Section 2: Provider Vision, Background and Capabilities (9 pages)

2.1 Provider Vision / Strategy (open-ended response)

For the last several years, Academy Institute of Cosmetology Arts and Science (AIC) have been working to prepare students with technical training. The pathway students are on allows them to become state certified in vocational areas. AIC provide students the opportunity to become work ready and allow them to futher their education by working and completing higher education.

The Course Choice program will all AIC to extend it services to high school students and people in the community seeking IBC. Students will continue their high school education and finish with a certification that will allow them to work during high school and after high school.

At AIC, we will work with families and schools to provide interactive and effective face-to-face training, and online training that will give students the opportunity to succeed. Our purpose is to provide students all over Louisiana with learning options based on a technology-facilitated training, in class training using the best standards-aligned curriculum. Students will have in class instruction and practical training to provide skills necessary to become employable upon completing the training. AIC will allow Louisiana students to become successful in skills that are IBC applicable and provide them with a source of income to continue on a path that will allow them the option of adding college credits if they choose to

The Louisiana Course Choice program provide new and exciting choices that help all students in Louisiana to choose an academic program that provide college training and job readiness skills. AIC can provide the services needed for students who are looking to be ready to meet the challenge of the work place and higher education if they so desire. AIC is ready to deliver cost-effective courses/practical training that meet the initial desired outcome of the Course Choice program.

It is AIC’s goal to improve academic achievement, prepare students for college and certify students with IBC that will allow them to work or work and go to higher education programs to obtain a college degree. AIC have experience in education, entrepreneur skills, and certifying students who complete a high school program, and helping students who did not complete high school to take the GED program with IBC training for jobs.

AIC has worked with WIA to provide training to students based on data-driven, project-based activities that will allow students to move at their own pace and complete and individualized program to suit their individual needs. We are ready to provide service to 10-12 grade students who want to finish high school with an IBC that prepare them to work no matter what their higher education goals are.

A Strong History

Academy Institute of Cosmetology was started in 2007 providing cosmetology training for students out of high school and those who were over aged and in need of a different program in order to be a success.

AIC had added on to the program to include other career areas that will allow students to become work ready in a short period of time to take them out of the failure mode to a success mode that help to change the outcome of students lives.

AIC founder has over 37 years teaching high school Business and English, and Entrepreneurship. AIC is developing to have on line distant learning training that will benefit students all over the state. A lone list of educators is in line to help make a difference in the lives of students who are struggling to become a success. Students out of college may take IBC’s to help increase their chance to get a job. The top level advisors are all educators who have many years in education and know what students need and how to go about providing the services needed to make all students not be left behind.

Strong Leadership

The founder of Academy Institute of Cosmetology Arts and Sciences is a high school teacher with a BS in Business and English, a Master’s in Administration and Supervision and a plus 30 in guidance. The team of retired educators is in place to help move the programs forward in the academic areas, and professionals in the various fields of study will be a part of the team to certify students in vocational courses of study.

AIC founder, Ms. Veraniece Williams, worked in Louisiana Schools since 1971, and trained high school students in Entrepreneurship for six of those years. Advisor of the Marketing Education Program, Won outstanding Entrepreneur teacher of the year, Tulane University, A business owner for over 25 or more years employing people part-time to help the community.

2.5 Format / Technologies Used to Deliver Courses (open-ended response)

Courses will be delivered online, face-to-face instruction, combination, other. Student will have classes with small group, whole group, and independent study. We follow State Board of Louisiana guidelines for most of our courses. The medical area follows the guidelines as stated in the State Department of Education. Academy Institute of Cosmetology has an outstanding curriculum that will get students prepared to work and father their education of a higher level. AIC also help students achieve their career goal for short term success and provide them with an opportunity to work toward their long term goals.

