INVITATION OF APPLICATON TO QUALIFY FOR THE WORK OF PLANNING AND DESIGN FOR REVISED MASTER PLAN & NEW BUILDINGS FOR IITM RESEARCH PARK AT TARAMANI, CHENNAI
NOTICE
The Chief Operating Officer, on behalf of IIT Madras Research Park, invites application in sealed cover, in the prescribed form along with details, from interested Architects, to pre qualify them, for the work of rendering planning and design services for the work of
Planning and Design for revised master plan and New Buildings for IITM Research Park at Taramani, Chennai.
The application may be downloaded from the website (www.respark.iitm.ac.in ) of IIT Madras Research Park, free of cost.
Step 1 (Application, registration details and Forms A to E to be enclosed)
The cover containing application should reach the office of the Chief Operating Officer, 1st floor, IIT Madras Research Park, Kanagam Road, Taramani, Chennai – 600 113 by 03:00 PM on or before 17-12-2012. The same shall be opened at 0.3: 30 PM on 17-12-2012 and processed and a list of Architects who can be considered for the technical evaluation will be drawn.
Step 2 (Technical Details, Drawings, Models etc and Financial details to be enclosed in Two Covers)
Such Architects who have been pre-qualified based on the documents submitted by them, will be intimated to submit drawings, other details of the project (Cover – 1) and financial proposal for rendering the planning and design services (Cover – 2), in two separate covers. They also have to make a presentation about their proposal before an authorized
committee.
A pre-bid meeting of the pre - qualified Architects will also be held on a date that shall be intimated in due course, in which the requirements of the Research Park can be further clarified.
First the Cover -1 containing the technical details, drawings etc will be opened and evaluated by an expert committee constituted by the Research Park. Based on evaluation of the technical submittals, a list of Architects whose financial proposals can be opened will be drawn and the concerned will be intimated about the date and time of opening of the cover – 2 containing the financial proposals.

Financial proposals of only those Architects who have been qualified based on the technical submittals shall be opened.
The successful Architect will be decided after assigning due weight age for the technical submittals and the amount quoted for rendering the planning and design services. The COO is not bound to qualify the Architect who has quoted the lowest rate for the service.
He can reject any or all the proposals with out assigning any reason.

IIT Madras Research Park, which is first of its kind in India, has been modelled in line with other successful research parks else where in the world. It has a larger agenda that focuses on the incubation efforts and on propelling successful innovation in established R&D focused companies. IIT Madras Research Park facilitates a collaborative
relationship between tenants/clients and IIT Madras. It connects industry personnel to the "innovation inputs" of knowledge and acts as a catalyst for radical, high-tech development.
IIT Madras Research Park believes that the coming together of the Corporate R & D, the faculty and students of IIT Madras, will increase the probability of successful innovation. Tower –I of the Park has been commissioned and it in operation successfully.
Now IIT Madras Research Park desires to take up the construction of New buildings for which a suitable Architect has to be employed.
Broad Scope Of Work
IITMRP intends to develop a revised master plan and plans for new buildings and services along with necessary infrastructure facilities. The broad scope of work is
a) Preparation of revised master planning, layout, infrastructure, urban and landscape design for developing a campus in 11.42 Acres land with a total FSI area of about 1,14,500 Sqm including an existing building of FSI of 37125 Sqm.
b) The total Built up area now planned (including non FSI and parking and service area) is estimated to be approximately 1,14,000sqm.
c) The total built up area of existing building is approximately 50,000 sqm Special Design Requirements
1. The Organizations setting up their research facilities in the proposed buildings can be broadly divided into 3 verticals namely.
a) Chemicals, Biological Labs and Material Science – about 25% of the area b) Mechanical – about 20% of the area
c) IT Industries, Electronics etc – about 55% of the area
2. It is desirable to allocate entire zones of the new facilities to each vertical for ease of services planning, allocation and maintenance.

