  As a home owner in Venice, I oppose the "Venice Place Project."

A mega development would cause excessive congestion in an

already densely populated area with tiny streets not equipped for

additional traffic or parking. It is also counter to the character of

the neighborhood as a quirky, historic area that still contains

original California bungalows. Abbott Kinney is famous for

charming small businesses and restaurants. A large corporate

project will detract from this unique community.

It will be attractive to tourists from all over the world and will

bring needed revenue for the neighborhood. two of the shops

where i frequently bought my clothes have closed, Abbot Kinney

was and is crucial for many of us who enjoy the convenience of

the quality retail offerings.

the current crisis in this community; this plan empties on Electric

Avenue which is currently filled this illegal homeless trucks;

people are passed out on the sidewalks from all kinds of health

issues that this project will emphasize and make worse not address

or improve; there is also no empty space for social distancing. The

council is supposed to help the community of Venice and yet

project does the exact opposite. I fail to see the need for such a

place honestly and would advise not approving this project at this

time with this current community with this councilman Steve

Bonin who always preaches that we should do more for the

community and help people living here, but really always wants

to help people with money and real estate developers who have

brought this community to where it is now. For the health of this

community please consider rejecting this project.

I am a long-time Venice resident and homeowner in the Lost Canals District. I am urging PLUM  to deny this project.

This project will have an extremely negative impact on the adjacent community, particularly the community of Oakwood.

This is the wrong project for Venice and this particular location.

I find it incomprehensible that The West LA Planning Commission heard the case with a bare quorum of Commissioners.

This important meeting should have been postponed until more than three commissioners were available.

This is one of the most complex and consequential cases to come before this commission. It’s the largest

mixed-use project in Venice. It will set precedents for decades to come. Yet the Commission

chose to hear it with only three Commissioners, requiring all to vote yes for the appeal to

pass. One of the Commissioners was clear that her mind was already made up. One of the

Commissioners raised good questions but was badgered by the President until she backed

down.

They allowed multiple negative impacts to the Oakwood neighborhood and dismissed its

residents’ concerns.

They allowed conversion of an application for an Apartment Hotel to an application for a

Hotel without any new hearings, and the conversion was slipped in the day before the

Commission hearing.

They said that four dwelling units in a 78-room hotel legally made this a mixed-use

They ignored CEQA alternatives that would have preserved the three historic residences.

They allowed demolition of the three historic residences.

They said that hotels were considered a residential land use, despite legal citations

showing they are classified as a commercial land use.

They used this false classification to bolster their false claim that this was a mixed-use

project under the Venice Land Use Plan.

They allowed consolidation of eight lots for a single project, in violation of the Venice

Land Use Plan.

They allowed replacement of three freestanding residences by three apartment units built

into hotel buildings, in violation of the state Mello Act.

They ignored the section of the EIR’s traffic study that required additional parking offsite.

They allowed a liquor store right across the street from an elementary school. They allowed a three-story hotel with roof deck right across the street from a residential

neighborhood.

They created a situation that will have delivery trucks loading and unloading from the

middle of Abbot Kinney Blvd, blocking sight lines and making it unsafe for pedestrians

Comments for Public Posting:  I have been a homeowner in Venice for 35 years. I have watched

Venice grow throughout the years. I am TOTALLY OPPOSED to

the Venice Place Project. It is a project which does not fit into the

area and will totally take-over. It will change the character of this

neighborhood and displace the Venice residents that have helped

to make Venice so unique and the desirable place to live and an

attraction for tourists throughout the world. This project might be

made for the boardwalk but it does not fit in this neighborhood. It

would totally disrupt the car traffic especially on Abbot Kinney

and it is not appropriate near an Elementary School. The lack of

adequate parking in the design just shows how lacking in thought

this entire project is. Please REJECT the Venice Place Project and

wait for a project that is more fitting for our neighborhood.