For students in the Baton Rouge area, it is possible to attend face –to-face session in a classroom setting. However, AIC courses are able to deliver fully online anywhere there is an internet connection- from home, in a library, or in a school setting. Software is available to allow students to work on line for practical skills necessary to pass both the written and Practical part of the State Board Exam. We at AIC are able to monitor student progress and give credit for the on-line training sessions. Students will be required to come to the home base for testing at some point during the on-line training session to allow instructors to evaluate the progress of student’s practical training. Grading will be posted on line to allow students to keep-up with their progress at anytime. Grades, courses, schedules, contact information, and technical support will always be available to students.

Curriculum Principles

Most of the vocational courses follow a state approved curriculum as in Cosmetology etc. State Board of Cosmetology approved the course work that students must follow. AIC courses also offered other

career programs that are state certified and approved for students. AIC courses are built with IBC guidelines in mind.

AIC courses are geared to train students in vocational technical skills needed to obtain work. The course is aligned to the CCS. We are also prepared to provide student with a GED program provided by EBRSB Adult Education program. AIC and Adult Education of EBR are a joint venture working to pair high school certification and Career/Tech skills to improve the life of students and community.

3.4 Delivery Methods / Differentiating Instruction (open-ended response)

The largest class size will be 20 students per students. Students work at their own pace for most of our career programs. The amount of work, small group, and whole group, choice/methods of providing assessments, worksheets, CD training, workshops, practical training, and other methods will be used to provide vocation training. Students may move as at a pace and level of their choice. The will be given extended time if need be. Etc.

3.5 Addressing Special Need Students (open-ended response)

Students with special needs may come with an assistant to help them facilitate. AIC will work to pair students with the proper training program that will all them to work.

4.1 History / Examples of Instructional Quality (open-ended response)

Academy Institute of Cosmetology Arts and Sciences is a young company. We have provided services for up to 20 students; Ten of which have gotten licensed and several working toward getting licensed. However, Veraniece Williams, owner, have up to 40 years teaching business education to high school students. I trained high school students to become entrepreneurs for six (6) years. I am currently teaching in EBRPSS teaching English. I am a listened Cosmetologist/Entrepreneur. I worked with WIA to train these students. IBC is my passion. It was my Vocational training that allowed me to live better. My College degree opened doors, but my vocational business training allowed me to make money to live well. Industry is ever changing and it is taking more than college to live successfully. We will be working with other professionals who have experience, passion, drive, and the proper knowledge of K+A+C=E3 (Knowledge + Action + Commitment = Economically Engaged Entrepreneurial.

4.2 Instructor Qualifications (open-ended response; instructor resumes exempt from page limit) Academy Institute of Cosmetology Arts and Science will recruit retired educators who have years of experience in education and have been proven successful in preparing students for higher education and vocational training. AIC will post on EBR site as we will be working with the Adult Education Program providing IBC training for young students/adults in need of both a GED and Career opportunity. All AIC staff holds the certification and credentials required for the areas they teach. Many have earned advanced degrees. All of the teachers will be highly qualified in the subject area and will meet Louisiana’s teaching credentialing requirements, as outlined in Bulletin 746.

4.3 Data Supporting Instructional Effectiveness (open-ended response)

AIC will monitor student achievement through up-to-date evaluation process as put forth by the State of Louisiana. Using up-to-date technology principals and Supervisors can pull reports that monitor teacher and students performance. Instructors are held to rigorous standards as detailed in Louisiana CCS program. All Teachers are expected to meet specific expectations under the following guidelines:

Document and review all interactions with students

Collaborate and develop professionally by going to professional development

workshops

Provide high quality instruction resulting in student learning

Monitor student performance and provide timely feedback and intervention

Personalize students’ programs

Monitor student participation

Communicate by documenting all required contacts

All instructors will attend training and orientation courses. They will team teach, develop small group module, use 3-2-1 Reading strategies, and use differentiated instruction, and follow Common Core Standards for teaching students.

In the workshops provided to teachers, they will be equipped to teach and use:

AIC curriculum and have knowledge of how to implement it in a face-to-face setting

as well as one-line environment

Strategies and best practices for instructing students in the classroom

Learning plans and individualized instructional programs for teaching

School processes and policies

Section 5: Accountability (6 pages)

The goals of each area of study is to provide students with training that will allow them to go from the classroom to on the job training and work. For the LCC program, AIC will make possible the following goals:

95% if students will demonstrate mastery of skill necessary to be a successful

worker.