3. IITM RP has a tie-up with an Anchor client who has special requirements like double height floor in Ground level, heavy floor loading etc. The same has to integrated suitably.
4. It is desirable to provide a height of 7.0 m for the Ground floor and 5m for the First floor. Subsequent floors can have an average height of about 4m .
5. The maximum height permissible as per AAI restrictions (including OH Tanks, lightening arrestor etc) is 65m.
6. Facilities for moving heavy equipments vertically, ETP, Water supply and drainage arrangements in some of the areas etc.
The brief requirements of the project and the design philosophy are given in Annexure – A
Proof of Constitution of the Architect
The Architect can be an Individual, a proprietary firm, a partnership firm, a private limited company or a public limited company.
1. In case of sole proprietorship / HUF - an affidavit executed before a notary public that the applicant is the sole proprietor of the firm / Karta of the HUF
2. In case of Partnership firms - A copy of the Partnerships deed attested by a Notary Public along with notifications regarding changes, modifications etc, if any, made in the deed.
3. In case of Private / Public Limited company – A copy of the memorandum / Article of Association duly attested by a Notary Public
4. A copy of the Power of Attorney of the person who is authorized to act on behalf of the company duly attested by the Notary Public
Details to be furnished by the Architect along with the application
Architects should submit the application in the prescribed form and enclose the following 1. A photo copy of the certificated issued by Council of Architecture duly attested. 2. Organisational structure of the Architect in Form - A
3. A list of projects whose completed cost is more than Rs 200 Crores, completed in the last five years in Form – B
4. Details of the completed projects in Form – C
5. A list of projects whose estimated cost is more than Rs 200 crores for which consultancy works are in progress in Form - D
6. Average annual turn over in terms of consultancy fees in the last three years in Form- E

If the Architect does not have in-house facility for any of the disciplines of
consultancy like Structural Design, Electrical , HVAC, Fire Fighting ,Plumbing, IBMS etc, names and details of at least 2 consultants should be submitted in the
prescribed application along with the above forms (Forms - A to Form - E) . A brief scope of Architect’s Work is given below
A. Architectural Planning
1. Capturing the requirement of the Research Park after in-depth discussions with the concerned and evolve a cost effective design meeting the various
requirements.
2. Preparation of a revised master plan after considering the existing building / infrastructure and the various requirements of the Research Park. 3. Preparation of Study sketches, discussion drawings, submission drawings,
detailed drawings, working drawings, clarification drawings as and when needed by site officials, revised drawings when ever needed etc,. of the various
buildings and services.
4. Planning and Design of a separate multistorey structure for vehicle parking. 5. Furnishing clarifications including making presentations, attending meetings etc for obtaining approval of the various local and Governmental bodies.
6. Quantity surveying along with detailed measurements, take off sheets, priced and un priced Bill Of Quantities.
7. Preparation of Detailed Estimate for the building work and services.
8. Listing out the various approvals and clearances required from local bodies and Government Departments for the proposed construction and for the services and for commissioning the buildings and services.
8. Attending review meetings, site meetings, progress appraisal meetings and other meetings as and when called for.
9. Preparation and issue of ‘Good for Construction’ Drawings
10. Preparation and submission of ‘As Built’ drawings after completion of work. 11. Provisions to be made in the design for seamless integration of solar panels that
will be planned by Research Park for generation of solar electricity. B. Structural Design and Drawings
1. Furnishing preliminary structural system of the building for scrutiny of Experts. 2. Working out alternatives to evolve a robust and economical structural system. 3. Evolving a computer structural model of the building using any standard
software.
4. Design of the various components of the buildings including detailed design calculations.
5. Preparation of detailed structural drawings for the various structural and non- structural elements.
6. Structural design of various machine foundations, supports, anchors etc including issue of structural drawings.

