AECOM Technical Services, Inc. (AECOM) is pleased to submit this Letter of Response (LOR) for District Four’s (D4 or the District) Right of Way Consultant Continuing Services (CS) Contract. The following information will demonstrate our proposed approach and understanding of critical issues, our relevant project experience and key personnel. The AECOM team stands ready to continue to serve D4 with our depth of experience and our key personnel and sub-consultants. We are committed to supporting the District’s needs in a variety of roles and in whatever manner best suits the District, as we have been doing in many and varied capacities for 30 years!

PROPOSED APPROACH AND UNDERSTANDING OF CRITICAL ISSUES

A contract of this type requires flexibility in staffing to contract and expand as needed by the District. We at AECOM recognize this project need as we have been performing these services for the D4 general consultant/push button contracts since 1996. As you are aware, some of our people currently at the District have been there for over 10 years as an extension of the District’s staff. We recognize that we need to work hard in supplying the District with staff in this time of increasing workloads and decreasing staff availability. AECOM has been able to continually provide the best staff to meet the District’s needs under this type of general consultant contract.

Further, by the time this contract is awarded in January of 2015, most of our staff currently focused on the SR7 2277751 project will be available for other assignments. Additionally, all of the initial offers on our Crosstown Parkway 4108444 project will have been made, thus giving us the flexibility to make staff available to the District as needed for this contract.

RELEVANT PROJECT EXPERIENCE

AECOM was the first Right of Way Consultant in 1996 to be awarded the honor of being D4’s first R/W Consultant to serve as an extension of the District’s in-house staff. Under the leadership of the D4’s Ms. Cheryl Balogh and Kaiser Engineers, Inc. (n/k/a AECOM), AECOM and D4 partnered in a contract designed to augment the District’s Property Management in-house section with staff from AECOM. This was the District’s first Right of Way Continuing Services contract of its type and the staff member that was brought into the District’s Property Management section in 1996 is our nominated Contract Manager for this contract,

Claire Tronel. Claire has been serving D4 in numerous and various capacities

consistently since that day, including on the current General Consultant contract that AECOM has been continually awarded since 2001.

Under this type of contract for the District, AECOM has handled Joint Use development projects, assisted in overseeing Local Agency Programs, worked in Production Control, Property Management, Surplus Sales and Leasing as well as in numerous contract management activities, in addition to the voluminous other responsibilities associated with being an extension of the District’s staff. We have also utilized the same sub-consultants proposed herein on many task assignments, the most recent being the use of Land Design South, n/k/a the Wantman Group, to handle land planning and traffic engineering services for the Sheridan Stationside Village for D4’s Management Services section. Our long-standing working relationship with our sub-consultants allows for efficient execution of Task Work Orders from the District and facilitates communication and ease of completing any task.

KEY PERSONNEL

Our proposed lead on this contract, Claire, has served in many capacities,

including Production Management, Property Management, Surplus Sales and

Leasing and Project Management. Claire’s background in all aspects of the right

of way process, coupled with her experience in managing AECOM’s Right of Way program for five years and as Project Manager for many of the District’s largest projects, places her in a unique position of having many and varied skills to offer the District.

In addition to Claire as our contract “worker-manager”, the table on the following

page shows our team’s depth of experience for the roles proposed under this contract. This knowledgeable group has worked on numerous D4 projects for

The only member of AECOM’s key personnel that you may not be familiar with (and who, therefore, needs an introduction) is Mr. Joe Helkowski, who has been with AECOM over 16 years. Mr. Helkowski, a senior GIS analyst, has experience in developing GIS applications and tools for safety analysis. He has recently developed a customized Clustering Analysis tool using GIS to analyze crash data and identify crash spatial patterns for D4’s and D6’s Traffic Operations sections. Additionally, he has extensive experience in data management, database design and implementation, linear referencing systems, network analysis, customized geo-processing tool development, and web-based GIS applications. His knowledge of GIS and Right of Way are combined such that Joe possesses the optimum skill sets to design, program, test, install, document, support new and existing custom business software systems and train users by implementing standard Department applications development software, and providing other right of way applications design services as required. Specifically, Joe can assist D4 in designing, implementing and supporting a customized program to identify and track right of way excess parcels, surplus sales and lease parcels (with special links to supporting documentation), sales and lease data and any other applications design services requested of D4.