Comments for Public Posting:  Dear Honorable Council members, I am writing to ask you to

either deny approval outright for the hotel and retail development

known as The Venice Place Project or veto it and send it back to

the WLA Planning Commission for further review and

community input. The Venice community has opposed this project

since it was first proposed 8 years ago. In that time, the

developers have done little to address community concerns that

have been brought up over and over again. Among the issues that

have never been addressed: • The developer seeks to tie 8 lots

together in an area where legally they can only tie 3 lots together.

This will set a dangerous precedent for future development in

Venice. • The project will negatively impact the quality of life for

the historically African-American community of Oakwood, an

area already disproportionally impacted by COVID, lack of

affordable housing, gentrification, land speculation and

inadequate parking. • At capacity (and especially during events

such as weddings, screenings, and business gatherings) there is

simply not enough parking to accommodate the hotel, multiple

bars and restaurants and thousands of square feet of office/retail

space. Overflow traffic will park in Oakwood, where the Coastal

Commission has mandated parking be free and unrestricted. •

The infrastructure in the area is not adequate to accommodate the

traffic this project will generate. With the parking entrance and

exit located on Electric Ave. - a tiny side street barely wide

enough for one car to pass at a time now and locked in on all sides

by single family homes and small apartments - gridlock is

inevitable at peak times there and the surface streets in Oakwood.

And unlike other retail or residential projects on Abbot Kinney,

the hotel will be open 24 hours a day, bringing with it traffic very

late at night and early in the morning. • The developers claim

they will provide state of the art "automated" parking, but have

admitted the technology is new and untested. Worse, they've

provided no back up plan in case the technology fails. • The

developers are seeking a liquor license to serve alcohol from

7AM-1AM, even though it will be located directly across the

street from the Westminster Elementary School. • Lastly, the

West LA Planning Commission, headed by Mike Newhouse, has

failed to implement the Mayor's Executive Directive 27,

acknowledging that racism and inequality continue to harm

communities of color in Los Angeles, and that the West LA

communities of color in Los Angeles, and that the West LA

Planning Commission needs to commit to improving the quality of

life for current and future Angelenos—particularly for the most

vulnerable populations and those denied resources and a voice for

so long. Until these issues are adequately addressed by the

developer, I respectfully ask you to deny approval outright or

veto this project as proposed send it back to the WLA Planning

grew up in Venice (canals circa 1970-75) and who has been back

in the Venice area for the last 10 years, I've been saddened to see

the fallout from unbridled development in the westside without

any thought given to locally owned small businesses, local

citizens and the overall quality of life -- this would be among the

worst transgressions. Please, please, please, vote it down.

Comments for Public Posting:  I strongly oppose the mega hotel development project on Abbott

Kinney. It is inappropriate and excessively large for this location.

This project would greatly increase traffic congestion and parking

issues on Abbott Kinney (which is already bad) as well as

non-resident foot-traffic in what is largely a residential area. I

have lived on Superba Avenue near Oakwood for 39 years.

Commuter car traffic to newer tech offices in the area, such as

Google and Snapchat, had already reached maximum congestion

immediately prior to the pandemic, reducing the quality of life for

residents here, especially as navigation apps directed cars down

residential streets during rush hour to avoid stoplights. This

proposed location is suitable for small businesses that serves

Venice residents, not tourist hotels that will make it impossible to

park, walk, or drive on routine errands through the area. It will

also pose challenges to the safety and accessibility of Westminster

Elementary School and hurt, not help, area small business because

of the lack of parking. We already have long wait times for cars

entering Abbott Kinney, in the area of Electric and Oakwood.

Please block this huge development to maintain the quality of life

for all Venice residents.

development is NOT what this community needs - it will clog up

an already over-burdened residential area with traffic (an

esteemed 1000+ cars a DAY), it will clog up an already

over-burdened parking situation, making it difficult for the

families that live in the neighborhood to find parking because

hotel guests are getting free parking. Venice does NOT nee

another establishment that sells liquor and alcohol until the wee

hours of the night, especially not across from an Elementary

School! Venice NEEDS inclusive planning, that focuses the

citizens of the city and NOT mega-developers! We need smart

development that works WITH/FOR the community -development that is eco friendly, responsible, community

BUILDING. Venice needs affordable housing, not luxury hotels.

