Tender for Internet Bandwidth

Department of Information Technology (DIT), Government of West Bengal (GoWB) for the State G2C portal project invites tender for supplying Internet Bandwidth initially for a period of one year and renewable up to three years with price review at the end of each year. DIT prefers to have several options for the link, with a choice of capacity of 8 or 4 Mbps, (1:1) or 4 Mbps, (1:4) . There must be provision of increasing the bandwidth to any desired higher value on demand for a limited time. DIT reserves the right to buy any quanta of bandwidth from any single or combination of vendors on account of technical/security/redundancy reasons.
Prospective Internet Service Providers (ISPs) must submit their tender document in the following format. Deviations from this format will automatically disqualify the offer. Please ensure that each of the following items below is filled up but please be brief and to the point.

Compliance of the ISP Service

The bidder must be a Category- A ISP license holder. (Provide Document)
The bidder must be a Telecom Service Provider having Basic Service Operator ( BSO) license & having its own Telecom Network across the length & breadth of India.
Direct peering with multiple (at least 10) upstream providers in different geographies in the world.
Direct connectivity to the IP exchange in US/UK/India Local peering, within India, with multiple ISPs.
The ISP must have centralized trouble ticketing tool for call logging, monitoring and troubleshooting purpose
ISP must provide Internet Bandwidth to Customer Premises inclusive of its last mile Access Network upto State HQ PoP of WBSWAN at Webel Bhavan, Sector-V, Saltlake, Kolkata-7000091.
Average latency should not be more than 350ms up to ISP’s 1st Tier 1 peering point.
The ISP should be able to provide online usage report through web.
MTTR should be a maximum of 12 hours, including the last mile connectivity medium
Any civil permission for laying of Cables must be the responsibility of the ISP.
Service Level Agreement (SLA) >99.5%. ( it is preferred to provide >99.7% SLA)
{Note: DIT, GoWB has specific QoS parameters regarding the Internet link installation and its access. The QoS definitions (such as uptime, mean time between failures, latency, throughput etc) are clearly defined in the Appendix. In the event of violations of the QoS parameters defined in the SLA the service credit mechanism defined in the Appendix will be invoked. In order to qualify for the tender, the ISP offering their service must clearly certify that they will abide by the stated QoS specifications. }

The ISP will designate routers in India and other key countries. The expected average roundtrip transmission delays between these designated routers are to be calibrated as below:

These benchmark timings and packet loss percentage figures will serve as reference points during the field tests periodically conducted by GoWB team once the circuit goes live.

NAVAILABILITYThe link is deemed available only when bi-directional signal transmission is possible at a rate corresponding to the channel capacity of the link while meeting the prescribed SLA parameters; otherwise the link is considered to be “Unavailable”.
The ISP will use reasonable endeavours to ensure that the link availability is maintained at the prescribed QoS levels. The link connectivity and the QoS levels will be monitored continuously. During every 24 hour period (starting with 00:00 hrs till and ending with 00:00 hrs next day), if there is a loss of connectivity (or poor QoS levels) for more than 59 minutes, GoWB will be entitled to claim the prorated charges for one day of the monthly fees as service credit.
Procedure for Tender Processing,

Vendor/bidder must confirm the following standards in the preparation of the Vendor’s Proposal. 1. For this tender ‘Single stage-two envelopes Procedure’ as per open competitive
bidding is adopted.
2. Each bid will be treated and evaluated separately.
3. Sealed Bid clearly marked as “ORIGNAL” should consist of following two separate and independent parts i.e. 1) Technical Proposal 2) Financial Proposal and should be clearly marked as Technical Proposal/Financial Proposal in bold and affixed to each envelope at a clearly visible location.
4. Proposals sent by fax or email will not be accepted.
5. After review of the Technical Proposal, promising Vendors will be selected and will be asked to give a presentation on their solution.
6. Based on the Technical Proposal and the presentations, Vendors will be selected in order of preference and their Technical Solution will be rated.

g. Financial status of the Vendor’s/Bidder’s Organization with supporting documents and last two years annual reports.
h. List of clients and their Acceptance of deliverables, showing separately the items provided and value thereof.
i. Performance of the organization on last three completed projects and the project cost.
j. GoWB reserves the right to reject any or all Bids/Offers without assigning any reason or cancel the process at anytime.
k. Technical Proposal must include the complete solution proposed by the Vendor with filled-in
m. If the specification sheets ask for providing any details, those should be provided as attachment to the Technical Proposal.
Financial Proposal
a. Financial Proposal will include the prices quoted for each equipment/service as per the requirement.
b. The quoted prices must include all taxes, customs and freight charges for delivery at the required locations at own risk and cost.
c. The Bidder shall furnish DD of Rs 15,000.00 ( rupees fifteen thousand only) as Earnest Money Deposit (EMD) ,
d. Bank Draft issued by a Scheduled bank of India in Favour of “West Bengal Electronics Industry Development Corpn. Ltd”, Valid for one year and enclosed in a separate envelope along with financial proposal.
e. No Bid shall be entertained without EMD.
f. Rate for the next six months shall be 90% of the rates finalized for the first six months.
g. All prices to be quoted in Indian Rupees, and must clearly state all applicable taxes which must be included in quoted price.
h. The successful tenderer should furnish to the tune of 10% Bank Guarantee of the total value Of the accessories before releasing the purchase order.
i. GoWB is not responsible for any delays in delivery of equipment. Any Proposal or Bid received after Bid submission time will be unopened.