80% of the students will pass certification test; the other 20% will be give a second

opportunity

AIC plan to change the community by providing career opportunities for students and adults across the state of Louisiana

5.2 Progress Monitoring (open-ended response)

AIC will use standardized test like EduSoft to pretest and posttest students to determine where they are and how will they have grown during the course of study. Students will be given progress reports, take test that will be posted in an assessment board throughout the school.

5.3 Assessment / Accountability Systems (open-ended response)

Describe the data you will collect on quality and instructor accountability and why (e.g. student academic achievement, attendance, credit accumulation, longitudinal). Describe the method and frequency of data collection and analysis and data reporting. Describe structures and systems in place to collect these data. Indicate who will be responsible for collecting and verifying data, and then disseminating data for reporting requirements.

Course Choice providers are accountable to the Louisiana State Board of Elementary and Secondary Education (BESE) for meeting each student’s academic, financial, legal, and contractual performance standards. The BESE will monitor and evaluate the performance of course providers against BESE’s rigorous standards and expectations for its course providers. BESE will evaluate providers through an ongoing series of reports and board actions. Approved course providers are granted a three-year initial agreement, contingent upon results of the reporting requirements at the end of the third year. Course providers that are unable to demonstrate academic progress or unable to comply with legal/contractual or financial requirements may face sanctions or revocation.

Pricing Comments (if any):

Pricing is based on the fact that high school students need help with funding. AIC provide scholarship as part of the package to assist students in being able to afford to complete training while they are in school. Tuition for non high school students is $16,000 for cosmetology course. All fees have been reduced to accommodate under classman to acquire a trade with high school training. The tuition for post secondary students is another price.

Payment terms for self-paying students must include: a) timing of payment(s); b) conditions for reduced payments for students who complete the course late, or who do not complete the course

6.2 Tuition Price Bid Description (open-ended response)

Student pricing for the course offerings was arrived at based up a volume discount for the state of Louisiana. Prices are approximately 25% to 45% discount from what a “retail” student would be required to pay. School based pricing takes into account the volume possible and the marketing of the program to available students.

My price is based on market cost for training students. I am reducing my school for high school students to provide and opportunity for them to get high school skills and IBC skill as well.

enrollment for your course(s)? We can enroll 20 students per session; but we can enroll another 20 students once the enrollment is completed. It is 20 students per teacher. We would simple hire another teacher on a per/need basis.

What contingencies has your organization developed in the event that one or more students enrolled in your course(s) would not complete the course(s) on time, delaying the second LDOE payment for that / those

students?

Students are given several months to complete the program after their time slot is up, however we track student’s attendance to make sure they make it to

completion day. The fact that they will be employable gives students the motivation to finish in a timely manner. We use mentors and coaches to assist students in completing at the proper finish time. Jobs may e waiting for them to

complete the programs; therefore, we don’t have too many problems with students not finishing on time.

What qualitative commentary would you offer to indicate your organization’s sound financial structure and strength?

Academy Institute of Cosmetology Arts and Sciences is a sound professional driven company with potential to grow in the future. The school is new, but we

own our entire asset needed to operate to do business. I am a retired high school teacher who returned to work to ensure the sound operation of my

business.

She served on the school improvement team as a chairperson overseeing the development of John McDonough High School Improvement Plan. Ms. Williams was the Marketing/Entrepreneurship Director for six years. She put high school students to work/school and developed their business skills, thus allowing them to run companies and becoming productive at work and being entrepreneurial. She has taught Business Education since 1976 and has been the CEO of several companies. Ms. Williams taught Entrepreneurship to high school student for six years and won Outstanding Entrepreneur Teacher of the year Tulane University; one of her students also won this award for student entrepreneur. AIC provided opportunities for several young people to get a career and become successful. This has been the mission of Ms. Williams since we were in college.