Not alcohol centers that are for transient experiences and not

community nourishment. This development is acceptable.

Comments for Public Posting:  We MUST STOP this development!. Here's why: - Abbot Kinney

Blvd. is a main thoroughfare with a traffic flow of up to 10,000

vehicles a day. Traffic is especially heavy from 7:30 am - 8 am

and 2:30 pm - 6 pm, just when children are arriving and departing

to and from the school campus. The project is estimated to

generate at least 688 more car trips per day on this already

gridlocked street! - The specific traffic impact of the project, per

the Mitigated Negative Declaration is increased by 545%, creating

dangerous conditions for children and their parents walking to and

from school, crossing Abbot Kinney Blvd., Electric Ave., Brooks

Ave. This HUGE increase in traffic will endanger children,

pedestrians and bike riders, alike. - There's just NOT enough

parking! At capacity (and esp. during special events), 167 parking

spaces is NOT enough for this 80-room hotel, 200+ restaurant

seats, 2,534 sq ft of ground floor retail space, a 1,735 sq ft spa,

3,371 sq ft of office space, and all the development's employees! -The developer seeks to tie EIGHT (8) LOTS together, setting a

DANGEROUS precedent for future development, since in the

Venice Specific Plan, the current number of lots allowed to be

consolidated are THREE (3)! The developer apparently hopes to

get around this by separating the buildings along existing lot lines

(but connected by catwalks which are only accessible through the

buildings). - The developer is seeking approval for a full line of

ALCOHOL for ON-SITE & OFF-SITE consumption operating

7:00 am to 1:00 am, provided in the hotel rooms' liquor

cabinets, by room service, and through the hotel lobby, outdoor

courtyard, hotel lounges, and hotel business center! - The hotel

will, thus, be serving ALCOHOL -- directly OPPOSITE

Westminster elementary SCHOOL from 7 am - 1:00 am daily,

and could well become a haven for predators, to observe and stake

out our school CHILDREN!!! - The development will

SIGNIFICANTLY increase traffic. The one traffic study seen

states the project will generate 688 NEW CAR TRIPS a day.

Much of this traffic will end up on Abbot Kinney Blvd., but ALL

of it will originate at Electric Ave, where the parking garage

entrance is located, causing GRIDLOCK at peak times on Electric

Ave. and on surface streets in Oakwood. And unlike other recent

retail/residential projects on Abbot Kinney, the hotel will be

OPEN 24 hours a day, bringing with it TRAFFIC very late at

night and early in the morning. - By adding 4 "apartments", it

appears the developer is trying to create the illusion of a

mixed-use residential/commercial development, rather than

strictly commercial. - The project has INADEQUATE off-street

loading - a MERE 600 sq. ft. off-street commercial loading area

COMMERCIAL OPERATION. Additionally, there will be only

TWO (2) on-street loading areas, also on Broadway. Even now,

with only a couple of restaurants currently operating on site,

loading and garbage collection often partially or completely

CONSTITUENTS - WE NEED LOW INCOME HOUSING NOT

MORE MEGA STRUCTURES - WE ARE ALREADY LOSING

large compared to existing structures, and it will set a precedent of

oversized commercial development abutting our residential

community. Parking is already a nightmare, and this will create

more parking issues for the residents. I am also against having

another liquor license on AK, especially in a school zone. More

parks and housing are needed, not oversized commercial

development.

Comments for Public Posting:  We strongly Oppose the "Venice Place Project" We are 32 year

homeowners with a total of 50 years resident's of the Milwood

Neighborhood. This is the worst project to date and one that our

community has been objecting to for years. The problems on

Abbot Kinney have grown rather than diminished. Traffic is

congested, not only during peak hours but mid day as well.

