Certified staff and volunteer crisis counselors provide
immediate and confidential short-term crisis intervention
and information and referral to more than 4,000
community services available in Hillsborough County,
including resources for: basic needs, such as, food,
rent, clothing, shelter and utilities. There is also access
to relationship counseling, family stabilization, senior
services, issues related to health and substance abuse,
depression and suicide, teens, parenting help, disaster
assistance, legal affairs, and financial support.

The Children’s Board of Hillsborough County has invested in children and families for 25 years. Created by the voters in 1988, we grant funding for programs and services provided by local organizations. Children’s Board investments ensure that:
Children are Healthy and Safe
• Every year, we help thousands of women deliver healthy babies; a baby’s first years have an impact for life.
• Children need access to health care, including vaccines for preventable diseases so they can start school and stay in school.
• Children with good nutrition and accessible healthcare are more likely to perform better in school.
Children are Developmentally on Track
• There are 5 areas of development that will help young children be ready to learn and succeed: 1) health and physical; social and emotional; language and communication; approaches to learning; and cognitive development and general knowledge.
• The road to positive outcomes and school success is knowledge of a child’s development.
• As children develop their skills through nurturing relationships, it allows them to form secure attachments with caregivers which are critical to their cognitive and social-emotional growth.
Children are Ready to Learn and Succeed
• We help ensure that young children have access to the care and developmental support they need so they can enter kindergarten ready to learn.
• The relationship between a child and his caregiver is essential to the developing brain; these relationships are critical as the brain forms visual, language, motor and social-emotional connections essential for later literacy learning.
• Children’s academic success at ages 9 and 10 can be attributed to the amount of words they hear from birth through age 3.
Children have Supported and Supportive Families
• Early experiences and relationships lay the foundation for later success. • The Children’s Board Family Resource Centers offer support to all
families that are at no cost to participants, from developmental playgroups to health services.
• Children’s early experiences, particularly from birth-5, are critical to their brain development and lifelong health. Family support services promote family involvement throughout a child’s life which starts at birth (www.earlysuccess.org).
About the Children’s Board
of Hillsborough County
Governing Board
The Children’s Board is governed by 10 Board members from the local community. Five are “ex officio,” meaning they serve by virtue of the office they hold. The remaining five members of the Board are Hillsborough County citizens appointed by the Governor of Florida. The Governing Board hires the Executive Director, who is responsible for the leadership and management of the agency.

Conference Center
Our office building also serves as a conference center available at no cost to neighborhood, community, and civic organizations. With free parking, easy access to public transportation, and a central location close to major transportation routes, our building is a convenient conference space for various community groups. Children with mothers who are incarcerated at Lowell Reception Center.
What the Project Does:
Provides a host site for live video visitation with moms incarcerated at Lowell Reception Center. Children have the opportunity once a week to visit with their mom for approximately 20 minutes supervised by staff and/or volunteers at Abe Brown Ministries. The project also provides counseling, referrals and linkages to resources and other supportive services targeted towards the caregiver and children to help strengthen family dynamics and reduce stress. The program is committed to providing parenting skills to mothers who are incarcerated to help strengthen the family dynamics on site at Lowell Annex and/or Lowell Reception Center to engage the mother and caregiver in co-parenting supports.

Who the Project Serves:
Women 18 years of age or older who are homeless and pregnant or parenting and who meet the federal guidelines for homelessness. Teens are referred to Alpha House solely through the Foster Care system.
What the Project Does:
Alpha House provides a maternity-based comprehensive residential program for up to 23 pregnant women, foster care teens and their infants and a transitional Housing program for 16 homeless women who are newly parenting. Alpha House of Tampa provides best-practice trauma-informed services which are grounded in a self-sufficiency model and designed to achieve our mission outcomes of healthy births, maximizing each child’s developmental potential, improving our moms’ ability to become and remain employed, and to secure safe housing with the maximum community impact. We are an affiliate Parents As Teachers program site through the National Center for Parents As Teachers.

Children who are 9 to 12 years old who live in Hillsborough County.
What the Project Does:
Provides one-on-one, professionally supported, mentoring services to children who can benefit from a caring and supportive mentoring relationship that will help them succeed in school and make positive decisions. Volunteers, parents of these mentored youth, and the youth themselves must commit to actively participate in this mentoring relationship for a minimum of one year (hopefully longer), in order to achieve these positive outcomes (e.g., promotion to the next grade level).

Who the Project Serves:
The Children’s Board Heart Gallery of Tampa Bay serves foster children of Hillsborough County who are available for adoption and potential adoptive parents. Criteria for foster youth include any one of the following: special needs (medical, emotional, therapeutic, physical disabilities), minorities, teens, and children with siblings who wish to be adopted together. Criteria for potential parents are established by the Department of Children and Families and requires an approved home study, parent training, background checks and the ability to provide specific resources or care depending on the child(ren).
What the Project Does:
The Children’s Board Heart Gallery of Tampa Bay is a unique recruitment tool used to increase public awareness of adoption and the needs of foster children by developing a safe interface between the public at large and children waiting to be adopted. Fine art portraits and individual bios are professionally displayed in touring exhibits, websites and other mass exposure tools which introduce the Heart Gallery children to the general public via state-of-the-art emotive displays and exhibits.

Who the Project Serves:
The Read on myON project is a collaborative effort to provide myON reader from Capstone Digital to all children from birth through 8th grade in Hillsborough County. The Children’s Board funding focuses on access for families of infants and children through age eight (8).
What the Project Does:
Provide an enhanced digital library online with over 4,000 books with a wide range of lexile levels, 70% of the books are non-fiction and 10% of the books are in Spanish. All books are accessible to any computer or mobile device that has Internet access 24/7.

