002095 Trailer Mounted, Automatic, Cone Setter and Retriever Unit

-This type unit to be fully automatic in the placement and retrieval of cones and requires only one operator in the towing vehicle. Unit must be capable of using JBC Safety Plastic 10 pound,

28 inches high, 15 inch square base, and wide cone design or approved equal. The unit to have the following features

- Hitch shall be 3 inch lunette eye. The lunette shall be adjustable from 18 to 32 inch in height. - There shall be safety chains (extend 36 inches past tongue) and

electrical connection per EQN-84 (extend 96 inches past tongue).

- There shall be a hydraulic surge brake system and brakes shall be "free backing" (per Dico, or equal).

- The unit shall be equipped with lighting per Pennsylvania Motor Vehicle Code. All lights shall be LED. License plate bracket shall be illuminated and properly mounted to accept a full size license plate. Seven-wire trailer and connector set to extend to the front of the hitch, per ATA wiring sequence. Cable shall be furnished with a Pollak 7-wire connector Part #11-910 or equal with cable guard spring and wired to mate with standard truck wiring. No splices shall be made outside a weatherproof plastic box sealed to avoid condensation. All electrical connections shall be swabbed with dielectric grease. There shall be a Cole Hersee Part # 11750 or equal stor-a-way trailer connector plug holder located in the tongue area. Ref: EQN-80A.

- There shall be a heavy duty tongue jack capable of supporting the GVW that the trailer is rated at + 10%.

- Tires, wheels and suspension shall be rated and capable of the GVWR of the trailer. Wheels shall be a hub piloted, one piece design. Note: UTG / Donut type wheels (type used in the mobile home industry) are not acceptable.

SPECIFICATIONS

I. GENERAL EQUIPMENT SPECIFICATIONS:

A. INTENT STATEMENT:

NOTE: Pennsylvania Department of General Services, PCID No. 1075, “General Requirements for Bidding PENNDOT Vehicles/Equipment”, most current version effective at the time and date of bid opening, is included as a part of this specification. PCID No. 1075 may be reviewed and downloaded from the Department of General Services website, http://www.dgs.state.pa.us.

Delivery as required per Department of General Services PCID NO. 1075 Section “G”. All units must be delivered within 90 days after receipt of the purchase order by the successful bidder.

This specification describes minimum requirements for cone setter platforms to be attached to the rear of a flat bed, utility, service, and foremen body crew cab pick up trucks, capable of holding two people (Minimum weight of 500 pounds) while manually setting or retrieving traffic cones and storing them on the flat bed pick up truck, while traveling at speeds up to 10 MPH. The unit must be adaptable to various department owned trucks; IE Ford, Chevrolet, Dodge, GMC etc.

It is understood that the components specified are minimum. The burden of

responsibility is hereby placed on the manufacturers engineering department to

supply a unit that is totally engineered.

B. CONE SETTER PLATFORM:

1. UNDERSTRUCTURE FRAME:

Unit shall be constructed to fully accommodate an upper structure that measures 94 inches wide by 36 inches deep. Understructure frame shall be constructed using three 2” X 2” X 3/16” square steel tubing receiver inserts (Long Members). Center rail shall use the existing chassis receiver tube as a mounting point to the truck. Successful vendor shall supply receiver tubes to be universally mounted to the outboard sides of the existing truck hitch assembly to accommodate the remaining two evenly spaced rails. Rails are to be continual lengths to the rear of the platform for stability. Three evenly spaced cross members and end perimeters shall be interlaced with long members. All Joints shall be fully welded. Successful vendor shall supply three pins with cotter / hair pins to attach platform to the truck.

There shall be two forklift slots evenly spaced to aid in mounting and dismounting platform from truck. Inside dimensions 7 inches wide by 3 inches high, by 28 inches deep. Each forklift pocket shall have a stop permanently attached to the truck side to eliminate forks from passing through to the truck. There shall be four skid plates mounted one at each corner of the platform to prevent damage to the platform when stored. Reference EQN 205, Sheet 3

2. AUXILARY RECIEVERS

The following shall be provided with each unit for mounting to department trucks. Parts shall be secured to the unit for shipping. Two 6 inch by 6 inch ¼ inch thickness steel plates. Two steel receiver tubes, inside dimensions of 2 inch by 6 inch, ¼ inch thickness, by 4 inch deep. Reference EQN 205A Sheet 1

3. PAINT:

All steel exterior surfaces shall be cleaned and properly prepared prior to painting. The frame shall be painted black in color.

All aluminum surfaces to be cleaned and unpainted.

4. BASKET

a. Floor of basket shall be one piece of aluminum bar grating.

Ref: Bustin No. NST4 full size,

Ohio Grating No. JA21195G4 serrated, IKG. Industries Type B54 or Mack Part #

85QM423OM4.

b.

Aluminum basket structure shall be secured to the steel understructure frame in a manner as to

not create a tripping hazard on the aluminum decking material.

c.

Railing shall be constructed of 1 ½ inch by 1 ½ inch by 1/8 inch aluminum square tubing.

d.

Unit shall have a “D” ring attached to the center rail on the truck side to attach a safety

harness. Reference EQN 205, Sheet 2

e.

Sides (2) of unit shall have adjustable, non removable retainment bars. Shall be adjustable on

approximate 2 ½ inch centers for multiple height adjustments. Reference EQN 205, Sheet 5

f.

Unit shall have an access door located at the center, rear side of the basket. Door shall be

hinged to the right with an aluminum hinge with stainless steel pin and two (2) spring loaded

latches.

5. LABELS:

a. Each unit shall have a metal label or non-removable decal affixed to the unit containing the manufacturer’s name, date of manufacture, weight capacity and serial number.

b. Each unit shall have an aluminum plate, welded in clear view to attach the following labels. Reference EQN 205, Sheet 4

1. Weight Capacity 500 lbs.

2. Maximum Speed Limit 10 MPH when Occupied. One additional label shall be supplied with each unit to be installed in the cab of truck.

6. LIGHTING:

All lights shall be LED.

Connection shall be made with the trucks electrical system via a 7-way Pollack Connector No. 11-910 with a cable guard. Ref: EQN-80A

The platform shall include brake lights, taillights, turns signals, 4-way flashers and an ICC bar light. Clearance lights and reflectors on each side, amber at front and red at rear. Conspicuity tape and reflectors shall be installed following the same established standards as lighting.

There shall be a power cord hard wired on one end, Ref. Grote part # 87020, and there shall be a store-away plug holder, Ref Cole Hersee part # 11750 mounted in the center of platform. Cable shall extend 36” beyond front of platform

All electrical connections shall be protected with dielectric grease.

All electrical connections shall be made inside a sealed, weatherproof junction box.

These drawings reflect the intent of the Department and any discrepancies shall be resolved at the meeting between the vendor and the Equipment Chief, or the pre-production inspection of the unit.

DRAWINGS APPEAR AT THE END OF THE SPECIFICATIONS.

III. WARRANTY:

The vendor shall repair or replace, free of charge within one (1) year from date of sale, any platform which in the judgment of the manufacturer has failed because of defective material or workmanship, provided it is shown to be properly mounted, and not subject to abuse in operation or assembly.