7. Getting the design calculations and drawings proof checked from IIT Madras or from any other reputed Educational or Research Institution with the prior
approval of RP.
8. Preparation and submission of ‘As Built’ drawings after completion of work.
C Electrical, HVAC, Plumbing, Fire Fighting, IBMS etc,
1. Preparation of preliminary proposals and discussion with experts of IITM RP. 2. Preparation of detailed scheme along detailed drawings, submission drawings etc. 3. Quantity surveying along with detailed measurements, take off sheets, priced and un
priced Bill Of Quantities.
5. Preparation of Detailed Estimates.
6. Drawing detailed specifications for the various items of work considering national and international codes.
7. Drawing a list of various makes for the materials to be used in the work in consultation with IITM RP.
8. Attending site meetings, inspections etc as and when notified by IITM RP. 9. Furnishing clarifications to the various inspection agencies like Central Electrical
Authority, Fire and Rescue Services etc, including furnishing detailed drawings and attending site meetings / inspections in connection with such approvals.
10.Preparation and submission of ‘As built’ drawings after completion of work. D. External Services and Site Development
1. Roads, paths, gates, guard rooms, landscaping, horticulture work etc with detailed plans, specifications, bill of quantities, estimates with measurements etc
2. STP/ ETP/ WTP/ Bore wells/ Open wells with associated pumps , motors etc with detailed plans, specifications, bill of quantities, estimate with measurements etc for civil works and E and M works.
3. Preparation and submission of ‘As built’ drawings after completion of work. E All contingent works included
All contingent works necessary, which might not have been expressly mentioned in these documents but which are essential for effective completion of the project, are deemed to be part of the contract for which the consultancy charges has been
quoted.
Selection Procedure
The basic requirement for an Architect to be considered for qualification is that the agency should be a member of the Council of Architecture. Unless this is satisfied the application shall not be considered for further evaluation.
The applications of all the Architects shall be scrutinized by an expert committee constituted by IITM RP and a list of Architects who can be invited to submit drawings, technical details and fee for the services, shall be drawn. The same shall be

intimated to the concerned. The decision of the committee in this regard shall be final and binding.
Time Lines For The Planning Works
1. The entire Planning and Design work should be competed within 180 days of issue of appointment letter. The break up of the time lines for the various drawings / details shall be firmed up while finalizing the technical requirement of the proposed
construction.
2. The Architect and the associated Consultants should be available for the entire duration of the project for attending tender committee meetings, site co ordination meetings, progress review meetings, meeting with local bodies and Government Departments etc.
3. The Architect and Associated Consultant should carry out all revisions, modifications, changes etc in the drawings and documents already issued and whenever needed issue details , additional drawings etc as and when needed.
4. The service of the Architect is deemed to have been complete only after issue of completion certificate for all the building work and services and the building and services are certified as commissioned by IITM RP.
Agreement
The successful Architect shall draw an agreement with the IIT Madras Research Park detailing the various technical, financial and legal obligations of both parties.