Services are available to any family living within Hillsborough County.
What the Project Does:
Provides prenatal education, child development screening, and parent-child developmental playgroups to any family living within Hillsborough County; there is an emphasis on families living in Sulphur Springs to participate in services at Layla’s House. The program supports children and families by offering traditional prenatal education and an innovative Parent University that is modeled from Baby College offered by the Harlem Children’s Zone at Layla’s House, and a Dads only prenatal workshop for expectant Dads at local birthing hospitals and community locations. Child development screening and parent-child developmental playgroups for families with parent-children birth through kindergarten entry are offered in community-based locations across Hillsborough County via Baby Bungalow services and embedded within Sulphur Springs at Layla’s House.

What the Project Does:
Teens learn Information Technology by providing service to the community through technology service projects for non-profit organizations. Eligible families must live in the Sulphur Springs neighborhood. To qualify for a Family Team Conference, families must have a child under the age of nine (9) living in the home with the family and not be currently involved in formal child welfare case management services.
What the Project Does:
Provides Family Team Conferences, sponsors a Youth Council, and provides PCAT, an after-school literacy program.
A Family Team Conference is a facilitated gathering of family members, friends, members of the family’s faith community and professionals who work together to develop individualized plans to strengthen family capacity, assure safety, stability, and permanency, and build natural supports that will sustain the family over time.
The Youth Council for ages 13-18 provides opportunities for youth leadership development, community service projects, educational advancement and career exploration.
PCAT, an after-school literacy program for Kindergarten students attending Sulphur Springs Elementary School, is designed to assist low-performing children succeed and be promoted to the next grade.

Family Focus serves pregnant and post-partum women and families with young children on a countywide basis who are at-risk of or who are misusing substances.
What the Project Does:
Family Focus services are countywide as a component of the substance use and prevention system of care. The program serves substance using pregnant and post-partum women with prenatal education, targeted support activities, and ancillary services to support them having a healthy substance free birth. Families at risk of substance misuse are provided with parenting education, case management services, and school attendance support strategies.

Who the Project Serves:
This is a countywide project with a focused effort to Child Care programs (centers and family child care homes) in Hillsborough County.
What the Project Does:
Quality Counts for Kids is a quality rating improvement system. Quality rating and improvement systems (QRIS) are methods to assess, improve and communicate the level of quality in early care and education settings. Research shows that high-quality early childhood experiences have an impact on improving the cognitive, academic and social skills of all children, particularly those most at risk for school failure later in life. The Safe Baby Plus project is available to all Hillsborough County newborns and their parents for up to one year adjusted age of the infants. Priority populations include babies in Neonatal Intensive Care Units (NICUs) and substance-exposed infants and their mothers who live in Hillsborough County and give birth in St. Joseph’s Women’s Hospital, Florida Hospital Tampa Bay, Brandon Regional Hospital, South Florida Baptist Hospital or Tampa General Hospital.
What the Project Does:
Families are engaged at the hospital prior to discharge. Parents receive education on choosing a safe caregiver, practicing a safe sleep environment and preventing shaken baby syndrome, which are all a part of the Safe Baby curriculum and leading causes of preventable infant death to abuse and neglect in Hillsborough County. Parents and caregivers are offered the Ages and Stages Questionnaire (ASQ) at 2, 4, 8 and 12 months, along with corresponding developmental activities and referral information by a SBP coordinator who review the ASQs and needs of families. ASQ copies are shared with pediatricians with parent consent. Families also receive educational materials by mail.

What the Project Does:
Life Choices Intervention program simulates parenting utilizing computerized infant simulators to give teen girls an opportunity to explore the physical, emotional, social and financial consequences of parenthood. Other significant program components include communication strategies, esteem-building exercises, goal planning and educational opportunities regarding puberty, sexual reproduction system, and STIs. Life Choices Intervention also strives to improve communication between parents and their teen daughter during their adolescent years.

Children two (2) years old through 3rd grade and their families living in the catchment area for Just Elementary School and/or residing in North Boulevard Homes as well as the West Tampa neighborhood described as zip code 33607.
What the Project Does:
Provide intervention services are based on identified academic deficiencies, excessive absenteeism and tardiness, behavioral issues, or having been a victim of a traumatizing event such as domestic violence, divorce, and/or bullying. The High Quality Wraparound (HQW) model of case management brings coordinated services and supports to young children and their families. BRIDGES staff incorporates the principles of Trauma Informed Care to recognizes the impact of trauma on families living in urban poverty. In addition, a pilot literacy project using the Parent-Child Home evidence based curriculum has been implemented to serve children ages 2-3 and their families.

What the Project Does:
Through our program, we strive to ensure that our kids are ready to learn by Kindergarten and “reading to learn” by third grade. In addition, we provide disguised learning programs and activities through a variety enrichment clubs. On a daily bases, we track our participants engagement and behavior throughout each programming day with our Positive Behavior Support (PBS) model. Our focus is to support the overall growth and development of every child and family within our reach. The Tampa YMCA’s Community Learning Center (CLC) provides year round enhancement and support to. We strive to avoid summer learning loss and to close the achievement gap between low-income and middle/high-income students through a number of programming opportunities.

What the Project Does:
SEEDS is a case management program designed to support and empower families in their child’s educational, social, and developmental experience. Families engaged in the SEEDS program partner with school personnel to ensure their child’s success in school. They also become active in their neighborhoods and communities, promote safety, engage in growth promoting activities with their children and capitalize on family strengths in an effort to create positive changes within their family.
