of the building

to overlook the runway area.

Dorset Scenic Lookout Tower:

This 100-foot steel tower is located on a hill, offering outstanding scenery that has resulted in the site

being a recognized tourist destination. In particular, the site is particularly popular from early

September through mid-October when for those taking part in fall colours trips.

Installers will wish to be aware that the Tower is scheduled for an engineering inspection by Tulloch

Engineering in spring of 2015 to assess its structural condition.

The tower is accessible by stairs. It has a platform at the 80-foot level and a main cupola at the

100-foot level.