Drivers do not observe speed limits or stop for pedestrians.

Electric Ave. has always been treacherous. This construction will

Clog Electric Ave as well as Oakwood Ave even more should this

project be allowed. We cannot walk safely on our street due to the

erratic driving on Oakwood. Already, there is inadequate parking

on Abbot Kinney that has created less and less available street

parking for the residents. We are on the 800 block of Milwood.

Weekends, summer, heat waves and homeless vehicles have

created additional street parking issues in front of our homes. The

Hotel project will only create additional traffic and parking issues.

Currently housing costs in our neighborhood are clearly out of

reach for workers and teachers who need to reside in this area.

More affordable house would be a much better solution. Late

night hotel service trucking, late night entertainment and drinking

is this area will cause even more disturbance to our community.

This development is taking advantage of the pandemic situation,

where we are not able to make our actual voices heard. It is a

cowardice trick. Venetians have worked tirelessly to improve our

community not destroy it. Thank you for listening

Comments for Public Posting:  I am opposed to the 'Venice Place Project'. I have lived and

worked in Venice for 20 years. I worked on Abbot Kinney in 2001

and certainly have seen extraordinary change over the last many

years. This project is simply too large and too overbearing for the

location. I went to a public meeting about this project several

years ago and the developer stated then, that regardless of any

objections to it, he bought the property and regarding his plan: "It

will be built." There is no infrastructure to support this project.

From proposed groundbreaking to completion, it will be a traffic

and noise nightmare and will tax the neighborhood far too

heavily. The 'Venice Place Project' should NOT be allowed to go

forward. The 'Venice Place Project' is the wrong project, in the

wrong location, at the wrong time. It will decimate what makes

Abbott Kinney so special and render it just another over built, over

congested LA destination.

Comments for Public Posting:  Venice Place Project - Please Support This Project I would love to

see this project move forward. It is a beautiful design that would

bring tourists and visitors to our neighborhood to support local

businesses. It improves a section of Abbott Kinney that has been

underdeveloped for years. The architecture is beautiful and would

be a great improvement to the neighborhood. Venice has a long

history of fantastic architecture and this building would fit in

perfectly. This would bring jobs to our neighborhood that are

greatly needed now. And the additional taxes to our city would be

great. The retail and restaurants on Abbott Kinney would be

supported by the visitors. My family and neighbors are

completely in favor of this project. It is the right kind of

fresh air in our neighborhood and move Venice to its natural

evolution of positive growth, vibrant economy, and will further

open our city. WE NEED THINGS TO CHANGE IN

VENICE!!!! Bonin is turning our VENICE into Third world

country and a SLUM!!!! I CAN T BELIEVE WE ARE GOING

BACKWARD!!! We have lost so many families moving out from

Venice with their young for a better environment! this should not

Comments for Public Posting:  This morning, I drove to LAX today with the family in the car.

Drove up the road to the departing terminals. Ahead to my right

was the right turn to Terminal 1. To my immediate left at roadside

was a massive billboard advertising some new Amazon TV show.

Front and center on that billboard was a massive picture of a hand

flipping my family the bird. So the message I and the family got

from that was "Welcome to LAX, fuck you!" How can LAX, you

and our Mayor allow that? I'm all in favor of freedom of speech

and the right of a company to advertise, but is this the message

that our fine Mayor and you, the City Council want to send to the

hundreds of thousands of travelers as they enter LAX? Sometimes

we have to take a stand for common decency. Thank you.

Comments for Public Posting:  As a 20 year resident of the oakwood neighborhood of Venice, I

ask the you halt any development of the Venice Place Project. It

clearly violates the the Venice Specific Plan and should never be

built in this community. Don't allow developers to bully their way

into this city and halt them in their tracks. Let's us all maintain the

historical value of this unique city!