14 1. PHILOSOPHY OF DESIGN
ANNEXURE - A
a) The purpose of the design is to provide a stimulating environment for research and social interaction. Maintaining an eco-balance and protection the environment which are a matter of grave concern for humankind today. The Design should reflect this concern and respond to it in a fitting manner.
b) The Design should keep in mind the climate. ecology, topography, soil and vegetation of the site.
c) The revised master plan and details should promote pedestrian friendly movement by clearly segregating the pedestrian and vehicular movement. The campus environment should be suitable to all stakeholders (viz, IIT, IITMRP, Industry and Research Institutions who have taken space as tenants) and promote maximum interaction between them.
d) The infrastructure, facilities and buildings should be functional and also have a built in flexibility to accommodate the technical advances in the foreseeable future.
e) The overall design – the layout, planning of the campus and the individual buildings should be done to draw a balance between the initial costs as well the cost of maintenance and upkeep during its useful life span. The building materials proposed as well the height and the orientation of the buildings should reflect this.
f) All proposed designs have to be in accordance with the prevailing building regulations statutory norms, local safety and security regulations and bye-laws.
g) The proposed designs needs to integrate the circulation, function and aesthetics of the existing building and engage it in a positive design dialogue.
h) The design also needs to plan for the logistics of carrying out the construction with minimum disturbance to the operations of the existing building and occupants.
i) The design shall seek to create “a landmark” that will set a benchmark in the research and development landscape of the country.
j) The campus intends to obtain LEED Gold rating for The New buildings. 2. THE CAMPUS: QUALITIVE REQUIREMENT
a) Its is desired that the revised master plan, the roads, pedestrian circulation, the zoning, and the physical attributes of the buildings be conducive to intense research activity as well as encourage interaction among the stake holders at all the levels.
b) It is desired to have a campus, which will progressively use less conventional energy and use more and more of renewable energy as well as recycle more and more wastes until an optimum level is reached. Part of the energy consumed needs to be obtained from Solar energy. The directives of the Government of Tamilnadu in this regard has to be implemented.
c) The design of the individual buildings should take into account the local climate conditions and materials and should be in harmony with them. All areas should be well lit and usable with a minimum of artificial lighting and
15 forces for cooling and ventilation.
d) The Revised Master Plan and Designs must meet the best practices/ standards/ provisions as applicable to ecologically – sustainable design in line with local geo-climatic conditions, and which result in efficient use of energy, water and other natural resources.
e) Sustainability initiatives shall need to be performance – based and shall be continuously monitored to ensure that they provide good value for investments that the Institute makes.
f) The Revised Master Plan and designs must propose water-sensitive design that uses the complete water cycle. It must also promote the use of waste products (both process and human waste) to satisfy energy and material resource needs.
g) The Revised Master Plan and designs shall also needs to propose an Infrastructure and Services Plan for transport systems including circulation and parking; ecological services including water, water harvesting systems, process water and waste water recycling, waste water agro-systems, drainage and conjoint surface and ground water management, solid waste management and recycling, soil conservation and improvement; climate control using passive and active systems; energy systems, waste to energy systems; intelligent building management and automatic systems, and all necessary low voltage systems and networks that may be required for the development and functioning of such campus. It shall also plan for landscape design and sustainability, alternative energy, material and finishes, site elements and site furniture, exterior lighting, signage and way – finding, engineering and allied services that strive to maintain the commitment to integrated sustainability through out the process of design, development and operation.
h) The Revised Master Plan must arrive at an urban form that created a landmark but is sensitive to the existing Phase 1 building and integrates its circulation and aesthetics into an overall whole.
i) IITMRP will be responsible for obtaining all statutory approvals from the local/state/central authorities. However, the organization selected shall provide any or all assistance to IITMRP in the form of documents, data, drawings in a mutually agreeable timeline. Further they shall attend meetings and make presentations on behalf of clients as and when required and requested by IITMRP.
j) Provide and ensure that designs, details and all relevant drawings are available as per timeline stipulated by IITM RP.
Summarizing : This Master Plan and Building Design Shall:
i. Provide stimulating research environment and foster interaction among all stakeholders.
ii. Development revised master plan keeping in cognizance all aspects of existing building and infrastructure.

iv. Minimize the energy and resource consumption by a design that is sensitive to climate, topology, ecology, soil and vegetation at site.
v. Protect and conserve water; recycle water and waste. vi. Use environmentally – friendly products and materials; vii. Enhance indoor environmental quality;
viii. Optimize operational and maintenance practices;
ix. Suggest a strategy where in the performance of all of the above (and, perhaps, any others) can be continuously monitored and evaluated;
x. Create a landmark that will be set the standards in the R&D landscape of the country.
xi. Obtain LEED “Gold” certification for the new building.
xii. Plan as per logistics of execution keeping the existing building and its occupants comfort in mind.
xiii. Promote use of non-conventional energy resources. 3. DESIGN ELEMENTS
IITMRP Campus would be an integrated campus with the new buildings and infrastructure similarly integrated with the existing facilities. The entire campus will consist of the following facilities.
I. EXISTING BUILDING

1. The New Buildings will primarily contains research facilities. There may be housed in a single or multiple blocks as per the final approved design.
The Research facilities can be broadly divided into 3 verticals. A. Chemicals, Biological Labs and Material Science Labs– 25%. B. Mechanical Labs – 20%.
C. IT industries and Electronics Labs – 55%.
