Office for Gender Equality (Equal Opportunities)
Margarete von Wrangell Programme
FAQs
based on the application guidelines 2020
1. CALL FOR APPLICATIONS What is the goal of the financial support programme?
The programme aims to encourage and give particularly qualified female researchers the material resources to qualify and become eligible for professorship.
All female researchers seeking a university professorship after successfully completing their doctoral degree can be accepted into the programme. The previous restriction to habilitation procedures has been dropped.
How many grants are awarded throughout Baden-Württemberg?
Hitherto, up to ten new female researchers have been granted the funding every year. 2. ELIGIBILITY TO APPLY
Who can apply?
Applications are open to excellent female researchers at Ulm University who have successfully completed their doctorate and are aiming for a habilitation (at Ulm University!) and a career as a professor.
What is a 'particularly good' promotion result? 'Cum laude' or better.
Can I apply if my doctoral procedure is not yet completed?
No. The doctoral procedure must be completed by the deadline (end of the application period provided by the Ministry of Science, Research and the Arts Baden-Württemberg; MWK). Am I eligible to apply if I have a permanent employment contract?
No.
Can civil servants apply?
Yes, unless you have tenure. This means that W1 professors (junior or tenure track professorships) are eligible to apply at an early qualification stage.
Is there an age limit?
No. A rejection of the application solely on the grounds of age is inadmissible under the anti-discrimination law. However, the applicant's subsequent chances of appointment to
professorship will also be assessed.

What does the funding include? The funding is granted within the framework of an employment relationship in accordance with TV-L (collective agreement of the federal states) E 13. The funding is limited to the position of the habilitation candidate. The University provides an appropriate infrastructure for the
researcher to conduct her research work. Other expenses such as materials and equipment, travel or staff costs must be covered through third-party funds.
When does the funding start? In the third quarter of 2021.
Is the sequence of the funding periods – first MWK-funded, then university-funded – fixed?
Yes, these cannot be swapped. It is not possible to start with the university-funded phase. Is it possible to apply for funding for less than five years?
Yes. Shorter funding periods may be considered if sufficient preliminary work has already been done and the habilitation is expected to be completed in less than five years.
The funding period applied for must not exceed the possible period of continued employment in accordance with § 2 para. 1 sentence 2 of the Wissenschaftszeitvertragsgesetz (short:
WissZeitVG; law on fixed-term employment contracts in the science and research sector). The funding is divided accordingly between the MWK and the University.
Example: 3 years total funding is applied for. The MWK will finance two years and the University will finance the subsequent year.
Who provides the funds for the University's share of the funding? These funds must be provided by the applicant's institute or clinic. Can the University's share be financed through third-party funds? No. Only federal state institutions are eligible fund providers.
When must the position be allocated to a cost centre?
Once funding has been approved, the University/clinic will issue an employment contract for the entire funding period. At this time, a concrete position number must be allocated by the
respective institute/clinic.
I am already being paid according to TV-L E14. Can I apply accordingly for higher funding?
No, the funding does not go beyond E13. However, it is possible for your institute/clinic to pay the difference. This requires some simple administrative details once the funding has been approved.
5
Can the Margarete von Wrangell Programme be combined with other funding programmes?
Yes, it can be combined with research funding programmes (e.g. materials and equipment). This depends, however, whether the other funding programme prohibits the combination with other funding. Simultaneous funding of the position through other (EU) programmes is not permitted.
4. TASKS AND DUTIES
What does the obligation mean 'to concentrate one's full work capacity on the qualification project'?
The Margarete von Wrangell Habilitation Programme is not available for part-time positions and cannot be used to expand a part-time position to a full-time position. The funding is explicitly for a full position for up to five years in order to complete the habilitation within this period.
If you need advice on this issue, please contact the Office for Gender Equality. Can the funding be paused?
In justified cases, the programme may be paused (e.g. for family reasons or to take advantage of another temporary funding opportunity).
At which university does the teaching obligation of four hours per week have to be carried out?
At Ulm University.
When is the certification as an examiner (Prüfungsberechtigung) issued?
At Ulm University, the respective faculties will issue the certification as an examiner within one month upon notification of the grant approval. If the funding is not approved, no certification as an examiner will be issued.
