CITY OF CAPE TOWN

ECONOMIC AND SOCIAL DEVELOPMENT STREET PEOPLE PROGRAMME

Introduction

The City of Cape Town has adopted a Street People Policy that is aimed at reducing the number of people living on the streets and reintegrating them with their families and into their communities of origin.

Programme Approach

The City aims to have a holistic integrated approach in dealing with the street people phenomenon. This is achieved through partnerships with NGO’s, CBO’s and various government departments at National and Provincial level.

The programme has two focus areas: 1. Prevention

2. Rehabilitation and Integration Prevention

This area focuses on identifying and working with children at risk at community level by providing the necessary support and alternative programmes to ensure that they remain with their families within the communities. This work is done by the Local Networks of Care in collaboration with other stakeholders.

Rehabilitation and Integration

This is a long term process that includes identifying and working with children, youth and adults who live and work on the streets, with the aim to rehabilitate them and to reintegrate them with their families into their communities of origin to function as productive members of society. This is done through NGO’s in collaboration with various stakeholders and is mostly shelter based to ensure that rehabilitation work is done effectively and that the necessary skills required to sustain them once they are reintegrated, are instilled. The shelter based programmes include: rehabilitation from substance abuse; and training in life skills and technical skills that will improve their employability. Children in these shelters are reoriented and integrated into

mainstream schooling to ensure smooth integration when they are returned to their families and communities.

How to use this Data Base

The Data Base is categorised per Sub-council boundary with the organisations listed in alphabetical order. It will indicate the type of service e.g. shelter based or

community based; focusing on children, youth, adults or combinations of the three groups.
